Nigerian law enforcement agencies always rely too much on prima facie evidence and the self-indicting "explanation" or "confession" of suspects. This is laziness of the highest order, and is one of the reasons why corruption cannot be defeated at this time.

Granted, the director is clearly corrupt - as EVERY OTHER civil servant and public office holder in Nigeria is (including the so-called investigators themselves and the High Court Judge handling the case). But that is besides the point.

The investigators have not established a paper trail showing exactly how the director stole public funds and illegally acquired his assets. The charge that he could not "explain or justify" his wealth is absolute nonsense. To begin with he is not obligated by law to explain anything to you. Besides, you are not competent to arbitrarily decide whether his explanation is acceptable or not.

What you should do and must do is to investigate how he corruptly acquired the funds and how he illegally acquired his assets. Which contracts were illegally awarded or inflated? Which kickbacks were paid and how were they paid? Which documents were forged? Which government funds were unremitted? Etc. Etc. That's the hard work in criminal investigation, and you cannot shy away from such hard work! It is daft to just rush to court and say that somebody cannot explain their wealth.

Without this, I'm sorry the case before the court is watery, and the director and his brother will easily be acquitted even with an average lawyer.

Olabode George conviction was vacated by a superior court on the ground that the charges by which he was found guilty were baseless and spurious. So to that extent it won't be fair to label him an ex-convict.

In reaction to the story carried in the Guardian Newspaper of Saturday, June 29, 2013 concerning the above subject matter, it should be clarified that through a letter dated 28th August, 2012 Chief Edwin K. Clark had earlier been dragged to the EFCC, Among others, over failed contracts most especially in respect of the technically demanding land reclamation and shoreline protection of Josiah family in Amadi Town Residential Layout, Port Harcourt.

Chief Edwin k. Clark, using Panama Construction Company limited, as a front, was given the gigantic job valued at N1.4 Billion, in flagrant disregard of laid down procedure in the Public Procurement Act by the Hon. Minister of Niger Delta Affairs, Elder Godsday Orubebe purely on political grounds to appease his godfather in order to feather his ambition now under serious threat. Beside, Chief Clark was reported to the ICPC Bureau of Public Procurement, Public Complaints and Niger Delta Affairs Committee of the Senate and the House of Representatives respectively and the presidency. Sadly, none of the quarters where report was lodge neither failed to acknowledge the receipt of letter nor have they cared to update me on action taken or is being taken till date.

For sure, all the quarters - no doubt see Chief Clark as a colossus who is untouchable. To say the least, the quarters lived up to my incontrovertible opinion b on them as self-seeking, parochial, self-centered and selective in treatment of crucial issues. From the look of things, the once cordial relationship existing between Elder Orubebe, the Honorable minister of Niger Delta Affairs and Chief Clark has gone sour in recent time. The Honorable Minister, Elder Orubebe in his wildest imagination, did not envisage that there will be a parting of way at any point in time. Elder Orubebe went out of his way breached existing rules and regulations and splashed mouth watering contracts on Chief Edwin K. Clark.

The Honorable Minister had an ample opportunity of retracing his ignoble steps but he woefully failed to embraced the initiative and act with boldness. I recall sending four (4) emails to Elder Orubebe, when it was observed that Panama Construction Company Limited with registration Number 18320 and registered office at No 19 Martins Street Lagos from findings at the Corporate Affairs Commission, CAC will be unable to deliver on the contract execution to cancel and re-award the contract to a competent company. Expectedly, Elder Orubebe did not reply to any of my emails. Also Elder Orubebe found himself helpless to cancel and re-award the contract so as not to antagonize his political mentor then. The then Permanent Secretary in the Ministry of Niger Delta Affairs. Alhaji Atiku Abubakar Kigo, replied my email and even followed it up by sending an inspection team to the site. However, the pension scam that he got himself entangled while a Director and his subsequent suspension stalled whatever pragmatic measures he would have taken. It is on record that the Ministry of Niger Delta Affairs on 19th May, 2011 or thereabout issued out shoreline protection and land reclamation contracts as below:

1. Panama Construction Company LTD, for N1,434,400664.69
2. A. G. Vision Construction LTD Essien Town , Crosss Rivers for N1.9 Billion
3. Snecon Group of companies, Burutu Delta State for N2.4 Billion

There is every likelihood that the other two contracts could have been given too on political consideration since none of the (3) contracts were ever advertised. The true position of the two (2) contracts is unknown.

