I believe if you present a viable business idea supported by strong market faundamentals they will surely choose you. Nairalanders are only good in ranting online, but will never apply for the programme and when results come out, they will start crying. I personally called 10 of my jobless friends to apply when it was still open. They never did, only for them to start complaining and regreting when the list came out. As economic downturn persists, the number of unemployed and underemployed persons in Nigeria surged to 22.45 million in the fourth quarter, Q4, 2015, about 9.1percent or 1.75 million, higher than 20.7 million recorded in the third quarter. In addition, during the period a total number of persons in full time employment (that did any form of work for, at least, 40 hours) decreased by 710,693 when compared to the previous quarter. According to the National Bureau of Statistics, NBS, unemployment is the proportion of those in the labour force (not in the entire economic active population, nor the entire Nigerian population) who were actively looking for work but could not find work for at least 20 hours during the reference period, to the total current active labour force population. Accordingly, you are unemployed if you did absolutely nothing at all or did something but not for up to 20 hours in a week. Underemployment, according to NBS, occurs if you work less than full time hours, which is 40 hours in a week, but work at least 20 hours on average a week and /or if you work full time but are engaged in an activity that underutilises your skills, time and educational qualifications. The development in the labour sector reflects the landmark declines recorded in key economic indices since last year, with the gross domestic product, GDP, on steady decline hitting a three-year low of 2.1 percent in Q4,2015 while a steady inflationary pressure had pushed the headline rate to 11.4 percent in February. In its employment report yesterday, NBS also stated that the economically-active population or working age population (persons within ages 15 and 64) has increased to 105.02 million in Q4 2015, from 104.3 million in Q3 2015, representing a 0.68 percent increase over the previous quarter and a 3.2 percent increase, when compared to Q4 2014. The report also said that in Q4 2015, the labour force population (those within the working age population willing, able and actively looking for work) increased to 76.96 million from 75.94 million in Q3 2015, representing an increase of 1.34 percent in the labour force, during the period. This means 1.02 million persons in the economically-active population entered the labour force, and NBS stated that this increase was the highest quarterly jump in the labour force population in 2015. According to the report, the number of underemployed in the labour force (those working but doing menial jobs not commensurate with their qualifications or those not engaged in full time work and merely working for few hours) increased by 1.21 million or 9.16 per cent, resulting in an increase in the underemployment rate to 18.7 percent or 14.42 million persons in Q4 2015, from 17.4 percent or 13.2 million in Q3 2015. By Gbenga Olarinoye Osogbo—Police in Osun State, yesterday, intercepted a vehicle loaded with 14 goats in Ede, headquarters of Ede South Local Government Area, detained the goats, while the driver escaped. A police source said a team of policemen patrolling Sekona/Nigerian Army Regiment Construction Company Highway saw a speeding red Mitsubishi car, with number plates XF 467 NND at Sekona junction around 1a.m. They ordered him to stop. The driver refused. It was gathered that the police team, led by one Inspector Ajayi Sunday, chased the driver from Sekona junction to Cemetery Area in Edun- Abon, where the driver parked the vehicle and escaped before the police arrived. The vehicle and the goats were taken to the station. Confirming the arrest of the goats, the state Police Public Relations Officer, Mrs Folasade Odoro, said the goats had been detained. The government need to listen and complete the funding of the program. Most awardees businesses are suffering due to lackvof funds. They won the grant based on a business plan and have funding channelled to various stages. The fund were to be paid out in 3 tranches to awardees to implement the business plans submitted. Why should the government frustrate the youths by not paying all the agreed tranches . most of the youth resigned previous jobs to take up entrepreneurship with a vision to employ other youths. Its high time the youths take things about them seriously, the government made promises to 1,500 youths and they want to throw it away just like that! Its not fair. The youth must demand action from the people in power! If they treat Youwin awardees bad, they will also treat other youths worse in the future. Youwin is the only program that has favoured the youths and the world bank even confirmed that the program was wonderful and it actually worked. And about 6 countries are now copying the model. We must not jettison a working idea on the alter of politics. We need to expand the Youwin program to favour at least 6,000 youth yearly. Buhari need to act to save these 1,500 businesses and the economy. |
