UNTIL 1999, the presidential fleet was under the control and supervision of the Secretary to the Government of the Federation (SGF). Before 1999, senior Air Force officers in their grey upon blue well-ironed uniforms were seen on the 11th floor of Federal Secretariat, which was then the office of the SGF, hanging around. But in June 1999, former President Olusegun Obasanjo transferred the fleet to be part of the schedule of the Chief of Staff to the President.

The argument was that the Chief of Staff, being conversant with the President’s itinerary, is in a better position to control the fleet adequately. I understand that the fleet is now under my friend, Col. Sabo Dasuki (rtd.), the National Security Adviser (NSA) whose loyalty and patriotism are never in doubt. Before 1999, the fleet was almost dormant for lack of use.

General Ibrahim Babangida (72) hardly travels outside the country, except to visit some states and Chief Ernest Oladeinde Adegunle Shonekan (79) whose tenure lasted less than 100 days, made use of the fleet only once when he attended the Commonwealth conference outside Nigeria. The second time he used the fleet was when he was overthrown and brought down to Lagos in company of Chief Dapo Sarumi.

General Sani Abacha hardly travelled outside Abuja, in fact during his era, pilots attached to the presidential fleet complained of under-utilisation, raising fears that they might lose their licences for not flying enough. In 1997, he made only five trips outside Abuja; in 1998, he made three trips, the fourth would have taken him to Ouagadougou in Burkina Faso on June 8, 1998 for the African Union Conference, the very day that he died.

General Abdusalam Abubakar, who spent less than 11 months in office, was too busy with his transition programme that he hardly travelled. He made four trips during his era, two to Niger Delta to inspect the oil spillage in that area. As for President Olusegun Okikiola Obasanjo, the Jagunmolu of Egbaland, he was a flying President. Even till today, when the presidential fleet is outside his control, he is still flying around the world. He loves to fly. That is the way he is. And the pilots attached to the presidential fleet loved him for that.

The presidential fleet still remains today the most important posting in the Nigerian Air Force. For example, the present Chief of Defence Staff, Air Chief Marshall Alex Sabundu Badeh, was a product of the Presidential Fleet, as he flew former Vice President Atiku Abubakar between 1999 and 2007 severally. Even the present Chief of Air Staff, Air Marshal Adesola Nunayun Amosu, was a product of the Presidential Air Fleet too. The Fleet has one of the largest aircraft in the world in comparison to other countries.

The British Prime Minister has no presidential aircraft. Members of the British government charter either British Airways or Virgin Atlantic most times. The government of Tunisia operates a Boeing 737 BBJ. An Airbus A340-500 has also been purchased and VIP-configured, but was never used for travel and has been stored since the 2011 revolution that ousted former dictator, Ben Ali. The Tunisian government is reportedly trying to sell both aircraft.

The government of Algeria operates an Airbus A340-500.
The Chief Executive of Hong Kong travels on commercial aircraft, usually operated by Cathay Pacific. He travels with helicopters operated by the Government Flying Service.
The Ivoirien government uses a Gulf IV as a VIP aircraft. A government Boeing 727-200WGL is also in service.

The State of Israel does not currently possess a specific jet for use of its Head of State. Wherever the current Prime Minister Benjamin Netanyahu flies long distances (out of the country), the government leases an airliner from the state airline, El Al. Meanwhile, the President, Reuvin Rivlin, and other high-ranking dignitaries are relegated to El Al first class commercial service. As of 2014, the Knesset is considering the purchase of such an airplane dubbed ‘Israeli Air Force One’.

Kenya’s President has a Fokker 70 for use as the presidential jet. Fokker executive plane was purchased at a cost of $50 million. The 70-seater jet was reconfigured into telecommunications facilities. Prior to the purchase of the Fokker, the Kenya President primarily used Airways for his international travel.

The Saudi Arabian Royal Flight operates a Boeing 747-300 and a Boeing 747-400 for use by the King of Saudi Arabia.
The President, Prime Minister of Singapore and government officials typically travel on regular scheduled commercial flights run by Singapore Airlines. However, on rare occasions or short trips, government officials may travel on one of the few passenger-configured Fokker-50 operated by the Republic of Singapore Air Force.

The President of South Africa travels in a Boeing 737 (BBJ) operated by the South African Air Force’s 21 Squadron, which is based at AFB Waterkloof near Pretoria; the executive capital, i.e. the seat of the executive branch of the South African government.

The 21 Squadron also operates a fleet of two Falcon 50 and a Falcon 900B Fleet, 550/1 Citation 2, and a Global Express XRS is hired to escort the President on long flights as a back-up aircraft. The Falcon 900 is normally used by the Deputy President and high-ranking cabinet ministers.

The President of Zimbabwe travels in a charted Air Zimbabwe Boeing 767-200ER aircraft, which is part of the national airline’s fleet. Occasionally, the President will share the plane with commercial passengers on scheduled flights.
The Tanzania Government Flight Agency operates a Gulfstream G550 for VIP transports. There are two other VIP aircraft – a Fokker F-50 and F-28 for internal and regional destinations as well.

