sector is area of interest to me because is familiar terrain.

If the miners don't have a gold mining license, what they are doing is same as bunkering because they don't have the right to mine without a license. Any other thing is bullcrap

Mining license is issued by ministry of mines and solid minerals, like I said oil mining is different from gold, it requires huge capital investment and advance technology, so it is not all comers affair. The government should look into the area of local refineries in the creek and like the artisanal miners, organise them in cooperatives and allocate crude to them for refining in an environmental friendly manner.

Bunkering is different, why the artisanal miners do the mining, oil bunkerers vandalise some other persons investment and steal from it. Mining licencese can be obtained by any niger delta state or individual like Belema oil did and develop the wells and start drilling.
