Ltd for violation of customer’s right to privacy. The plaintiff, Mr Emmanuel Anene on Dec. 21 filed a suit against Airtel for continue disturbances through unsolicited messages to his line. The judge held that the crucial issue that calls for determination here was whether or not that the plaintiff evidence made out a case to justify the claims in the reliefs he sought.“One of the reliefs sought an order of the court seeks for the award of damages. A plaintiff who seeks for a violation of right is to succeed on the strength of his case and not on the weakness or absence of the defence. “Though he can rely on the absence of the defence to support his case.” He said the burden of proof could shift from party to party until the issue in contention is resolved. The court records showed that the plaintiff evidence of claims was served on the defendant and led evidence in the support of same. “The defendant who was afforded the opportunity failed to file statement of defence contradicting the plaintiff’s statement of claim or fails to lead evidence in challenge to the claims; it means he had admitted the facts. “Unless the court does not believe in the evidence or sees any reason in contrary in law it reserves a duty to act on such. “The defendant failed to place any evidence on the other scale of balance there is nothing against in which the plaintiff’s evidence can be weighed. PUNCH Metro learnt that Agbaje, who is the cousin of a former People’s Democratic Party gubernatorial candidate in Lagos State, Jimi Agbaje, went on the adventure to prove his love for a lady, Sharon Donald.Our correspondent gathered that 26-year-old Donald is the daughter of a former governor of a state in the South-South and had recently travelled to New York, United States of America. It was learnt that Agbaje and Donald had met in Ikoyi, Lagos State, and had been friends for the past six years, but she had turned down his marriage proposal several times. Agbaje said he decided to trek to Zaria to prove his love for Donald, adding that he was on the road for 19 days. The Lagos State indigene was reportedly received on Friday, October 21, by the Chief Security Officer of the Ahmadu Bello University, Col J.K. Tukur; and the protocol office of the Emir of Zaria. He was later taken to a hospital where he was reportedly treated for the injuries he sustained during the trek, which was monitored by a GPS tracker. Narrating how he met Donald, Agbaje said, “I was with my friends sometime in 2010 and while we were discussing about ladies, I said I wished God would just show me my wife anytime soon. “About five minutes later, we were hungry and I went to get food on Awolowo Road. It was my first day at that eatery. I was waiting to be served when she walked in. Coincidentally, that day was also her first day there. I observed that there was a love image at the back of the trousers she put on. “She approached me and asked what she could buy and I advised her. We later exchanged contacts and became friends. That was how my love for her started growing. We met several times afterwards.” Agbaje said some months later, he decided to open up on his feelings for Donald, but she turned him down. He said he persisted, adding that when Donald didn’t bulge, he decided to do “what no man can do for her.” “I chose to trek to Zaria because her parents dated for six years in ABU, Zaria, before they got married. I didn’t let my parents know and to ensure I was not disturbed, I changed my SIM card. I took a tracker along with me to monitor my movements. I never took a bus at any time. It was a tough task and I even collapsed some of the times. I took off from Ketu on October 2 and arrived in Zaria on Thursday, October 20, around 4.15pm. “I have no regret for what I have done. I have proved my love for her, even though she didn’t reciprocate my feeling. I believe even if she gets married to another person, nobody will ever be able to do what I did for her,” Agbaje added. Our correspondent was told that the CSO of ABU, Tukur, called Donald to ask if she was aware of Agbaje’s adventure, which she acknowledged. She, however, didn’t state if she would accept his proposal. The head of the protocol office of the Emir of Zaria, Mr. Abubakar Ladan, told our correspondent on the telephone that Agbaje was received at the palace. He added that the emir had stepped out when he arrived. “I had a brief chat with him and after telling us his mission, we prayed for him and wished him the best,” he added. When our correspondent contacted Donald, she said she knew Agbaje was embarking on the trek, adding that she warned him against it. She said she had never had any relationship with him, describing him as a stalker. She said, “Tunde (Agbaje) has been harassing and stalking me for the past six years and as far as I am concerned, this is just a new escapade in a series of his harassment. “I met Tunde at a church when I was living in Lagos and we were both part of the youth ministry. He never had a friendship, let