2.) Illegal Immigrants don't vote in Federal Elections. Yes, our constitution allows for election by electrical college. Whereas each state votes for electors(apportioned by the Federal Govt, by state size with a minimum amount) who then vote for the President. Each state then decides how to allocate those electors, some do winner take all and some apportion the electors by proportion of win. It was a compromise by the founders to make sure all states are represented (all states get 2 senators regardless of size, CA has 40 million gets 2 and Wyoming has 500k gets 2). The electoral college is proportioned in a similar way. The problem is that this can lead to tyranny of the minority.
