Building human capital and economic viability is the new criteria for judging governors in these times, not just building brick and mortar, that is too cheap and shows that the governor does not want to spend real money on the state, but want to build cheap buildings, name ridiculous amounts, and put on a grand launching, wasting too much money on mediocrity and pocketing the rest.
