Police told me the bureaucracy behind the documentation you would need is too much and cost more for tracking. By the time you're done you may be spending more than you lost. Why bother? I understand. There should be some punishment for these small-time scammers. If all of them get their accounts connected to their BVNs blocked all the time, it is a deterrent. But just letting them go scot-free isn't. I rather buy from Jumia or Konga than risk buying from unknown outlets who even if they are legit today can become scams tomorrow.