At a meeting Amadi Ama Community Port Harcourt, in July, 2011 two (2) officials of the Ministry of Niger Delta Affairs, introduced Mr. Dimaro Denyabofa, a Bayelsan and a follower of Chief Clark, as a representative of Panama Construction Company Limited and disclosed that the contract duration is eighteen (18) months. It is more than two (2) years since the award of the contract to Panama construction Company Ltd, that does not have shoreline protection and land reclamation is an area of business activity going by information obtainable from the CAC, it is uncertain when the job will be actually started and completed satisfactorily.

The Ministry of Niger Delta Affairs has visited the site in October 2011 and May, 2012 and I believe that the inspection reports are available. In addition, the Ministry has a project engineer responsible for the job and his reports if any, on the going on should be down to earth. From all indication, Panama Construction Ltd, unable to solicit the support of Trevi Foundation may have sublet the contract job to idori Technical services, Warri. The information on the poor quality constract Board shows that Panama is based at No 5 Swamp Road Road, G.R.A, Warri.

Idori Technical Services that disappeared after the sinking of a barge conveying some goods in July, 2012 b has suddenly re-appeared in June 2013. Either Idoris Technical Services or Nest oil may be involved in an unimpressive and time wasting work at the site. So far two (2) barges of the company concerned have sunk leading to a temporary withdrawal. A bigger barge with crane is in position. There is no noticeable progress on the job . The mounting of sheets on the coastline is slow, clumsy and unprofessional. From the way things are going the possibility of a past ugly experience repeating itself cannot be ruled out. The defunct OMPADEC, under the chairmanship of Chief A. K. Horsfall, awarded a similar contract job for shoreline protection and land reclamation at the same location to Keleh and Sons which proved incompetent to execute the job culminating in its abandonment. In fact, all efforts made to get the NDDC to dust up and re-award the contract right from the time of the first Chairman, Chief Onyema Ogochukwu till date did not yield any positive result.

We are worried that this hard won job given to Panama may eventually go the same way of the earlier one and all that we have put in to pursue our coastal degradation menace spanning over thirteen (13) years will just go in vain. We recall that our letter dated 24th July, 2009 the Ministry of Niger Delta affairs that gave birth to the award of the contract in 2011, was a cheering development. Unfortunately, over joy is getting short-lived owing to the insensitivity, shortsightedness, avarice, greed, selfishness and self-interest by the so-called leaders who have foist themselves on this incompetent coy on us. Who will save the shoreline protection and land reclamation job at Amadi Town Residential Layout Port Harcourt, from the incompetent handle of Chief Clark and his Panama Construction Company Ltd cohorts?

All good people of conscience and integrity should arise and call Elder Orubebe to order. Enough is enough. The contract is not working and certainly deserves and outright conciliation and re-award to another company.

On Saturday June 15 and Sunday June 16, reports in the media credited to my brother governor, Governor Jonah Jang of Plateau State announced that he has called for a Nigeria Governors’ Forum meeting. Ordinarily I would have ignored these reports as I do not imagine that as governors who hold our people’s mandate through the democratic process of free and fair elections, we would do anything to impugn our integrity.

 
However as chairman of the Nigeria Governor’s Forum, elected by my colleagues to safeguard their integrity and that of the forum it has become imperative for me to request my brother and Governor Jang to remain within the confines of decorum and cease to impersonate me and to stop parading himself as NGF chairman. There is only one chairman of the forum, duly elected by a vote tally of 19: 16 on Thursday, May 23, 2013.
 
For the avoidance of doubt, I as chairman of the NGF have not called for any Governors’ Forum meeting for Monday, June 16, 2013. The only meeting scheduled for Monday June 16, is a meeting of all Governors with His Excellency, President Goodluck Jonathan scheduled to hold at 9pm at Aso Rock Villa. All governors should please ensure attendance at this meeting with Mr. President.
 
I wish to reassure my brother governors that this storm shall pass and we all will be reunited as one family committed to our nation’s unity and supporting Mr. President in his vision for a Nigeria that safeguards the rights of all its citizens to good governance and democratic norms.
 
Governor Jang is my brother and friend and I harbor no ill feelings against him, but it is important that he stops this impersonation, as it could threaten all the good work we all have done together.
 
May I remind Governor Jang that there is a legal action that has been instituted against him by Governor Babatunde Fashola of Lagos State from parading himself as the chairman of NGF. As leaders elected by our people, Nigerians are closely watching us. We must comport our selves according the dictates and principles of democratic and lawful practices and norms.

A 60-year old Maiduguri based businessman, Friday, turned in his son, a member of the deadly Boko Haram sect, to the Joint Task Force (JTF), Operation Restore Order.

It was gathered from a source within the family that the son before departing from the family house few days ago had threatened to kill his father.

But to everyone’s surprise the son returned home some days later, pleading with his father to give him refuge from the soldiers, who have started a clampdown on the sect.

