Most developed countries have registers, social security numbers, compulsory for everyone. They have good border control and know exactly how many people are coming in and going out. We're not exactly blessed with this. It'll take some miraculous census not tinged with tribal bias to even attempt something close.

Reforms are slowly producing what we asked for. i remember when he did something similar in Nigeria last year.
