The people who do the real work in a Ministry are the Permanent Secretaries. They are "permanent' as their name suggests and are career civil servants. If Buhari thinks for now, going by the amount of rot in the system, that it is better to allow the career civil servants to oversee the rot and recover their Ministries, why not let us allow him to try-out this method for sometime, instead of wailing and mocking like pigs?
