The National Assembly is contemplating a legislation to curb illegal oil bunkering in the country, speaker of the House of Representatives, Alhaji Aminu Waziri Tambuwal, has said.

Tambuwal spoke at the closing ceremony of a three-day 10th regional meeting of the African Caribbean Pacific and European Union, ACP-EU, Joint Parliamentary Assembly, weekend.

The speaker, who noted that the trend was negatively  affecting the country’s economy and finances, said the twin evil of oil theft which amounts to loss of about 400.000 barrels of oil per day and piracy in the Gulf of Guinea placed the country and Africa at large in a vulnerable position.

He, however, remarked that the recent meeting of African Heads of States in Yaounde, Cameroon, was a commendable move to checkmate the menace.

He said: “The problems of oil theft, illegal oil bunkering and piracy in the Gulf of Guinea are matters deserving of collaborative and co-operative approaches of our countries and the international community to tackle head-long”.

“The regional summit of some African Heads of State that held recently in Yaounde, Cameroon, is one such positive response to an alarming development which if not checked, has adverse implications for regional and global security, supply of oil and revenues accruable to our governments.”

Tambuwal solicited the cooperation of all parliaments across   the world   to join hands   in sanctioning oil companies, local cartels and the international syndicates that engaged in the nefarious act.

For our part, the National Assembly of Nigeria is considering a legislation to deal decisively with this menace and we call for the cooperation of all parliaments the world over to join in sanctioning oil companies and other persons engaged in this nefarious act,” he stated.

The speaker also told the visiting ACP-EU parliamentarians that the Nigerian government had taken extreme measures to stem the tide of insecurity in the country.

He recalled the imposition of state of emergency currently on the three northern states of Borno, Adamawa and Yobe as one of the measures taken by the government.

Governor Rotimi Amaechi: The Road to Perdition

Governor Rotimi Amaechi tasted executive power and then began to loose critical thinking and discernment abilities. He began to see himself as some sort of god. He talked down on his commissioners, barked at aides and chastised many who dared to advise or correct him. He suddenly began to think and feel that he was beyond correction or admonition. His inability to manage his politics has turned out to be the genesis of his troubles many of which, he has cunningly and deviously manipulated and put at the doorsteps of the President.

Today, whatever happens to Chibuike Amaechi suddenly ends up as a plot against him by the President or the Presidency.

When Rivers State lost some of her oil wells to a neighboring state, it was the quick-mouthed Amaechi who shouted that oil wells were being taken from Rivers State because 'they' hear he wants to run for President! How garrulous!

When Akwa Ibom State lost many of her oil wells to Rivers State, Governor Godswill Akpabio did not run to the press to plant dubious political conspiracy theories. In fact, it was the loquacious Amaechi who said that 'God has disgraced Akwa Ibom State'..!!

When Cross River State lost almost all her oil blocks to Akwa Ibom State, we did not hear that Governor Liyel Imoke planted any conspiracy theory about Cross River State being deliberately short-changed as a result of his perceived political ambitions!

They did not need to plant such dubious and selfish conspiracy theories because they knew that the answers were in the LAW. Not so for Amaechi. He had to bring President Jonathan into the matter.

As if that is not enough, the intensely garrulous Governor likes to state that he is being persecuted because he always says the truth and speaks his mind! What nonsense!

At a town hall meeting with Rivers people in Houston, Texas in January 2013, Amaechi is his usual loquacity, spoke about how the Presidency did not like Rivers State and is refusing to give anything to Rivers State.

He particularly mentioned, amongst others, that security waivers for surveillance helicopters which the Rivers State Government has been soliciting for from the Federal Government was yet to be given to the state.

He deliberately left out another interesting part of the story. He deliberately refused to inform the gathering of Rivers people that the same Presidency, through the office of the National Security Adviser, had part-funded the purchase of the two security helicopters with about $15 million! He kept that information out.

He did not tell the Rivers gathering it was he who recommended a name to the President for appointment as Managing Director of Niger Delta Development Commission (NDDC). That appointment was a Presidential Privilege that President Jonathan graciously offered to Rotimi Amaechi.

Neither did he mention that he recommended Nyesom Wike to the President for ministerial appointment and the President graciously accepted.

This morning, I read somewhere where a Lagos based writer wrote that Governor Rotimi Amaechi's profile is rising while that of the Governor Godswill Akpabio of Akwa Ibom State is falling.? Almost sounds like heresy.

