JOINT PRESS RELEASE BY THE FOUNDATION AGAINST FRAUD, INDISCIPLINE AND CORRUPTION (FAFIC) & BUHARISTS HANGOUT (BHO)

(For Immediate Release)

SPECIAL PRESIDENTIAL PANEL ON RECOVERY OF PUBLIC PROPERTY (SPIP) - URGENT MATTERS ARISING.

As foremost supporters and promoters of the anti corruption fight of the Buhari-led Administration, we have kept our searchlight on the activities of Agencies and Institutions charged with prosecuting the anti corruption war.

Beside the commendable efforts of the Ibrahim Magu - led Economic and Financial Crimes Commission (EFCC), another shining light in the fight is the Okoi Obono-Obla led Special Presidential Investigation Panel on Recovery of Public Property (SPIP).

The Panel has continued to record milestones in unravelling corrupt conduct both in the Civil service, among political office holders and ordinary Nigerians within and outside the country.

We are aware of the recent discoveries of Billions of Naira held in various bank accounts by civil servants, Properties and Assets allegedly aquired by illicit wealth also valued at Billions of Naira as well as properties illegally aquired by public servants and Nigerians outside the country.

A key example is the case of some officials of the Petroleum Equalization Fund (PEF).

At the same time we are aware of uncomfortable developments which seem to hamper or at least slow down the activities of the Panel.

These include the take over of certain cases by the Office of the Attorney General of the Federation. Notable among them is the case by the Panel against a former Senator and APC Governorship candidate in the 2019 General election - Senator Hope Uzodinma of which nothing has been heard therafter.

On August 4, 2019, Punch Newspapers reported that Police personnel (over 40) drafted to work for the Special Presidential Investigative Panel on Recovery of Public Property were summoned to an urgent meeting with the Inspector-General of Police on Friday, August 2, 2019 vide a letter dated July 31, 2019 and addressed to the Chairman of the SPIP, Chief Okoi Okono-Obla, with reference number CB:4001/IGP.SEC/ABJ/ VOL. 114/518. The summons was reportedly prompted by a petition written by a suspect being investigated by the panel.

We are equally aware that yesterday, 10th August 2019, there was an attempt to shut down the offices of the Presidential Panel situated at Asokoro Abuja on what was referred to as 'orders from above' on the premise that the Panel has been disbanded.

Our investigations however reveal that the Chairman of the Panel is not aware of any such dissolution.

These developments and others have prompted the urgency and concern for us to ask some pertinent questions:

1. Who is uncomfortable with the work of the Presidential Panel on the Recovery of Public Properties?

2. Why the relentless push back against the Panel and its Chairman - Chief Okoi Obono-Obla and from who?

3. Is it because he is stepping on big toes or could it be because of his religion or where he comes from?

4. Is the President aware of all that is going on with and around the Panel?

5. Are we really serious about the war against corruption?

It should be noted that the SPIP is established by the Recovery of Public Property Special Provisions Act of 2004 and the responsibilities and powers of the panel are clearly spelt out in Section 2 (1) a, b, c of that law.

The Panel therefore has powers to investigate the assets of any public officer who has corruptly enriched himself/herself, abused his/her office and violated the Code of Conduct provision in the Constitution of the Federal Republic of Nigeria, 1999 as amended, or who has contributed to the economic adversity of the Federal Republic of Nigeria.

Also, by Section 2 (2) of that law, the Panel has the powers to investigate the assets of a private individual - anybody who has accumulated assets beyond his/her earnings.

These the Panel has dutifully carried out to the knowledge and commendation of the Nigerian public. It is therefore pertinent that all patriotic Nigerians and the anti-corruption community take note of and weigh in on what is happening with the Panel.

Corruption is surely fighting back but we cannot afford to allow corruption to win. As President Muhammadu Buhari said "If we don't kill corruption, corruption will kill Nigeria".

We therefore strongly call on the President and Commander in Chief, the Inspector General of Police, the Ministry of Justice and all relevant authorities to urgently investigate the issues surrounding the Presidential Panel with a view to protecting the Panel and strengthening it to ensure its work is not hampered.

Nigerians will accept nothing less.

With the way the political scenario is playing out in the country’s political landscape at the moment, foremost analysts have come to believe fervently that the Peoples Democratic Party (PDP) will achieve an effortless and facile victory in the forthcoming 2019 general elections over the ruling All Progressives Congress (APC).

It goes without saying that 80% of Nigerians are currently disenchanted and disaffected with the way and manner APC is governing the country. Owing to the APC-led government’s inability to fulfil its mountainous and humongous campaign promises, Nigerians have had their patience run out as they have already started shopping for another alternative, clamouring for the ruling party’s ouster.

