It may be recalled that on Thursday, April 5, armed robbers invaded a handful of banks in Offa, Kwara State, killing many people which eyewitnesses said were up to 50. Among the victim banks were the Union Bank, EcoBank, Guarantee Trust Bank, First Bank, Zenith Bank and Ibolo Micro Finance Bank. The video was posted online by News Bytes. However, The PUNCH cannot vouch for the authenticity of the video as of the time of this report. The video opens with two persons suspected to be security men running away from sounds of gunshots. Then in commando style, some shooters suspected to be robbers run into the premises, shooting as they do so. Just then, a woman holding a child hears the gunshots and quickly runs off. The slightly over four-minute video goes on to detail shootings as the suspects take positions around the entrance of the venue of the robbery. A haze of cloud regularly wafts through the atmosphere, suspected to be the effects of the blowing up of the entrances with dynamites — as later alleged by security men and eyewitness. Muffled conversations that seem like exchange of instructions can be heard, even as one of the invaders hurriedly leaves something on the window of the security post. The window explodes in a haze of cloud. The suspects, satisfied that the coast is clear, pick their bags and run towards a place suspected to be the entrance into the main building. The protest coming less than 24 hours after President Muhammadu Buhari declared his intention to contest for another term in office as President of Nigeria, is said to be the handiwork of alleged looters and corrupt politicians who are bent on embarrassing the President, as he prepares for the Commonwealth Heads of Government meeting Senior Special Assistant to the President on Media and Publicity, Garba Shehu, while commenting on the protest by a group of Nigerians outside the Nigeria House in London. Shehu however affirms that the President will not be distracted from his mission in the UK. Ibrahim Abdulazeez has increased Team Nigeria’s gold medal haul at the ongoing Commonwealth Games taking place in Gold Coast, Australia, to four. Team Nigeria put up a dominant display to make a clean sweep of all the Gold medals at stake in the Para Powerlifting event with Abdulazeez picking the last in the men’s Heavyweight category on Tuesday. Roland Ezuruike set the tone in the men’s Lightweight category, while Esther Oyema replicated same in the women’s Lightweight category, doing it in style with a World Record. Ndidi Nwosu also finished tops in the women’s Heavyweight class. The APC in the South-East on Monday described Buhari’s declaration of an intention to seek a second term in office as the beginning of the actualisation of an Igbo President in 2023. APC National Vice Chairman, South-East, Chief Emma Eneukwu, and the zonal Publicity Secretary, Mr. Hyacinth Ngwu, in a statement in Enugu, noted that Buhari’s re-election would guarantee the emergence of a President of Igbo extraction in 2023. The jointly signed statement said Buhari’s decision to seek another four years in office was taken in the best interest of Ndigbo. The statement described the declaration as a “kind gesture” to the Igbo. The statement read in part, “The All Progressives Congress, South-East Zone, heartily welcomes the decision of President Muhammadu Buhari to seek a constitutional second term in office as the President of the Federal Republic of Nigeria. “This decision was in all respects made for the best interest of the people of South-East Nigeria and we happily thank God and President Buhari for this kind gesture. “We believe that the actualisation of the Igbo Presidency in 2023 has just begun with this declaration.” Describing Buhari’s re-election as a “golden opportunity,” the South-East APC urged Igbos to vote for Buhari in 2019. “We urge the good people of South-East (Ndigbo) to avail themselves of this golden opportunity of playing into the Nigerian political mainstream by voting massively for and ensuring the re-election of President Buhari in 2019. We must not let go this opportunity. “We equally urge Ndigbo to be conscious in electing quality members into the National Assembly under the platform of All Progressives Congress in order to benefit maximally from the APC’s zoning arrangement at that level. “The era of negative and self-cantered propaganda should be over. This time demands that our best brains should be employed to our overall advantage,” the statement added. The Edo State chapter of the APC has thrown its weight behind the decision of the APC governors to reject tenure elongation for the current NWC officials. Speaking with one of our correspondents on Saturday, the Chairman of the Edo State chapter of the party, Mr. Anslem Ojezua, said the decision of the APC governors to support the President was in tandem with the position earlier taken by the state executive committee. He said, “That is exactly our own position too. What the President is saying is that neither the constitution of the party nor the Constitution of the Federal Republic of Nigeria supports the extension of tenure under any guise.” Ojezua said the APC governors were convinced by the superior argument of Buhari on the matter, rather than being forced against their personal opinions. He added, “What will give the party respect in terms of internal democracy is to obey our own rules, which is our constitution. The constitution says when your tenure expires, the party must conduct congresses. “It is a mandatory decision; it is not discretionary. The governors