Former Governor Peter Odili was also very popular in Lagos State (and some other states) thanks to the hundreds of millions of naira he spent on public relations consultants, the media and TV.

While Odili's image was being brandished in Lagos and other areas, Rivers people and Rivers State was being recklessly pillaged and grievously shortchanged. Today, many of those friends of Odili are no where around him. They deserted him when the reality began to dawn.

One of the flyovers that Odili built in those media-hype years collapsed last year.

Only days ago, thousands of indigenous Rivers youths demonstrated across Rivers state calling for the resignation of Rotimi Chibuike Amaechi as Governor of Rivers State. It was clear that Amaechi had lost it in Rivers State.

Not one group stood up for him. Not one.

Obviously, they have become fed up with the manner with which he lords over Rivers State. They have come to know that Rivers State has the highest number of failed Public Private Partnership (PPP) Projects in the country.

They have come to realize that in spite of the billions spent on projects like the Rivers Mega Hospital, Rivers Monorail, The Port Harcourt Ring Road, The Greater Port Harcourt Scheme etc, there was literally nothing to show for it.

On the Monorail matter, more than N20 billion have been spent on a less than 6 km stretch from Lagos bus stop in PH township to UTC junction and all there is no show are a pillars!

This was supposed to have been a PPP Project in partnership with the STI group, a business concern with ties to Rtd General Anthony Ukpo.

General Ukpo's company backed out of the deal but Rotimi Amaechi, against the advice of some of his close aides and members of his cabinet, went ahead with the project much to the chagrin of Rivers people who felt that basic infrastructure like roads, drainages and fly-overs would have been better suited if the state must manage the road transportation challenges that Port Harcourt has become bedeviled with.

The Mega Hospital Project for which President Jonathan was invited to lay the foundation almost four years ago is yet to get off the ground after tens of billions of naira have been sunk into the project.

The Port Harcourt ring road for which N4 billion naira was paid to a SOUTH African company Arcus Gibbs has been suddenly abandoned.

The multibillion naira mass transit scheme, a PPP with Skye Bank has failed woefully! None of the buses and taxis procured and deployed are still on the road. The bus stops for which hundreds of millions of naira were spent to construct have now become a haven for beggars and destitute folks.

Roads that were built on a few years ago with billions of naira have all begun to collapse. The Rivers State Road Maintenance Agency which was set up for quick impact intervention to fix roads in Port Harcourt turned out to be a colossal waste of Rivers money and even though Amaechi decided to disband the agency, the harm had been done. More than N11 billion naira of badly needed Rivers money had been wasted, embezzled and fraudulently carted away.

As if that was not enough, a new project aimed at fixing Port Harcourt roads tagged "Operation Zero Potholes" failed months after its birth. Even the Governor himself, confessed to a group of clergymen that the project had become a huge fraud!

While Governor Akpabio continues to reel out world class projects and exceptionally constructed roads most of which are completed and commissioned on time and on schedule, Governor Amaechi continues to make mistakes in the manner with which he manages projects in Rivers State largely because he prefers to rule over Rivers State rather than provide critical and time tested leadership.

This was not the Rotimi Amaechi we knew in the first term. The first Amaechi did not seek fame at the expense of the development of Rivers State. All of sudden, shortly after his return as Governor in 2011, we began to see him everywhere around the country attending birthdays, naming ceremonies, funerals, graduation ceremonies even for primary and secondary schools across the country etc while school construction projects for which he had awarded billions of naira in contracts suddenly began to be abandoned across the state.

Thanks to the private jet he enjoys, Amaechi became restless and began to spend more time outside the state.

At various fora, he allowed his mouth to talk faster than he thinks. Oftentimes, he sublimely attempted to malign and undermine the President.

How Amaechi would seek to undermine the President and still expect respect from Rivers people beats me! How can he still expect respect from appointed and elected officials in Rivers State? Respect they say is reciprocal. Disrespect is reciprocal.

Now he has lost PDP in Rivers State. His former trusted colleague and confident, Chief Nyesom Wike is now at war with him. The National Executive of his party PDP has now suspended him.

He once said that Nigerians are too timid for a revolution. He will soon be made to face a revolution from Rivers people. The tempo is building and tempers are rising. Rivers people will never again allow a governor who manages their resources to rubbish that custodian mandate.

The revolution that Amaechi talked about is about to be visited on him. It will come from Rivers people. And it will be televised.