alone a relationship, with me. I was in a music group and some of the youths had my phone number, including him. “He later found out where I lived and came to my house. My mum warned him to leave me alone, but he refused. I changed my phone number and moved to the US, but I don’t know how he got my contact. I have stopped picking calls from Nigeria because of him. “He later called me and said he was going to trek to prove his love for me in a non-violent way and I told him not to do it because he could die. I said that not because I cared, but just for Christian charity. The Permanent Secretary, Ministry of Environment, Alhaji Aminu Dodo-Iya, made the disclosure at the end of the monthly environmental sanitation in Sokoto on Saturday.Dodo-Iya said that the youths had since been redeployed and they had swung into action. He said, “These youths will continuously operate to rid the city and its environs of filth. They will be used for daily clearance and evacuation of refuse in the city.” Dodo-Iya also said that the state government had purchased 30 specialised refuse evacuation tricycles. He explained that the tricycles were being deployed in hard-to-reach areas of the city. The permanent secretary decried the nonchalant attitude of the residents toward the exercise, adding that the state government might be forced to wield the big stick, using the tribunals. He said, “This is to force the residents to ensure personal and environmental hygiene to keep diseases at bay.” Also, the Director-General of the Sokoto Central Market, Alhaji Abdullahi Bafarawa, said that the management of the market had fully mobilised its personnel to actively participate in the exercise. The call was made by the NSCDC commandant in the state, Mrs Helen Amakiri, on Thursday, October 27, while handing over three victims of kidnap to their organisation, Jofad Global Services.The victims identified as Okelezo Wilfred, Roland Ukojevo, and Israel Isawoele, who are staffs of the organisation, were reportedly kidnapped after showing up in Ahoada, Rivers State for a contract job which never existed, Punch reports. The victims were held in the kidnapper’s den for several days before operatives of the NSCDC rescued them. They were reportedly admitted for treatment at the command’s medical unit after spending 12 days in captivity. Speaking in an interview with Southern City News on Thursday, Mrs Amakiri said that the kidnappers have developed a new method of kidnapping by luring victims with text messages or phone calls, inviting them for contract jobs. Amakiri stated that although times are hard, job seekers should avoid answering to such unsolicited invites as it could be kidnappers attempting to lead them into a trap. “They are contractors from Warri, in Delta State. Someone called them from Rivers State that they had a contract for them in Rivers and so, the manager, site engineer and two others were mandated by their company to come down to Rivers State to see and negotiate how the job would be done. “Unfortunately, they did not know that it was a set up by the kidnappers. There was no contract; it was just a scam to get them out of Delta State and get them kidnapped. “My advice to members of the public is that they should not just depend on calls. There should be a form of documentation. Yes, it is good to look for jobs, don’t just engage in transactions based on phone calls alone, especially when you don’t know the person that made the phone call,” she said. Thanking the NSCDC for rescuing them, Mr Okelezo Wilfred, the General Manager of the Delta State-based construction firm who was one of the victims, said the lesson was well learnt and they would no longer be embarking on such business trips. The upper chamber also said that it has made preparations to monitor the use of the $1.5 million the Federal Government granted states to guard against the resurgence of polio in the country.Chairman, Senate Committee on Primary Health Care and Communicable Diseases, Senator Mao Ohuabunwa, stated this at a press briefing to mark the World Polio Day in Abuja. The Geneva based Global Alliance for Vaccines and Immunization (GAVI) had indicted Nigeria for alleged misapplication of funds donated for immunization of children against polio in the country. Also the Ministry of Health and the National Primary Health Care Development Agency were implicated in a fraud audit conducted by GAVI in which over $400 million disbursed for procurement of vaccines was alleged to have been grossly abused by Nigerian officials. Senator Ohuabunwa noted that it was sad that on August 10, 2016, two cases of Wild Polio Virus (WPV) were detected in Jere and Gwoza Local Government Area, Borno State, Northeastern Nigeria where insurgency made it impossible to reach children with Iife-saving immunization and other important health care services including food, shelter and other necessary amenities. Ohuabunwa said, “As of now, the Federal Government has released N9.8 billion to implement the Out Break