In their four years of making law, Nigerian lawmakers managed to pass into law, only 106 out of 1, 063 bills brought before them, despite spending N600billion within the period. It therefore means N5.77 billion was spent by the lawmakers to pass one bill. Despite dwindling government revenue due to fall in crude oil price, which forced the government to cut down spending on major sector of the economy, the lawmakers have insisted that not a dine will be removed from their annual N150 billion budget. The output of the Nigerian legislature is miserable when compared with their counterparts in the U.S. Congress which passed 297 just between 2013 and 2014, one of the lowest figure by the congress, as the two chambers passed 604 in just 1999, and 460 between 2007 and 2008. Transparency International has adjudged President Goodluck Jonathan’s regime the least corrupt government in Nigeria since 1999. On the other hand, according to TI corruption index report, Olusegun Obasanjo’s regime was the most corrupt government not only in Nigeria but in the entire world in year 2000. However, The country’s ranking increased marginally by 2003 even though it still ranked the second most corrupt worldwide. In the 2014, Transparency International’s Corruption Perception Index ranked Nigeria 136 out of 175 countries. Even though this is not a ranking worthy of celebration, it is the first time in the past decade in which Nigeria was not listed among the top 10 most corrupt countries in the world.