In spite of this, political commentators are of the opinion that the opposition party still needs to put its house in order. They should discontinue licking their wounds, get their acts together and ensure that the disaffected and defected members are brought back to the party to strengthen the party structure for the 2019 general elections.

PDP-ConventionMeanwhile, after its dismal outing in the last general election, the Peoples Democratic Party (PDP) has gone back to the drawing board and zoned its 2019 presidential ticket to the North and its chairmanship to the North-east as well.

Since its birth in the build up to return of democracy in Nigeria in 1999, the outburst by an average loyalist of the PDP was that their party will reign for 60 years or more.

However, 16 years after, the PDP suffered a humiliating defeat at the March/April general elections by the then opposition All Progressives Congress (APC).

However, after series of blame games, meetings, mappings and graphing, the PDP has decided to zone its 2019 presidential ticket to the northern part of the country.

Sources revealed that the rationale for the zoning was sequel to public outcry by top party leaders and members, who were worried that the PDP was gradually losing steam and going into extinction, having breached the internal power rotation pact between the North and the South.

Top party leaders had decried that the death of zoning in 2011 led to the defeat of the PDP in the last general elections.

They argued that the issue was more compounded with the adoption of former President Gooluck Jonathan as the sole Presidential candidate of the party in 2015.

They attributed the rapid decline in the fortunes of the party to the abrogation of its policy of rotation and zoning in 2011, lamenting that this aberration severely undermined the principle of justice and equity on which the party was founded in 1998.

PDP acting national chairman Prince Uche Secondus had also said because the PDP had breached the zoning arrangement and was defeated at the polls, there was need to zone the presidential ticket to the North in 2019, in order for the party to bounce back.

Speaking at the PDP national secretariat, when the PDP post-election review committee led by Deputy Senate President Ike Ekweremadu submitted its report, Secondus said the National Working Committee (NWC) had zoned the PDP presidential ticket for the 2019 general elections to the North.

He said that the party would not make ‘mistakes’ like it did in the past, stressing that for the party to move forward, it must obey the zoning system and constitution considering that it was re-positioning to take over the presidential seat from the ruling APC in 2019.

Historically, in 1999, Chief Olusegun Obasanjo contested alongside Alhaji Atiku Abubakar, and won the presidential election on the platform of the PDP.And in 2003, he sought re-election and was given the mandate by Nigerians in another general election. In 2007, when his tenure expired, Alhaji Umaru Musa Yar’adua contested alongside Goodluck Jonathan and won on the same platform.

Unfortunately, Yar’adua took ill and died in 2010, paving the way for Jonathan to become acting president until 2011, when he contested and won the presidential election in a joint ticket with Arch Namadi Sambo.

After heated argument that Jonathan was only executing his first term in office, and that he had the constitutional right to seek re-election, the former president joined the race. In a dramatic twist, however, Jonathan lost the election to Muhammadu Buhari.

Sequel to this development, many Nigerians expressed diverse opinions as regards the possible survival of the PDP.

However, after considering its mistakes in the past and determining to reposition to bounce back in 2019, the zoning mantra is now in full force.

images (9)PDP National Publicity Secretary, Olisa Metuh, had recently at a press conference to mark the party’s 17th birthday anniversary, said that some PDP members dumped the party because of competition and mistakes made by the PDP leadership.

He expressed optimism that they will return when the anomalies are rectified.

Some of the chieftains that dumped the party include former President Olusegun Obasanjo, Atiku Abubakar, two former National Chairmen of the party, Chief Barnabas Gemade and Audu Ogbeh.

Senate President Bukola Saraki, Former Speakers of the House of Representatives, Aminu Bello Masari, Ghali Na’Abba, Aminu Waziri Tambuwal; former Governors, Rabi’u Kwankwaso (Kano), Rotimi Amaechi (Rivers), Rochas Okorocha (Imo), Aliyu Wamakko (Sokoto) also left.

Others are Governors Abullateef Ahmed (Kwara), Nasir El-Rufa’i (Kaduna) Senator Atiku Bagudu (Kebbi), and his Benue State counterpart Samuel Ortom.

It is argued that while the ticket is zoned to the North as a whole, the party must also look for a formidable candidate that would be saleable to the electorate.

While some pundits believe that it is too early to mention those interested in the race, sources disclosed that contenders for the ticket are many.