Response (OBR) that will ensure a stop in the transmission of WPV in the Northeast and beyond. This is coupled with the effort of donors and partners to support the OBR. While this is good news, my committee was also informed that vaccine availability is still a challenge and that the implementation of the OBR in November and December, 2016 is not certain due to this vaccine shortage. “As part of its core mandate to improve PHC service delivery, the Senate Committee on PHC and Communicable Diseases despite the Senate being on recess, recalled all its members for an urgent meeting when the first two WPV cases were reported in Borno State. The Committee then called all the key stakeholders in Nigeria’s Polio eradication effort for a meeting in the Senate where critical gaps in the immunization programme were discussed with a view to finding lasting solution. “The Committee hereby pledges its resolve to ensure FG lives up to its responsibility of funding the procurement of vaccines and other critical PHC services. We also want to reiterate the importance of strengthening Routine immunization (RI). With strong RI, there will be less need for Polio campaigns which are very expensive to sustain on the long-term. Structures at PHC level to strengthen RI should be supported. Health care workers need to be trained; paid and made available at all levels to ensure Rl succeeds. Cold chain equipment, surveillance systems and structures need to be supported to succeed as well. “We also call on International Polio partners and donors to come together and aid our country like they have always done in times like this. We specifically thank WHO, CDC, USAID, CORE GROUP, UNICEF, Rotary and other partners for strongly supporting the effort to make Nigeria Polio-free. “While thanking the partners for the great support, we will like to remind them that the importance of proper donor coordination and collaboration especially in the Northeast cannot be over-emphasized. Currently, there are several partners supporting various interventions in the Northeast and their purpose, mission and activities need to be better harmonized to avoid duplication and wastage of scarce resources. “The Senate committee on PHC and Communicable Diseases pledges its total support to strengthening Nigeria’s PHC system so that good and affordable health can be guaranteed for all Nigerians. This is the mandate we were given and by the grace of God, we will achieve it. Every aspect of PHC service delivery is being assessed by the Committee with a view to ensuring Nigerians get the best and that FG lives up to its responsibility of providing quality and affordable health to Nigerians. “In this wise, my Committee will ensure its statutory oversight functions of key Government agencies and parastatals are conducted as and when due with a view to ensuring probity and accountability on how health-related, PHC services are funded and implemented. “Additionally, we want to reassure all donors and partners of our resolve to ensure donor funds are also well spent and that they reach the masses that need them. Kev funding agencies like Global Fund, GAVI and several others will be engaged by my committee to ensure mistakes of the past are avoided and that funds from these donors are used judiciously. We cannot afford mistakes of the past where funds for developmental projects from donors are improperly managed leading to sanctions on Nigeria from these donors. We cannot continue to be disgraced as a nation through mismanagement of donor funds and must work hard to gain or regain the trust of all donors, bilateral and multi-lateral partners. “The committee is also preparing to beam its searchlight on the recent disbursement of 51.5 Million Dollars to the 36 states as the first tranche of money under the Saving One Million Lives Program for Results (SOMLPforR). The committee will like to review the process of how certain decisions were made with a view to strengthening the whole grant system in a manner that makes monitoring the states more rigorous thus making the states more accountable on how the funds are used. The Committee will work to ensure that only states that perform to standard get more funding. The committee is also currently studying the Midwifes Service Scheme (MSS) to determine whether it should be scaled up or not. This will based on the reality of Nigeria’s economic situation as well as the need to align with the FG’s plan of making 10,000 Primary Health Care Centers functional. “Regarding the new WPV cases, the committee is confident that Nigeria will come out of this challenge stronger and be eventually delisted from Polio endemic countries list once and for all. We in the committee are confident that with concerted efforts, proper use of resources. Nigeria will be certified Polio-free in due course. “However, we must not relent, but must work hard, ensure vaccination teams are trained and funded to vaccinate every eligible child. “We also call on the Presidential Task Force on