My Rivers state is - Bori, Eleme, Abonema, Omoku, Ahoada, Oyigbo then Ikwerre local government because they have relatively developed towns like Aluu,Igwuruta,Omagwa, Isiokpo and Elele.
So OP don't think it's only in South East you have such almost all states in Nigeria have other developed towns and cities using Nigeria standard as development. Because going by internationally standard of development no Nigeria cities or capital will make it except Abuja.

Port Harcourt will always be flooded be it small rain or heavy rain.