Report shows Boro spent N157.2m on armoured, other cars, N510m on 150 ex-militants to take UTME in two months Ndubuisi Francis in Abuja Ahead of the Senate Committee on Niger Delta’s consideration of the 2015 Status Report of the Presidential Amnesty Programme at the Senate today, senators have indicated their disapproval of the over N48 billion purportedly spent by the President Muhammadu Buhari’s coordinator of the programme, Brig-Gen. Paul Boro (rtd), since he assumed office last July. The senators, who preferred not to be named, were particularly concerned over Boro’s purchase of official vehicles for his office for over N157 million as well as the huge sums of money purported to have been expended on the training of ex-militants between November and December last year. The expenditure, which according to the senators, was listed in the annual status report of the Amnesty Office sent to the Senate Committees on Niger Delta and Public Procurement, have made nonsense of the federal government’s efforts at belt tightening measures, arising from the nation’s dwindling earnings from crude oil. The annual report, which the two Senate committees would review along with the office’s 2016 budget today, said the senators, indicated that Boro who took over from Hon. Kingsley Kuku as Presidential Adviser on the Amnesty Programme under the current administration, in just five months awarded contracts worth about N48 billion. Describing most of the contracts awarded by Boro as “mostly nebulous or frivolous”, the senators were particularly irked that at a time Buhari had castigated the National Assembly for its proposal to buy official cars for senators and members of the House of Representatives, the Amnesty Office coordinator, who is just an appointee of the president, had since acquired as his official car, an armoured Lexus LX 570 Sport Utility Vehicle (SUV) with communications equipment for VIP movement. The exotic official car was acquired from Wada Autos Limited at the princely sum of N55 million and full payment has since been made by the Amnesty Office. “The president claims to be fighting corruption while his aides are already swimming in corruption. Can you imagine a Special Adviser using a bullet proof Lexus car worth N55 million as an official car at a time the president is trying to stop us from buying our own official cars worth about N5 million each? So what happened to the monetisation policy of the federal government?” queried an irate senator, who is a member of the Senate Committee on Niger Delta. The report before the two Senate committees and sighted by THISDAY also indicated that Boro had further acquired for his office from Globe Motors Limited, the following cars: one Toyota Land Cruiser VX V8 at the cost of N25.85 million; four Toyota Camry 3.5L V6 cars and four Toyota Hilux 4WD buses at the total sum of N75.35 million. Globe Motors has since been paid fully the sum. Some of the senators complained that a thorough analysis of contract documents attached to the report showed that at a time Nigeria is experiencing perhaps its worst economic downturn in recent times, Buhari’s adviser on the Niger Delta Amnesty Programme appears only concerned about awarding “frivolous” contracts. “We expected him to restructure the budget he inherited from his predecessor at the Amnesty Office to fit into current economic realities and in line with the anti-corruption crusade of President Buhari. Unfortunately Boro is just spending recklessly,” lamented another senator who did not want to be named. Credible sources at the Amnesty Office, however, confided in THISDAY that Boro began the contract awards in November 2015 apparently to beat the December 31 deadline for the return of unspent monies to the treasury, as stipulated by the extant financial regulations in Nigeria. The nation’s financial regulations stipulate that unspent appropriated funds be returned to the treasury after December 31 every year. However, the federal government made exemptions for the funding of capital projects to continue till March 2016. Latching on to the need to “empower” already trained Niger Delta ex-agitators, THISDAY sources claimed that some of the contracts did not follow established guidelines for awards. Said a source: “In several instances, the same contractors used by the former administration of Kingsley Kuku, who already had due clearance from the Bureau of Public Procurement (BPP) were rushed in to handle the so-called empowerment contracts.” According to an angry senator, the contract awards occurred in spite of the fact that several of the Amnesty Programme’s trainees in universities abroad were either stranded or had been repatriated due to their inability to meet with their financial obligations to their schools. The senator said his investigations had revealed that under the guise that there was no money to pay the ex-militants’ tuition and in-training allowances, Boro had ordered the students in universities in the UK, United States of America, Canada, United Arab Emirates, Russia, the Philippines, Belarus and elsewhere abroad, to return to Nigeria. “Several of them have since returned and are on the verge of being placed in Nigerian universities to continue their education. The Amnesty Office cannot afford to deploy or maintain delegates offshore anymore,” he quoted a senior official of the Education Department of the Amnesty Office as saying. The senator said officials of the Amnesty Office told him that N510 million was paid to an institution, Westerfield Colleges, to prepare 150 students for the Unified Tertiary Matriculation Examination (UTME). This transaction, according to him, stipulated that over a period spanning