One of them is Mallam Ibrahim Shekarau, the former Governor of Kano State. Sources said that Shekarau feels he has better prospect in the PDP, especially as President Buhari’s administration is hurting Nigerians.

Others who may jostle for the party’s ticket in 2019 are Atiku, Kwankwaso, former Governor of Jigawa State, Sule Lamido, Saraki, former Senate President David Mark and the former EFCC Chairman Nuhu Ribadu.

Going by the maladministration of President Buhari, which has alienated many Nigerians including his die-hard supporters, analysts have posited that 2019 Presidential election could be the ideal time for the current opposition party (PDP) to become the ruling party again.

It might shock you to observe that President Muhammadu Buhari, who is well known for his life of austerity, has spent about N5.2 billion on foreign trips since he assumed office 11 months ago.

A reliable report has revealed that President Buhari has made a total of 26 foreign trips since May 29, 2015 when he took the oath of office, which implies that Mr. President has so far spent 50 days outside Nigeria.

Some analysts have opined that President Buhari’s foreign trips are in the interest of the country not just a junket, adding that Nigeria has reclaimed its position among the comity of nations ever since PMB came to power.

Whereas, other pundits have taken a heavy swipe at PMB’s frequent international trips, decrying these foreign trips as sheer junket and President Buhari wants to optimize the use of this ample opportunity to tour the world round before the end of his tenure.

These same pundits further lampooned Mr. President, alleging that PMB is the Nigerian President; at the same time the Foreign Affairs Minister and the Petroleum Minister. They have condemned the N5.2 billion spent so far on foreign trips as outrageous and a broad daylight robbery.

In comparison, findings have shown that former President Goodluck Jonathan spent N3.354 billion on foreign trips in two years (2010- 2012) and 2012 recorded his highest number of foreign trips, when he jetted out of the country 20 times. President Buhari has jetted out of the country 26 times within 11 months, gulping a whooping sum of N5.2 billion from the country’s coffers, in time of cash crunch.

Meanwhile, President Buhari’s first official trip after he became President of the country started with a one day trip to Niger on June 3, 2015, where he held talks with President Mahamadou Issoufou on security issues affecting the sub-region including how to curb the activities of Boko Haram.

On June 4, Buhari headed for Chad to hold talks with his Chadian counterpart, Idris Deby, as Nigeria and neighbouring countries discussed ways of finding lasting solutions to the lingering Boko Haram insurgency.

Two days after his trip from Niger and Chad, Mr. President left Abuja for Germany to attend the G-7 meeting, accompanied by a 20-man delegation including former Governor Babatunde Fashola of Lagos State, former Chief of Army Staff, Lieutenant-General Abdulrahman Dambazau (ret.), his personal photographer, Bayo Omoboriowo, and his cook.

He went to South Africa on June 15, to attend the African Union (AU) summit and on July 19, President Buhari left Abuja for the USA with a 33-man delegation on the invitation of President Barrack Obama of the United States.

He visited the US again in September for the UN General Assembly with a 22-man delegation after celebrating the Eid in his home town in Daura.

On August 1, President Buhari paid a one-day visit to Benin Republic with a sole agenda of discussing ways of extending the fight against Boko Haram insurgency.

On September 7, Buhari was in Ghana after which he left for France on September 14, on a three-day official visit following an invitation from his French counterpart Francois Hollande.
On October 27, he left Abuja for New Delhi, India, to take part in the 3rd Summit of the India-Africa Forum.

On November 22, he was in Tehran, Iran, to participate in the Gas Exporting Countries Forum (GECF) summit. He has since also visited Dubai in United Arab Emirate, Saudi Arabia, Qatar and United States for the Nuclear Summit.

He just came back from Beijing, China, where he reportedly went to seek for loan to fund the 2016 budget.

The Federal High Court sitting in Abuja, on Monday, ordered the Economic and Financial Crimes Commission to arraign the former Governor of Abia State, Dr. Orji Uzor Kalu on May 16.

Kalu who was hitherto answering to a 107-count corruption charge, will enter fresh plea to an amended 112-count charge dated ‎February 11, 2008. Orji Uzor Kalu Trial Justice ‎Anwuli Chikere granted EFCC the leave to re-arraign the former governor after she was furnished with judgment of the Supreme Court, which on March 18, ‎held that the defendant has a criminal case to answer.

Kalu will be arraigned alongside his firm Slok Nigeria Limited and his alleged accomplice Mr. Udeh Jones Udeogu. ‎Shortly after the trial court was served a copy of the apex court verdict, EFCC lawyer, Mr.Oluwa Leke Atolagbe‎, applied for an adjournment to enable the agency to effectively “prepare‎ for the case”.