ORGANISED Labour in the power sector, yesterday in Lagos, advised the companies that won the bid for, and were said to have paid 25 percent on the privatisation of Power Holding Company of Nigeria, PHCN, to stay away from PHCN installations.

Under the umbrella of the National Union of Electricity Employees, NUEE, labour equally described the transition committee said to have been set up by the Minister of Power, in collaboration with the Bureau of Public Enterprise, BPE, as illegal.

NUEE, in a statement by its General Secretary, Joe Ajaero, insisted that among others, no take over of PHCN assets would be feasible until all labour issues were resolved amicably.

The union said: “We wish to reiterate our earlier position and the position jointly reached by stakeholders even before the appointment of the present Minister of Power, that no takeover process shall commence until all labour issues are resolved.

“We wish to, therefore, advise all the people concerned to stay away from our formations until this process is concluded. By this release, all our members are urged to be on stand-by.”

LAGOS — President Goodluck Jonathan, yesterday, directed the Department of State Security, DSS, to investigate Wednesday’s clash between the Police and Nigeria Security and Civil Defence Corps, NSCDC, in Ikorodu area of Lagos, which resulted in the death of two NSCDC personnel.

Jonathan also summoned authorities of the Nigeria Police Force, NPF, over the clash. It was  gathered that Jonathan asked an independent body to investigate the cause of the of clash between the Federal Government’s agencies, following accusation and counter accusation on which party actually pulled the trigger that killed the NSCDC staff.

It was learnt also that the president met behind closed doors for about an hour with a police delegation led by the DIG ‘A’ Division, Suleiman Fakai at the Presidential Villa.

Other members of the police delegation were the Commissioner of Police in Lagos, Umar Manko; ACP in-charge of Anti-Vandalism, Friday Ibadin and the Deputy Force Public Relations Officer, Frank Mba. The Inspector-General of Police, IGP,  Mr Muhammed Abubakar, is said to be currently out of the country.

The Federal Government has set up a board of inquiry to investigate the attack on Nigeria’s Embassy in Dakar.

Olugbenga Ashiru, Minister of Foreign Affairs, gave this hint, yesterday, at an investigative hearing held by the House of Representatives Committee on Foreign Affairs.

Said Ashiru: “ We have constituted a board of inquiry to find out the causes of the problem and proffer solutions.”

He stated that in order to prevent such incidents in the future, a team of inspectors, officials of the ministry, office of Nigeria Security Adviser, NSA and Nigeria Intelligene Agency, NIA, had been set up to visit all Nigerian embassies in the sub-region.

He said that a strong protest had been lodged with the Senegalese authorities over the failure of the police to respond promptly.

In her submission, Mrs. Katyen Jackden, Nigeria’s Ambassador to Senegal, said a distress call was made to the nearest police station some few meters away from the Chancery for help, but they responded 30 minutes later.

A group claiming to be a faction of the Boko Haram has declared a cease fire after holding talks with the Borno State Government.



A self-proclaimed commander of the Boko Haram sect in Maiduguri, capital of Nigeria's north-eastern state of Borno has announced a peace offer , even as the state was horrified by another brutal killing

The commander who identified himself as Sheikh Muhammed Abdulazeez spoke to journalists Monday in Maiduguri, where the Islamist sect known as Boko Haram got its start.

Abdulazeez described himself as a second-in-command to sect leader Abubakar Shekau and said there would be a ceasefire as the Borno government had promised to release some sect members.

Abdulazeez reportedly met with Governor Kashim Shettima today.

While a government official later welcomed the announcement, it came as soldiers and police still hold Boko Haram members and violence continued unabated in the region.

A local resident of Gajiganna, a nearby village, said he saw eight bodies - some decapitated - after an attack, that bore the violent trademark of Boko Haram.

Boko Haram had offered unilateral ceasefire in the past, which it never kept, choosing instead to launch brutal attacks on the Nigerian state.

The group declared the cease fire in Maiduguri at about 3:00 p.m. on Monday. The talks, PREMIUM TIMES learnt, has been on for a while.

The group is led by one Abu Mohamed Abdulazeez.

President Goodluck Jonathan on Sunday insisted that Nigeria remained safe in spite of bombings, urging Nigerians not to entertain any fear in their daily activities.

There had been an upsurge in the activities of the Islamic sect, Boko Haram. The latest being the attacks on a church in the Army Cantonement in Jaji and the Special Anti-Robbery Squad office in Abuja.