just two months, Westerfield Colleges would prepare the students for the UTME organised by JAMB at a cost of N3.4 million per delegate. “The same Boro who has been telling Nigerians that the Amnesty Office does not have money to fund the education of students abroad is the one awarding a contract worth N510 million to an institution to organise JAMB classes for fresh students. This is really very silly and embarrassing,” he said. Even more curious, he claimed, was the fact that the payment of the N510 million by the Amnesty Office was not treated as a contract, hence no award letter was issued to Westerfield. Rather, the senator further claimed, Boro in glaring breach of the Procurement Act and other extant financial regulations of the federal government, ordered that the payment to Westerfield be passed off as a direct payment to a school and students. Thanks to the hitherto unprecedented propaganda in the history of Nigeria. It was a dexterous devilish manipulation of information that turned Mohammadu Buhari from the Satan that Nigerians have rejected at the polls for the previous 16 years into a Saint all of a sudden. He became the messiah. He became the savior. Hope rose to high heavens. Excitement was enormously generated. The enthusiasm was pervasive. It was all encompassing. Buhari was everybody’s man. Everyone was Buhari’s man. And woman! The lies about Buhari were very big but were kept very simple in deference to the gospel according to Adolf Hitler. His party and handlers kept saying those lies repeatedly and consistently. Eventually, Nigerians believed the lies hook, line and sinker. In the face of historical facts to the contrary, Buhari became a man of integrity! Buhari became a man of competence! Buhari became incorruptible! After sixteen years of trial, Buhari became the President of Nigeria. Contesting for an office for sixteen years consecutively would have meant an adequate preparation and deep grasp of the issues involved. The advantage of ruling the same country once before the second coming was also expected to be helpful. He was expected to know exactly what to do. Buhari was supposed to be the man with a plan; the man with the solution; the savior to salvage and save; the messiah to mesmerize, untie the shackles and set Nigeria free on the path to freedom and realization of its potentials. Some of us believe that Buhari is and has always been incompetent. In addition to his incompetence, he is also corrupt as facts of history have attested to. Not just by his actions, but by his utterances that are well documented for and by History. But on this second coming, the day he began to deny himself and what he promised Nigerians during his campaign, it was crystal clear that he had no plans for Nigeria. It was clear he had no solutions. It was clear that he is more of the same. At that time, there was no new proof. But now he has provided a brand new proof to Nigerians and for the world to behold. And that proof is his Budget for the Year 2016! We should let President Buhari’s 2016 Budget figures speak for themselves. In an administration fighting against corruption, that is in need of diversification President Buhari has presented a Budget that would appropriate N29.7 billion to his Minisry of Agricultureh in comparison to N115 billion to a “do nothing” National Assembly. Even when you add the planned appropriation for the Universal Basic Education (N77.1 billion) together with the Ministry of Agriculture (N29.1billion), the National Assembly still gulps about N15 billion more than them. What a priority! Nigeria is in need of security no doubt. But this ought not be an excuse for irresponsible spending and uncalled for duplication. President Buhari budgeted N294.5 billion for the Ministry of Defense. The Ministry of Interior also have a lot to do with the security of the country and has a budget of N145.2 billion. We also have the Nigerian Police Formation and Command budget at N283.09 billion. Then there is tucked somewhere in the budget something called Operation Lafiya Dole to cost Nigerian Tax Payers N10 billion. “Lafiya Dole” is an Hausa Language expression that means “Compulsory Peace” or “Peace by Force.” If you add up the four, it gives you N732.79 billion. With over N732.79 billion to these all important Ministries and Department that deal with our security, can President Buhari explain to Nigerians what his National Security Adviser would be doing with additional N57.7 billion? This National Security Adviser allocation is an amount that is higher than the funds allocated to the Ministries of Transportation, Water Resources, Works, Power and Housing put together! Haba! President Buhari promised to create employment for the suffering Nigerian youths. But he only budgeted only N7.8 billion for the Ministry of Labour and Employment. He also budgeted N9.5billion for the Ministry of Mines and Steel Development, a sector that could easily generate high employment if properly funded and managed. Science and Technology Ministry received only N25.8 billion. Also remember that the Ministries of Transportation and Water Resources received N13.7 billion and N7.2 billion respectively. The immediate paragraph above contains five of the most important Ministries that could have positive impact on the people if any government is serious at all. Their total expenditure is N64 billion. This is less than what President Buhari, the man who promised us CHANGE, allocated to his Minister of Special