■ Robust Waste Management and Recycling System
■ Strong healthcare system

■Effective Welfare/Social system

Aside waste management, no governor can do any of the listed even if given 20 years.

Unless you have secret vault filled with billions of dollars to give to the governor.
Government(federal or state) works based on scale of preference due to limited resources.
