On 20 July, a group identifying itself as Yusufiyya Islamic Movement (YIM) emerged from the ranks of the militant Islamist group, widely known as Boko Haram, which is currently locked in battle with Nigerian military and other security operatives in Maiduguri, capital of Borno State.

In an unsigned two-page leaflet distributed at various wards and in the Post Office area of Maiduguri, the group condemned all attacks on homes and places of worship, which it said were carried out by “people with evil motives” who had “infiltrated our genuine struggle”. It also declared a unilateral ceasefire during the Islamic holy month of Ramadan, which, for this year, is scheduled to start around 1 August.

In its leaflet, the group stated that: “The Yusufiyya Movement has come to mean different things to different people in the last few months. This confusion and misinterpretation have made it necessary for us to come out publicly with the clear truth with regards to our concept, struggle, aim and ultimate objective”. The statement said the clarification had also become necessary “in the light of genuine concern by individuals and groups to the mass suffering of innocent citizens caught in the crossfire between our members and the Nigerian troops”.

Providing the background to its emergence, the group said it was saddened by the July 2009 killing of its leader, Mohammed Yusuf, and the destruction and confiscation of members’ landed and moveable property in Maiduguri. It said it therefore resolved “to wage a struggle between justice and injustice, between truth and falsehood, right against wrong”.

The group said: “Ours is a clear fight for the blood of our founder, Mohammed Yusuf, and other leaders who were slain in cold blood by (former Borno State governor) Ali Modu Sheriff, the former Borno State Commissioner of Police and the late (President) Umaru Musa Yar’Adua”. It noted that “Yar’Adua has since been seized by Allah” in an answer to the sect’s prayer for divine support against his aggression.

The group further stated that in prosecuting its campaign, it had become concerned that “some people with evil motives have infiltrated our genuine struggle with a false Holy War that is outright un-Islamic”. It said it had therefore become necessary to “distance our group from all the bombings targeted at civilians and other establishments and equally condemn them and pray that Allah exposes those who perpetrated them and attributed them to us”.

The statement said the public needed to know that YIM is not an organisation of heartless terrorists, arsonists or robbers, which those other elements who had infiltrated the group with a diabolical agenda were portraying it to be.

Declaring the group’s confidence of victory in its struggle, the statement called on those it had referred to as “evil” infiltrators to desist from their indiscriminate acts of violence, “failing which we shall have no option than to expose and hunt them”.

The group finally said: “We have resolved to temporarily halt our fight against the assassination of our leaders in compliance with the prohibition of fighting in the holy month of Ramadan”.

There are no indications as to the identities of those leading this group. Boko Haram had always been a shadowy organisation and the leaflet distinguishing YIM from the wider group was not signed by anyone. However, there had been some earlier indications of cracks within the group.

Significantly, on 14 June, the Deputy Governor of the Borno State, Alhaji Zanna Mustapha, had disclosed that Boko Haram had three factions, and that one of the factions had shown willingness to commence talks. It has not been ascertained whether YIM was one of the three factions the deputy governor was referring to, or whether this is an entirely new development.

There has also been no reaction from Boko Haram’s usual spokesman, Abu Zaid.

Oh yes, we're overseas washing dishes. Maybe we should all accept Katsumoto's ''facts'', Sanusi is not that educated? He has has no requisite experience in bank management to be appointed as the CBN Governor. First bank of Nigeria were wrong to make him an an ED and later as CEO, His Job at UBA was also not deserved. He wasnt smart enough to lecture in ABU, Simply put, He is not qualified to be CBN boss, Now that we have all agreed on nairaland, what next? I do not believe in argueing to boost my ego, let the arguements be made in the right place so that the solutions can be proffered for issues raised. I come to nairaland to have fun and read people discussing politics. I have better Things to do than hang on the internet on social networking sites posting every few second, I am a research scientist and the point i am making is If i disagree with anything in science I do not come to nairaland and open a thread that would discuss such issues. We have a monthly lab meeting where colleagues can discuss such issues. If you feel that the SLS is not qualified for his Job, Get your facts, write a petition and send it to the senate where other professionals can look at the merits of your petition and take a decision on his suitability for the job. I would have expected Bank CEO's to raise some of these points you are raising at Sanusi's Senate Confirmation. Hiding behind ur screen to push out these ''facts '' does not help your case if u want to be taken seriously and believe me If you do not have your name on your petition no one would listen to you. Like you rightly pointed out I am not a Sanusi fan neither Im I a fan of Ivy league graduates, You can reel all the statistics in the world, If the average lives of Nigeria's are not improved thsoe statistics mean nothing. The economy in The US and all over the world today is in a deep poo and we have ivy leaguers behind the wheels of these economies. Sanusi may not have all the knowledge you feel he has for his good, He comes across as honest and brave and I will certainly take that. You sound like a brilliant person and I would have love to have you discuss on an intellectual level with the utomis, aluko's etc. IMO the economy under abacha was far better than under obasanjo with the iwealas and soludo etc, why do i say that the exchange rate was stable and nigeria's had a better purchasing power.