were not coerced to agree with the President; No, certainly not. “I think it (President’s position on tenure elongation) was a superior argument. There was no pressure at all. The contents of both constitutions are very clear and unambiguous and in English language understood by all.” Also, the APC chairman in the Ovia North-East Local Government Area of Edo State, where Odigie-Oyegun hails from, Mr. Benson Edosomwan, said the leadership of the council would abide by the decision taken by the state chapter. “Well, that one (reaction) has to come from our state chairman. We align with whatever he tells you; it (Edo APC) is a big family,” he said. Ojezua told one of our correspondents that he was not in a position to determine whether Odigie-Oyegun would seek re-election or not. He said, “I think the question (about Odigie-Oyegun re-contesting) is better put to him; it is a personal decision. It is a decision he has to make and then the rest of us will respond. “That matter (support for a candidate) has not been discussed. At the appropriate time, we will discuss it.” Also, no fewer than eight APC chairmen from different states, who spoke with SUNDAY PUNCH on condition of anonymity, described the issue of tenure elongation for Odigie-Oyegun as a foregone conclusion. One of them said, “I am a staunch supporter of Asiwaju Bola Tinubu and he does not want Oyegun there again. My governor will tow this line and I am sure that if there is any way he can decide the fate of Oyegun politically at least for now, such decision will be in the negative. “For instance, Odigie-Oyegun and Tinubu did not want the same candidate during the Ondo State governorship election and that animosity is still there. The All Progressives Congress (APC) has denied reaching out to Pastor Reno Omokri, via micro-blogging site, Twitter. Omokri, a media aide to former President Goodluck Jonathan, had tweeted that the ruling party was making entreaties to him via its Twitter page. The assistant director, publicity, Edegbe Odemwingie, the party disowned one Philip Obin, who handles the @APCNigeria Twitter account and denied reaching out to Omokri. According to the statement, “the party had on several occasions distanced itself from the now notorious twitter handle, @APCNigeria following unauthorized tweets and subsequent false reports credited to the party on the outcome of the Benue South Senatorial rerun election (February 21, 2016) and an 'assessment poll' on President Muhammadu Buhari Administration (May 31, 2017), among others. “Despite our rebuttals, Mr. Obin has continued to impersonate the party through the twitter handle, @APCNigeria. “For the avoidance of doubts, we wish to state that Philip Obin was one of the numerous youth volunteers for our party during the 2015 elections. He administered the Twitter handle at the time. But despite numerous appeals to him by various well meaning party representatives, to hand over the handle, Mr. Obin has refused and in defiance continues to use it to misrepresent the party. “In essence, therefore, Obin’s interactions with Omokri are in his personal capacity and do not involve party in any way. “Giving this latest incident, the party is now left with no option than to take other lawful actions to restrain Obin from further embarrassing the party. All that followed after this verse 31 and the following chapters took place without the presence of Judas Iscariot. The following are the implications of Judas Iscariot going out: He went out to spiritual darkness never to return to the gospel light. He had been called, converted, commissioned even went out with the disciples two by two. Obviously, he had repented, but now he had backslidden, saved but eventually lost, converted but he compromised his faith.He went out with Satan never to be recovered from the snare of the devil – John 13:27; 2 Timothy 2:26. Filled, controlled, empowered and directed by Satan, he went out with him and couldn’t recover himself again from the snare of the devil. He had been taken captive by the devil, his heart, mind, life and destiny seized and he could never recover himself.He went out from the congregation of the Righteous. He was in the midst the people of God and he could have pleaded and be restored but he wandered away to the congregation of the dead, never to return again –Proverbs 21:16. He went out after the last warning, never to hear the voice of the pleading Shepherd again – John 13:21. You never know when the last warning will come to you. Somebody might be in the Lord, and some temptations are coming and he is not resisting, some trials are coming and he is not pushing them away because of his covetousness, love of money. Eventually he goes out, and you never can tell when a man goes out for the last time, and the warning of the voice of the Shepherd never comes to him again.He went out to do quickly what Satan had put in his heart to do – John 13:2,27. He was in a hurry to perish, to be damned and to go into perdition. He went out far beyond the outstretched hand of grace and mercy. The opportunity came but he lost it; pray that you will not lose your opportunity. You can never tell when that last pleading and warning may come – Romans 10:21He went beyond the point of ‘No-Return’, and went into damnation. The last warning and love had been shown, but he went out of the kingdom, out of the domain of grace. I pray that will not happen to you. The devil blindfolded him, made him deaf, dead and blind to warning; he was irredeemable. He went eventually to perdition and damnation – Matthew 26:24-25; 23:33; 27:5 After Judas had gone, with only believers, people who had come to listen to the voice of the Shepherd remaining, and with the Betrayal and Crucifixion now very near, Jesus said, “Now is the Son of man glorified, and God is glorified in him” (John 13:31). What did He mean by that? Crucifixion would bring glory because His sacrifice was for the whole world, in fulfilment of “Behold the Lamb of God, which taketh away the sin of the world” (John 1:29b). Although Judas was going to betray the Son of Man, yet it would bring about the salvation of the people of the world. “Surely the wrath of man shall praise thee: the remainder of wrath shalt thou restrain” (Psalms 76:10). The Nigerian army on Saturday, March 24, formally reopened the Maiduguri-Bama-Banki International Highway for commercial and public traffic. Maj.