You will be able to learn and hone your French skills while you're there, invest in an existing business you can monitor. Then you can move further.

It is essential you have relevant skills, adequate level of proficiency in French or a huge capital and a solid business plan.

You're already one step backward if you can't speak French.

Spain has cheap schools for study, Germany requires block fund but it's easy to work while studying.

Nordic countries like Finland and Sweden can have weather that can be extremely discomforting but they are generally good to live in.