The President of Ghana flies on a Falcon EX 900 jet. The Botswana Defence Force operated a Gulfstream IV transport, but has since been sold and the Botswana Defence Force now operates a Global Express OK1. The government of Burkina Faso uses a special Boeing 727. A Falcon 900 has been added, and it is the type frequently in use now.

The Egyptian government operates an Airbus A340-200 as a VIP transport. The first presidential airplane was given as a gift from Saudi Arabia to Egypt.

The Pope is one of the richest and famous men on earth. He is the Head of the Catholic Church that has followership all over the world. Typically, the Pope flies on a chartered Alitalia fixed-wing aircraft when travelling to or from more distant destinations. Traditional protocol dictates that a Pope flies to a country he is visiting on a chartered Alitalia jet and to return on a jet belonging to a flag carrier from the visited nation; this may vary when he is touring multiple nations.

The Nigerian Presidential Air fleet is being maintained by over 10 billion Naira budget yearly. Poor states like Osun, Gombe, Ebonyi, Ekiti get less than two billion Naira every month from the Federal Revenue Mobilisation and Fiscal Commission as allocation. The presidential fleet is the third largest aircraft fleet in the country, coming behind Arik, which has 22, and Aero Contractors, which has 14. The Presidential Air fleet has 10 aircraft. They include two Falcon 7X jets, two Falcon 900 jets, Gulfstream 550,one Boeing 737 BBJ (Nigerian Air Force 001 or Eagle One), Gulfstream IVSP.
Others are one Gulfstream V, Cessna Citation 2 aircraft and Hawk Siddley 125-800 jet.

Each of the two Falcon 7X jets purchased in 2010 cost $51.1m, while the Gulfstream 550 costs $53.3m. However, airline CEOs put the average price of Falcon 900 at $35m, Gulfstream IVSP at $40m, Gulfstream V at $45m, Boeing 737 BBJ at $58m; Cessna Citation is $7m and Hawker Siddley 125-800 at $125-800 at $15m.

The question before us is, can we maintain the Presidential Air fleet in the face of our dwindling economy? The answer is no. The alternative is to sell some of the aircraft so as to reduce cost. It is even cheaper to charter planes for some of our top officials than to maintain the Presidential Air fleet as it is now.

The other angle is to let the Nigerian Air Force face other challenges, instead of the present rivalry among senior officers over postings to the presidential air fleet. I think we have many projects to tackle, besides the temporary comfort of our leaders. All these are for the consideration of the in-coming government of Major-General (rtd.) Muhammadu Buhari.

THE Senate yesterday passed a N4.5 trillion budget for 2015 without making any provision for fuel subsidy. Of the N4,493,363,957,158 that was passed, N375,616,60 was designated as statutory transfer vote, N953,620,60 allocated for debt service, N2,607,132,491,708 as recurrent non-debt expenditure and N144,420,000,000 for capital expenditure.

Last week, the House of Representatives had passed the same figures for the 2015 Appropriation. The budget as passed yesterday by the Senate gave the education sector the highest recurrent allocation of N392,363,784,654, followed by defence with N338,797,219,431.

Others are Police Formation and Commands, which has a total recurrent allocation of N303,822,224,611 and the health sector which has N237,075,742,847 as recurrent allocation.

For capital expenditure, defence topped the table with N36,700,000,000, followed by the Office of the National Security Adviser, which got N26,499,999,999.

Passing the Bill into law, President of the Senate, David Mark, prayed that it would be implemented by whosoever would be responsible for implementation.

Some senators, especially those of the All Progressives Congress (APC), in their reactions, described it as the worst budget ever. Olubunmi Adetunmbi (Ekiti North) said the budget would pose a serious challenge to the incoming administration and that there is likelihood that it would be returned in the form of a supplementary budget in line with APC manifesto . According to him, the overhead must be trimmed down to come to terms with the reality on ground.

For Ayogu Eze (PDP Enugu), d however, all hopes are not lost. According to him, “the budget is not as gloomy as predicted, especially with the gradual rise in the price of crude oil in the international market.”

Chairman of the Senate Joint Committee on Appropriation and Finance, Ahmad Maccido, stated that in preparing the details of the 2015 Appropriation Bill, the panel adopted a benchmark price of $53 per barrel of crude oil based on the recommendation of the Conference Committee on Medium Term Expenditure Framework/Fiscal Strategy Paper (MTEF/FSP).

“The committee also adopted the executive proposal of crude oil production of 2.2782 million barrels per day and an exchange rate of N190 to $1,” Maccido said. On his part, Senator Ahmad Lawan expressed regret that the budget was passed in the fourth month of the year against constitutional provisions.

“The constitutional provision is that we should have even passed the budget before now, but due to the exigencies of this period, we have just passed it and we have done our constitutional duty very well.”

President Goodluck Jonathan had in December 2014 transmitted a budget proposal of N4.4 trillion at the exchange rate of N165 to a dollar to the National Assembly through the Minister of Finance and Coordinating Minister of the Economy, Dr. Ngozi Okonjo-Iweala.

Shortly before the Senate embarked on Christmas holidays, it received from the executive the revised crude oil benchmark of $65 per barrel for consideration and approval.

