I will advice you see an urologist. Masturbation or even sex should not give you a bloody discharge. Either the masturbation was too physical or you have a blood clothing disorder which the urologist will rule out. possibility of an ongoing infection/infestation or even cancer has to be ruled out.

Having UTI doesn't necessarily mean you have an STI it's two different infection entirely, tract infections is mostly caused by bacteria entering through your bladder thus affecting free flow of urine or any liquid passing through your penis. OP should see a good pharmacists they'll recommend a good antibiotic that will see to its cure, and stop holding pee or ejaculation that's the root