His application was not opposed by‎ Kalu’s lawyer, Chief Awa Kalu, SAN, and that of the 2nd and 3rd defendants, Chief Solomon Akuma, SAN. Basically, the charge against the defendants borders on money laundering and illegal diversion of public funds to the tune of N5.6billion.

The fraud was allegedly perpetuated while Kalu held sway as the governor of Abia State between 1999 and 2007. Though the former governor was initially docked before the high court on July 27, 2007, however, for the past eight years, the 1st defendant, through various interlocutory applications, frustrated moves by the anti-graft to open its case against him. He firstly challenged the competence of the charge against him, as well as the jurisdiction of the High Court to hear and determine the case.

Following refusal by the trial court to quash the charge, Kalu, took the case before the Court of Appeal in Abuja. The appellate court, in a unanimous judgment, upheld the competence of the charge, adding that the high court was constitutionally empowered to exercise jurisdiction on the trial. Dissatisfied with the verdict, Kalu approached the Supreme Court, begging it to set-aside the concurrent findings of the two lower courts.

The former governor, through his lawyer Chief Kalu, SAN, pleaded a five-man panel of Justices of the apex court, headed by the Chief Justice of Nigeria, CJN, Justice Mahmud Mohammed, to quash the criminal charge against him. He contended that the EFCC failed to establish a prima-facie nexus linking him to the ingredients of the offence contained in the charge. It was his contention that the proof of evidence the anti-graft agency adduced against him did not nail him to the commission of any crime. Nevertheless, the apex court, in a unanimous judgment on March 18, dismissed the appeal, even as it ordered the appellant to go and face his trial before the high court. ‎

6 injured, as Uniport students clash with police over school fee increase

About six students have so far been injured as University of Port Harcourt students clashed with police officers who came to disperse the protesters.

WDNews gathered that the students were protesting against the school fee hike by the management of the university, which recently increased the fees from N28, 000 to N45, 000.

A student of the department of Economics in the university, who spoke to WDNews on phone on the condition of anonymity, explained that the protesting students believed that as a Federal University, its fees should not be suddenly hiked up to N45, 000, describing it as “preposterous and insensitive.”

In the wake of the fuel scarcity that is biting very hard and inflicting untold hardship on Nigerians, the Lagos State House of Assembly has on Tuesday urged President Muhammadu Buhari to address the lingering fuel scarcity that has paralysed economic activities in the country. The call followed a motion raised by the Majority Leader of the House, Mr. Sanai Agunbiade and seconded by Mr. Segun Olulade, the Chairman, House Committee on Health, under matter of public urgent importance.

lagos-state-house-of-assembly1Agunbiade said a lot of workers were lamenting over gridlock caused by fuel queues.
“In Lagos, every minute counts. Many workers now get queries for coming late to work. People now store petrol at homes. Prices of goods and commodities are high, and fares have increased. The President should address the issue of fuel scarcity and deal with everyone involved,” he said.
Olulade, on his part, said: “A lot of people are facing serious hardship; we have hospitals that cannot provide electricity in case of emergency because of scarcity. The President should address the issue quickly.”

Contributing, Mr. Tunde Braimoh, the Chairman, House Committee on Information, Strategy and Security, described the situation as ‘’embarrassing’’, saying that the President has all it takes to salvage the situation.
Also, Mr Yinka Ogundimu, the Chairman, House Committee on Finance, said all agencies in Lagos were overstretched and a lot of time was wasted queuing for fuel.“We should call on the President to come up with immediate solution,” he said.

The Speaker of the House, Mr Mudashiru Obasa, said it was not necessary to start apportioning blames or identifying scapegoats, but the Federal Government should find a lasting solution to the problem.”I saw people carrying kegs all over the city and I understand that some of them sleep at filling stations.The roads from my house were deserted as I was coming to the office and this is a bad signal. Mr. President should look for a solution; we should not look at the past or blame the Petroleum Minister for what he said recently since he has apologised. We must take action now.

“Whatever it is, our people should get fuel to move around for their businesses. We must avoid whatever can lead to angry mobs. It is becoming so unbearable and it must not be allowed,” he said. The Speaker directed the Clerk of the House, Mr Ganiu Abiru, to write a letter to the President to find a lasting solution to the problem and make fuel available in Lagos State.

The House said that the President should address the people on the situation and appealed to residents to be calm until a solution was found to the problem.It also called on Buhari to direct all the necessary Ministries, Departments and Agencies (MDAs) that have direct connections with the distribution of fuel to help the masses by curbing the hardship.

