So long the candidate attain 25% in at least 24 states (Abuja is categorised as "State" in this context), he is good to go. So far, only Tinubu has met this requirements and he also has the highest number of votes. What else do you need.

FCT is counted as a state. You dont need to set it aside. Once you pull the required 25% in 24 state. And have the majority vote. That all !

If tinubu had 25% in 24 states, and didn’t make 25% in FCT, then it means he has met 25% in 24 states requirements as well.. ( This is is situation exactly )

So 25% is not a must to win in FCT. But if you have 25% in FCT, Inec would add it to the states you met 25% requirements..
