A suspected suicide bomber intercepted in northern Cameroon on Friday before she could blow herself up claimed to be one of 219 schoolgirls kidnapped by Boko Haram in the Nigerian town of Chibok in 2014, military and local government sources said. Two girls carrying explosives were stopped by local self-defence forces in the village of Limani, in an area of northern Cameroon that has been the target of frequent suicide bombings in recent months, reports Reuters. They were then handed over to Cameroonian soldiers belonging to a multi-national force set up to take on Boko Haram. In a high-profile attack that sparked a global outcry, Boko Haram militants raided the school in April 2014 while the girls were taking exams. They loaded 270 of them onto trucks, though around 50 escaped shortly afterwards. "One of them indeed declared that she is one of the Chibok hostages. She is around 15. We are now verifying, because on the Nigerian side they have the names and photos of these girls," said local government administrator Raymond Roksdo. Two military sources, who asked not to be identified as they were not authorised to speak to the press, also confirmed that the girl had claimed to have been one of the Chibok abductees. "We need a few days to be able to confirm this information. We have to debrief all the men who were present and interrogate the two girls before we can say anything," one of the military sources said. What would have been a bloody Friday in Maiduguri, the Borno State capital, was averted today, as two female Boko Haram suicide bombers got killed before they entered the city of several million people. The two bombers were killed early today at Umulari Mulai about six kilometres away from Maiduguri on the Maiduguri-Damboa road. Reports say the the two bombers were sighted around 1:00 am by vigilantes known as Civilian JTF. One of them detonated her bomb when the Civilian JTF vigilantes on duty around the area asked ‘who is there.’ The second bomber scurried away and holed up nearby. But she was discovered and shot when soldiers came to the site. Her bomb was later detonated. Cybersecurity is multifaceted. On one end of the spectrum, there’s the issue of data privacy; hackers who infiltrate networks to steal information from corporations and consumers. But what about the positive aspects of cybersecurity? The concept of hacking for good isn’t new, but it’s not well publicized beyond corporate “hackathons.” To help steer perception away from the negative, we’ve compiled a list of five key terms to know as you navigate the brighter side of the hacking and cybersecurity spectrum. Once you familiarize yourself with these terms, take our Cybersecurity Survey . White Hat vs. Black Hat In an effort to distinguish the good hackers from the bad, the terms “white hat” and “black hat” have become part of the vernacular. A white hat hacker uses his or her skills to improve computer security, while the black hat hacker uses their power for disruptive behavior that breaks or breaches security. Ethical Hacking This type of hacking is welcomed by many businesses and government organizations. Ethical hackers search for vulnerabilities present in software and fix the glitches. These hackers help to keep important websites, and the data within, secure. Civic Hacking Government organizations have embraced white hat hackers and all that they can do to help communities. As a result, technologists, entrepreneurs, developers and other citizens have been able to band together to help solve civic problems related to healthcare and education. Coding for Kids The next generation will live their entire lives digitally, which is bound to include both the good and the bad. Many programs have been established around teaching kids how to code, and how to be white hat hackers. Starting kids out young with the tools to learn about security for good will prepare them for a career in the evolving field of cybersecurity. Hackathons Lasting one day and up to more than a week, hackathons bring coders and designers together to work on software and systems-based projects. These events can help to expose problems prior to the software being released to the public. Hackathons encourage white hat hacking for the good of a product, and ultimately, for the welfare of the public. Source: IEEE transmitter.ieee.org/hacking-for-good/ |

