Infrastructure is a facet in development. Development is a multifaceted term.

Infrastructure being the bone of contention, I expect you to challenge me on the following:

Communication networks
Sewage
Water and school systems
Buildings and offices

Electricity composite index: Ghana was several steps ahead of Kenya.

SA has 158,124km of the paved road; with a whopping 750k km total road network. This means, in general, Libya will certainly not match SA in 5 decades or so to come. But per capita, libya might have an upper hand. Per capita is entirely a different conversation.