The benchmark has been revised twice from $85 and $75 per barrel respectively. Although the wobbling crude oil price could be partially blamed for the delay in the passage of the budget, much of the legislative time was spent on partisan politics rather than governance.

National Leader of the Movement for the Actualization of Sovereign state of Biafra (MASSOB), Chief Ralph Uwazurike, has extolled the virtues of the late Senator Uche Chukwumerije, promising to accord him state honour and burial on May 23, when he will be laid to rest.

He described Chukwumerije as a great Igbo man, who had worked for Igbo progress, stating that his death was a great loss to Ndigbo and Nigeria.

Uwazurike, who spoke through the Assistant National Information Director of MASSOB, Sunday Okereafor, in Umuahia, recalled that Chukwumerije stood behind Ojukwu throughout the civil war period and till death, and remained committed to the cause of Ndigbo.

“He was a chief pioneer of the struggle for the release of Uwazurike, he was incarcerated and for three or four years, he was still coming to court for Uwazurike until he was released,” Okereafor said

He called on Ndigbo to emulate the late senator by loving one another instead of sabotaging themselves and promised that MASSOB would participate fully in his burial and accord him state honours.

“The Igbo should emulate Chukwumerije and work for one another, instead of sabotaging themselves. He worked for the progress and emancipation of Igbo. MASSOB is promising that whenever the burial will come, we will participate fully in the burial and give him a heroic burial. We will give him National honour as our great man, who passed away,” he said

On the nation’s electoral process, Okereafor said MASSOB was not interested in Nigeria and her elections because Ndigbo had no place in the next dispensation.

“The North and the west have conspired against the Igbo. That is why we are saying let us go back to Biafra, create our own state and build our city. The system of Nigerian election is to snatch ballot boxes and MASSOB is not interested in the action,” he said.

The MASSOB spokesman reminded those causing trouble in the country that any eventual crisis, “will affect every one of them.”

Nigerians may have to brace up for another round of petrol scarcity across the coun­try by Monday, as the Major Oil Marketers As­sociation of Nigeria (MO­MAN) yesterday, said it was practically impossi­ble for it to continue with petrol import as a result of the inability of the fed­eral government to clear subsidy debts amounting to N356.2 billion.

Indeed, MOMAN said the available stock of petrol at the Apapa, Lagos depot would have been exhausted by Monday after the week­end break.

‘‘From today (yesterday) what we have left as stock can only take us for three and a half days. So what that means in effect is that, by Monday we would run out of stock,’’ Executive Secretary of MOMAN, Mr. Obafemi Olawore said.

Giving a breakdown of the N356.2 subsidy debt, Olawore explained that outstanding debt on forex and interest amounts to N215,868,237,459 while payment for Batch T of 2014 stood at N21,920,240,980.23 and Batch U 2014 at another N8,607,109,593.82 with Batch A 2015 amount­ing to N6,873,232,365.66 and Batch B 2015 at N2,911,139,639.70.

However, the MOMAN scribe said another N100 billion was equally out­standing, which the Fed­eral Government gave as post-dated Sovereign Debt Note (SDN) due to mature by end of April also formed part of the 356.2bn debt.

Olawore was quick to add that the SDN should not be a post-dated finan­cial instrument, but a form of payment, adding how­ever that it has not been honoured by the respective financial institutions.

A worried Olawore said the development is already taking a toll on staff wel­fare, operations and ex­pansion plans of MOMAN members, which he said, if not tackled can lead to re­trenchment of some work­ers.

He maintained that debts are mounting while banks are not helping, adding that very soon Nigerians will have to rely mainly on the Nigerian National Petro­leum Corporation, NNPC for the supply of fuel in order to address the chal­lenge.

To further compound their woes, he said the re­cent directive of the Cen­tral Bank of Nigeria (CBN) to close the forex windows, leaving marketers with the only option of sourcing at the interbank has extended the timeline to source forex by four months, a devel­opment he said is hurting business operation plan­ning model.

Beyond that, he said transporters who are en­gaged by MOMAN mem­bers have already written to them, demanding the payment of about N20 billion in claims for trans­portation of fuel across the country.

But in a swift reaction, the Group General Man­ager, Group Public Affairs Division, NNPC, Ohi Aleg­be, said that his corporation would not be distracted by the threat of major petro­leum products’ marketers to stop importing fuel if the subsidy arrears owed them by the Federal Government are not paid.

The NNPC, Alegbe said, had enough products to service the entire coun­try and was not moved by the marketers’ threat.

Judging by the stock of product currently con­trolled by the Pipelines and Products Marketing Company (PPMC), a sub­sidiary of the NNPC, the NNPC spokesperson said, there was enough PMS to last beyond May 29.

He added that the cor­poration would not allow product supply issues to mar the handover as it re­mained committed to im­porting adequate quantity of PMS to ease movement and economic activities nationwide.

Alegbe said the cor­poration was importing more products, and has been allocating products to independent petroleum products’ marketers in a bid to gain penetration into all the nooks and crannies of the country.

“NNPC has put ma­chineries in place, in­cluding personnel and facilities, to monitor the movement and distribu­tion of petroleum prod­ucts to nib hoarding and/ or product diversion by some marketers in the bud”, he added.

