The Academic Staff Union of Nigerian Universities
has blamed the paucity of funds being experienced
by public universities on the introduction of the
Treasury Single Account, saying it is gradually
grinding the schools’ operations to a halt.
The body equally berated the Federal Government
over its reluctance to implement the 2009
agreement it reached with ASUU.
The union also said according to a Memorandum of
Understanding it signed with the Federal
Government in November, 2013, the government is
required to provide the sum of N1.2tn for the
rehabilitation of decaying infrastructure in public
universities between 2013 and 2019 (N220 billion
annually).
But ASUU claimed that the government has
released only N200bn out of the agreed sum
meant for the rehabilitation.
It faulted the government over its insensitivity to
implement key issues reached in the 2009
agreement and its reluctance since 2012 to
renegotiate the 2009 FGN-ASUU agreement, saying
the action was already getting its members
increasingly worried and frustrated.
Dr. Augustine Ndaghu, North East Zonal
Coordinator of ASUU, during the week, reminded
the Federal Government of the need to revisit the
2009 FGN-ASUU agreement.
He said government implementation of the
agreement will help to address the financial crisis
being experienced by public universities.
He said, “With the operation of TSA, federal
universities find it extremely difficult to discharge
their core responsibilities of teaching, research
and community services, as well as engaging in
international academic networking due to
inadequate access to budgeted funds.
“TSA is incompatible with the autonomy of the
universities and universities should be exempted
from its implementation on account of their
peculiarities.”
He noted that from December 2015, public
universities have been experiencing drastic
reduction in the funds meant for capital grants and
workers’ salaries, describing the current practice
as totally unacceptable to the zone and its
members.
He said, “Sadly after releasing N200bn in 2013,
the Federal Government has failed to release the
2014, 2015 and 2016 tranches.
“Many universities now pay fractions of salaries or
are unable to pay salaries outright at the end of
every month. State universities hardly receive
subventions from their state governments.”
ASUU expressed surprise that in furtherance of
the financial crisis in the universities, the Federal
Government went ahead to shut down all staff
schools and sacked their staff.

Olufemi Atoyebi, Ibadan
The Economic and Financial Crimes Commission
has arrested four students of Federal University of
Technology, Akure, and one student of Adekunle
Ajasin University, Akungba, for their alleged role
in N16m fraud.
They suspects are Adeleke Paul, 21; Adebiyi
Abudu, 22; Akinsanmi Adeniyi 21; Ogundile James,
23; and Okali Ugochukwu, 21.
A statement by the EFCC said the suspects were
picked up at an off- campus residence located at
Anuoluwapo Close, Stateline Hotel Road, off FUTA
South Gate, Akure, Ondo State.
The statement said that the commission got wind
of the suspects’ activities through intelligence.
The statement said, “Paul and his co-travelers,
who go about with the name Tsunnami Gang and
Young Pablo Money, allegedly swindled
unsuspecting foreigners and others to the tune of
N16m recently by engaging in fraudulent activities
of obtaining money by false pretences through
scam mails.”
Paul is a 300 student of Building Technology
while James and Olusola are both 400 level
students of Agricultural Resources and
Mathematics respectively. Okali is a 200 level
student of Urban and Regional Planning, while
Adebiyi Tayo is a 300 level student of
Mathematics.
The statement added, “At the point of arrest, EFCC
operatives recovered a 2006, black Toyota
Highlander marked LND 112 EG; a 2010 Toyota
Camry marked AAA 850 EF; laptops; three Apple
iPhone 6; and three Blackberry phones from
them. Some implicating documents were also
found and downloaded from their laptops.”
The commission said that the suspects would be
arraigned in court after investigation.

The G -spot is another organ in your wife’s body

Enyimba captain, Chinedu Udoji, has expressed
confidence that the team would return to the CAF
Champions League at the end of the season.
The Nigerian champions ended their campaign in
the group stages of the 2016 CAF Champions
League with a 3-1 defeat of Mamelodi Sundowns in
Port Harcourt on Tuesday.
Udoji told our correspondent during the week that
the club have shifted their focus to the Federation
Cup and the Premier League after their ouster
from the tournament.
He said, “It’s very unfortunate that we didn’t go
far in this season’s Champions League but I think
we have learnt a lot and it will help us in our
quest to return to the continent at the end of this
season.
“Our attention is now on the league which we still
want to defend since we have some outstanding

