The Peoples Democratic Party (PDP) says the revelation by the National Security Adviser (NSA), Major Gen. Babagana Monguno (rtd), that strange persons have been presiding over critical affairs of governance further validates its position that President Muhammadu Buhari has abdicated the responsibilities of his office.

Following this revelation by no other person than the NSA, the PDP reiterates its earlier position that President Buhari should waste no further time in relinquishing his position as President since it is now obvious that he has become overwhelmed by official duties.

The PDP holds that security is the most important element of governance, followed by the welfare of citizens and since President Buhari has relinquished these statutory responsibilities, he has no other reason to remain in office.

The party says the NSA’s letter, which is already in the public domain, further exposes the fact that our nation has been on autopilot under President Buhari, whose abdication of serious matters of state is directly responsible for the untold suffering, anguish, pain and escalated insecurity in the country.

The PDP describes the Gen. Monguno revelation as a national tragedy which showcases the fact that Mr. President Buhari has become so irredeemably overwhelmed to the extent that the responsibilities of his office, including presiding over very sensitive security matters, have now been taken over by his Chief of Staff, Mallam Abba Kyari, who functions as a defacto President.

Nigerians are invited to note the verdict by the NSA, who, in support of the position of the PDP, affirmed that such situation is responsible for the failure of government to defend Nigerians and find solution to the worsened insecurity under President Buhari’s watch.

Our party recalls that even the First Lady, Aisha Buhari, had severally alerted that strange elements had usurped the functions of the president and urged Nigerians to speak out for their country.

It is now clear that the demand by Nigerians calling on President Buhari to resign was borne out of patriotism and love for our country.

Imo Assembly: Defectors Have Lost Their Seats

The National Leadership of the People's Democratic Party (PDP) in a press conference today reports that some members of the Imo State House of Assembly elected on the platform of its great party have decamped and abdicated the mandates they pledged by, on the platform of its great party.

"The PDP describes such action as unpatriotic and an unpardonable betrayal of the people of their respective constituencies who chose and identified with the ideal and visions of the PDP as the platform for their representation at the state assembly.

The defectors have indeed shown absolute lack of character, failure of leadership capacity in moments of challenges and absence of faith to stand with the people in their most trying moment, but are easily bought by personal pecuniary and political interests.

The PDP holds that these defectors are fully aware of the grave implication of their actions to the effect that by their defection to the APC, they have automatically lost their seats and membership of the Imo state House of Assembly as they can only hold such position on the mandate of the party on which they were elected; the PDP.

It is settled under the 1999 Constitution (as amended), that a legislator who decamps from a party upon which he was elected a member of a legislative house automatically losses his or her membership of that house as the seat belongs to the political party upon which platform the election was won and not the individual.

The vacation of seat, as a direct consequence of decamping to another political party other than the party upon which one was elected to occupy a seat in the legislature, is clear and unambiguous under section 109 (1) (g) of the 1999 Constitution (as amended).

For the avoidance of doubt, section 109 (1)(g) provides that “a member of the House of Assembly SHALL VACATE his seat in the House if …(g) being a person whose election to the House of Assembly by a political party, he becomes a member of another political party before the expiration of the period for which that House was elected:

The Constitution went further to state “provided that his membership of the latter political party is not as a result of a division in the political party of which he was previously a member or of a merger of two or more political parties or factions by one of which he was previously sponsored".

Consequent upon the above constitutional provisions, these defectors have vacated their seats, they no longer have a place in the state assembly, as there is no division or merger of any kind in the PDP at any level whatsoever.

The PDP is therefore left with no other option than to request the Independent National Electoral Commission (INEC) to immediately commence the processes for the conduct of fresh elections into the respective state constituencies where the legislators have vacated their seats, in line with the provisions of the 1999 Constitution.

The PDP calls on our teeming members and supporters in Imo state to remain calm and focused at this trying time as the national leadership proceeds with arrangements ahead of fresh elections in the affected constituencies.

Moreover, the national leadership assures the people of Imo state that processes are already on towards achieving a judicial review and reversal of the defective judgment of the Supreme Court, on the Imo state governorship election".

Governor Ihedioha Signs N197.6 Billion 2020 Budget.

Governor Emeka Ihedioha CON, has signed the N197.6 Billion 2020 Appropriation Bill into Law.

This is as the governor also performed the signing of five more bills into law.

The short ceremony was held at the Expanded Executive Council Chambers, Government House, Owerri, Friday.

In his brief remarks shortly after signing the bills, the governor said the 2020 appropriation bill was professionally and painstakingly prepared.

“The 2020 appropriation bill is the flagship of the bills I have signed into Law today. This appropriation bill was professionally and painstakingly prepared. Having signed up to the Open Government Partnership, we had a few pre-requisites to follow. For instance, the process was participatory and so involved constituents and civil society, even before we presented it to the Assembly. It was also transparent, as we have made the documents available to the public from the onset”.

While expressing delight that the Appropriation Bill was signed before the start of the traditional budget year in January 2020, he noted that it is no mean feat, considering that the 2019 Appropriation Bill was signed into Law at the end of May of that 2019, hours before he was sworn into office as governor.

“By this, the fiscal year may now commence as envisaged on the 1st of January, 2020”, he stated.

“I am not oblivious of the fact that this is in the middle of our Christmas festivities and so a social sacrifice for some. But suffice it to say that this is the spirit of the new Imo.

“As a parliamentarian, I see today as the faithful culmination of any legislative process. Accent is an action that seals the success of the process and procedure determined by the constitution”

The governor was full of commendation for the 9th Assembly for what he described as "diligent and passionate attention to the legislative needs of the people".

“The 9th Assembly, under the able leadership of Rt. Hon. Chiji Collins has lived up to expectation. They have worked with us to give prompt, diligent and passionate attention to the legislative needs of the people of Imo. They have constituted themselves into veritable partners in the Rebuild Imo project.

“As an administration, we have had a total of eighteen (18) bills passed into Law under our watch (including few of them by the 8th Assembly). 18 bills in a 6-month period is no mean feat. Of these 18 bills, 12 have previously been signed into Law, including the 2019 Supplementary (Re-ordered) Appropriation Bill which was recently signed.

“As we bring this event to a close, I further appreciate the State legislature for its dutiful approach to its constitutional responsibilities; I look forward to more signing ceremonies in this legislatively pro-active era”.