The lawmakers said that special attention should be given to Lagos State as the economic nerve centre of the nation as many workers now sleep at filling stations. The House also called on Gov. Akinwunmi Ambode to direct the necessary agencies in the state to effectively control gridlock occasioned by scarcity.It noted that the indiscriminate queuing at filling stations had affected traffic flow and many people were getting to their offices late.

General Abacha, who ruled Nigeria for five years after a 1993 coup, is believed to be among the ranks of Congo’s Mobutu Sese Seko as one of Africa’s most avaricious looters in power. Investigation by WDNews reveal that the late military dictator, Gen. Sani Abacha pillaged the country’s coffers to the tune of $210 billion (N73.5 trillion, with the exchange rate at all time high of N350 per dollar), which is the country’s budget for approximately 13 years, using an annual budget of N6 trillion. Of that figure, past Nigerian governments have, in the last 11 years, received over $1 billion from the Swiss and American governments.



Monies recovered
Pioneer Chairman of the Economic and Financial Crimes Commission (EFCC), Malam Nuhu Ribadu, had in November 2006, in London, said that Gen. Sani Abacha looted over $6 billion from Nigeria and that $2 billion of the loot had been recovered.

This was still reiterated by former President Olusegun Obasanjo in his book titled “My Watch”, where he claimed he left in the national treasury over N287 billion, made up of $2bn, £100m and N10bn in cash and property, being the loot recovered from the late dictator, Gen. Abacha.

According to President Obasanjo, the funds were paid into the treasury through the Central Bank of Nigeria before he handed over power to the late President Umar Musa Yar’Adua on May 29, 2007.

He disclosed, “In total, by the time I left government in May 2007, over $2 billion and £100 million had been recovered from the Abacha family abroad, and well over N10 billion in cash and properties locally. All were paid to the public treasury through the Central Bank of Nigeria.

“By the time I left government, Enrico (Monfrini, a Swiss lawyer) told me that if he continued to get support for his work, there was still about $1 billion he believed could still be recovered from the Abacha family and cronies.”



The returns
Meanwhile, Switzerland has returned $723 million (about N142.43 billion) that the late Abacha stashed away in Swiss accounts and they are now set to return another $380 million, stolen by the dictator with the proviso that the Nigerian government will judiciously use the money to positively touch the lives of its citizenry.

Also, the Government of the Principality of Liechtenstein has repatriated $227million worth of loot stolen by Gen. Abacha in 2014. The State of Jersey in Channels Island has announced its readiness to return £315 million to Nigeria as part of funds recovered from the late dictator. The Island had earlier returned the sum of £140 million to Nigeria in two batches.

Reliable sources reveal that they were yet to uncover billions of dollars of Abacha’s humongous loot stashed away in offshore banks.



The damage and culprits
The United Nations and the African Union’s report have claimed that about $148 billion is pilfered from the African continent annually by political leaders, multinational corporations, the business elite and civil servants with complicity of banking and property industries in Europe and North America. Taking a swipe at the Western media, the reports bemoaned that even though Western banks act as safe havens for looted funds, very little attention is received from the Western media to expose these reprehensible and depraved acts. No effort has been made by the political elite in Europe and America to force the banks to return these stolen monies because they are often the shareholders and beneficiaries of the profits made by these banks.

According to sources, after the demise of Gen. Sani Abacha in 1998, detectives in Nigeria, Europe and America stumbled on over 130 bank accounts in Australia, New Zealand, London, New York, France and Switzerland among other countries where some of the money stolen were kept.

The banks in Europe and America alleged to have aided, abetted and provided sanctuary for Abacha’s stolen funds include: Australia and New Zealand Banking Group, ANZ, London Branch; Bank Len, Zurich; Bankers Trust Company, London; Bankers Trust Company, Frankfurt; Bankers Trust Company, New York; Banque Barring Brothers, Geneva; Bank in Liechtenstein A.G Vaduz; Barclays Bank, New York; Barclays Bank, London, Banque Edonard Constant, General; Banque Nationale De Paris, Geneva; Banque Nationale De Paris, London, Banqwue National De Paris, Basle; Citibank, N.A. London; Citibank NA, New York, Citibank N.A. The twist
Even though President Muhammadu Buhari who ruled Nigeria between 1983 and 1985 and his successor, Gen. Ibrahim Babangida gave Abacha the clean bill in Kano on the 8th of June 2008 at the remembrance prayer marking 10 years of the death of Abacha who ruled between 1993 and 1998, President Buhari is now in the front burner, trying to make sure all the monies Abacha stashed in foreign countries are returned.

