YENAGOA- THE Niger Delta Avengers on Friday morning bombed yet another crude oil pipeline belonging to Agip ENI in Bayelsa state.

The group in a tweet on its twitter handle @Niger Delta Avengers, said: “3:am of Friday @Niger Delta Avengers blow up the Obi Obi Brass Trunk line belonging to Agip ENI. It is Agip’s major crude oil Line in Bayelsa State.”

Applauding the none purchase of oil from Nigeria, the group in another tweet said: “It is good as foreign refineries stop buying Nigeria oil because the Nigeria state has been robbing the Niger Delta of her oil and gas. “We will inform the international communities when we are open for business,” the militant group said.

WARRI – Niger Delta Avengers at about 3.00 am today, Friday, blew up the Forcados 48″ export line in Delta State belonging to Shell Petroleum Development Company, SPDC. The militant group had previously bombed the export line and advised the firm, other oil companies and government not to effect repairs until their demands were addressed.

It’s spokesperson, Brig General Mudoch Agbinibo, confirming the attack by the group, said: “We warned SPDC not to go ahead with the repair work but they refuse. This is an example to all other multinationals.” Details later

The Federal Government has scrapped post-Unified Tertiary Matriculation Examinations, UTME, as a pre-condition to gaining admission into universities in the country. The government and stakeholders in education sector also pegged 180 as benchmark for 2016 admission into universities, polytechnics and colleges of education to improve quality of education in Nigeria. ‎These decisions were reached at the 2016 Combined Policy Meeting on Admissions to Universities, Polytechnics and other higher institutions in Nigeria.

The Minister of Education , Malam Adamu Adamu, while declaring open ‎the meeting, said since the federal government and stakeholders had confidence in the examinations conducted by the Joint Admissions and Matriulation Board, JAMB, there was no need for other examinations to be conducted by universities after JAMB exams. He said: “As far as I am concerned, the nation has confidence in what JAMB is doing, the universities should not be holding another examinations and if the universities have any complain against JAMB, let them bring it and then we address it.

”But if JAMB is qualified enough to conduct tests and they have conducted test, then there will be no need to conduct another test for students to gain admission. More Details

WARRI – SUSPECTED militants on Wednesday evening attacked a military houseboat and allegedly killed two soldiers at Efe-Ugbokodo area in Warri South Local Government Area of Delta State. A security source, who spoke to Vanguard on phone, said the attack occurred around 6.30 p.m. “I cannot give you details of the incident but I can confirm to you that a military houseboat was attacked by suspected militants. “I cannot confirm the number of causalities to you right now as details of the incident is still trickling in, but am sure that later today, we would get details on the true position of things,” the source added.

The Federal Government on Monday reiterated its resolve to alleviate poverty across the country with N5,000 using biometrics data collation. Mrs Maryam Uwais, Special Advisor, Social Investment, Office of the Vice President, said this while speaking at the international conference on “Child Poverty and Social Protection in Western, Central Africa,” in Abuja.

The conference focuses on proffering solutions to tackle child poverty, protection to children across the West and Central African region. According to her, government allocated money to assist the poor and is ensuring that communities determine the poor within them for proper interventions. “For the first time government has budgeted money for the poor in this country, and first and foremost we have been given the mandate to develop a credible register of poor people. “So we are actually going into the communities organising group focused discussions, asking the communities what poverty means to them and we ask them who fits into the parameters they have defined. “When we get all those names, we go back, do the enumeration with Bank Verification Number (BVN) and National Identity Management Commission (NIMC) because we don’t want to create ghost beneficiaries.

“We want to get the actual identities, we want them to have an identity number and a BVN number because we want the banks to pay directly to the beneficiaries this N5,000,” Uwais said. According to her, the government will do unconditional transfers initially and add livelihood support. “In doing unconditional transfers, we target the productive people in a particular family, because when we go back to do the BVN, NIMC and the identity enumeration, we ask questions from each household. “There is a whole list of questions that we ask; for the children we will take pictures, for the adults we take biometrics. “We are setting up mechanisms for payment directly and we are supported by NIMC and by the banks to go in and ensure that the money goes directly to these people. “These people will be paid in their communities, they will be paid N5,000, and won’t need to travel to the capital to go to a bank branch or go to where an ATM is,” she said.

