allegations of indecency and lack of
temperament, two descriptions better
applied to their treatment of detainees.
“The police decision to deny the findings
before careful reading of the report or
examining the accusations made in it
echoes their attitude to criminal
investigations - apportioning blame before
ascertaining the facts. Their pledge to
investigate abuses rings hollow so long as
they continue to refute our evidence of
systemic torture, gathered from more than
500 cases and including testimony from
current and former police officers.”

The attention of the Nigeria Police has been drawn to an on-line publication entitled ‘ Welcome to Hell-Fire’: torture and
other ill-treatment in Nigeria.
While we do not question the freedom of Amnesty International to earn its relevance and bread, the Nigeria Police takes
serious exceptions to some blatant falsehoods and innuendoes contained in that report.
For one, it smacks of indecency and intemperate language to liken our dear nation Nigeria, to hell fire. That cannot be
true. We believe that Nigeria is a growing nation, green and largely peaceful.
While the Nigeria Police and other operators in the criminal justice sector are undergoing systematic reforms, and aligning
themselves with the demands of democracy, there is no gain saying the fact that the Nigeria Police Force has since
improved its operational efficiency and effectiveness. Since the dawn of democracy in 1999, the Nigeria Police Force has
significantly improved on its human rights records, owing largely to training and re-training, community policing, attitudinal
change and structural transformation.
In its report under reference, Amnesty International did admit in its methodology that it visited some Police Formations and
interviewed some family members of suspects. At no time in its report, did Amnesty speak or interface with the Police
authorities. This obviously shows their disdain and apparent lack of character where the democratic tenets of fair hearing
are concerned.
The report covered a seven year period of 2007-2014. I dare say that some of the issues raised have since been dispensed
with and settled.
Of a truth, torture or ill-treatment is not, repeat, NOT an official policy of the Nigeria Police.
The Code of Conduct of Officers, as well as our Regulations prohibit torture and incivility to members of the public. We are
versed with international best practices, and the dictates of the Nigerian Constitution as regards human rights. So the Police
do not routinely torture suspects. It is not systemic or endemic. Whenever instances of human rights abuses are brought to
the notice of superintending officers, the offending personnel are promptly sanctioned in line with the laws and regulations.
For the avoidance of doubt, Nigeria Police Force has a zero tolerance for corruption and abuse of power. There is no
Immunity for impunity in Nigeria Police Force.
Besides, the Nigeria Police is women-friendly. We do not target sex workers, nor routinely adopt rape as a weapon. Instead,
the Police has established a family and human trafficking unit to protect the rights of women, children and the vulnerable
members of our society.
However, the Nigeria Police Force shall meticulously scan through the document, and investigate any current human rights
abuses linked to any officer or formation. Any identified and established case of malfeasance or misconduct shall be treated
in line with the laws and regulations.
We crave the indulgence of Amnesty International to, for the first time, furnish the Police with specific details of its
allegations to enable us reach the ends of justice for the alleged victims, and to improve our service delivery.
The Nigeria Police Force remains responsive to the yearnings of Nigerians for improved safety and security.

Lagos - Boko Haram militants are in charge of at least 25 towns and villages in northeast Nigeria, the region's Roman
Catholic bishop has claimed, warning of a deteriorating security situation.
Bishop Oliver Dashe said 10 towns in Yobe state, the same number in Borno and five in Adawama had fallen to the
rebels over the last month, as they seek to carve out a hardline Islamic state.
International assistance was now required to tackle the problem, he told the Nigerian Catholic Bishops' Conference in the
southern city of Warri, Delta state, on Wednesday.
"As a nation we are almost losing this battle because it is spinning out of control," he added.
"The earlier we come together as Nigerians, forgetting our religious, ethnic, regional, cultural and ideological differences
to face this menace the better for us."
Nigeria's government has denied losing territory to Boko Haram and the military has dismissed as "empty" the militants'
claim last month that one captured town was part of an Islamic caliphate.
Independent verification that militants have overrun towns and villages is hard to come by because communications
have been destroyed.
Most reports have come from the thousands of residents who have fled their homes to go to other towns and cities in
the northeast and wider region.
Military top brass this month admitted that the militants' territorial ambitions were a threat to Nigeria's sovereignty.

A series of counter-attacks have been launched in recent days, which they claim have successfully recaptured towns.
Dashe said Boko Haram-related violence had devastated the Diocese of Maiduguri, which he represents and covers all
three northeast states.
The heavily armed militants were getting the better of the military, while the region was facing a humanitarian crisis
because of the thousands displaced, he added.
He criticised the government for "almost inaction" and its "lukewarm attitude" in tackling insecurity, which had seen
young men forcibly conscripted into the militants' ranks and women forced to marry Islamist fighters.
"We used to think that salt is the cheapest commodity in the market, well, life is cheaper now, especially in the
northeastern part of Nigeria," he told delegates.
"The bottom line is that the government and our political leaders have failed us and we have lost total trust and
confidence in our government and our leaders."

a couple of hundred secondary contacts were observed and most passed the 21 day incubation period. Some "observations" still going on in Port Harcourt.

19 people were infected with the disease and most were quarantined. Most were health care workers and primary contacts with the index case. the survival rate was at 60% meaning a little over half survived the disease and the rest passed away.

So far no NEW cases of Ebola reported in the past 2 weeks.

If that aint containment compared to the rest of the developing nations concerned, I don't know what is.
