small scale mining is regulated by Ghana's minerals commission and PMMC...
Only few companies have licenses to export gold that are mined with license from Bank of Ghana and PMMC and minerals commission.
Without those, you will not even have gold to buy.

The are no Chinese exporters of gold in Ghana, those licenses are owned by Ghanaian companies, Indians and large scale miners.

Withholding tax is not a final tax. One is required to declare their income and get final tax. Then withholding is substracted.

Withholding tax is an advance tax. If you do not pay withholding tax - how can you pay final tax or royalties.

It's simply mean all 90 percent of gold - minned by small scale miners (mostly Chinese and Indians) will be smuggled out without any tax or royalty.

And you will remain poor - depending on the Anglo Ashanti revenues only totally.

That is why when Dubai,Chinese and even India gold exchange compares what is being sold from Africa and what you declare - officially - there is huge mismatch.

It's a good thing you are questioning the validity of that list because even light research shows apart SA and Morocco the rest barely have up to 15% paved roads. Mauritius that featured doesn't even have up 4000 kilometers of road network.