Some pundits, however, are of the strong opinion that the Nigerian government love playing to the gallery unnecessarily, alleging that every successive government always want to cash-in and partake in the recovering of the vaulted Abacha loot without giving an accurate account of how much has been recovered and spent.

The weighty poser now is; does it mean that Abacha was the only past leader that pillaged the country’s treasury? Is it because he is dead, that is why his skullduggery is constantly unearthed? Other past leaders who also plundered this country’s coffers with reckless abandon, why haven’t they been investigated instead of allowing them to triumphantly walk away with their booties?



Victim of circumstances
The younger brother of Gen. Abacha, Mr. Abdulkadir Abacha, who spoke to WDNews exclusively recently via telephone, argued that his late elder brother was just a scapegoat. He bemoaned how both the successive and present governments have continued to revel in painting him (Gen. Abacha) in a bad light, which is not unconnected to the fact that he is not alive to exonerate himself from the torrential allegations of stolen assets.

He lamented, “I have said to a few friends at the top, and those that know the truth that my brother is the scapegoat of the Nigerian leadership, in a bid to please foreign nations and their allies.

“Most of the monies you hear being sent back home are proceeds from his various business interest. Maybe, the questions should be, would all these be happening if he was alive and is Nigeria a better nation without him? How about other past presidents, especially after he died?” he queried.



More missing monies
Recall that Global Integrity Group, a transparency watchdog, once reported that $229 billion was fraudulently stashed away into foreign accounts by corrupt officials from 1999 to 2010. According to that report, Obasanjo’s reign witnessed the fastest rise of public office holders to overnight prosperity without any sign that the monies were acquired legitimately.

It is on record that the Jonathan-led administration has been rated as one of the most corrupt governments in Nigeria’s political history. Last year, the ruling All Progressives Congress (APC), accused the immediate past administration led by President Goodluck Jonathan of looting at least N11.11 trillion ($55.68 billion at N199.5 to a dollar) of public funds while in office. According to the party’s breakdown of the missing money, 160 million barrels of crude oil worth $13.9 billion (N2.74 trillion) were lost between 2009 and 2012 while $13 billion (N2.56tn) in the Nigeria Liquefied Natural Gas Company (NLNG), dividends was mostly unaccounted for.

APC press statement read in part, “Some instances of the looting are as follows: N3.8 trillion out of the N8.1 trillion earned from crude oil (2012-2015) withheld by the Nigerian National Petroleum Corporation (NNPC); $2.1 billion (N413.7 billion) from Excess Crude Account unaccounted for; Department of Petroleum Resources’ unremitted N109.7 billion royalties from oil firms.

“Others are: $6 billion (N1.2tn) allegedly looted by some ministers of the last administration; 160 million barrels of crude oil worth $13.9 billion (N2.74 trillion) lost between 2009 and 2012; $15 million (N2.96 billion) from the botched arms deal yet to be returned to Nigeria; $13 billion (N2.56 trillion) in NLNG dividends mostly unaccounted for; N30 billion rice waiver; N183 billion unaccounted for at the Niger Delta Development Commission (NDDC).”

Also, making the rounds includes the Nigerian Maritime Administration and Safety Agency (NIMASA) fraud of N34.5 billion. $2.1 billion arms deal scandal; $470million (Closed Circuit Television System) CCTV project scam; the missing $20 billion NNPC money uncovered by the former Central Bank of Nigeria (CBN) governor, now the Emir of Kano, His Eminence, Sanusi Lamido Sanusi and so on.

Accountability
Recently, a Federal High Court sitting in Lagos has ordered the government of President Muhammadu Buhari to ensure that his government and the governments of former Presidents Olusegun Obasanjo, Umaru Musa Yar’Adua, and Goodluck Jonathan account fully for all recovered loot.

The court explained that successive governments since the return of democracy in 1999 breached the fundamental principles of transparency and accountability for failing to disclose details about the spending of recovered stolen public funds.

The details ordered by the court to be disclosed include: information on the total amount of recovered stolen public assets by each government; the amount of recovered stolen public assets spent by each government as well as the objects of such spending and the projects on which such funds were spent.

Proceeds of Crime Bill (POCA), which was passed by the 7th National Assembly but did not receive President Goodluck Jonathan’s assent could toll the death knell for the long-reigning regime of re-looting the loot in Nigeria.

The Bill seeks to establish a central Agency to manage the proceeds recovered from convicted criminals. POCA Bill is focused on recovering illegally acquired property through forfeiture, confiscation or civil recovery and provides the powers to seize, freeze, and restrain criminals from dealing with their property.