The source said the son "after confessing all his crimes, including how he participated in killing of people and looting of banks to his father, the old man decided that it was against his conscience to keep a killer-son in his home, so decided to turn him in."

The source further revealed that the father, who is Kanuri, after making up his mind against housing a killer-son approached the Sector office of the JTF and told them of the criminal involvement of his son.

It was gathered that the soldiers followed the father home to arrest the son, who had to be shot dead, while trying to escape arrest.

An eyewitness described the incident: "When the young man was shot by the soldiers and was writhing in pains, the old man only turned to say Masha Allah (to God be the glory)."

The old man was also said to have decided against taking up the ill-gotten wealth of his son stashed away near the family house.

A source said: "Before he was handed over to the soldiers, the young man had revealed to his father and family members that he possessed two cars and had millions of Naira buried somewhere near the family home.

"But the no-nonsense father said he has no interest in his ill-gotten asset and has no intentions of inheriting his assets, according to Islamic injunctions because they are 'haram," the source further revealed.

What to share this story as it relates to the startling revelation my supposed girlfriend relayed to me today. The reason that i decide to spill it out in the open is predicamented on the need to solicite your advice on this rather unfortunate development. Have this girlfriend, who happen to be a final year student in School of Nursing. Who've been dating for five months nw. She called me today and i could deduced from her voice that she was distressed and troubled. I immediatly enquired what could be making her unease and she at first was recalcitrant to let the cat from the ba g. But my unwavering persistence and probing disposition couple with assurances of treating whatever she is going to unearth with maturity now paid off. She revealed to me that she was two months pregnant for another man and apologized for having betrayed the trust i reposed in her. ShE is now making attempt to terminate the pregnancy. It is worthy to emphasize that i have only had sex with her on one occasion in April during which i wore a condom. Furthermore, am having cause to believe that the reason she called me was to quage my temperament and also to seek for financial assistance from me. She is plEading for forgiveness on the ground that she made a mistake ab nitio to have cheated on me. Is it not reprehensible for she to be asking for forgiveness?

Am really saddened by this development in view of the "good girl" posture she has always portrayed. Why i really took a shine on her was owing to her exceptional brilliance in her class. She was the second best student in her class.

In the light of this very heart shattering betrayal will it not be appropriate to give her a permanent red card. What will you if you were to be in my shoes?

The National Working Committee (NWC) at its 338th meeting held on Wednesday, June 5, 2013, extensively discussed the state of the Party across the nation and its members as well as the repeated breaches and disregard to the Party’s Constitution by his Excellency, Dr. Aliyu Magatakarda Wamakko, the Executive Governor of Sokoto State.
The NWC notes that on several occasions, Governor Aliyu Magatakarda Wamakko had ignored invitations and lawful directives of the NWC in this regard and has continued to show complete apathy to the affairs of the party and contempt to an organ of the Party.
Consequent upon the refusal of the Governor to honour yet another invitation by the NWC to appear before it today, Wednesday, June 5, 2013 without any reason, the Committee, in exercise of the powers conferred by Articles 57 (3), 57 (7), 58. 1(c ),(h), (f) and 59 (1),(2), hereby suspends the Executive Governor of Sokoto State, Dr. Aliyu Magatakarda Wamakko as a member of the party and refers the matter to the appropriate disciplinary committee of the Party.

The elder statesman noted that, “people close to him say when ever General Obasanjo disagrees with a person, he will carry the fight to his place of worship, to his dining table and sometimes, he will even be fighting the person in his dream. He is reported to be unforgiving and his method of disagreement with people is sometimes regarded as a matter of life and death.”
“To me as a patriotic Nigerian, a democracy day celebration is hardly a suitable occasion for any citizen to make a personal attack on his country’s leader. Whatever differences exist between them, such should have been solved amicably.

• Obasanjo: under fire over Jonathan comment
“General Obasanjo and I enjoy tremendous goodwill and mutual respect. I respect him as the former President of my country, and he accords me some measure of respect as his elder. It is in this spirit that I would like to appeal to the former President to pursue political differences with some decency and decorum. That is what normally is expected of a man of General Obasanjo’s calibre.
“Despite our difference with NPC leaders during the First Republic, we NEPU leaders as members of the opposition to the NPC never took our political differences with Sir Abubakar Tafawa Balewa or Sir Ahmadu Bello, the Sardauna of Sokoto to the level of attacking their personalities.
“In the light of this and as a veteran politician, I would appeal to President Obasanjo to adopt decorum, tolerance and statesmanship standard in the pursuit of his political differences with others. This is the most honourable path for a man of his stature,” Tanko stated.