The West African Examinations Council has said that shifting the date of the Mathematics examination in the September 10 West African Senior School Certificate Examination for the governorship election, which is scheduled to hold on the same day, could lead to leakages.
The council added that a relocation of the candidates, who would be sitting for the examination, to neighbouring states would also result in logistic challenges.
The Public Relations Officer, WAEC, Mr. Demianus Ojijeogu, said this in an exclusive interview with our correspondent on Thursday.
Ojijeogu, who was in Benin, Edo State for a stakeholders’ meeting on a possible resolution of the development, however, said that shifting the date of the examination would lead to a leakage as candidates in four other African countries were expected to sit for the examination.
He said, “Mathematics is a core subject and we cannot shift the date of the examination. Candidates in Gambia, Ghana, Sierra Leone and Liberia will also write the same examination. If we shift the date in Nigeria, you and I know that there will be a leakage.
“Other stakeholders at the meeting also suggested that we should relocate the candidates to neighbouring states but, again, that will be problematic. We did not quite agree with them. Many of these candidates still live with their parents. There will be challenges in the areas of accommodation and feeding, if we decide to relocate the candidates.
“But we are looking to resolve the matter. There is still room for discussion and we are looking at a situation where all the stakeholders will shift ground. The local consultative committee has already met and the national committee will meet on Tuesday,” he said.

The Nigeria Security and Civil Defence Corps in Borno on Thursday said that it had arrested a 40-year-old man for allegedly raping an Internally Displaced Person.
The NSCDC Commandant in the state, Alhaji Abdullahi Ibrahim, told the News Agency of Nigeria in Maiduguri that the 13-year-old victim from Chibok, was staying with her aunt at the Colori Camp.
Ibrahim said the suspect was arrested in Dala area of the state capital.
He said the suspect lured the victim with some money and took her to a house in Colori ward behind the NNPC quarters, where he raped her.
“The suspect held the victim hostage for two days in his house. After intensive search by the command, the girl was later found with the culprit,” Ibrahim said.
The commandant condemned the increasing rate of domestic abuses, ranging from defilement to rape in the state.
“The culprits usually take advantage of the poor living condition of their victims and abuse them.
“We are, therefore, appealing to all good citizens of Borno State to always report any suspicious activities that can cause havoc in the society,” Ibrahim said.

Police have arrested and charged two semi-naked
women for having sex in a park.
Exeter Crown Court heard the two drunk women
were found at Pilton Park in Barnstaple on the
ground and performing sex acts on each other.
31-year-old Martina Loosemore and Anita Hare,
45, both of Barnstaple, North Devon, admitted
outraging public decency.
The judge, Phillip Wassall, will be sentencing Hare
next month while Loosemore’s sentencing was
deferred for three months.
The judge told Loosemore he was delaying her
sentence to give her a chance to work on her
alcohol problem.
Witnesses said they were shocked and disgusted
by the indecency displayed by the women and
children were present nearby.

A security guard, Uchenna Okoh, has been arrested
for alleged theft of goods worth N2.1m at a shop
on Ikotun-Idimu Road, Lagos State.
The suspect had reportedly visited the shop –
Finest Couture Boutique – on June 20 on the
pretext that he wanted to buy jeans, shirts and
shoes.
While negotiating the prices of the items with the
salesgirl, Juliet Aghedo, he was said to have lured
her into a corner in the shop and squeezed her
neck until she passed out.
Okoh, who worked as a security guard in the
Mushin area, reportedly carted away a bag, 56
pairs of jeans, 36 pieces of women leggings, 15
shirts, 13 wristwatches and four mobile phones
valued at about N2.1m, before Aghedo regained
consciousness.
PUNCH Metro learnt that the shop owner, Francisca
Osomiha, a lawyer, reported the matter to the
Lagos State Commissioner of Police, Fatai Owoseni,
through a petition.
The petition read in part, “On June 16, a man
walked into Finest Couture Boutique which is
under my care. The man (Okoh) pretended he
wanted to buy jeans but the price he was asking
for did not go down well with us. So he left,
leaving his phone number with the salesgirl.
“This same man, on June 18, called her on the
phone that he was around the shop to buy the
goods. But when we got to the shop, till the end
of the day, he didn’t show up. On June 20, just as
she (Aghedo) was opening for the day business,
the man came to the shop, pretending he had
come to buy the goods.
“He lured her into the inner shop where he knew
nobody would hear her screams. He held her neck
to the point that she started foaming in the mouth
and fainted. He packed away those things,
including N280,000 cash not knowing that our
Closed Circuit Television was on and had picked
all that happened.”
Our correspondent gathered that the police
eventually apprehended the Delta State indigene
after tracking him down with his picture generated
from the CCTV.
“The phone number he used to call the salesgirl
was also used to trail him. He had confessed to
the crime,” a police source added.
Okoh, in his statement to the police, said he sold
the stolen items to one Francis at Computer
Village, Ikeja, adding that he took to stealing
sometime in 2010 while in Benin, Edo State.
He said, “I am a security guard at Mushin. I have
been robbing at plazas in Ikotun for some time
now. I sold the jeans I stole on that day to
Francis at Computer Village for N1,000 a pair. He
bought four pairs of canvas for N2,500 each. I
was introduced to stealing when I was in Benin.”
A police prosecutor, Sergeant Donjor Perezi,
brought the suspect before an Ikeja Magistrate’s
Court on Monday on three counts bordering on
robbery.
Perezi told the court that the offence was
punishable under sections 228, 295 and 297 of the
Criminal Law of Lagos State, 2011.
The charge read in part, “That you, Uchenna Okoh,
and others now at large, on June 20, 2016, at
about 9am, at Finest Couture Boutique on Ikotun-
Idimu Road, Lagos, in the Lagos Magisterial
District, did steal one ‘travel’ bag worth, N14,000;
53 pairs of jeans worth N7,000 each; 32 pairs of
women’s leggings valued at N192,000; three pairs
of canvas worth N25,000 each; 13 wristwatches
valued at N25,000 each; 15 pairs of shirts worth
N97,000 and four assorted phones valued at
N778,000. All valued at N2,140,000, property of
one Francisca Osomiha.”
The presiding magistrate, Mrs. O. Olanipekun, did
not take the plea of the defendant and ordered that
he should be remanded in prison.
Adjourning the case till November 17, 2016,
Olanipekun instructed the prosecutor to send a
duplicate of the case file to the Directorate of
Public Prosecutions for legal advice.