If passed into law, it becomes easier for Nigerians to know how much loot the Federal Government has recovered and how they are utilized. There will be transparency and accountability in the assets recovery.

Nigeria’s war against Boko Haram is finally swinging in the government’s favour, but it’s going to take much longer for food production to recover in the country’s northeast. The same is true in neighbouring Cameroon, which has also felt the impact of the violence.

According to the Famine Early Warning Network, (FEWS Net), the conflict has scared farmers off their land, closed roads and markets – which means higher food prices – and squeezed income-earning opportunities.

Though the army’s gains may slowly begin to revitalise rural areas, enabling some who fled to return to their homes, “this will not completely offset the negative impacts that conflict has already had on household food and income sources,” FEWS Net said.

The USAID-funded agency is predicting a food “crisis” for poor households in the worst-affected areas of Borno, Yobe and Adamawa states between February and September this year, with much of the rest of the three states food “stressed” – meaning, people have the barest minimum.

Boko-Haram-Fighters

A regional problem

Across the border, in Cameroon’s far North Region, some 1.4 million people are estimated to be food insecure – one third of the population, according to Felix Gomez, World Food Programme country director.

That’s a doubling of the figure since June 2015, he told IRIN. Some 200,000 people are “most at risk”, facing “severe food insecurity”, with over 150,000 children under five and more than 30,000 mothers in need of emergency nutrition assistance.

Cameroon’s remote north has traditionally struggled to feed itself. But the Boko Haram conflict – expanding out of Nigeria – has exacerbated the problem.

Cross-border attacks, beginning in 2013, have so far claimed more than 1,200 lives, according to government spokesperson, Issa Tchiroma Bakary. Boko Haram regards the governments in both Nigeria and Cameroon as secular and illegitimate.

In the growing insecurity, farmers have cut their risk by reducing the size of the plots they cultivate. The crucial commodity trade with Nigeria has also dried up as the authorities seek to limit cross-border movement, and food prices are rising.

The strain felt by poor households is reflected in the growing number of admissions into nutrition programmes “in districts affected by the Boko Haram crisis”, said Gomez. At the same time, health facilities are being forced to close as a result of the unrest.

“This situation could continue to deteriorate, if an adequate response is not provided, due to insecurity, poor harvests and increased pressures caused by population displacement,” Gomez warned.

It’s not just Boko Haram’s violence that’s causing hardship. Cattle rustling and kidnapping by armed groups from across the border in unstable Central African Republic (CAR), is also disrupting farming and the agro-business in Cameroon’s Adamawa region (not to be confused with Nigeria’s), a major beef producer.

A report by the local association of cattle breeders, known by the French acronym APESS, said cattle owners paid $170,000 in ransoms to kidnappers in 2015, and lost thousands of cattle.

“We have noticed a deteriorating food security situation in the Adamawa region in 2015,” said Gomez. “Ongoing criminal activities such as kidnappings, stealing of cattle and crops have exacerbated the situation and impacted the farmers as well as cattle headers in the region.”

Key to future food security is whether Cameroon’s farmers will feel safe enough to plant in the next few months.

Cameroon’s meteorological services are predicting delayed rains, but are acknowledging incomplete data as Boko Haram has scared its officers from the field.

Meteorologist Gervais Didier Yontchang told IRIN that if any weather measuring equipment breaks down now, “things get more complicated, because no one will be ready to risk his life going to repair it.”

The learned Justice Okon should recuse himself from being the trial judge presiding over Olisa Metuh’s case. There are existing conflict of interest between the two men, thus any ruling he makes on this case is grounds for Appeal. If Justice Abang rules in fervor of Metuh, the Prosecution will Appeal and likely win; If he rules against Metuh, the Defense will definitely Appeal.
As classmates in Law School, it would be difficult to prove Metuh and Justice Abang has no association; now, the association might be cordial or hostile, who can prove? But either way, that is grounds for a mistrial.
Justice Abang is presently presiding over a case in Lagos state and Abuja con-currently; one might ask if Nigeria lacks adequate number of trial Judges for one particular Judge to be handling two high profile case in different jurisdiction. By law all his cases he has been presiding over in his Lagos Court should be commenced on by another judge de novo which means "afresh". Why is it just him handling EFCC high profile cases? And why is his bail condition too stringent against PDP members? Biased? Bribed?
Studying the records of Justice Okon Abang, the line-up of political cases he had handled is staggering; and all has a way of ending up in fervor of APC, don’t take my word for it, dig up the record of Ifeanyi Uba, Stella Oduah’s bullet proof scandal etc.
Rumor has it that he warned Olisa Metuh during a dinner party hosted in Uyo Akwa Ibom that he should stop talking too much because of the new government. The same Justice of the Federal Republic of Nigeria went ahead to state on Public Record that he does not know the defendant Olisa Metuh, a learned man, who should know better.
Allegations of bribery during the Burige Kasimo case that was later extradited abroad and Ifeanyi Uba Capital Oil case , where he was alleged to have collected bribes to grant them soft landing had made the EFCC to mount a secret investigation against him. Justice Abang is presently under investigation by the same EFCC he is presiding over their cases…who is to say he will not try to rule in their favor to guarantee safe landing for himself. Stranger things has happened under this present government.
The only sane and honorable thing to do is for Justice Okon Abong to honorably recuse himself from the case of Olisa Metuh to preserve the integrity of the Nigerian Courts.

