The first plate is a temporary tag for new cars. Good for about 90 days. The actual plate showing Texas is the one after registration.

There has recently been a move to add the issue of screen time and excessive social media presence to the list of addictions. It is a valid issue. How many of us can sit in a waiting room and just do that-wait, without staring at our mobile devices or checking updates? The real concern is, when you spend so much time online, what contents are you viewing or consuming? It can be an educative experience here on Nairaland just as it can be a destructive one. The choice is open grin

LOS ANGELES (AP) — The city of Los Angeles reached a $4.2 million settlement with a mother and daughter who were injured when police mistakenly opened fire on them while they were delivering newspapers during the manhunt for disgruntled ex-cop Christopher Dorner, officials said Tuesday.

The money will be split evenly, with $2.1 million going to each woman, said Frank Mateljan, a spokesman for the city attorney's office.

The agreement must still be approved by the Los Angeles City Council.

Margie Carranza and her 71-year-old mother, Emma Hernandez, were delivering papers around 5 a.m. on Feb. 7 when LAPD officers guarding the Torrance home of a target named in an online Dorner manifesto blasted at least 100 rounds at their pickup.

Hernandez was shot in the back and Carranza had minor injuries.

The settlement means they cannot pursue any future injury claims against the city.

Dorner had vowed warfare on Los Angeles Police Department officers and their families for what he called an unfair firing.

He killed four people, including two law enforcement officers, during his nearly one-week run from authorities.

Attorney Glen Jonas, who represents the women, called the settlement amount fair and said it spared the city from defending a case that involved eight police officers and would have likely cost millions of dollars.

"The only certainty was the litigation was going to cost everyone a lot of money and a lot of time," Jonas said.

Jonas sent a nine-page demand to the city more than a month ago that provided an opening to negotiations. He said he negotiated with City Attorney Carmen Trutanich for weeks before the deal was reached on Monday night.

"We're two veteran trial lawyers trying to settle a case, and we both understand the reality of litigation and what it costs to both sides," Jonas said.

City Attorney Carmen Trutanich agreed the settlement was fair and said in a statement he was pleased by how swiftly it was reached.

"We hope Margie and Emma will be able to move on with their lives, the city will be spared millions of dollars in litigation expense and time, and this unfortunate chapter of the Dorner saga will be put to rest," Trutanich said.

The women agreed to receive the payment after June 30 — the end of the fiscal year — to help the city with its budgeting, Jonas said. The agreement came in addition to a separate $40,000 settlement reached earlier for the loss of the women's pickup truck.

"For them, the money is not the issue as much as (the city) just doing the right thing," Jonas said. "Everyone agreed that they were wronged, but we didn't know whether responsibility would be assumed ... It's pleasant to get that done without having to go through years of litigation."

The eight officers remain assigned to non-field duties pending an internal investigation.

I believe a few images would have conveyed the message better. Why not give an illustration of a flawed logo and the correct one. A graphic artist sells his message better with pictures instead of using lengthy words. What do u think OP?

And Prince Philip proved he hasn't lost his appetite for mischief during a visit to a Luton hospital yesterday.
In the latest of a long, long list of cringe-worthy comments, the 91-year-old Duke told a Filipino nurse her country must be "half empty. You're all here running the NHS."
No-one is immune from Phil's lack of tact - women, heads of state... even children.
Here The Sun celebrates the Duke of Hazard's top ten gaffes.
1) " You look like you're ready for bed"
During a meeting with Nigerian President Olusegun Obasanjo in 2003, the Duke told the bemused politician his ceremonial dress looked like a pair of jim-jams, exclaiming: " You look like you're ready for bed.
2) "You ARE a woman, aren't you?"
After accepting a figurine from a local during a visit to Kenya in 1984, Philip left everyone in the room red-faced when he had to double check their gender, asking the poor woman "You ARE a women, aren't you?"
3) "....the Cantonese will eat it"
During a meeting with the World Wildlife Fund in 1993 the Duke came out with a bizarre critique of Cantonese cuisine, telling dumb-struck attendees: "If it has got four legs and it is not a chair, if it has got two wings and it flies but is not an aeroplane and if it swims and it is not a submarine, the Cantonese will eat it."
4) Cowboys and Indians
A tour of a factory in Edinburgh in 2000 took an awkward twist when Philip spotted a fuse box and told his hosts "it looks as though it was put in by an Indian".
He later explained he had meant to say "cowboy" but it was too late and Buckingham Palace was forced to issue an apology.
5) Don't drink and drive
He may be Duke of Edingburgh - but that doesn't mean Phil spares the Scottish from his cutting brand of comedy.
Especially when it comes to their age-old stereotype as heavy drinkers.
When meeting a driving instructor north of the border in 1995, he asked him: "How do you keep the natives off the booze long enough to pass the test?
6) Too fat to be an astronaut
He doesn't spare children either. In 2001 Philip shattered 13-year-old Andrew Adams' dreams of going into space.
During a one-on-one chat, the prince told the aspiring astronaut: "You'll have to lose a bit of weight first."
7) We are family
During a meeting at the 2009 Royal Variety Performance, Philip asked the ELEVEN members of black dance troup Diversity: "Are you all one family."
To make matters worse, he then asked the London-based group: "Have you come over for this show?"
Comedian Jason Manford overheard the cringeworthy conversation, and later said: "I thought, 'No they're from London - they've done the same journey you have'."

