Chairman of the Kogi State Traditional Council, His Royal
Majesty Idakwo Ameh Oboni II, Attah-Igala of Igala Kingdom has appealed to political leaders and their supporters in the state to embrace peace ahead of the November governorship election.

The Royal Father made this call in an exclusive chat with
Vanguard, saying the future of the state should be the primary
concern of all Kogi people. He said the traditional institution will continue to preach peace in the state.Inline image.

“I want to appeal to our politicians to always ensure we do not
breach the peace of the state. I urge them to conduct their
electioneering in such a way that the people will know they love the state and want peace for her people. Any politician that preaches violence does not want the good of the state.

“We will continue to use our institution to promote peace in the society and we want all Kogi people to buy into the peace
project. This is our state. These are our people. The spirit of
sportsmanship should always reflect in whatever we do so that we can have a Kogi we will all be proud of.

Supporters of politicians should conduct themselves in a way
that at the end of the day, Kogi will be the ultimate winner.

The traditional ruler also decree attacks of the people of Kogi
State by herdsmen, calling on the Commissioner of Police and
heads of other security agencies to step in to secure Kogi
people from attacks.

In his words, “it has become imperative for the security agencies in the state to protect our people from herdsmen who attack and even maim innocent people on their farms. I am aware the security agencies are trying their best to ensure security and I commend them for that. We will be looking forward to a more proactive response to flashes of insecurity across the state”, he said

The Attah Igala also thanked the Igala people for their continued support to the Kingdom, saying the Igalas are great contributors to the Nigerian project. He said the Igala people are industrious and peaceful, assuring that the Kingdom will continue to contribute to the development of Kogi State and Nigeria as a whole.

“Igala people all over the world has excelled in their chosen
fields. Why some are shaping the world of engineering and
medicals; many others are making waves in other fields.

This testifies to the Igala spirit of excellence and we shall
continue to excel anywhere we found ourselves. As the
custodian of the Igala tradition, I shall continue to promote the
very values that will ensure the development of Kogi State and
Nigeria as a nation”, he assured.

ABUJA— THE Senate has described the present existing sharing formula of fund from the Federal Accounts Allocation Committee, FAAC, where the Federal Government receives 56 percent while state government and the local government councils get 24 and 20 percent respectively as archaic, saying the upper chambers would soon carry out a holistic review of the process.

According to the Senate, “the 8th Senate is poised to review the archaic existing arrangement. More so, Sections 313 and 315 of the 1999 Constitution call for the periodic review of the revenue sharing formula.”

The Senate also said it would henceforth look into how the
funds for general ecological problems and that of the
Development of National Resources were spent, stressing that the upper chamber was kept in the dark about the funds.

These were some of the recommendations contained in the
report of the Ad-hoc Committee on Legislative Agenda which has the Senate Leader, Senator Mohammed Ali Ndume as Chairman, with 17 other Senators as members.

Senate President Bukola Saraki had on Thursday, June 25, 2015 constituted the Ad-Hoc committee to, among others, develop an agenda that will be the compass for directing the activities of the 8th Senate.

According to the report, the Senate will review some of the
existing acts relating to how government agencies like the
Economic and Financial Crimes Commission, EFCC; Department of State Services, DSS; others operate.

JESSE—Crisis is presently brewing in Jesse and other adjourning communities in Ethiope West Local Government Area of Delta State following an oil spill currently ravaging the community, 17 years after the biggest pipeline explosion in the country in the community killed over a thousand persons.

Speaking to Vanguard yesterday, President General of Jesse
community, Chief Austin Omonode, attributed the spill to a
ruptured pipeline passing through the community, hinting that
local vigilantes from the area, noticed the spill on Friday.

He said: “We can’t really tell the content of the spill but I think
its a mixture of oil which has affected aquatic life and other farm produce in Jesse town, Atiwhor, Ugbomoya, Ajakatite and other surrounding communities.

“As I talk to you now, (Sunday), we are yet to see any official
from the relevant various oil and governmental agencies or
companies visiting the sites of the spill to curtail or monitor the extent of damages done so far.”


Contacted, External Relations Officer for the Nigerian Petroleum Development Company, NPDC, Mr. Ugo Atugboko directed this reporter to SEPLAT for comments, as the company was in charge of crude oil pipeline in the area while attempts to reach SEPLAT’s General Manager, External Affairs and Communication, Mrs. Chioma Nwachukwu was fruitless at press time.

