You are missing something from the series. The original universe was split into the worlds of Kishi (the material world), Reishi (the spiritual world) and Hueco Mundo. So how does Yhwach merging these worlds back into the original universe only scale to planetary+?

These guys has haki strong enough to split the sky and no one in wano has been able to make them drop a sweat, I think Kaido still has a lot up his sleeve and will make luffy transcend to country level, he was city level during dressrosa arc.

I don't think EOS luffy could beat Ichigo but he can give him a very scary battle

If Luffy transcends to or past prime WB, he'd probably reach planetary or solar system. That's still 2 to 3 tiers less than peak Ichigo. So the only Ichigo EOS Luffy could go toe-to-toe with would be pre-Thousand Year Blood War arc Ichigo.

No one in the Naruto verse is God tier, as far as Vs battle scaling is concerned. Ichigo is multiversal. Luffy isn't even country level yet. And with how One Piece power levels progress, the verse isn't going past planetary at best.