Polio Eradication which consists of the President of Nigeria and all 36 State Governors to convene a meeting t0 discuss how to get Nigeria back on track to achieving a Polio-free status. The leadership and guidance of this Task Force is critical at this juncture of our battle to eradicate polio. “From July 24th, 2014 till August, 2016, Nigeria had no case of Wild Polio Virus (WPV) untill August 10, 2016, when two cases of WPV were detected in Jere and Gwoza LGAs of Borno State, Northeastern Nigeria where insurgency has made it impossible to reach children with Iife-saving immunization and other important health care services including food, shelter and other necessary amenities. “On 25th September, 2015, Nigeria was delisted from Polio endemic countries list by the World Health Organization (WHO). Currently, Nigeria is back on the list of Polio endemic countries joining Afghanistan and Pakistan that it had initially left behind. This is rather unfortunate. “As at today, Nigeria has a total of four Wild Polio Virus (WPV) cases all in Borno State. According to the National Bureau of Statistics, energy and energy-related prices continue to be the largest increases reflected in the core sub-index.It stated that in September, the core sub-index increased by 17.7 per cent, up by 0.5 per cent points from rates recorded in August (17.2 per cent). “During the month, the highest increases were seen in the electricity, liquid fuel (kerosene), solid fuels, and fuels and lubricants for personal transport equipment groups. Communication and restaurants and hotels recorded the lowest rates of increase of the 12 divisions, growing by 5.6 per cent and 9.6 per cent, respectively,” the NBS stated. The bureau noted that the food sub-index increased by 16.6 per cent year-on-year in September, up by 0.19 per cent points from rate recorded in August (16.4 per cent). It stated that a number of groups within the food index recorded falls in the rate of price increases, including fish, which had previously been a key driver, as well as oils and fats, and fruits. The NBS said price movements recorded by the all items less farm produce or core sub-index increased by 17.7 per cent year-on-year in September, up by 0.5 per cent points from rates recorded in August (17.2 per cent). “During the month, the highest increases were seen in clothing materials, other articles of clothing and clothing accessories, garments, shoes and other footwear, books and stationeries, jewellery, clocks and watches, and motorcycles,” it added. The bureau further noted that the percentage change in the average composite CPI for the 12-month period ending in September 2016 over the average of the CPI for the previous 12-month period was 13.5 per cent, higher from 12.7 per cent recorded in August. “The corresponding 12-month year-on-year average percentage change for the urban index increased from 13.6 per cent in August to 14.4 per cent in September, while the corresponding rural index also increased from 12 per cent in August to 12.6 per cent in September,” the NBS added. If the insights, suggestions, and opportunities flowing therefrom are taken advantage of, Africa, especially Nigeria, may well be on her way to better infrastructure that would stimulate the much needed socio-economic transformation, writes Johnbosco Agbakwuru.With Nigeria and indeed most African countries facing daunting economic challenges, it was not surprising that the dynamics for pension funds investments, especially in the area of infrastructure, took centre stage at the just-concluded World Pension Summit-Africa Special (WPS- AS) themed “Pension Innovations: The African Perspectives) and co-hosted by the Netherlands-based WPS and the National Pension Commission, PenCom, in Abuja. Declaring the Summit open, President Muhammadu Buhari, who commended PenCom for a sustained progress in pension administration in Nigeria, also remarked that attracting global experts to brainstorm on better industry administration in Africa and resource deployment to move African economies forward was in order. “Nigeria and indeed most African countries are facing many challenges in the areas of the economy and security. These challenges heighten the demands on our meagre resources and constrain our pursuit of infrastructure, which is traditionally seen as the sole responsibility of government. “This summit is, therefore, a welcome development as it brings together experts, professionals in pensions and related fields and indeed governments to discuss and exchange ideas on strategies to attract the much needed private sector funding from both within and outside the continent, and this is to compliment the efforts of national governments.