According to her, the banks have to get the monies through the market place down to the beneficiaries. She added that they were starting with 30 per cent of the poverty population of each state, their local governments and then move up to 50 per cent in 2017. Uwais stated that government agencies were supporting the project, adding that they have the resolve to implement it. Mr Enrique Delamonica, UNICEF Nigeria, Chief Social Policy Officer, said that it was important to reduce child labour and poverty for a better society. Hesaid: “Economic integration can help with reduction of child poverty in countries within the region and having common frame works of social protection also. “It also requires facilitation of labour market integration.” According to him, the government is on the right path to the eradication of child poverty and protection with dialogues, investing in nutrition, among other interventions. He stated that there had been remarkable result in the Millennium Development Goals (MDGs), adding that the Sustainable Development Goals would enable the government record more milestone in child poverty eradication. Mr Dennis Zulu, Nigeria, Ghana, Sierra Leone Country Office Director, International Labour Organisation (ILO), said a significant number of children across the world and Africa were involved in child labour due to poverty. Zulu said that poverty ravaged care givers and guardians of children who compel them to make income for their families. He added that consented efforts needed to be made by governments to ensure that national social protection laws were guaranteed at the national level. The director stated that interventions to tackle child labour and ensure protection required sensitivity of social security system.

By Abdulwahab Abdulah and Jane Echewodo Former minister of aviation, Femi Fani-Kayode was Monday ordered to be remanded in Economic and Financial Crimes Commission, EFCC by a Lagos State Magistrate court sitting in Ikeja for 21 days.

The EFCC has brought an application before the court seeking to remand Fani Kayode in custody to enable it conduct further investigation into the alleged N1.5 bn fraud leveled against him pending when he will be brought before a regular court. After hearing the arguments canvassed by the lawyers representing the anti-graft agency, Mr. A. N. Anana and Fani- Kayode’s lawyer, Wale Balogun, the presiding Chief Magistrate, Mrs Bola Osunsanmi granted the remand application.

The court subsequently granted the request and ordered that he be kept for 21 days. The body had argued that the remand application which was brought pursuant to section 261 of the Administration of Criminal Justice Act, ACJA, 2011, of Lagos State, was to remand the former spokesman for the Goodluck Jonathan Campaign Organisation in the 2015 general election, pending when he will be properly arraigned at the appropriate Court.

Fani Kayode’s lawyer, Balogun while opposing the EFCC’s remand application, argued that the anti-graft agency’s application was brought in breach of his constitutional rights, adding that the defendant had been granted an administrative bail by the EFCC but it refused to allow him perfect the bail. He argued that the anti-graft agency had secured the same order of remand before an Abuja Chief Magistrate court, claiming the application is an abuse of court process. The lawyer therefore urged the court to dismiss the EFCC’s application against his client who appeared in court on kaftan and Kito robber slippers.

Dismissing Kayode’s application, the Chief Magistrate Osunsanmi ruled that he failed to present any material evidence before the court to support the argument that the former Minister of Aviation has been charged before any court for the alleged offence. The Magistrate subsequently ordered that Fani Kayode be remanded at the EFCC’s custody for 21 days pending when he will be arraigned at the appropriate court. The former minister was however unruffled about the whole process as he was sharing jokes with his lawyers and some of his friends.

Oil marketers on Friday in Abuja called on the Federal Government to assist them in making foreign exchange available for the importation of petroluem products. The marketers, under the umbrella of the Depot and Petroleum Products Marketers Association of Nigeria (DPPMAN), made the plea during a meeting with the Minister of Finance held at the headquarters of the ministry. The meeting, chaired by the minister, was attended by Chief Executive Officers of 46 major oil companies in the country. It was held to discuss salient issues affecting the downstream sector of the petroleum industry.

The Chairman of DAPPMAN, Mr Dapo Abiodun, told the minister that members of the association were currently having a tough time converting some of the Naira payments made by the government to dollars. He said their inability to convert these payments from the Federal Government from Naira to dollar was making it difficult for them to meet their obligations to their foreign partners. He said while the oil marketers would continue to do their best in importing petroleum products into the country, the unavailability of foreign exchange might make it challenging to achieve such objective. NAN recalls that Federal Government had paid the oil marketers N48.2 billion minus Value Added Tax as the arrears of outstanding 2015 subsidy claims.