-Gen. Rogers Nicholas, the Theatre Commander, Operation Lafiya Dole, announced this at the inauguration of the highway in Maiduguri. Nicholas said that the road was certified safe for public use following the successes recorded in the ongoing clearance operation to rout out remnants of Boko Haram insurgents in Sambisa forest and the Lake Chad basin. “Today, mark another remarkable event in the life of people of Borno and of the military in the Operation LAFIYA DOLE. “Recall that on September 1, 2014; the Maiduguri-Bama-Banki Road was closed due top activities of Boko Haram insurgents in the general and that affected the economic activities in Borno state and the Cameroun Republic. “In the course of our operation with our Cameroonian counterpart we had been able to get rid of the insurgents along this axis particularly the Sambisa Forest. “It is time for people to go back to their homes in Bama, I am happy that today we are opening up the road to Bama and Maiduguri-Bama-Banki "Road, in the first phase of the operation, it would also give the people the leverage to resume commercial activities along the axis and also give them confidence to return home. “We also implore the people going back and members of the road transport workers to adhere to the guidelines outlined by the military so that they could ply the road with level of safety.” Nicholas disclosed the military authorities had designed strategies to provide escort to ensure safety of motorists plying the road and other highways in the theatre of operation. He called on the insurgents to take advantage of the presidential amnesty, to lay down their arms and join the peace building process in the region. Governor Kashim Shettima, lauded the gesture, adding it would fast track social and economic development of the state. Shettima, represented by his deputy, Usman Durkwa, said the government had adopted proactive measure to accelerate rehabilitation and resettlement of displaced persons in the liberated communities. He called on the federal government to free the remaining Chibok schoolgirls and other persons in insurgents’ captivity. Also, Alhaji Ahmad Musa, the Secretary, Borno Chapter of the National Union of Road Transport Workers (NURTW), said the re-opening of the road would ease transportation difficulties and encourages growth cross-border commercial activities. Musa pledged the union support to the military to ensure successful completion of the counter-insurgency campaign. Some of the passengers, expressed delight over the development, adding that it would allow them to visit their hometowns after it was deserted in the past five years. Master Abba Ali, a 15-year old displaced person, said that he would be rejoining his family, who took shelter at the Banki Internally Displaced Persons (IDPs) camp. “My parent fled to Cameroon and I fled to Maiduguri to stay with my relatives. I learnt that my parents are in Banki camp, but I could not join them due to closure of the road,” he said. You will recall reports earlier today had it that Governor Ayodele Fayose was at Atinkankan/Old Garage/Oja Oba area of Ado-Ekiti to have a jaw-jaw with owners of buildings that must give way to his urban renewal drive in the Ekiti State capital. As he did that, moving from one house to the other, Governor Fayose met with these old women whose trade in stock is daily sales of kolanut. He had a swell time with them. He also directed heads of the agencies to honour invitation from the National Assembly to defend their budgets without further delay. The Secretary to the Government of the Federation, Mr. Boss Mustapha, conveyed the President’s directive in a circular dated March 19, 2018, a copy of which was made available to journalists in Abuja on Tuesday. Mustapha said it had come to the government’s attention that the agencies had not fully complied with the provisions of Section 21 of the Fiscal Responsibility Act 2007. He reminded the agencies that “the FRA 2007 provides that consequent upon laying of summary of budget estimates of agencies listed on the schedule to the FRA alongside the National Budget by the President, it is required that details of such budgets are made available to the National Assembly for consideration and passage.” Mustapha added, “Mr. President has directed that agencies, corporations and government-owned companies on the schedule of the FRA 2007 to comply with the provisions of the law. “All submissions (109 copies to the Senate and 360 copies to the House) should be made available to the appropriate committees of the National Assembly. “Copies should also be made available to the SSAP on National Assembly Matters (Senate and House of Representatives), not later than Friday, March 23, 2018. “All