Blog admins also have IPs of visitors.
A webserver logs the client version of the browsers, source IPs , data transfered etc depending on logging levels set.
I don't have to embed a mapper link if you are visiting my website or a webserver I adminster say xyz.com.

A simple NSLOOKUP will translate www into an IP address. Using Tracert you can trace from your computer's IP to the destination IPS or server. You can get a rough estimate of where the person may be but that is highly due to how the ISP or server is setup. take Nairaland for example, they use cloudf... and all the information of the company or owner can be gotten online except the owner used the privacy feature. Now, Most companies you take service from will require basic information; your address, phone number, name, etc. Some servers or DNS let those information out in the public.

Regarding Opera proxy. Opera is faster because it takes your request gets the data , compresses it and sends it's to your browser. That means the IP you see could be anywhere they have proxy servers.
Opera I'm aware in local markets usually obtain a local presence in a country. Where we have an Internet Exchange Point between ISPs ,they set-up shop there. An IXP is critical in a country because data from MTN and Glo does not have be routed through London or wherever their global IXP is. Data access remains local within a country, region or continent.
Opera will have a cache engine at the IXP
Opera has a global IP geolocation reservation block if IPs. Their cache engine is in Nigeria, but using BGP it will use their IP block registered in Colorado.
We agree that an IP gives geo location. In Opera Mini case that IP I see is in Nigeria, but using their American registered block of IPv4 address.Internet search sites don't know where that IP is, all they know is that the owner is registered in Colorado.

Some IPs can give exact location where the IP resolves to a webserver, a mail server etc that is an on premise with a static IP. Example. xyz.com is a single branch company with it's webserver inhouse. It's IP address resolves to the location of the webserver . Knowing the exact office location gives the location of the IP.
In Ijebos case he uses a DHCP address assigned by the ISP. The IP block could be thousands of miles away, but a reverse IP look will show the ISP block of IPs registered at their head office.
One can obtain a block of IPs from the early ISPs. And use it anywhere on earth as long as it's routed correctly.