The amount, according to the Federal Ministry of Finance, is to enable them to import petroleum products and meet up their other financial needs. Abiodun said except the Central Bank of Nigeria provided foreign exchange to oil marketers, the payment made by the government for fuel imports would continue to sit in their Naira accounts. “We want to thank you for the recent payment of about N42 billion but we want to emphasise the fact that this Naira payment will continue to sit in our banks.” “We look forward to dialoguing with you as to how you can help us expedite the sourcing of foreign exchange to liquidate our exposures to our foreign bankers that we have line of credit with. “We are very worried about going into a new dynamics in which marketers are now going to be sourcing forex at the rate that they can find, which we have approximated to around N285 to a dollar.

” We believe that it is a quick fix solution to all the epileptic supply of petroleum products in the county. “However, we still have this Naira sitting in our account from previous transactions and we are worried that if anything happens to the rate of exchange officially, we are going to be caught in between. “We do not want to come back to you to ask for foreign exchange differentials which issue we still have pending from previous transactions,” he said. The Minister of Finance, Mrs Kemi Adeosun, said the payment recently released by the government to the oil marketers was one of the liabilities inherited by the current administration. She said the government would continue to do what it could to ensure availability of petroleum products in the county. She expressed optimism that the reforms currently being implemented in the oil sector would restore confidence in the market.

By Ikechukwu Nnochiri ABUJA – The Abuja Division of the Federal High Court, on Thursday, reinstated the impeached Speaker of the Kogi State House of Assembly, Hon. Momoh Jimoh Lawal. In a judgment delivered by Justice Nnamdi Dimgba, the court equally restored the Deputy Speaker, Hon. Aliyu Akuh and seven other Principal Officers of the Kogi State House of Assembly, saying the process that led to their purported impeachment on February 16, 2016, was unconstitutional and illegal. It said their removal was not in line with provisions of sections 90, 91, 92 (2) (c), 95 (1) & (2) and 96(1) & (2) of the 1999 Constitution, as amended.

Consequently, the court voided the purported election of Hon. Umar Imam as the Speaker of the Kogi State House of Assembly, as well as the emergency of four others- Friday Sani; Lawal A.T. Ahmed; Bello Abdullahi and John Abah as principal officers of the House. Aside the Speaker and his Deputy, others the court also reinstated were Hon. Kolawole Mathew, Osiyi Godwin, Sunday Shigaba, Ndako Idris, Oluwatoyin Lawal, Musa Jimoh and Victor Omofaye. Specifically, the court held that “The continued sitting and conduct of the affairs of the Kogi State House of Assembly by the 1st – 5th defendants after the purported removal of the 1st plaintiff and other principal officers of the House and purported installation of themselves as principal officers of the Kogi State House of Assembly on the 16th day of February, 2016, is illegal having regard to section 96(1) of the Constitution and Rule 5(1)”. Besides, it restrained the Inspector General of Police, Director General of the State Security Service, Commandant of the National Security and Civil Defence Corps, who were 7th to 8th defendants in the suit, “from further barricading the complex of the House of Assembly and preventing the plaintiffs from accessing the hallowed chambers if the Kogi State House of Assembly to conduct their legal and legitimate duties as legislators validly elected to represent their various constituencies”. The court however declined to declare that the security agencies, by their actions, aided and abetted the five lawmakers to carry out the purported impeachment as well as subsequent withdrawal of the Speaker’s vehicles (official and personal) and withdrawal of security operatives attached to the embattled Speaker.

It also refused to award general damages in the sum of N500million. The judgement followed a suit marked FHC/ABJ/CS/184/16, which the removed Speaker, his Deputy, seven other lawmakers and the Peoples Democratic Party, PDP, lodged before the court through their lawyer, Mr. Emeka Etiaba, SAN. Cited as 1st to 5th defendants in the matter were the five lawmakers that effected the purported impeachment, the aforementioned security agencies and the Kogi State House of Assembly. The plaintiffs prayed the court to determine whether in view of provisions of the 1999 Constitution and Rules 3(1) & (2) of the Standing Rules of Kogi State House of Assembly dated February 15, 2016, their removal was not unconstitutional, illegal, null and void.