The last has certainly not been heard about Funmilayo Adeyemi, the arrested notorious nanny who confessed to be the mastermind of the kidnap of the Orekoya and the Eshare­garan kids in Lagos. She was arrested on Wednesday last week by operatives of the Special Anti-Robbery Squad, Lagos po­lice command, Ikeja.

The mother of four and aged 35, Funmi­layo was declared wanted when the news of the kidnap of the Orekoya three kids by their nanny hit the media. The story was that Fun­milayo, who claimed that her name was Mary Akinloye, was recruited through a popular online platform. She disappeared with the kids on April 10, barely 24 hours after she re­sumed work at the Orekoya family residence in Surulere, Lagos.

The kidnap syndicate initially demanded N15 million from the Orekoyas, a ransom that was later negotiated to N13 million out of which N2 million was paid into a given bank account to bait the suspects. The children identified as Demola, 6, Adedamola, 4, and Aderomola, 11months, were later dumped naked in an uncompleted building on Tuesday last week after nine days in their abductors’ custody.

She also admitted that her gang arranged the December 2014 kidnap of two kids; Raphael and Michael Esharegaran in Magodo area of the state. She equally confessed that her husband, Rasheed Kareem, brother-in-law, Hakeem Kareem and their mother who are still at large are members of the kidnap syndicate, which she called ‘family business.’

In an exclusive encounter with Funmi­layo’s mother, Prophetess Esther Adeyemi at the police station, she looked visibly shocked at the confession of her daughter on TV. She stormed Lagos police command, Ikeja to con­firm that the suspect being paraded on TV was actually her first child, Funmilayo. Prophetess Adeyemi claimed that her visit to the police station to identify the suspect on Monday was the first time she was seeing her daughter since she left home in 2005. “She told me that she was going back to school and never came back home. She left us eight years ago. They kidnapped and hypnotized my daughter”, she lamented.

Mrs Adeyemi said she had borne the bur­den of training Funmilayo and three others all alone ever since their father died in the 90s. “All has always been well till their fa­ther died. He was killed during the Ife and Modakeke fight. During that time, we were based in Calabar and as expected we were evicted from the barracks and we relocated to Osun State.

“He died as a Chief Superintendent of Police. Luckily, I am a prophetess and I de­cided to embrace my ministry. I had to get closer home and most importantly close to the mountain. By the grace of God, I became popular in Lagos and Ajah.

“As the first daughter of the house, I want­ed the best for her, so I invested in her edu­cation. She got admission to study Survey at Osun Polytechnic. After her graduation, she worked briefly as a receptionist till one day in 2005, she came to me that she wanted to go back to school for her HND.

“I gave her enough money to sustain her for months. This was the last I heard from her. I was worried but anytime that I attempted to call the police, she will call her sister and tell her that she is fine. This always happened anytime I go to the mountain to pray. She is 35 years and old enough to be a mother but I never knew that I had four grandchildren from her,” Mrs Adeyemi narrated.

When asked why she did not use her gift of prophecy to find her daughter, Mrs. Adeyemi said: “I never knew that she was lost, so I did not bother focusing my prayer on her.

“I felt that she is an adult and should be al­lowed to live her life. Most especially, since she gets in touch with her sister, I felt no need to worry. The only time I spoke with her, she said that she was in South Africa.”

She called on the Orekoya family and oth­ers who have fallen victims of Funmilayo’s kidnap syndicate to forgive her daughter as she was hypnotized. “They kidnapped my daughter and placed her under a spell. What sort of human being from a Christian back­ground will suddenly decide to sell their soul to the devil?

“Please, forgive my daughter and give me the chance to break the spell. You all heard that she claimed that she wanted to expand their family wealth. Which normal woman would be working for a man who has refused to marry her after four children? Please, have mercy on my daughter. I thank God that none of the kids died in the process,” she pleaded.

How she learnt about her arrest, Mrs. Adeyemi said that it was her little daughter that tried to draw her attention to the news on social media. “She called me that a lady who looks like my daughter is on her whatsapp. I waved it aside till I saw her pictures every­where. It was a great shock. I prayed for the ground to open and swallow me. The shame was too much but no matter how bad a child turns out to be, a mother cannot abandon him or her. I am ashamed but all the same I thank God that she is truly alive.

“It could be God’s way of rescuing my daughter from the hands of those criminals. She is under a spell and almighty God will help me deliver her,” Mrs Adeyemi stated.

As soon as the Orekoya’s kids were taken, the news was all over the social media, while the family reported the matter at the nearest police station in Itire, Surulere. Funmilayo and her gang contacted the family and de­manded N15 million ransom.

Not happy that the Itire police station didn’t act promptly when they got the first complaint on the incident, the state Commis­sioner of Police, Kayode Aderanti ordered that the case be transferred to the state com­mand. A team of SARS detectives led by Abba Kyari swung into action and traced the criminals to their hideout in Shasha, Akow­onjo area of Lagos. As soon as the kids were released Tuesday night, detectives stormed the hotel where Funmilayo and her maid were moved to by her husband and arrested her while they were busy plotting how to escape from Lagos. Though three other gang mem­bers escaped and are still at large, Funmilayo was not as lucky.