Phil's most tactless gaffe came when he met survivors of the Lockerbie bombing. Comparing the devastating death of 270 people to the recent fire at Windsor Castle, the prince said: "People usually say that after a fire it is water damage that is the worst. We are still drying out Windsor Castle."
9) "You managed not to get eaten, then"
Philip uttered this immortal lime to a bemused backpacker who had trekked across Papua New Guinea in 1998 - and didn't end up in a giant pot.
10) "Slitty-eyed"
In 1986 Philip achieved his singularly most cringe-worthy clanger when meeting British teenagers in the Chinese city of Xian. He warned the students if they lived in the Far East for a year they would "go native and come home slitty-eyed”.

West Brom striker Peter Odemwingie has handed in a transfer request in a bid to push through a January move to Queens Park Rangers, but it has been rejected by the club.
Odemwingie scored 11 goals last season and has found the net five times in 19 games this campaign to help Albion into eighth place in the Premier League. But the club revealed earlier this week that they are not willing to let him go, and have already rejected a £2 million bid, reportedly from Harry Redknapp's Rangers.The Nigerian international is keen to move on, though, and has made his desire to quit the Hawthorns clear on paper. However, it was rejected as well.
Sporting and technical director Richard Garlick added: “Peter is hugely popular with our supporters and it is disappointing that he has decided to hand in a transfer request. It was immediately turned down and has done nothing to change our stance during January.

“Peter is under contract until the summer of 2014 and we have no need or desire to sell our core players. We want to keep the squad intact to enable us to build on an encouraging first six months of the season.
Albion, the striker's first English club, rejected a QPR bid of around £2m a week and a half ago and had hoped that would end the matter. But Loftus Road boss Harry Redknapp has remained hot on the trail despite being busy with other targets and successful with at last kick-starting Rangers bid to climb out of trouble.

Odemwingie was impressive in Albion’s last game - the 2-2 home derby draw with Aston Villa - and scored their equaliser in the final ten minutes.

What do you think about this his planned move? Is it a case of history sadly repeating itself? Just reminds me of the 1990s when we had Super Eagles players plying their trade in great clubs around the world culminating in the Super Eagles earning a 5th place world ranking. In the years that followed, our players took some ill-advised decisions and went into oblivion.Where are we now? shocked

;DThe poster made very valid & valuable points. In the US, an immigrant would need to wake up to so many rude shocks. You'll find out that most job applications would take you through tests online and our resume styles differ. Date of birth,marital status,place of birth etc are taboos in the US resume!
How do you handle the issue of having 'an accent'. Many words disparity nko? What is 'surname'? They only know 'last name'. Trousers na pants! Toilet na bathroom! Car bonnet and boot na hood and trunk! House TO LET na FOR RENT! There's just so much to learn. It's harder for young children who might get teased at school or at play. Older immigrants probably have thicker skins.The weather is another issue . You can be comfortable in the US as long as u can afford the bills!
The experience can be daunting but the rewards make up for all the hassles.

That's your answer above. The only concern is that building bigger roads means increase in vehicular traffic. Car ownership is going to increase hence more traffic on the road. The world is now moving on to sustainable means of transportation. The good thing is that he is atleast doing something unlike some other governors that are busy siphoning funds to their private accounts.

It won't necessarily lead to more vehicles plying the roads like that. On the brighter side, the light rail project on this same route would soak up the mass of passengers. More lanes mean an ease in the final analysis. Thumbs up to RBF.
