US after industralizing in 20th century has always been short of labour.
Importing labour worlwide.
Never exported Labour.
Just a few peace corps type to help Ghana - for one or two years before they go back home.
US economy grew because of it's domestic industry.

Ghana, Nigeria, Philiphines and India - those have been exporting labour.

Ghana began exporting millions of slaves in 15th century.

And it still look worse than Burundi.
