They should have been a better way to handle the situation, it could have used senate President to seek for the amendment in the sense that senate president should have sent it back to the presidency for the ratification since the IMF loan is no longer feasible.

Were the worker working at the ECA company, why would he pay workers from the money that belongs to all?
