My experience is based on CIC not USA... Its two different platform. My refusal letter was dated on a Saturday and I got same mail on a Saturday. Am not here to drag issue.

I don't know why you are stressing this without fact/experience. I got mail from CIC on a Saturday, and also my refusal letter was dated same day. What kinda mails hangs in the air? CIC server ain't our crappy ISP. Don't conclude without experience. Peace