“The Federal Government of Nigeria, on its part, will work to ensure that the required channels and support are put in place for pension funds and other institutional investors to provide the required financial intermediation in addressing Nigeria’s infrastructure gaps”, the President, who was represented by Nigeria’s Head of Service, Mrs. Winifred Oyo-Ita, said. Earlier, speakers like the Director General, DG, of the PenCom, Mrs. Chinelo Anohu-Amazu; CEO of WPS, Chris Battaglia; founder of the WPS, Harry Smorenberg and former President of Nigeria, Chief Olusegun Obasanjo had also spoken on the infrastructural deficits in Africa and need for urgent intervention.PenCom DG, Mrs. Anohu-Amazu, called for the strengthening of Africa’s pension systems and also bridging the continent’s infrastructure deficit, which she said would require a sustained spending of around US$93 billion annually, translating to about 15% of Africa’s GDP. “How do we build deep and efficient capital markets and financing models that would enable institutional investors such as pension funds to invest in infrastructure?” she queried, urging the summit to proffer answers. To Mr. Battaglia, Nigeria, which is currently experiencing economic recession, required a strong economic stimulus by deploying pension funds for infrastructure investment as one of the measures to revive the economy. Chief Obasanjo, on his part, stressed the need to find how pension funds could be utilized as a critical tool for positive socio-economic development, especially in the provision of long-term finance.Obasanjo said: “We must also find a way of using the pension fund in our development, particularly in infrastructural development. There are examples we can look at all over the world. In housing, Singapore is a good example where they have used their pension fund to make sure that there is no Singaporean who do not own a house. There is no reason why we cannot tow that line”. He however called for cautious innovations in investing pension funds. Dynamics for Pension Investments In plenary, the WPS-AS did not leave anybody in doubt that it came prepared to find ways forward in mobilizing and investing African pension funds to address Africa’s infrastructure deficits.The session, which was moderated by William Streeter of the International Infrastructure Finance (IFC) Specialist, USA, comprised experts like Solomon Adegbie-Quaynor of the IFC, Sub-Saharan Africa; Sev Vettivetpillai, Global Head of Thematic Fund, The Abraaj Group, UAE; Wale Adeosun, Founder/CEO, Kuramo Capital Management, USA; and Gabriel Shumba, Founder & Managing Partner, Shumba Group LLC, USA.Opening the discussion on the sub-theme, Streeter said there was a general perception of a lack of bankable infrastructure projects in Africa, unlike in developed economies and most emerging markets such as China and Brazil, especially in areas such as electricity projects. This, he said, was as a result of reforms supporting private investment in the electricity sector in most markets. He also observed that countries, like Canada, Australia, and the Netherlands, with well-developed capital markets and large development banks had easy access to capital for developmental projects compared to those with less developed markets. According to him, they have pension funds equal to or greater than the size of their GDP, which provides an opportunity for investments in Africa. Streeter stated that pension funds in Africa were predominantly invested in government securities and therefore have not significantly contributed in developing infrastructure projects. He added that Pension Funds have to save to meet long-term liabilities and infrastructure represents long-term economic assets, which is ideally suited for pension funds investment. In his contribution, Solomon Adegbie-Quaynor said that lack of infrastructure restricted GDP growth by about 2% in Africa. He observed that infrastructure was not only limited to core infrastructure such as power, transport and utilities, but also includes business infrastructure such as affordable/social housing, commercial property, logistics etc. He listed lack of bankable projects, inadequate project development and structuring skills as well as the lack of true early equity investments by project developers, among others, as major setbacks to infrastructure investment in Africa. Therefore, there was the need to address not just the project development and structuring, but also early equity investment issues. With regards to project defaults, he stated that regulatory risks accounted for 3% of default risk in the Organisation for Economic Co-Operation and Development, OECD, countries, whereas in Africa, regulatory and political risks, combined, were cardinal reasons for project default. Sev Vettivetpillai noted that Africa had huge growth potentials in major sectors such as energy, healthcare and education, but noted that available capital in Africa is “smart” and looks for bankable projects. He further stated that in Africa, financial closure on infrastructure projects took 6-7 years, which is too long and increases project costs thus reducing returns. To make progress, infrastructure projects needed to be structured in ways that satisfy the objectives of the various stakeholders (Government, Equity Provider