The developments had raised doubts in some quarters on the capability of the present administration to tackle insecurity

But Jonathan, in a statement on Sunday by his Senior Special Assistant on Public Affairs, Doyin Okupe, stressed that it was in the character of insurgency worldwide to “audaciously attack institutions that will promote maximum fears in the heart of the citizenry.”

The President recalled that when the IRA bombed the hotel in which the British Prime Minister, Margaret Thatcher, and core members of her cabinet were holding a meeting.

He said, “It is not surprising, therefore that as a consequence of the recent activities of the insurgents, some dailies reported that ‘nowhere is safe in Nigeria’. In truth and in reality, this statement is not correct.

“President Goodluck Ebele Jonathan wishes to assure Nigerians that in spite of this situation, the country is still largely safe and secure.

“President Jonathan wishes to state categorically of his unwavering commitment and determination to fight insecurity wherever they are found in Nigeria.”

Meanwhile, Jonathan has called on religious leaders to remain steadfast in their prayers for peace and stability in the country.

The President made the call while speaking at the second session of the First Synod of the Diocese of Ogbia, Church of Nigeria, Anglican Communion in Otuoke, Ogbia Local Government Area of Bayelsa State on Sunday.

The President, was represented on the occasion by Governor Seriake Dickson of Bayelsa State.

In a statement, the President insisted that political power was a divine gift.

The Central Bank of Nigeria (CBN), yesterday, lambasted telecommunication operators in the country over poor services, saying there was need for them to invest more in their facilities given the huge money they earned from Nigerians.He also criticized the use of dollar as a second national currency for the country.

The apex bank also advocated the need for banks to establish consumer protection units as part of measures to address some of the challenges of its cashless initiative.

The CBN called on banks to lend to the real and agric sectors of the economy, while allowing the capital market to play its role of providing long term funds, saying there was a mismatch of funding in the Nigerian financial system. According to the bank, this does not augur well for the growth and development of the economy.

Governor of CBN, Lamido Sanusi, who stated this at the 2012 forum of Bank Directors Association of Nigeria (BDAN) in Lagos, said: “ If I was the regulator of the telecom industry I would not renew the licenses of telecommunication operators because of their poor services until they were able to invest more on their facilities. These operators are making much money from Nigerians and are giving us poor services. It should not be allowed to continue in this way. There should be condition of guarantees in terms of their services if their licenses should be renewed.”

Ahead of Thursday’s zonal constitutional conferences, foremost northern political group, the Arewa Consultative Forum, has recommended capital punishment for corruption.

At present, China is the only notable country where corruption attracts capital punishment.

In its proposal submitted to the National Assembly, a copy of which was obtained by one our correspondents in Kaduna on Tuesday, the ACF rued the destructive impact of corruption on the country and said that anybody found guilty of corruption should be killed.

The forum said, “The law classifies crimes according to the severity of their consequences both on the individual victim, the community or the country. If crime holds a high potential to gravely harm or kill its victim, the more severe the punishment, which was designed to punish and deter offenders.

“This is to say that punishment must always fit offences. One crime that has proved capable of gravely harming or killing its victim, Nigeria, is corruption.

The National Universities Commission (NUC) yesterday described the appointment of Prof. Rahamon Bello, as the 11th Vice-Chancellor of the University of Lagos as a welcome development.

The Governing Council at its special meeting held on Nov.10, unanimously adopted the report of the selection board that Bello be appointed as the new vice-chancellor of the university.

The appointment, which is to take effect from Nov. 12, is for a period of five years.

Bello, a professor of Chemical Engineering, had been acting as vice-chancellor of the university, since May 12, following the death Professor Adetokumbo Sofoluwe.

Former Head of State Maj-Gen Muhammadu Buhari (retd) said on Monday that the security challenge facing the country should be blamed on lack of sincerity on the nation’s leaders.

He also alleged that former President Olusegun Obasanjo and former military President, Ibrahim Babangida and President Goodluck Jonathan destroyed the country’s oil industry.

The Congress for Progressive Change candidate for the 2011 presidential election added that corruption and the destruction of the petroleum industry began from the administration of the Babangida.

Buhari spoke while receiving leaders and members of his party led by a member of the House of Representatives from Funtua/Dandume Federal Constituency of Katsina State, Dr. Mansur Abdulkadir visited him in Kaduna.