Saturday Sun gathered that out of the ran­som money paid into a bank account, the kidnappers were only able to withdraw about N400,000 using ATM before the bank placed it on red alert and blocked further withdraw­als.

Giving Saturday Sun an insight into how she came into crime, Funmilayo, in an exclu­sive interview at the police station, claimed that it was her relationship with the family of the father of her children that landed her into crime.

“I am a graduate of Osun polytechnic and I have Diploma in Survey. After my studies, I got a job as a receptionist in Osun State, it was there I met Rasheed Kareem and we became friends. I was worried that at the age of 27, I was yet to get married. Luckily, I got pregnant for him and he accepted responsibility for the pregnancy. He introduced me to his fam­ily and they accepted me. He also promised that as soon as his finance improves, that he would marry me in church. Since I knew that he would finally become my husband, I had three other kids making them four”, she said.

Desperate to be called Mrs. Kareem, Fun­milayo said she did not bother to ask what her husband’s real business was. “I knew that there was something wrong about him but I needed to marry as I was not getting young­er. I knew that if I complained, I would lose him to other women. This was why when my brother-in-law came up with the idea that they wanted me to help them kidnap children, I accepted. I accepted because since I am a mother, I will ensure that all the children kid­napped were well taken care of.”

According to the suspect, her husband and brother-in-law, Hakeem had the duty of sourcing for possible targets. “They gave me different names, including Mary Akinloye. All I know is that as soon as they get anyone, I will be the one to make the call and follow it up. This was how they contacted the Eshar­egaran family in Magodo and several others, including the Orekoya family. I will paint a picture of a poor lady who was looking for nanny job. I will demand to know the kind of accommodation. Even when I go to their houses, my husband and in-law will follow me to assess the environment. If there is any need for a guarantor, my mother-in-law will pose as my mother who lives in Ikorodu. Eve­rybody in that family was involved, so it was very easy to co-ordinate. If it is not good, I will call and give an excuse for my lack of interest in the job. The one at Magodo was a good one”, she narrated.

For 30-year-old Nweke Chinonso, the tragic events of Sunday, April 19, 2015, could as well be the handiwork of a spiritual influence or force beyond his control.

“I do not know the spirit that got inside me that day,” he began.

Chinonso, an Imo State indigene, was calm as he explained that he should be seen as the victim of a supernatural force that took control of him and made him to kill his neighbour, Kunle Abiola.

Chinonso, who is being held at the Department of Criminal Investigations, Yaba, Lagos, told our correspondent that he only sat in the front of his house to relax that Sunday morning when the deceased and another neighbour came to trouble him.

CrimeArmy Detains 10 Policemen Over Refusal To Join B’haram War by Kaybaba5(op):
Ten policemen who were trained in counter-insurgency and counter-terrorism in Belarus, are being detained in a military facility at Gwagwalada, Abuja.

A detainee, who spoke with one of our correspondents on the condition of anonymity on Thursday, said that the 10 policemen were detained on April 20, 2015 for demanding explanation from the Army authorities on the procedure for their conscription into the Army.

The policemen were expected to be drafted to Borno State for the ongoing campaign against Boko Haram.

Investigations revealed that the affected policemen were among 96 policemen, who were taken for training in counter-terrorism, counter-insurgency, handling of rocket propelled grenades, and machine guns among others in the eastern European country.

In all, the 96 policemen, who were mostly rank and file, were trained in three batches in Belarus in response to a memo from the office of the National Security Adviser for the selection of policemen for the three-month special security training.

It was learnt that the last batch of 32 police trainees, who departed the country for Belarus in September arrived Nigeria in December and were kept at the Nigerian Army Forward Operational Base for four months.

The source said that the police delegation became worried because the Force headquarters did not send any officer to debrief them while the SSS contingent who were trained alongside the cops, were dispatched to their various offices across the country.

It was gathered that the fears of the policemen were confirmed on April 20, when soldiers drove six luxury buses and a military truck loaded with Army kits to the base and ordered the policemen to enter the buses for a journey to Jaji for further training.

An Army colonel, who briefed the policemen, reportedly told them that they were going to be converted into the Army and then trained for additional three week in Jaji for onward movement to Borno State to participate in the ongoing onslaught against the Boko Haram.

It was further gathered that some of the policemen demanded to be briefed by senior police officers on the seeming conversion as they had not been briefed since they arrived the country from the foreign training exercise.

The source said that the policemen were also not hinted on the plan while they were in Belarus.

Investigation further revealed that the Army Officer, who was assigned the duty to move the policemen to Jaji then asked those unwilling to go to Jaji to step aside and ten of the policemen did.

The colonel, it was learnt, directed that the ten policemen be taken to the Force headquarters Abuja in a military bus but were diverted by a Captain to Kuje. They were later taken to Gwagwalada where they are being detained.

The source said, “Sometimes around September, last year, the NSA released a signal to the Force Headquarters to release policemen for training in Belarus. The training involved the Army, the Air Force, the Navy, the SSS and the Police.

“We went for training on counter training, body guards, snipers, RPG, Machine gun operations and others.