and the Fund Manager) to consequently present a win-win situation for all stakeholders. To Gabriel Shumba, understanding the nature of these funds and the objectives is key to appreciating the relationship between pension funds and alternative investments. Pension funds need to think of alternative asset classes not just from a returns perspective, but also from a risk management perspective. Wale Adeosun outlined four reasons why pension fund managers need to invest in alternative assets. These include: return on investments (studies in the USA indicated that Endowment Foundations outperformed pension plans and the primary reason being investments in alternative assets), diversification benefits, high-risk perception which discourages capital flows into Africa and hedging against inflation. Going Forward Experts and stakeholders agreed that to make a headway, African Governments, Pension Fund Managers, and Regulatory Authorities should create project development vehicles where developers are paid off at financial closure to mitigate project risk. There is also the need to establish Regional Association of Pension Regulators to promote regional projects and enable further diversification of pension investment. Again, the Private Equity Fund Managers and Pension Operators Association should explore structuring options to optimize pension investment in private equity, while stakeholders in the infrastructure and private equity space should organize, establish and institutionalize standard practices for Project Developments. And there is need to conduct Asset Allocation Study for the African pension industry. The journey to Africa’s infrastructure sufficiency is certainly not a day’s job. But if the insights, suggestions, and opportunities flowing from the summit are taken advantage of, Africa, especially Nigeria, may well be on its way to acquiring infrastructural capacity needed to stimulate the much-needed socio-economic transformation. The warning was handed out to representatives of the two superstores at a briefing in Abuja on Friday.The Director-General, NBMA, Dr. Rufus Ebegba, said the agency had received complaints from members of the public about the sale of GMO foods in the two stores. He stated, “Recently, we carried out a survey of likely GMO products and we have been able to have some collections, some materials that we call GMO suspects. We call them GMO suspects because we have not been able to ascertain their status. “Why we have invited the superstores basically is for them to understand that some of their products need to be properly ascertained before they are brought in, especially the imported ones that may contain genetically modified materials, so that they will not run afoul of the law. “There is a law in place. We will not want any segment of the society out of ignorance to act in manners that will infringe on the law. The Biosafety Management Act empowers the NBMA to regulate the activities of modern biotechnology and the use of genetically modified organisms.” According to him, the agency will not hesitate to shut down any of the stores found selling unregistered GMO products in the country. Edegba called on representatives of the superstores to ensure that all GMO products on their shelves were duly registered by the agency by obtaining permits. He said, “If they have any GMO food in their stores, they should withdraw them from their shelves within seven days. The NBMA will not hesitate to shut down those stores found selling GMO products. We will not want to see any GMO food in your stores. We urge you to comply with this Act. “We have taken samples, which we are analysing. This information is not peculiar to only the superstores. We are not threatening anybody, we are just telling you the consequences of dealing in GMO products if found in these stores. Within the next seven days, we believe you will withdraw from your shelves all foods that are derived from genetically modified organisms.” The NBMA boss added, “Please, it is an advice and this advice is not without a legal backing. According to him, the Petroleum Products Pricing Regulatory Agency (PPPRA) pegged the price of kerosene for N135 per litre but marketers could not get it directly at the price unless they cut-corner securing it at N160 or N170 per litre. He said the scenario was accountable for the sale of kerosene at N180 per litre. Speaking with The Nation at Abuja, he said: “Let government deregulate that PMS and DPK because there is still some element of corruption in the sale of kerosene. I seek the deregulation of the price of kerosene because of the difficulties in accessing it. “Masses are not enjoying it and we marketers are not enjoying it because even when you go to any government depot that you want to load DPK now, you cannot load it at the government stipulated rate until you give them money before you can load it. The government’s price is N135 but you cannot get it. You can only come to town and get it for N160 and N170. That