Fani-Kayode Blasts Northern Leader Who Said North Dominated Yoruba During Civil War, Says 'We Won The War Not You'


Controversial former minister of aviation Chief Femi Fani-Kayode has hit out at a prominent Northern leader, Alhaji Usman Faruk, a former military governor of North-West State during the General Yakubu Gowon regime, who said recently at the Sultan Bello Mosque in Kaduna during Sheik Ahmad Gumi’s Ramadan sermon that Asari Dokubo needs to brush up on his history because the North essentially dominated the Yoruba people and conquered the people of the Niger Delta during the civil war and that "Awolowo attempted he failed talk less of one boy (meaning Asari)".

Faruk who also claimed that the North had a population of 120 million compared to only 50 million in the South said that the onshore/offshore issue was cheating the North.

@poster, It takes a lion hearted leader to do that. The Zaki Biam experience was a terrible one which no one will like to witness again and I doubt if that will be a solution.

Mohammed cannot just come out of nowhere and start making statement that could divide the country. We need to check all these people that regards themselves as leaders. He is talking about anarchy, what does he know about it. If there should be revolts in this country, does he feels that he's safe?

Boazizzy08: In recent time many Nigerians and foreigners have advocated for the disintegration of Nigeria which I know is not the best solution in ending the security challenges been faced in the country,especially that of terror.i am optimistic that many Nigerians who witnessed the last Biafra-Nigeria civil war will not want either a repetition or a replica of such.
Having given the issue of disintegration a second thought,because it is bound to be bloody and traumatic,other attributed factors are as follows:
- loss of lives and destruction of properties will be recorded;
- millions of those who may likely survive it will be displaced, while many others will be forced to seek refugee status around the subregion and many of those burgeoises instigating this disintegration won't be in he battle field,they will seek solace in foreign countries with all their wealth, the poor will fight and die and the burgeoises will return to enjoy peace;
- there will be wide spread poverty and the living standards will fall which will be greeted by malnutrition and starvation especially among the poorer segment of the society;
- arms will be proliferated which will lead to a breakdown of laws and orders, tribal armed battles will occur regularly and human rights will be violated.
Record has it that the civil war in Liberia with a population of 22million people, more than 2million people were displaced with 4million people dead.
We must really learn to live as a people or we will perish as fools

The sight of war alone is grievous to behold not to talk of the aftermath. Am sure no Nigerian is praying for such thing to happen and even I don't think the level of our insecurity has degeneratd to that but still Nigerians need to be very careful and prayerful so as to avoid the world powers from capitalizing on our lapses to enslave us again. Nigeria is a great country that other countries are envying...then we need to watch our paths. #naijagobeta

Sometimes I laugh at the way people reasons. Though we are suffering from political problems in this country but should that be responsible for the offshoot of these pastors cum politician breeds we have around? This Particular man has never seen or said anything positive about this country, the other time it was on Boko Haram... that we should expect more. instead of organising crusade and prayer sessions for the country, he is busy castigating the government. Am still looking out for pastors that still takes directives from God, cos all these ones surfacing on media are not doing us any good at all.

I can see some playing d religion card viz-a-viz a pastor speaking out against evil government...more stupid and I can see some playing d gender card cos a rightly annoyed man spoke up against a greedy, indolent & insanely corrupt woman....and I agree with him dat paupers, poor men steal without conscience when given access to wealth and power. Its a mentality disease that exists among the poor. Its a fact.

if you are his church member, I dont know but the truth must be told. I pity the life of the follower of Tunde Bakare. It's a pity that you dont know that you are all lost already. What good will you say you are doing this country. If Mr Tunde Bakare feels that he can rule this country, then he is a big JOKER

Clothes cannot be used as the parameter for ascertaining a criminal, rather it is should be facial appearance. Even in the developed world, there are rule guiding how suspect are treated. Why should the clothes worn by suspects be an issue.

With records indicating that Nigerians spend about N180 billion annually on foreign medical trips, the Federal Government Tuesday said it would focus its 2013 health budget on improving the quality of services at the tertiary levels to curb medical tourism out of the country, including applying stringent rules that will discourage the trend.

Minister of Health, Prof. Onyebuchi Chukwu, made this known while briefing journalists after his presentation on the key performance indicators of the health sector in 2012  and proposed budget for the next fiscal year, at the State House, Abuja.

Chukwu said to achieve the goal, the Federal Government would intensify efforts to restore public confidence in the quality of tertiary health care system, while more public private partnerships would be pursued and realised.