ABUJA — The Nigerian National Petroleum Corporation, NNPC,
yesterday, vowed to undertake a review of all Production Sharing Contracts, Joint Venture Agreements and all other contracts between it and its various partners.

In a statement in Abuja, Group Managing Director of the NNPC,Mr. Ibe Kachikwu, stated that the review would be undertaken to reflect current day realities in the global oil and gas industry.

Kachikwu also stated that under his watch, the NNPC would put in place mechanisms that would plug all revenue leakages in the upstream, midstream and downstream sectors, adding that all crude oil proceeds due for the Federation Account would be remitted accordingly.

He disclosed that the mandate given to him by President
Muhammadu Buhari is to turn around the entire commercial
processes and procedures of the NNPC in order to impact on the growth trajectory and operations of the corporation.

To this end, he denied embarking on a mass retrenchment of the workforce, stating instead that his mandate in the NNPC is to put in place an efficient, transparent and profit-oriented
processes.

According to him, the reduction in the directorate from eight to
four at the top management cadre of the NNPC is to refocus and sharpen the business aspiration of the corporation.

He further stated that training and retraining of members of staff to align with the new vision is the next stage of the ongoing reforms.

Kachikwu reassured that the recent repositioning is to put in
place the right set of skills for performance, stressing that the
new arrangement provides a veritable vista for upcoming
professionals in the corporation to have a speedy career path.

The decision of the NNPC to review all its contracts is
apparently in response to several reports, the latest being the
Natural Resource Governance Institute, NRGI, which identified
the contracts as a major drain-pipe to revenue meant for the
Federation Account.

The NRGI in its report, entitled, ‘Inside NNPC Oil Sales: A Case
for Reform in Nigeria’, accused the NNPC of entering into poorly designed oil-for-product swap deals when it could no longer meet the country’s fuel needs.

It further stated that the NNPC began to unilaterally spend
billions of dollars in crude oil revenues each year, rather than
transferring them to the treasury, because NNPC’s actual budget process fails to cover operating expenses.

“Some of these makeshift practices began with credible goals.
But over time, their operation became overly discretionary and
complex, as political and patronage agendas surpassed the
importance of maximizing returns. These poor practices come
with high costs,” it said.

On the issue of Domestic Crude Allocation (DCA), the report said, “Setting out the terms of intercompany sales in a written agreement is basic good corporate governance, especially for
transactions as large as those in the DCA.

“Yet NEITI’s latest audit found that “there is no contract in
place” between NNPC and PPMC for domestic crude sales.

“If correct, this begs the question of what legal instrument, if
any, dictates how the parties handle DCA sales. The common
claim that NNPC underprices oil sold to the refineries shows one risk of allowing the corporation to manage the DCA without having basic terms codified in an enforceable agreement.”

The All Progressives Congress (APC) has asked those alleging
bias in the prosecution of the war against corruption to be ready to forward credible corruption evidence against any member of the ruling party to the anti graft agencies.

The party which warned against any attempt to truncate the
ongoing fight against corruption under any guise, expressed its total support for President Muhammadu Buhari’s determination to end the scourge of corruption in the country.

The National Peace Committee led by former military Head of
State, Gen. Abdulsami Abubakar, recently held discussions with Buhari during which the president promised to begin the
prosecution of looters of public fund soon.

The Peoples Democratic Party (PDP), Labour Party (LP) and other critics of the present onslaught against corruption have
described the approach as selective, demanding that rule of law be strictly adhered to.

However, in a statement issued in Lagos Thursday by its
National Publicity Secretary, Alhaji Lai Mohammed, the party
appealed to all Nigerians, especially opinion leaders, to ensure
that their actions and utterances do not give comfort to those
who have looted the commonwealth.

‘’Therefore, those who are shouting themselves hoarse by
saying the Buhari administration’s fight against corruption is
selective or is a distraction are only seeking to sabotage the epic battle.

‘’If they have any case of corruption against any member of the APC, they should forward their evidence to the appropriate anti-corruption agency.

But to take to the airwaves and the pages of newspaper to use
their paid agents to launch a campaign against the anti-graft
fight is to fight against the very existence and survival of
Nigeria,” he said.

APC said the president’s sincerity of purpose can be seen from his statement that any of his party members who is found to be corrupt will not escape justice.