is why you see marketers selling it at N180 per liter.” Dankigari noted that IPMAN was yet to kick-start the building of its proposed modular refineries because the Federal Government was yet to deregulate the price. He noted that had government deregulated the prices of the Premium Motor Spirit (PMS) and Dual Purpose Kerosene (DPK) as IPMAN would have approached its foreign partners for investment in the projects. According to him, building modular refineries is a gigantic project that an individual could hardly undertake without the involvement of foreign investors. He said: “Up to the present date, the PMS and DPK are not completely deregulated. And a project like this an individual cannot sponsor it. We will have to bring in foreign investors. And supposing the DPK and PMS are completely deregulated our foreign investors are ready to bring the money so that we can continue the business.” Dankigari, who urged the government to deregulate the pump prices of petrol and kerosene, noted that its members cannot import the products because of the devaluation of Naira which affected access to foreign exchange. Citing an example of the benefits of full deregulation, he explained that marketers were importing diesel because government had deregulated the product. He said: “We are importing diesel. What we are not importing is kerosene and DPK because of the present change in the value of Naira to dollar. We cannot go and import because of the rate. The government rate of kerosene is N145 per liter and PMS the government rate is N145. We can import diesel because of the liberalization. “There is no subsidy in diesel therefore if you import, you can add your margin and sell. The market of diesel is good as most of our marketers are selling it in their pump at the rate of N180 to N190 per litre.” The National Vice Chairman said that the people can now access petrol because of the removal of subsidy which brought the pump price to N145 per liter. He said the forces of demand and supply have reduced the PMS price in most independent petrol stations across the country. His words: “The sale of PMS is good because there is availability of diesel, PMS and DPK. Since there is availability of products our staff are busy selling ice. A.A. Rano is selling at the rate of N141, Garima in Kubwa we selling at the rate of N142, Azman and the rest of them are selling at the rate of N142.” Continuing, he said: “We thank God that some government refineries have started functioning. According to Dickson, if Sylva had respect for the judiciary he would have paid him (Dickson) N500,000 as ordered by the Supreme Court in 2012. This follows a suit recently filed by Sylva and the APC at the Supreme Court to appeal the judgment of the appellate court which upheld the election of Dickson. Sylva is asking the apex court to set aside the judgment of the Court of Appeal, Abuja Division, which dismissed the appeal seeking to overturn the decision of the Bayelsa state election petitions tribunal which upheld the election of Dickson. However, speaking through his Chief Press Secretary, Daniel Iworiso-Markson, Dickson alleged that Sylva held the Supreme Court in contempt in 2012 but returned to the same court for justice. The Bayelsa governor claims that Sylva committed contempt of court in 2012 by refusing to pay him the sum of N500,000, being the amount the Supreme Court ordered him (Sylva) to pay him as damages for “abusing court process and for wasting the time of the justices.” Dickson’s statement read in part: “After Sylva’s futile attempt to challenge his victory at the Supreme Court, Sylva committed contempt of Court in 2012 by refusing to pay him the sum of N.5m being the amount the Supreme Court ordered him to pay him as damages for abusing court process and for wasting the time of the justices. “Justice Sylvester Ngwuta, who read the lead judgment, was hard on the former governor for wasting the time of the court and awarded N500,000 as cost to be paid to Dickson, the third respondent, whereas the Independent National Electoral Commission (INEC) and the PDP, who were listed as first and second defendants, were to bear their costs. “Sylva is yet to pay me the sum of N500,000 as ordered by the highest court in the land, thereby disrespecting the apex court. It is therefore surprising that it is still the same apex court Sylva is returning to ask the Supreme Court to remove Governor Seriake Dickson on the frivolous grounds that the election which brought him to office was unknown to law.” Dickson was elected for second term in January after he was declared the winner of the Bayelsa state governorship election with a total of 134,998 votes. According to him, if the investigating authority has been granted search permit by a court of competent jurisdiction, the action of such authority is covered by law. He therefore advised that the matter be treated with caution in view of its sensitive nature and implication on the image of the Judiciary.Meanwhile, some residents of