A Fulani herdsman, Abubakar Usman, has been
arrested for allegedly killing his 65-year-old
mother, Khadijat, and his brother’s wife, Ramatu
Shagari, aged 35.
The 25-year-old suspect was paraded on
Wednesday at the state police command’s
headquaters in Ilorin along with other suspects –
Yahaya Umar and Abubakar Saletu – who were
reportedly caught with a human head.
Usman, who lived in the Patigi area of the state,
told PUNCH Metro that he could not explain what
pushed him to the crime. He, however, alleged
that his father might have charmed him, adding
that he regretted his action.
He said, “I am into cattle rearing. On that day
when I woke up, I took N1,000 from my room
and took my cows out for grazing. Suddenly, I
discovered that the cattle were running away and
I followed them. On getting back home, something
came over me and I used a knife to stab my
mother. I also stabbed my brother’s wife. I believe
that my father charmed me. I do not have mental
disorder.”
One of the two suspects arrested with a human
head, Umar, also confessed to the crime, saying
that there had been a quarrel between him and
the victim. He added that he colluded with Saletu
to behead the victim in a bush.
He said, “There was a conflict among us. We
tricked him into the bush and killed him. While
we were trying to run away, the police caught us.”
The Kwara State Commissioner of Police, Mr.
Olusola Amore, who paraded the suspects, said the
crimes were reported to the police by one
Abdullahi Adamu of Mamba Fulani Camp, Patigi.
The CP said, “On August 8, at about 1.20pm,
information received from Kosubosu Police Division
revealed that Umar and Saletu, both of Wobe
Fulani Camp, were found in possession of a bag.
On interrogation, the bag was found to contain a
human head, among other items.
“Further interrogations revealed that the suspects
took the head to one Alhaji Kuranga of Muhat
Company to buy. The said Alhaji refused and
raised the alarm. A search in the bush led to the
discovery of a headless body. The victim had been
declared missing earlier and the suspects
confessed to the crime. The cutlass used in the
killing and the human head have already been
recovered.”
Amore added that the suspects would be
arraigned after investigation.
Meanwhile, the CP has inaugurated the Eminent
Persons Forum to assist in fighting crime in the
state.
“The forum is aimed at filling the gap and
building the capacity, which at all times, will be
prepared to join the police in fashioning out ways
to confront security challenges in the state,” the CP
added.

Ripon Sarker is suffering from a rare skin condition caused by human papillomaviruses, an infection which results in the growth of scaly warts.
The 7-year-old boy from Bangladeshi, who was first affected when he was only three months old was admitted to Dhaka Medical College Hospital for treatment for the first time on August 20, as his family were too poor to afford the medical attention required.
The warts has grown to the extent that the boy cannot even walk or eat by himself. Fortunately, doctors are hopeful that his hands and feet are operable. They explained that the child's family is extremely poor and the boy has lacked the nutrition necessary for his physical development, which contributed to the disease.

