You will need to ask the supreme court about its constitutionality.

FYI, constituency projects money are not given to any senator,
they merely highlights the projects they want executed in their constituency.
It is then up to the executives whether to fund the projects or not.

From the above, you ca deduce for yourself if it is illegal or not.

Nobody is questioning dia right to make or amend d budget. The bone of contention is, some of d projects are vague, doesnt have location. The ones wit location, d allocation seem surplus.
Then why the constant use of "budget padding" phrase?

What I expect educated fellows to discuss is the specific issues/budgetary provisions they consider problematic
and not the asinine noise about padding.

It is a huge shame on our country when even journalists don't know the functions of the legislative arm.

It is one thing to oppose certain changes in the budget, it is another to think
it is a crime for senators to alter budgetary provisions.

First of all, kidnapping under any guise is illegal.
Since the primary report was that of kidnapping, it is even surprising that
the army did not go with full force the first time around.

Now, all the high chiefs are persona non-grata.
They no longer have a home or village and will remain on the run indefinitely
until arrested.

Taking stupid decisions for temporary gains is never a wise move.

I am interested in the 500 villages who were allegedly shot at.

sometime last year, 32 soldiers were killed in Niger state, their aircraft gunned down. Niger state communities knows where these criminals hide in the bush, even the army knows but they did nothing.
Mr. mind reader, are you saying the entire community knows where he is or some people knows?
If it is the latter, how is that the fault of the army?
Is there any criminal that doesn't have civillian allies?

Do you suggest that the army starts torturing every member of the community until one of them breaks?
If that happen, do you think Turji would be stupid as to stay in one place?

As I schooled you during the Kanu's hysterical claims about extraordinary rendition,
extra-national laws are useless when national security is concerned except in very few cases such as genocide and even
in such cases the culprit countries have to be in the bad books of the powerful countries to be punished for it.

Your right or wrong judgment is irrelevant to your accusation of war crimes.

If you mean those killed while fighting bandits.
The last time I checked bandits don't operate from villages or towns, they are based in the forest.

The job of the senate is to review the budget and slash down or increase sections
of budgetary allocations it deemed fit.

Anyone against such should campaign for constitutional amendment so that the
president no longer need to present budget to the senate.

Note, there is no village called "the North".

If you are referring to bandits, they have no village, they are nomadic raiders who resides in the forest.
Even at that, there was a recent revenge drone strike on a Kaduna village.

If you are still in doubt go and read Amnesty International report about the Boko haram war.
The details are quite gory.
Whether in the North or South, the Nigerian army uses crude collective punishment methods
when on revenge mission.

I am not justifying it, just debunking the 'bias' narrative.

Biden have been pretending there was no coup in Niger and he kept
giving aids to Niger even though it was illegal to provide aids to country under military dictatorship.

He can spend the money and get away with it.

Individuals are responsible for wrong transfers and not the receiving account details.
He can get away with it if the transfer was made by an illiterate.
Since this is a supermarket in this case, then there is no getting away with it.
Even without using the extra-legal Nigerian factor(they will definitely use it), it won't end well if he spent the money.

You are partly right though, he may get away with it if he decides to stop using Nigerian banks permanently.