“Immediately we returned from the course, the SSS were asked to go but the three batches of policemen totalling 96 were asked to remain at the Forward Operation Base. We completed the programme in December. We as policemen were given passes to meet our family for a week or two weeks and to return to the base.

“When we returned, nobody from the police came to address us; the NSA did not come to address us. Instead, two colonels from the Army came to tell us that they were still waiting for instructions and that they did not know what they wanted to use us for.

“We were there till April 20, when six Marcopolo luxury came into the premises with an Army truck loaded with Army kits. A colonel said that we were to go to jaji for three weeks training for movement to Maiduguri. All the 96 policemen are affected. The highest ranking policemen among us are inspectors.

“When he requested for questions, some of the policemen now called his attention to the fact that they are not soldiers but policemen and they insisted that the police authorities must know where they are taking them to.”

“We were kitted in Belarus military uniform. The officer then asked us to dress with the Army uniform and some of us said no, we are not soldiers, we are policemen.

“We did that because we needed to be sure and thoroughly briefed by our superiors from Force headquarters of the new development which nobody did. We also did not want the police authorities to deny us and deprive our families in case anything goes wrong. “Out of the 96, some people did not return before the movement occurred, the rest went to jaji. The colonel directed that we should be taken to force headquarters but along the way, the captain took us to Kuje Military Barracks and from there they took us to Gwagwalada Military Barracks. We have been there for three days.”

No fewer than five people were said to have been burnt beyond recognition when two trailers had a head-on collision in the Mowe/Ibafo area of the Lagos-Ibadan Expressway.

Three trailers were also reportedly consumed in the incident which happened on Wednesday night. It was learnt that the fire was aggravated by one of the affected vehicles, which was laden with petrol.

Our correspondent gathered that the accident happened a few kilometres from a filling station in the Obafemi- Owode Local Government Area of Ogun State.

Eyewitnesses told our correspondent that a truck loaded with granite was heading for Lagos when it had the head-on collision with the petrol tanker.

It was gathered that the tanker, which was heading for Sagamu in Ogun State, was driving against traffic when the incident occurred.

One of the witnesses, who declined identification, said, “A truck had a mechanical fault and blocked a portion of the expressway. This caused a traffic snarl, which led to some motorists driving against the traffic.

“A tanker heading for Sagamu had a head-on collision with a truck going inwards Lagos. That was how the fire started.”

It was gathered that the five victims were suspected to be drivers of the trailers and their conductors.

The Public Relations Officer of the Ogun State Traffic Compliance and Enforcement Corps, Commander Babatunde Akinbiyi, confirmed the incident to our correspondent on the telephone.

He said, “Officers of the corps were on ground immediately the incident occurred to manage the traffic situation around the area.”

Akinbiyi said the victims, whose remains had been deposited at a morgue in Sagamu, were burnt beyond recognition, adding that it was difficult for TRACE to read the number plates of the trailers.

It will be recalled that exactly a month ago, seven people died, while 23 others were injured in another multiple accident involving two passenger buses and a truck.

. An Indonesian man took a free ride in the wheel well of an aircraft this week, surviving a high-altitude flight of nearly two hours in thin air and sub-zero temperatures.

Reuters reported that Mario Stevan Ambarita, 21, was spotted staggering around the tarmac at Jakarta airport on Tuesday, shortly after the Garuda Indonesia domestic flight landed from Sumatra Island to the north.

“The case was quite a surprise to us,” Garuda CEO Arif Wibowo told Reuters.

The stowaway scaled a 2.5-metre fence to reach the aircraft, where he tucked himself into the rear wheel housing, media said. He collapsed after the flight and was taken to hospital with a bleeding ear and other light injuries before spending the night in a police cell.

“He said he wanted to meet Jokowi,” E Sutrisna, a spokesman for Soekarno-Hatta Airport Police told Kompas TV, referring to Indonesian President Joko Widodo by his nickname.

According to local media reports, Ambarita had spent up to a year studying aircraft taking off and landing, had learned from the Internet how to hide in the wheel well and had made an unsuccessful attempt in the past to hitch a free plane ride.

The police on Friday arraigned two men, Makau Bello and Mustapha Gado, both of Ganuwa village, Bungudu Local Government Area of Zamfara for stealing sheep.

The prosecutor, Insp. Yakubu Abuga, told the court that on Dec. 22, 2014, the accused, who were suspected members of miscreant group terrorising Bungudu, conspired with others, yet to be identified members of a group, and stole five sheep.

According to Abuga, the stolen sheep belonged to one Nuhu Sani of the same address.

He further disclosed that on Dec. 30, 2014, two men, also of the same address, saw the accused persons with three of the stolen sheep on their way to Kaura Namoda market.

He said the accused threatened to kill the two men if they informed anyone.

The prosecutor said the offence contravened sections 97, 397, 288 and 305 of the Penal Code.

However, Bello and Gado pleaded not guilty to the offence and the Magistrate, Alhaji Umar Abdulnasir, ordered that they should be remanded in prison custody.