ASABA – A Chieftain of the All Progressives Congress(APC), in Delta State and National Organising Secretary for Grassroot Mobilisers for Buhari, High Chief Igho Osiebe, Wednesday, adjudged President Muhammadu Buhari, the best President in the history of Nigeria, saying Nigerians should be grateful to God who through the forces of change and accelerated development thrust up the Daura-born retired General and politician.

Chief Osiebe, who was stated this in Asaba, said President Buhari had displayed enough competence in administering the country especially his prudent management of resources in his drive to deliver quality service to the Nigerian people.

The High Chief of Agbon Kingdom in Ethiopia East area of the oil-rich state, cited the recovery of looted funds starched away in foreign banks by politicians, who corruptly enriched themselves in the past by the President Buhari-led APC administration as a legacy that will live beyond the “no nonsense” retired General.

According to him, as things stand at the moment, there is seeming sanity in the way politicians carry out their businesses in a clear departure from the immediate past government, ‎saying as time goes on, “we as a people shall celebrate a nation free of corruption.”

He took a swipe on the Yakubu Wada-led faction of the Nigerian Labour Congress(NLC) for leading Nigerian workers on strike, noting that such action was self-serving, lack of patriotism to the government and the ‘good people’ of Nigeria.

He wondered if Wada understands the basic economic principles of a free market economy as being introduced in the downstream sector of the petroleum industry as he called on the FG to avoid the “booby trap” of salary increase for workers noting that such was a catalyst for hyper inflation.

Osiebe condemned the renewed hostilities pivoted by the self acclaimed Niger Delta Avengers, NDA, in the Delta region wondering what was there to avenge?

According to him, NDA is an group that does not mean well for the region in its self-serving drive urging the federal government to deal decisively with any mischief maker where and when necessary.

“In President Buhari we have Nigeria’s best President in our national history and it is of note that we as a people must be grateful to those forces of change and accelerated development who gave us this weird character.

“We have seen with enthusiasm how much this generation of politicians dread him and how much he has been able to hound the looters of our national patrimony to surrender and I want to urge him on.

“Ours is an action packed President who will fire anybody who deviates from the path of bringing glory to our nation like we saw in the sack of the immigration boss over alleged extortion of officials of the Nigerian Immigration Service, such action is alien to us in our clime.

“I understand a group of masochists who goes by the name, Niger Delta Avengers, vowed to hold Nigeria ransom, I wonder what they are avenging, in whose interest and for what? We are peace loving people in the region therefore the president should go all out for any trouble maker when and wherever necessary,” he said.

Surgeons at the Massachusetts General Hospital, in Boston, have announced the first successful penis transplant in the United States of America. The surgery, reputed to be the third penile transplant in history, was performed on 64-year-old Thomas Manning, who received the transplanted appendage from a deceased donor. The 15-hour surgery was performed at Massachusetts General Hospital, to restore self confidence and sexual functionality to males with traumatic injuries or amputations.

Surgeons say the patient would have normal urinary function within a few weeks, and could regain sexual function in weeks or months. Following the first penile transplant surgery carried out in South Africa in 2014, a healthy baby boy was born in 2015, and surgeons are confident there are potential beneficiaries for the procedure from botched ritual adult circumcisions. In the US, it’s presumed that soldiers — increasingly suffering from devastating genital injuries in explosions — will be the main beneficiaries of penile transplants. Johns Hopkins University had announced intentions to perform the country’s first surgery on a soldier this year and has a long list of veterans waiting for the procedure.

Head of the Massachusetts General surgical team that performed the procedure, Curtis L. Cetrulo, said attempts will be made to avoid veterans as a patient base until the techniques are perfected. As the technique continues to be perfected, it could even be used to give transgender males more natural urinary and sexual function. The teams from Mass General and Johns Hopkins have cautioned that this won’t be attempted until the surgery has proved safe and effective for injured cisgender men. Manning is doing well, but faces a potentially life-long regimen of drugs designed to keep his body from rejecting the donation as a foreign object.

Penis transplants also carry psychological risk. A technically successful operation performed in China — ended with the recipient asking doctors to remove the organ because of his discomfort with the unfamiliar body part. Doctors in the US have been cautious about the effect these surgeries might have on organ donation. The Kano Electricity Distribution Company (KEDCO) has expressed concern over the sharp drop in power generation in the country, blaming the situation on vandalisation of cables and other facilities. The Chief Technical Officer of the company, Mr David Omoloye, made the remark while addressing newsmen in Kano on Monday. “Power generation has dropped sharply due to vandalisation

“Power generation has dropped sharply due to vandalisation of our cables and other facilities,” Omoloye said He said that the ugly situation had put the company in a serious crisis as it could no longer meet the demands of its customers. “We are in a major crisis. Electricity is not available and our customers are not happy,” he said.