agencies, corporations and government-owned companies should honour invitation to defend their estimates. “Supervising ministers are enjoined to ensure timely compliance with the content of this circular.” The National Assembly leaders had during a meeting they had with Buhari on Thursday called the President’s attention to the failure of some agencies to present details of their budgets. At the end of the meeting, Mustapha had told State House correspondents that Buhari had directed all ministers and parastatals to appear before the National Assembly to defend their budgets. Mustapha had said, “The President gave them (the lawmakers) updates on security, economy, job creation, processes in the National Assembly especially with regard to the budget and the need to conclude on them. “Mr. President has given an instruction that all ministries and parastatals should ensure that they appear before the National Assembly to defend their submissions so that we can get this out of the way. “You know this is a very dynamic year and there are preparations for elections and we are facing a lot of security challenges and so if we don’t appropriate, where will the money come from?” The President of the Senate, Bukola Saraki, also disclosed that the meeting was on budget, security and other national issues. He said the National Assembly leadership also gave the President their opinions during the interaction. What are the causes of bad governance? Is political underdevelopment largely due to the ways in which interactions with the ‘metropolitan countries’ have shaped, and continue to shape, poor countries? This paper from the Institute of Development Studies argues that ‘bad governance’ is made, not born, and ‘we’ (in the North) play a part in creating and maintaining it. The political underdevelopment that is characteristic of much of the ‘South’ largely results from the ways in which states have been created and political authority shaped through interactions with the wealthier ‘core’ countries in the context of global economic and political systems. Political underdevelopment stems, to a large degree, from low levels of dependence of state elites on their own citizens. Poor world states are relatively homogenous in their formal organisational characteristics. The heterogeneity in the actual functioning of states stems largely from wide differences in patterns of state-society relations. The degree of dependence of states on citizens is the most significant element in this pattern. Low levels of dependence of states on citizens are found in three main types of circumstances. These circumstances overlap a great deal in practice, but are best treated as separate for analytical purposes: ~Where state elites enjoy strong external financial and/or military support even when they are in conflict with many of their own citizens. ~Where states are dependent on ‘unearned income’. ‘Earned income’ is when the state has to put in organisational and political effort in working with citizens to get its money. Unearned income generally comes from mineral revenues or overseas aid. ~Where state elites, and sometimes their challengers, have abundant resources and scope to purchase supportive military force that can be used against their own citizens. ~In some countries it has been relatively easy in recent decades to exercise a kind of state power by purchasing military force with the proceeds of sales of valuable commodities on global markets. The low dependence of poor-world states on their own citizens, in any of these forms, is possible only because of the great political and economic inequalities between states at the global level. Poor-world states have been created and shaped through interactions with the wealthier and more powerful ‘core’ countries. Several evident policy implications arise from this: ~Poor countries need to tax themselves more. There is no convincing evidence that, on a country by country basis, increases in aid levels actually reduce the effective tax effort. ~However, it is clear that in aggregate governments of poor countries reap an unusually low proportion of GNP in the form of taxes. ~Doing something about that would also provide the (reliable) resources they need to tackle poverty and deprivation. ~There is a need for more effective restrictions on international arms sales and on international purchases of commodities from ‘tainted’ sources. ~We should be less concerned with manipulating state institutions of poor countries in the name of ‘good governance’, and put more effort into creating the environmental conditions that will encourage the emergence of more productive state-society relations. http://www.naijanewspapers.com.ng/2018/03/opinion-political-underdevelopment-what.html

Fayose grew up in Oyo State where he attended Olivet Baptist High School, Oyo In 1985, Fayose was admitted for a Higher National Diploma (HND) programme in Biological Sciences/Applied Medical/Biology by The Polytechnic, Ibadan and graduated in 1987. He won the election and was declared by the Independent National Electoral Commission as the new Governor of Ekiti State; he was inaugurated on 16 Oct 2014. Fayose is now the only Nigerian to defeat an incumbent two times. Though he is a sitting governor, Fayose is the only person from the mail opposition party in Nigeria to have publicly declared his intentions to run for president in Nigerian general election, 2019. Though his party, The Peoples Democratic Party, PDP, has admonished the Governor, against his ambition to be the party’s presidential candidate in 2019.