He isn't a Sanusi supporter but saw an opportunity to jump on a misguided bandwagon and took it. I didn't want to make any reference to him but just wanted you to understand the history. I am remain unconcerned about what lunatics think of me. I revert back to ignore mode.

You make a lot of ridiculous assumptions in your post. You don't know whether I am a Nigerian. You don't know what I do for a living. Do you know who I engage on a day to day basis? You don't know where I live. You don't know whether I post on NL out of boredom or to debate with like minds. You even failed to understand the motives for the thread. The problem with individuals such as yourself is that you don't understand good strategy. Do you know whether this is the first step in a campaign against SLS. If it is, would I not seek to use a forum such as NL first similar to how a company will test a new product in a small market before embarking on a huge campaign?

You embarass yourself further by not at least going through my old posts to ascertain whether a majority of my posts are on SLS. If you had done that simple search, you would have observed that I post on Nigerian History and politics, Yoruba History, Biafran History, other economic topics. My criticisms of Nigerian leaders can not even be coloured. I have posted on OBJ, Tinubu, Ojukwu, Akala, Gbenga Daniel, Murtala Mohammed, Bello, Zik, Awo, etc. Unlike you, I try to use hard facts and logic in my analyses. I don't do emotional debates.

On this thread, I have provided information on Sanusi's educational and professional background, the problems with his Banking Reform, his unnecessary promotion of islamic Banking, issues with Islamic Banking in countries where it is practised, etc. But rather than his supporters providing information and hard facts to support Sanusi, you are all resorting to unnecessary emotional blackmail and petty characterisation of other posters with positions different to yours. Why not address the issues at hand? That you are happy with mediocrity because perhaps you are mediocre as well does not mean others should be happy with mediocrity. This thread has enforced my belief that SLS is the wrong person for the job. His supporters can't point to any tangible policies. We asked for economic articles, some poster mentioned Buharism? What the hell is Buharism? Times, Financial Times, etc have all honoured SLS but its funny that all those publications did not deem it fit to throw Sanusi's name into the ring when the IMF top job was up for grabs while more grounded Bank Governors were being mentioned. Only goes to show what they think of his abilities.

The ethnic defense of SLS on this thread typifies everything that is wrong with Nigeria - nepotism and cronyism. The capable are outside Nigeria increasing the GDP of Western nations while the incompetent are heading public institutions, lining their pockets, and reducing the GDP of Nigeria. If I do not respond to any other ludicrous attempts at foolish characterisations from you or the other MEN drowning in oestrogen that are supporting you, do not assume its because you have shouted louder, its simply because I can't be bothered to fight a mad man in the mud. How will passers-by differentiate the sane man from the mad man?

Dude, I have not been paid, Im just saying the poster is being smart by half, There are intellectual forums for such discourse, It is certainly not nairaland, facebook or other social networking sites. If you want to be taken seriously as the poster wants to be made out let him go to such forums or better still publish his research in dailies, If SLS was the poster he wont hide his identity and spin crap on people who might not have an idea of what he is saying. Serious minded folks dont do that, He wants us to believe that he has done his homework maybe he has but Nairaland is not the place to dump his crap period. If you are an activist come out openly lets know who you are, That is my point, If you do not have the courage to do that then u certainly are a coward and Nigeria doesnt need his type now. @ poster, My problem with southerners from Nigeria is that they have no guts whatsoever. you can have all  the degrees from the ivy league universities in the world, without guts and courage IMO, It amounts to nothing in Nigeria, That is why you find the likes of aganga cower b4 the senate inspite of his so called credentials. Mr katsumoto seemed to have so studied SLS that he has become an encyclopaedia on him. He comes to nairaland where he can hide his identity and spin all the knowledge of micro/macro economics just to discredit SLS, If he disagrees with CBN policies, As an intellectual, there are academic forums where fellow professsionals can argue ur points but no he chooses nairaland so he can appear to be intelligent to people who know little or nothing about the subject and are likely to go with their emotions. We have had the likes of olu falae, kalu idika kalu and many technocrats over the yrs in Nigeria, Nothing happened with these folks, while Time people, Financial Times of london have all honored sanusi, we have a spin doctor with no identity claiming to know more than these folks. If you know ur onions as you are claiming, let us have ur own resume and your publications in International journals and then you can go to forums where fellow professionals can argue with you. IMO, CBN under Adamu ciroma was better than CBN under Prof Soludo, leave all those bloody theories and lets face reality, Southern Nigerians will never accept that a northerner can do anything right. while the iweala's and soludos with their havard degrees will continue to sell us to western institutions like the IMF, those institutions can never mean well for the third world, The akingbolas et al have all the credentials yet are the biggest thieves, that is y prof charles soludo will finish his tenure and go running to be a governor, something no CBN governor has ever done, Nigeria needs people with Guts and that is what sanusi stands for