..Zinsou concedes defeat Businessman Patrice Talon won the second round of Benin's presidential election on Sunday, his adversary and incumbent Prime Minister Lionel Zinsou told AFP before the release of official results. "The provisional results point to a decisive victory for Patrice Talon," Zinsou told AFP by telephone. "The difference is significant, (Talon's) electorial victory is certain. "I have called Patrice Talon this evening to congratulate him on his victory, wish him good luck and put myself at his disposal to prepare for the handover." Some 4.7 million people were eligible to cast their ballots in the vote to elect a successor to Benin's outgoing President Thomas Boni Yayi. He is bowing out after serving a maximum two five-year terms, marking him out from many African leaders who have tried to change their country's constitution to stay in power. Benin's electoral commission is expected to announce provisional results at some time on Monday, Zinsou said. The 61-year-old came out top in the first round of elections held on March 6 with 27.1 percent of the vote, compared to 23.5 percent for Talon. The prime minister, who was a candidate for Boni Yayi's Cowry Forces for an Emerging Benin (FCBE), was seen as the frontrunner with the support of most lawmakers in parliament. But Talon, a 57-year-old entrepreneur who made his money in cotton and running Cotonou's port, billed himself as the authentic Beninese candidate and repeatedly attacked his opponent's dual French nationality. Zinsou, who attended an elite French university and was a speechwriter for the former prime minister Laurent Fabius, has been called a "yovo" or "the white man" during the campaign. He also took a knock when 24 of the 32 other candidates who stood in the first round came out in support of the businessman, including third-placed Sebastien Ajavon, who won 22 percent of votes. - 'World's laughing stock' - On Thursday, the two candidates took part in Benin's first-ever presidential debate in which Zinsou ran through his key manifesto pledges to cut poverty, and improve power supplies and healthcare. But Talon harped on the record of Boni Yayi, whom he said had created "a banana republic" that had become "the laughing stock of the world", as well as questioning Zinsou's knowledge of Benin. He also launched a string of personal attacks against Zinsou, accusing him of acting like "a governor in a land of savages". Talon had portrayed himself as a big-spender and a self-made man in his campaign, turning up for the first-round vote in a Porsche, white open-necked shirt, a fitted suit and sun-glasses. From humble beginnings in the coastal town of Ouidah, he rose to become one of the most powerful men in Beninese business and bankrolled Boni Yayi's successful 2006 and 2011 presidential campaigns. But he fled to exile in France after being accused of masterminding an alleged plot to poison the president in 2012, and only returned last October after receiving a presidential pardon. His success and taste for luxury have attracted support from many young Beninese, who hope he can create jobs and wealth on a national scale. His major challenges will be tackling high youth unemployment, corruption and improving health and education in the country of 10.6 million people. Diversifying an economy that largely relies on agriculture, trade and exports with its neighbour to the east, Nigeria, will also be high on the agenda. http://www.vanguardngr.com/2016/03/opposition-candidatetalon-wins-benin-presidential-race/

A Nigerian court on Friday jailed 14 foreign sailors from Russia, Ukraine, Philippine and Japan between two and five years for unlawful dealing in petroleum products in the country. The federal high court in Lagos found the suspects guilty of illegally transporting 1,738 tonnes of crude oil and some 4,500 tonnes of petrol, also called gasoline, in their vessel MT Anukpet Emerald. Judge Ibrahim Buba sentenced 11 of the 14 foreigners to two years' jail or alternatively pay a fine of two million naira (10,000 dollars) each. The remaining three -- all Russians -- were given five years each in absentia without an option of fine for jumping bail. The court also ordered that the vessel and the seized petroleum products be forfeited to the Nigerian government. The Nigerian navy arrested the sailors and the vessel in February 2015 and handed the case to the Economic and Financial Crimes Commission (EFCC) for prosecution. It was not immediately clear if the products onboard the vessel were to be taken out of Nigeria and if so, to which country they were headed. Nigeria, Africa's biggest oil producer loses billions of dollars each year from the theft of crude from sabotaged pipelines and illegal refining of oil products. The oil is sold on the black market, depriving the continent's most populous state of an estimated $6 billion a year in lost revenue. Convictions for oil smuggling are common but in most cases the offenders get away with a fine. http://www.vanguardngr.com/2016/03/nigeria-jails-14-foreigners-oil-smuggling/ |

By CALEB AYANSINA ABUJA – The Federal Government has admonished Nigerian youths, who are yearning for employment and developmental programmes to exercise patience till the passage of the 2016 appropriation bill by the National Assembly. The Minister of Youth and Sports, Barr. Solomon Dalung also urged the young generation to engage their mind gainfully in order to actualize God-given potentials and make meaningful impact. To assist them in realising their dreams, the minister disclosed the government’s readiness to partner the Duke of Edinburgh’s International Award in Nigeria to train young people for leadership responsibility. Dalung, who stated this, when the delegation from the Duke of Edinburgh International Award for youths paid him a visit in Abuja, identified leadership problem as one of the challenges facing the country. He decried lack of value orientation among youths and faulted previous leadership style that couldn’t bridge the gap of gainful transmission of core societal values, insisting that the collaboration became imperative as the government set standard for the development of leadership and ethics in the country.