Bauchi, Gombe and Yola have hailed the action taken by the Department of Security Services in cracking down on suspected corrupt judges. They told the News Agency of Nigeria (NAN) that the anti-corruption drive of the Federal Government should be ‘all embracing’. They said that with the trial of some members of the National Assembly and the current move on the suspected judges, it had become clear that there could be no ‘sacred cows’ in the anti-corruption crusade. According to them, such move will clear all doubts in the minds of some people about the nobble intention of the present administration to rid the country of corruption. Malam Usman Aliyu, a civil servant with Bauchi state government, said the measure had made him to have faith in the exercise. “In the past, the war was just a sweet melody without action; no big fish was ever caught in the net but the story is different today”, he said. He urged the antigraft agencies to disregard the threat of the Nigeria Bar Association on the matter, describing their action as selfish. Timothy Abraham, a businessman in Bauchi, noted that the recent clampdown on judges confirmed an earlier complaint by President Buhari that his major headache as far as the anti-corruption fight was concerned, was the Judiciary. He said any attempt by an individuals or association to scuttle the crusade should be viewed seriously by all well-meaning Nigerians. He however advised that due process be followed in bringing culprits to justice so as not to give room for any complaints from people with vested interests. Another resident of Bauchi, Aliyu Bala, a federal civil servant, noted that the sectors considered as ‘untouchable’ had so far been ‘touched’; as such the anti-graft war was on the right course. “There should be no hiding place for any person, no matter his personality or association; what is happening today gladdens my heart. “Anybody that is not happy or tries to become a stumbling block, means he or she encourages corruption; it is left for Nigerians to know how to handle him,” he said. In Gombe, Alhaji Mohammad Wayas, North East Zonal Chairman of Human Rrights Coalition, a non-governmental organization, said that the Federal government was moving in the right direction. According to him, the Judges arrested are not above the law, hence the need for the government to handle them accordingly to serve as lesson to others. Malam Abubakar Ibrahim, another Gombe resident and a civil servant, urged the Federal government to ignore any threat and ensure that justice was done in the case. He commended President Muhammadu Buhari for taking the anti-graft fight to the door-steps of individuals considered as ‘untouchable’ in the past. Malam Muazu Umar, another Gombe resident, expressed dismay over the threat of the NBA and called for thorough screening of legal practitioners with doubtful character. In Yola, cross section of commercial drivers and cyclists who spoke to NAN said they were in support of Federal Government’s move to cleanse the Judiciary of bad eggs. “I am in full support of the move to sanitize the Judiciary and there should be no scared cow. “If politicians and military men are being arrested for corruption, Judges should not be excluded,” Musa Habu, a driver said. Habibu Danjuma and Kabiru Mubi, tricycle operators, also declared support for the arrest of the Judges, saying the measure had gone a long way in convincing Nigerians that the Buhari administration was committed to the anti-graft war. “It’s now that I am convinced that Buhari is committed to fighting corruption; we are with him on this; we voted for him for such change,” Danjuma said. Four among them died, while the fifth, a lady, is presently battling to live. The security group was said to have carried out the torturing of the three men and two ladies on the instructions of their boss, said to be a trader in the market. While the boys were tortured with machete cuts, grinded pepper was poured into the private parts of the ladies. The ladies were also alleged to have been brutalised. The boy has been identified as Jekwu. Jekwu, two other boys and two ladies were sales persons to their boss, identified simply as Edimor. It was learnt that Edimor sells bathroom slippers. Edimor accused the five sales persons of stealing his N350,000. A trader said: “Edimor said that he told them to take the cash to the bank, which they did. They, however, returned to the shop after they saw that the crowd at the bank was much. The following day, they started searching for the money in the shop. The three boys and two girls denied taking money, but he wouldn’t believe them. “He invited the security group to do everything to ensure his sales people confess to the stealing.” When the security grouped realised Jekwu was dead, they quickly rushed the other two boys to the hospital. The two boys also later died at the hospital. The torture was said to have been too much for them. The surviving lady is still battling to stay alive,” another source said.