Cambridge University is reinstating its written
exams 30 years after it was dropped following
accusations that it favored the better-off. This
move has prompted new concerns that it will
discriminate against state school pupils less likely
to benefit from expensive coaching than pupils of
fee-paying schools.
A spokesman for the University said many of the
questions were designed to find out how students
approached complex issues, and would help the
university select those with the skills to cope with
demanding courses.
Even if you pass the written test, you still have to
make it through the notoriously difficult interview.

Operatives of the Economic and Financial Crimes
Commission, EFCC, have arrested a suspected
impersonator posing as the former Executive
Chairman of the Commission, Mr. Ibrahim
Lamorde.
The suspect, Promise Tochi Nwalozie was arrested
in Port Harcourt, Rivers State, in a sting operation
that yielded the arrest of six other internet
fraudsters.
One of the fraudsters, Onukagba Uche Prosper, is
a youth corps member serving in the Tai Local
Government Area of Rivers State.
Nwalozie was using the identity of Lamorde to
send scam mails to foreigners, mostly Europeans
and Americans and in the process extorted
sizeable amount of foreign currencies from them.
His weapon of fraudulent interaction with his
victims was a fake electronic copy of the identity
card of the former EFCC's boss. Besides, he was
also posing as Barrister Peter Jackson, a spurious
lawyer working with the National Judicial Council,
NJC in Nigeria. As a lawyer, he was defrauding
his victims by assuring them that he would help
in the recovery of money lost to different Nigerian
cyber fraudsters. To do this, Jackson was
collecting various sums of money as service
charges from his victims. Some of his victims are:
Betty. G. E, an American and Georgina M, an
Australian.
In addition to all these, Nwalozie had multifarious
electronic scam documents in various folders in
his e-mail box, ostensibly for the payment of a
spurious N12,500,000.00( Twelve Million, Five
Hundred Thousand Naira only) to one Robert Giese,
an American, by the "Office of the Presidency,
Federal Republic of Nigeria, Abuja". To further
deceive Giese, he swore to a fictitious " Affidavit Of
Claim of Federal High Court of Nigeria" deposed
to by a fake Justice Ibrahim Auta, OFR, on behalf
of Giese. The "Affidavit" was signed by a former
Attorney General and Minister of Justice,
Mohammed Bello Adoke. To achieve his fraudulent
schemes, he had several e-mail addresses such as:
sirpeterjackson@gmail.com,promisenwalozie@gmail.
com, bigenoughforcare@gmail.com among others.
Aside Prosper, (youth corps member), five other
internet scammers were arrested in the sting
operation and they are: Onuoha Akachukwu
Danhessy; Ohaji Ujunwa Raymond, a.k.a Francis
Ray Emar; Henry Onyebuchi Ogbonna; Eboh Emeka
Emmanuel and Nwaorgu Chidi Precious. Prosper
was involved in online dating scam, also known as
romance scam. Through the scam, he defrauded
unsuspecting foreign widows, mostly from Europe
and America. His scam identity was Mark Fest, a
United States soldier serving in Bulgaria. To
perfect his fraudulent schemes, he secured a "
business relationship" with one of the arrested
fraudsters, Onuoha Akachukwu Danhessy, his
cousin.
Danhessy was serving as an intermediary between
him and one H. Macaulay, a Nigerian
undergraduate at the Medical University, Varna,
Bulgaria who was assisting him to collect and send
proceeds of their criminality to Nigeria, through
Western Union and Money Gram money . All the
three victims of Prosper are Philippinos: Ivy P. S,
( $2,000); Mel R.( 800 Pound Sterling) and Lolita
T. Danhessy has other ingenious schemes to his
credit. In his romance scam, he had reportedly
raked in a total sum of $50,000( Fifty Thousand
United States Dollar) from Maria J. Al, an
American that he promised to marry.
Ohaji Ujunwa Raymond a.k.a Francis Ray Emar is
another suspected impersonator who was sending
scam e-mails to his victims in Europe and
America in the name of Abubakar Malami (SAN),
Attorney General and Minister of Justice and Mrs.
Kemi Adeosun, Minister of Finance. One of his
victims, Georgina M, an Australian, lost
$1,500( One Thousand, Five Hundred Dollars) to
him. Other suspected scammers are Henry
Onyebuchi Ogbonna, a member of a syndicate
serving as a cashier to his group members, Eboh
Emeka Emmanuel, another romance scammer that
duped a Dubai- based Philippino: E. F. Aquino of
N500,000( Five Hundred Thousand Naira only)
and Nwaorgu Chidi Precious, another accessory to
romance scam and cashier to Nwalozie.
All the suspects are in EFCC custody and would
be charged to court soon.
