Local policing is primarily constituted by the indigenes of that locality. It is essentially empowering them to be the strongest force within their own community rather than being left helpless in the face of intel, movements and eventual attacks by these non state actors. So it won't be state policing again if recruits are posted from Abuja or something. Also with empowerment comes proactiveness rather than an endless wait for a chain of command to be activated from Abuja before a deployment can be made every time something suspicious is noticed around. State governors have explained how times without number they were snubbed or undermined after escalating critical security intelligence before attacks occurred. I am sure they would have been more proactive if they had had at least a certain level of organised deployment that they could put out at such times, that is, if they were not already undercutting the capacity for these actors to move into positions and eventually launch attack on innocent citizens.