‘’Our party promised Nigerians change, but the change that we
promised and which Nigerians desire so much cannot be
achieved if we allow the resources that belong to all Nigerians to be appropriated by a few. How do we upgrade our decayed
infrastructure and provide jobs for our people when the money meant for that has been squirrelled away by a few?

‘’President Buhari has promised to break the vicious cycle of
corruption that has held Nigeria down. How can he do that if he allows those who have looted the treasury to escape justice, and then use their ill-gotten wealth to fight the government? How can he do that if he turns a blind eye to the monumental cases corruption in all sectors.

‘’We know that fighting corruption in a society where the
cankerworm has eaten deep into its fabric will not be easy. We
know that corruption will always fight back. But there is no other choice than to confront and destroy this monster once and for all, lest it destroys Nigeria,’’ it said.

‘’The danger in truncating the fight against corruption is that it
will consign Nigeria to poverty, insecurity and unemployment in perpetuity. That is why we are restating our unalloyed support for the President, and urging him not to be deterred or distracted by those hiding under sophistry to weaken the fight,’’ the party said.

It said those who are engaging in nitpicking on the anti-
corruption fight are simply implementing a well-oiled plan to
make enough noise by accusing the Buhari administration of
being selective, and hope to create enough confusion and
distraction to hoodwink unsuspecting Nigerians.

‘’We are glad that most Nigerians have lent their support to the government’s fight against corruption, going by their
interventions on the social media platforms which has now
become a people’s parliament of sorts, and other fora. We urge them not to relent in their support, irrespective of the antics of the naysayers,’’ APC

A 22-year-old trader, Kuburat Sanni, has, on Thursday, in Lagos, appeared in an Ikeja Magistrate’s Court for allegedly stabbing a woman. Sanni was accused of stabbing the woman over alleged dating of her husband. Sanni, who resides at No. 18, Akindia St., Agege , Lagos, is being tried for breach of peace, assault and conspiracy.

The Prosecutor, Mr Kehinde Olatunde, told the court that the
accused and others still at large allegedly committed the
offences on July 9 at her residence. He said that the accused
and the others assaulted one Miss Mariam Bala, 20, by stabbing her with dangerous weapons. “The accused stabbed the complainant with a broken bottle, scissors and knife.”

Olatunde said that Sanni allegedly accused the complainant of
having an affair with her husband and that she had had series of abortions for him. “The complainant was sent by her mother to deliver a message to her elder sister who lives in the same house with the accused. “When she got there, the accused, who claimed that the complainant was having an affair with her husband locked her in a room and called some hoodlums.

He said that in the process of assaulting the complainant, her
phone, valued at N20,000 and N30,000 cash which was to be
deliver to her sister was stolen from her. The offences, Olatunde said, contravened sections 166, 171 and 410 of the Criminal Laws of Lagos State, 2011. Section 171 prescribes a 3-year jail term as penalty for offenders.

The accused pleaded innocence of the offences and was
granted bail in the sum of N50, 000 with one surety in like
sum. The Magistrate, Mr Aka Bashorun, adjourned the case until Sept. 1 for mention.

Bauchi—Police in Bauchi State have arrested a 30-year-old man, identified as Nasiru Usman Banki, and a lady over the death of his girlfriend in Bauchi.

Police Public Relations Officer, DSP Haruna Mohammed, who confirmed the incident to newsmen in Bauchi, said the deceased, known as Iklima Alhassan, aged 28, and an indigene of Bukuru village in Plateau State, visited her boyfriend, Nasiru, who resides at Rafin Makaranta area, behind Awala Hotel in Bauchi.

He said trouble started when the deceased met another lady, Fatima Baba Isa, 22, of Makera ward in her boyfriend’s apartment, a situation that allegedly resulted in a fight between the two women.

Mohammed said: “On August 9, at about 12:50a.m., an uncon-scious young lady was found along Maiduguri by-pass, near Awalah Roundabout, Bauchi.

“The police patrol team attached to Tafawa Balewa Housing Estate Division visited the scene and rushed the victim to ATBU Teaching Hospital, Bauchi, were she was certified dead on arrival by a medical doctor and the corpse was deposited in the mortuary for post-mortem examination.”
The police spokesman said the deceased’s boyfriend and the other lady were arrested and were assisting the Police with useful information that could help ascertain the cause of her death.