According to the Premium Times investigation, Dumebi Kachikwu began work on the mansion only five months ago, and already the sprawling complex is near completion. Dumebi Kachikwu, who was only recently arrested by the EFCC for scamming 750 million naira—is the brother of the current GMD of NNPC, Ibe Kachikwu.

Interior pictures of the luxury mansion show that the Abuja-based billionaire has spared no expense in building the house of his dreams. Pictures include an indoor swimming pool, gilded furnishing and Italian tiles flown into the country.

Estate surveyors value the land on which the property sits at approximately 2.4 billion naira. The actual value of the building is set at 700 million, leading to a cumulative cost of 3.1 billion naira.




Since Ibe Kachikwu’s appointment as GMD of NNPC, Dumebi has worked as an unofficial overlord, supervising the affairs of the corporation. It is believe that recent unbundling was in fact a plan, orchestrated by him and his brother to wrest control of the oil industry.

The recent discovery of Dumebi’s mansion is likely to put further pressure on Buhari to do something assertive about the NNPC leadership. It will be recalled that a group of concerned citizens recently called on the president to halt the “frightening attempt to hijack the NNPC” that is currently underway.

“It is unfortunate that Ibe, not minding the antecedents of his younger brother who in the past has had issues with the Economic and Financial Crimes Commission, EFCC, allow his younger brother to run an almost parallel management at the NNPC and by large the oil sector in the country.”

Many Nigerians find it odd that President Buhari, who championed his victory on the platform of zero-tolerance against corruption, is allowing corruption to run rampant in the NNPC.

The decision to fire Ibe Kachikwu is also likely to be connected to his disregard for institutional rules, particularly the unusual power that he has handed his brother Dumebi Kachikwu. Several sources at the NNPC have revealed that Dumebi Kachikwu has practically been in charge of the day to day running of the corporation.

Things drew to a head last month when a group petitioned the president to do something about the “frightful attempt to hijack the NNPC” and “bastardisation of our nation’s resources.”

Dumebi Kachikwu, who was recently arrested by the EFCC in relation to a N750 million scam is infamous for his social and political excesses.

The APC Guber candidate for Bayelsa State Timipre Sylva has been awarded contracts worth hundred million naira from NDDC without passing through due process. According to my sources, President M. Buhari gave an instruction to release funds without any delay to enable him campaign for the fourth coming election in Bayelsa state. However, Timipre Sylva said the money will not be enough to run his campaign that more funds should be added if he will win this election. This kept me thinking; could it be that due process does not apply to APC candidates running for? Or the fact remains that NDDC received orders from above to do the unthinkable by funding APC indirectly. If this is true then everything going on in Bayelsa working against the government not to release allocation to the government was already planned.

If you are reading this note then you will have had the same feeling s I am having too. I took time to meditate about this overnight, prayed and came to conclusion about what I am about what I am about to write now.
I think the APC candidate late (Abubakar Audu) was murdered by his colleagues in the same political party Just to replace him with his Deputy James Faleke. The reason is simple; he was a corrupt man, who was too powerful to be replaced with any other candidate in the party. President Buhari does not like corrupt politicians who will smudge his image nor continue to rescind his government. So Tinubu was ordered to provide a dependable candidate will can move the state forward and become a puppet aswell. James was a perfect candidate for that but to God be the glory and to the shame of the devil the election has be regarded inconclusive there by making it a failed plot to replace the knight with the Bishop. Let us #PrayForNigeria that things will become better and also pray for the family of Audu for God’s protection and mercy.

According to my sources, he passed away at 5am yesterday at such APC does not have new candidate to conduct a new election leaving it for PDP candidate emerging as the winner of the election.