ABACHA COUP SPEECH
Fellow Nigerians, sequel to the resignation of the former Head of the Interim National Government and Commander-in-Chief of the Armed Forces, Chief Ernest Shonekan and my subsequent appointment as Head of State and Commander-in-Chief, I have had extensive consultations within the armed forces hierarchy and other well meaning Nigerians in a bid to find solutions to the various political, economic and social problems which have engulfed our beloved country, and which have made life most difficult to the ordinary citizen of this nation.

[s]Chief Ernest Shonekan took over as Head of State and Commander-in-Chief of the Nigerian Armed Forces at a most trying time in the history of the country. Politically, economically, and socially, there were lots of uncertainties. Things appeared bleak and the atmosphere was heavy with uncertainties. However, driven by a belief in himself, his countrymen, and love for his country, he accepted to face the challenges of our time. I will, therefore, like to take this opportunity to pay tribute to him for his selfless service to the nation. He showed great courage at taking on the daunting task of heading the Interim National Government and even greater courage to know when to leave.[/s]
Many have expressed fears about the apparent return of the military. Many have talked about the concern of the international community. However, under the present circumstances the survival of our beloved country is far above any other consideration. Nigeria is the only country we have. We must, therefore, solve our problems ourselves. We must lay a very solid foundation for the growth of democracy. We should avoid any ad hoc or temporary solutions. The problems must be addressed firmly, objectively, decisively and with all sincerity of purpose. Consequently, the following decisions come into immediate effect:

The Interim National Government is hereby dissolved.
The National and State Assemblies are also dissolved.
The State Executive Councils are dissolved. The Brigade Commanders are to take over from the Governors in their States until Administrators are appointed. Where there are no Brigade Commanders, the Commissioners of Police in the State are to take over.
All Local Governments stand dissolved. The Directors of Personnel are to take over the administration of the Local Governments until Administrators are appointed.
All former Secretaries to Federal Ministries are to hand over to their Directors-General until Ministers are appointed.
The two political parties are hereby dissolved.
All processions, political meetings and associations of any type in any part of the country are hereby banned.
Any consultative committee by whatever name called is hereby proscribed.
Decree 61 of 1993 is hereby abrogated.
A Provisional Ruling Council (PRC), is hereby established. It will comprise:

The Head of State, Commander-in-Chief of the Armed Forces of the federal Republic of Nigeria as Chairman.
The Chief of General Staff as Vice-Chairman
The Honourable Minister of Defence
The Chief of Defence Staff
The Service Chiefs
The Inspector General of Police
The Attorney General and Minister of Justice
The Internal Affairs Minister
The Foreign Affairs Minister
Also, a Federal Executive Council will be put in place.

Our security system will be enhanced to ensure that lives of citizens, property of individuals are protected and preserved. Drug trafficking and other economic crimes such as 419 must be tackled and eliminated. On the current strike throughout the nation following the increase in the price of fuel, I appeal to all the trade unions to return to work immediately. We cannot afford further dislocation and destruction of our economy. On the closed media houses, government is hereby lifting the order of proscription with immediate effect. We, however, appeal to the media houses that in this spirit of national reconciliation, we should show more restraint and build a united and peaceful Nigeria.

Fellow Nigerians, the events of the past months, starting from the annulment of the June 12 presidential election, culminating in the appointment of the former Head of State, Chief Ernest Shonekan, who unfortunately resigned yesterday, are well known to you. The economic downturn has undoubtedly been aggravated by the ongoing political crisis.

We require well thought-out and permanent solutions to these problems if we are to emerge stronger for them. Consequently, a constitutional conference with full constituent powers will be established soon to determine the future constitutional structure of Nigeria. The constitutional conference will also recommend the method of forming parties, which will lead to the ultimate recognition of political parties formed by the people. While the conference is on, the reorganisation and reform of the following major institutions will be carried out:

The Military
The Police
The Customs
The Judiciary
NITEL
NNPC
NEPA
The Banking Industry
Higher Educational Institutions
This regime will be firm, humane, and decisive. We will not condone nor tolerate any act of indiscipline. Any attempt to test our will be decisively dealt with. For the International Community, we ask that you suspend judgment while we grapple with the onerous task of nation building, reconciliation and repairs. This government is a child of necessity with a strong determination to restore peace and stability to our country and on these foundations, enthrone a lasting and true democracy. Give us the chance to solve our problems in our own ways.

Long Live the Federal Republic of Nigeria.