Duties N72.8 billion! Pray, what are the Special Duties to be done that they should cost so much? Then add N45.3 billion allocated to the Office of the Secretary to the Federal Government and Office of the Head of Service, N6.4 billion. What further evidence of misapplication of funds that consolidates corruption do we need than all these? But wait a minute! President Buhari has allocated to the Federal Character Commission N2.09 billion! For goodness’ sake, what do they do in that Commission that would cost the Nigerian Tax Payers this much just in One Year? Then there is what is called Outsourced Services that would cost N5 billion and Presidential Amnesty Program which would also cost N20 billion. Who are the targets of this Amnesty Program? Is it Boko Haram Terrorists, or Niger Delta Militants? Or who? It is perfidious on the part of President Buhari and a betrayal of Nigeria’s future to budget only N29.7 billion for Min of Agriculture, N 7.8 billion for Labour & Employment and N10.5 billion to Industry, Trade and Investment which all put together would be less than the 57.7 billion allocated to his National Security Adviser outside the over N732 billion already allocated to different facets for security purposes. This is wastage, it is corruption and it is mismanagement. Why did President Buhari budget N45 billion for INEC in a year when there is no national elections? What is this money for? Is this money just for salaries or other assignments? If this amount is for assignments, what is the nature of those assignments? Nigerians deserve answers to these questions. President Buhari needs to explain to Nigerians what Mr. Lai Mohammed would be doing with N39.1billion allocated to his Information Ministry that would be more important that what Ministry of Transportation N13.7 billion, Ministry of Water Resources N7.2 billion and the Ministry of Industry, Trade and Investment N10.5 billion would be doing? These three Ministries’ allocation put together is less than Lai Mohammed’s Ministry of Information! Haven’t we had enough propaganda and lies told to Nigerians? Buhari was expected to have prudence as his watchword. But the opposite is what we are witnessing. Otherwise, how could President Buhari justify the proposed spending of N400 million on a weekend symposium? Yes, the 35th Annual General Meeting and Symposium of Shelter Afrique slated for June 2016! How can an administration that is yelling against wastage and corruption approve such amount of money for a two day affair? It is interesting to know that N2.3 billion would be showered on all former Heads of State, Presidents and their deputies just within one year alone. This is upon the mismanagement and tragedy they have all visited on this country. However, more interesting is the N19.9 billion budget that President Buhari and his coteries in the Presidency would spend in the coming year. The most scandalous part of the Budget is what a commentator on social media described as follows: “N1.75 billion for President Muhammadu Buhari's feeding in 2016 is a direct attack on collective commonsense of Nigeria and a stark contrast to his promised Change. Is it not fraud for Buhari to deceive Nigeria by publicly drinking N10 Milo sachet (tea) during the Presidential election campaign? Even if Buhari is feeding Sharks, Whales and Buffaloes in Aso Rock, N1.75billion is too much for one man, when millions of Nigerians are finding it difficult to feed even once a day. Former President Goodluck Jonathan was almost roasted for budgeting N1billion in 2011 and reducing it even to N717.3m in 2013, N542m in 2014 and N530million in 2015, but Nigerians are silent on these reckless squandering by Dr Buhari.” Lies and propaganda can suffice, but only for a while. The truths always catch up, no matter how long it takes. All the lies that were used to deceive the unwary in the days and months leading to the 2015 Presidential Elections when we were clamouring for a credible alternative to both the “clueless” Goodluck Jonathan and the “hapless” Mohammadu Buhari are now exposing themselves. “You can fool some of the people some of the time, but not all the people all of the time,” so posited by Marcus Garvey and lyricised by Bob Marley. Nigerians were fooled that a man who is unable to explain the disappearance of $2.8 billion under his nose is a man of integrity and competence. Nigerians were fooled that a man who praised Sani Abacha to high heavens and insisted that Abacha never stole a dime, is a man of integrity and honour! But time is already telling on those lies. Youwin awardees should think like entrepreneurs and stop all forms of sentiments and fear? Why should the government promise young people grants to start a business or grow their businesses and then fail to go perform it own obligations. Some awardees left their jobs to start these businesses and now they are being frustrated ! The government have a duty to pay all remaining tranches to all deserving awardees. And for those saying all these boot camp nonsense! How will boot camp bring about the release of the tranche? Just because you have been paid does not mean you should forget others that have not collected theirs, for instance the whole of ekiti and half of taraba have not gotten second tranche! Is that fair? What will you do if you are in their shoes? I have been paid but I choose to fight for those who have not been paid? What about you? What have you done to make sure others benefit from the grant?