Operatives of the Special Anti-Robbery Squad, Lagos state police command are currently investigating three security guards suspected to have attacked, robbed and murdered their boss right inside his office at Eleko area of Lagos state.
The suspects identified as Usman Mohamed, 27; Umaru Adamu, 35; and Mohamed (currently at large) worked as security guards in Trans Africa Farms and Food Company; owned by an Indian national.
HOW THEY WERE EMPLOYED
According to reports, Usman Mohamed, Umaru Adamu, Mohamed (surname unknown) and one other person called Umoru, were employed by the company as security contract staff on January 25, 2015. Crime Guard gathered that on February 11, 2015, Usman Mohamed and Mohamed complained to Adamu Umaru who introduced them to the company, that the company had not paid their salary. Adamu reportedly advised the duo to take their complaint to the Operational Manager, Mr Srivastava Shailesh Kumar.

The Suspects
THE ATTACK ON THEIR BOSS
It was learnt that at about 3:30am, Usman Mohamed and Mohamed broke into the office of the Operational Manager while he was asleep. They allegedly attacked him, slit his throat, stabbed him in his abdomen, stole a brief case and absconded. Luckily, the victim was able to call the Director of the company to alert him of the attack before he collapsed.
It was gathered that the Director called the Supervisor to check on the victim after the call. Reports said when the Supervisor got there few minutes after 4am, he found him in the pool of his own blood. Immediately, he arranged for the victim to be taken to the General hospital, Apodo and the next morning, he was rushed to St. Nicholas hospital on the island where he, unfortunately, died three days later on February 14, 2015.
ARREST OF GUARANTORS
Meanwhile, when the Supervisor noticed that the suspected perpetrators of the act had disappeared, he arrested their guarantors. Initially, they denied been their guarantors but admitted that they know only one of the suspects, Usman.
One of the guarantors identified simply as Ali said that he was from the same village in Kebbi State with Usman. So, he was told to alert his family members and relatives that he has been arrested by operatives of the Special Anti-robbery Squad for a crime committed by Usman.
He pleaded with them to arrest Usman if he comes to their village. Luckily , Usman was apprehended in Kebbi state by SARS operatives and bundled back to Lagos. During preliminary investigation, he confessed that it was Adamu that advised them to carry out the onslaught on the Operation Manager after they complained to him that they have not been paid.
SUSPECTS’S ACCOUNT
Confessing to the crime, Usman Mohamed, 27, said; “I am from Kebbi state. Before I came to Lagos last year, I was a farmer. I decided to come to Lagos because each time people from Lagos returned home, they looked good. It was Adamu that took me to the company where I was employed as a security guard. I was placed on N17,000 monthly salary. Sometime ago, Mohamed and I went to Umaru to complain that we had not been paid. He advised us to meet the Operations Manager and demand for our salary. He also said that if we get there and he refused to pay us, we should take any action we deemed fit.
HOW HE WAS KILLED
“When we got there, Mohamed ordered me to stay at the door while he went inside, locked the door and attacked the victim. I didn’t know he had a knife with him. I was stationed at the door when I heard the victim screaming, calling for help. Later, Mohamed opened the door, came out with a brief case he took from the victim’s apartment and gave me N10, 000. He told me he was going to settle Oga Adamu. Sincerely, I don’t know the content of the brief case but I wasn’t happy with the N10, 000 he gave to me.
WASHING OFF BLOODSTAINS
“That night I saw Mohamed washing himself with water from a well within the compound. When I pointed torch at him, I saw fresh blood stains all over his clothe and body. That was when I asked
him why he killed the victim, he then advised me to escape. Before we went to attack the victim, Umaru gave Mohamed some charms to enable him carry out the operation successfully. That is why he is currently at large.”
SECOND SUSPECT SPEAKS
In his defence, Adamu Umaru, 35, from Bornu state told Crime Guard; “There was no time I advised Usman Mohamed and Mohamed to attack and kill the victim. I wasn’t aware that they attacked him. I didn’t prepare charms for Mohamed who is currently at large. I knew nothing about the attack till I received a call from the Chief Security Officer that one of the Managers hasd been attacked by robbers.
HOW IT ALL STARTED
Recounting how it all started Adamu continued; “The Chief Security Officer of the company, early this year asked me to assist him get four security guards for employment. So, I got three persons including myself. I brought Umoru, Mohamed and Usman. I knew three of them here in Lagos but I didn’t know their home towns. Sometime ago, Usman Mohamed and Mohamed complained to me that they were yet to receive their salary. Immediately, I called the CSO who is in-charge of paying our salary. After the call, I pleaded with them to exercise patience; that the CSO would bring their money. But that same night, they attacked the Operations Manager. I do two security jobs. I work as a night security at Best time hotel owned by one Alhaji while I work as a day security in Trans Africa farms and Food Company

A south African newspaper, The Mail & Guardian, reported on Friday that South Africa had begun to work out the process of returning more than R100-million in Nigerian money that it confiscated last year, or clearing the way to sell arms to the West African country.
The Mail and Guardian through diplomatic sources informed that South Africa has begun talks to work out a process to return the money in an effort to start off on a clean slate with the recently elected government of the Nigerian president-elect, Muhammadu Buhari.
South African law enforcement agencies seized $15-million in two batches: $5.7-million that had been wired to Standard Bank and $9.3-million in cash, which was confiscated. It was brought into the country through Lanseria airport in Johannesburg in three suitcases by a delegation said to represent the Nigerian government. In both cases, the money was suspected to be for illegal use.