According to him, out of the 800 megawatts required, only 50mw is allocated to the company to distribute to its customers in Kano, Katsina, Jigawa and parts of Bauchi State. He said that the situation had negatively impacted on the company’s business as it was now finding it difficult to satisfy its customers’ demand. The chief technical officer, therefore, called on the customers to bear with the company in view of the enormous challenges it was facing. “We are really constrained. So, the impact on our business is very bad,” he said. “We are calling on our customers to understand the challenges we are facing.

He disclosed that the company had signed a Memorandum of Understanding (MoU) with some major investors on renewable energy.

Governor Ayodele Fayose of Ekiti State has said that President Muhammadu Buhari and his All Progressives Congress (APC) were playing Nigerians Advanced Fee Fraud over the removal of fuel subsidy and increment of pump price from N86.50 to N145 per litre, describing the increment as wickedness taken too far and asking; “was the federal government paying up to N58.50 as subsidy on one litre of petrol before now?”

Governor Fayose, who reiterated his call on Nigerians, especially the labour movement to resist what he called “this wicked act of President Buhari and his party,” added that “those who opposed removal of fuel subsidy in 2012 and funded the Occupy Nigeria protest must not be allowed to get away with this imposition of hardship on Nigerians now that they are in power.” He said labour unions, civil society organisations and other well-meaning Nigerians should stand up and be counted at this crucial time in the life of the common people of Nigeria, adding that “there is no justification for the increment at this period when government is not paying salaries regularly, Nigerians are losing their jobs daily, prices of foodstuffs have gone over the roof and life has become so difficult for the common people. To labour Nigerians with this increment is wickedness taken too far!”

In a statement on Thursday by his Special Assistant on Public Communications and New Media, Lere Olayinka, Governor Fayose said: “In 2012 when the Peoples Democratic Party (PDP) government of Dr Goodluck Jonathan removed fuel subsidy and increased petrol price to N141 per litre, crude oil was selling at $111 per barrel. How then can petrol price be increased to N145 per litre when crude oil is now selling at $40 per barrel? “It is on record that on May 2 this year, the federal government, in the Petroleum Product Pricing Regulatory Agency (PPPRA) Template released in Abuja, told Nigerians that it was subsidising petrol at N12.62 per litre. “If as at May 2, petrol was being subsidised at N12.62 per litre, and now that the subsidy of N12.62 has been removed, what ought to have been added to the N86.50 pump price should be N12.62, which would have increased pump price to N99.12 per litre. “Increasing petrol pump price by N58.50 when the federal government claimed it was subsidising the product at N12.62 per litre is clear political 419, which is aimed at further impoverishing Nigerians as the government will be making profit of N45.88 on each litre of petrol bought by Nigerians.

“How can any government with human feelings attempt to make profit of N45.88 per litre on Nigerians, who are no longer getting their salaries regularly? How can Buhari and his party impose another N45.88 per litre levy on Nigerians who are already facing severe hardship? This is wickedness!” Speaking further, Governor Fayose said there was no justification for the removal of subsidy and increment of petrol pump price to N145 per litre now that crude oil price is $40 per barrel when the same product was increased to N141 per litre in 2012 when crude oil was $111 per barrel. While describing President Buhari as a hypocrite, the governor said, “Nigerians should be reminded that the president once said that petrol subsidy never existed and that it was a fraud. How then can the same President Buhari tell us that he has removed the same subsidy he claimed never existed?

“The reality is that these people lied to Nigerians too much. They made promises they knew they won’t fulfil just to get to power. Now they are showing Nigerians their true colours. They are showing Nigerians that they have come to punish them with hardship. “Buhari and his APC promised to reduce petrol pump price to from N87 to N45 per litre; petrol is now N145. They promised to create three million jobs per year; they have instead created millions of unemployment. They said $1 will be equal to N1; $1 is now N320. They promised to create better live for Nigerians, they have instead created hardship by making prices of basic commodities to skyrocket through their lack of policy direction.”