A driver, identified simply as Mike, has crushed to death a 47-year-old naval officer, Tali Muhammed, in the Apapa area of Lagos State.

The tanker, with registration number, JJJ 737 XH, was said to be heading for a private park on Dockyard Road, Apapa, when the incident happened.

The tanker was said to be owned by a firm, Godswill Limited.

PUNCH Metro learnt that Muhammed was part of a traffic team overseeing the smooth passage of trucks and other vehicles on the road, where Naval Training Command Headquarters was located.

The Adamawa State indigene was reportedly asleep around 5am on Wednesday when he was awoken by the noise of the speeding truck.

Our correspondent gathered that as he awoke from sleep, he shouted at the driver to stop.

The driver, who was unaware that the victim was at the back of the vehicle, was said to have put the vehicle in reverse.

Our correspondent was told that Muhammed, a master warrant officer in the navy, was crushed to death.

The tyres of the tanker were said to have climbed on his body and broken his skull.

When PUNCH Metro visited the scene of the incident, he observed that security checks on tankers going through the route had been intensified.

A colleague of the victim, who spoke on the condition of anonymity, said Muhammed had been buried according to Islamic rites.

He said, “Around 5am on that day, the tanker was speeding and his headlights were also off.

“The noise of the tanker woke Muhammed up and he asked the driver to stop.

“The man had driven ahead, but as he reversed, unaware that Muhammed was at the back, the tanker hit the officer and he fell on the ground.

“The vehicle climbed his body and broke his head.

“The driver did not know he had killed him, because it was dark. It was when he was accosted that he knew.”

Another source, who declined to give his name, said the naval authorities had already given directives to officers and men manning the road that after 5am, no truck should be allowed entry into the Dockyard Road.

He added that the accident happened because the driver wanted to beat the time.

An eyewitness told PUNCH Metro that the suspect was handed over to the policemen attached to the Apapa division, while the corpse of the victim was deposited at the Naval Medical Centre, Ojo.

He said when the news was broken to his wife, she fainted and had since been hospitalised.

He said, “He had five kids. When the news was broken to his wife, she fainted.

“She was rushed to the hospital where she is presently receiving treatment.”

It was gathered that the deceased had already spent 30 years in active service before tragedy struck.

A resident, Gbemi Sola, said since the incident happened, no truck had been allowed to move into the dockyard to load products.

“Also, loaded trucks of inflammable products like petrol are not allowed to exit.

“This has come with its attendant implications on life and property , while many oil despots are currently not loading any product for now.

“The implication is that about 40 per cent of petroleum products meant for distribution across the country cannot be distributed,” he said.

The Command Information Officer, Western Naval Command, Lt. Commander A. Sani, said tanker drivers cooperated with the command on the incident.

He said, “The drivers assisted us to evacuate the remains of the deceased and for about one hour we had to clear the road.

“After that, they were allowed to use the route and continue with their legitimate businesses.”

He said the command had already met with the family of the deceased to condole with them, adding that the deceased was a disciplined officer.

“He was dedicated and hard-working. What happened was unfortunate and as it is our custom, we have sent a delegation to his burial.

Nonso Okolie, a 34-year-old trader, has been accused of attempting to kill one Chidera Obiagu by stabbing him with a pair of scissors.

Okolie was said to have attacked Obiagu inside his shop, stabbing him in the hand, nose, left shoulder and right eye.

PUNCH Metro gathered that the duo, who are neighbours in a popular market on the Lagos Island, had not been in talking terms for almost three years.

Although they were not friends, our correspondent learnt that they had not, however, engaged each other in any scuffle prior to the incident.

Wednesday, February 11, 2015, became the climax of the silent feud.

Obiagu and another neighbour in the market, Ifeanyi, were said to be cracking jokes.

Both men were said to have jokingly told a female customer, who had entered Okolie’s shop, to be careful with her bag because there were thieves around.

The customer was said to have hurriedly left the shop for fear of being dispossessed of her belongings.

Okolie, who was said to be angered by the statement, felt that they were indirectly calling him a thief.

He confronted the men over the statement and it resulted in an argument, which later degenerated into a fight between Okolie and Ifeanyi.

After other neighbours intervened, Okolie was said to have gone after Obiagu ─ the other party in the case.

They started another round of fighting and Okolie allegedly stabbed Obiagu several times with a pair of scissors.

He was on Friday arraigned before a Lagos Magistrates’ Court, Tinubu, Lagos Island on two counts bordering on assault and attempted murder.

The charges read in part, “That you. Nonso Okolie, of No. 31/33 Martins Street, Lagos Island, on February 11, 2015, did unlawfully attempted to kill one Chidera Obiagu by using a pair of scissors to stab him on the nose and shoulder.”

The police said the charges were contrary to and punishable under sections 228 (1) and 171 of the Criminal Laws of Lagos State of Nigeria, 2011.

Okolie pleaded not guilty.

The magistrate, Mrs. A. T. Omoyele, granted him bail in the sum of N200,000.

The matter was adjourned till March 12, 2015
