Ikeja Electric Plc has introduced incentives for whistle-blowers who expose energy thieves within its network as part of efforts to curtail the problem.

The electricity distribution company made the announcement in a statement issued on Thursday by its Head of Corporate Communications, Mr. Felix Ofulue, in Lagos.

Ofulue said for established cases of energy theft, the whistle-blower would be rewarded from the reconnection penalty paid by the culprit.

He said this was in accordance with the fees stipulated in the Nigerian Electricity Regulatory Commission Order on Unauthorised Access to Electricity Supply, Meter Tampering and Bypass for non-maximum demand and maximum demand customers.

According to him, where the culprit is a non-Maximum Demand customer, the whistle-blower receives up to 10 percent of the reconnection penalty paid by the culprit.

He added that in a case that involves a Maximum Demand offender, the whistle-blower receives up to five percent of the reconnection/penalty paid by the culprit.

“Whistle-blowers will only be rewarded after the culprit has made full payment of the fees.

”However, where the report is made in the name of multiple individuals, only one whistle-blower per case will be rewarded,” Ofulue noted.

He said whistle-blowers of energy theft cases who wish to be rewarded must provide their full name, contact telephone number, e-mail address and customer account number (where the whistle-blower resides within the IE network).

Ofulue said it may be difficult to reach out and reward such whistle-blowers without this information.

He said: “All reports submitted through any medium will be considered confidential.

“The company views whistleblowing as a positive practice that enables it to detect incidents of unethical conduct, fraud and other illegal activities early; thus, providing the opportunity to take corrective measures.

“This is done in a confidential manner that enables IE to investigate the alleged misconduct and take necessary steps to deal with the misconduct.”

Ofulue explained that where the report was established to have been made in bad faith or for the purposes of personal gain or malicious intent, it would not be eligible for compensation.

He said it was also not applicable where the report was not made using the aforementioned whistleblowing channels.

Ofulue reiterated the company’s commitment to global best practices in business ethics, stating its strict adherence to a policy of zero tolerance to bribery and corruption, with a focus on upholding ethics and integrity.

“Ikeja Electric is committed to a culture of zero-tolerance against fraud, bribery, corruption, misappropriation, illegal activities and unethical conduct throughout its operations,” he said.

He expressed optimism that this initiative would bring about a cessation or significant reduction in the widespread scourge of energy theft across its network.

The Federal Government says the nationwide curfew in place in the country to restrict movement amid the coronavirus pandemic is now from 12am to 4am.

The National Coordinator of the Presidential Taskforce on COVID-19, Dr Sani Aliyu, made this known during a briefing at the Nnamdi Azikwe International Airport, Abuja, on Thursday.

Aliyu said, “I will first of all start with general movement. We are modifying the curfew to commence from 12 midnight to 4am nationwide, effective from 12:00 tonight.

“This does not apply to people on essential services and international travellers that might be returning from abroad.”

The PTF, following the lifting of the lockdown occasioned by the pandemic, had on May 4, 2020, imposed a nationwide curfew from 6pm to 8am. It later reviewed the timing to between 10pm and 4am on June 1, 2020.

The Chief Executive Officer of one of the international labour recruiting companies in Nigeria, Winston Worldwide Heritage Limited, Mr Ahmed Kehinde and his team have backed the Federal Ministry of Labour and Employment in the ongoing fight against human trafficking in Nigeria.

Ahmed, the CEO of Winston Worldwide Heritage Limited, a member of the Human Capital Providers Association of Nigeria, HuCaPAN, made this assertion, in his Abuja office on Friday, August 21, 2020, while speaking with our reporter.

He said that HuCaPAN always ensures that her members go through due process in labour recruitment exercise both in Nigeria and Oversea.

He said, “Although there are some illegal recruiters who operate without government approval to perpetrate the evil act of human trafficking in the country, they are not members of HuCaPAN as the Association does not accommodate unlicensed recruiters.”

He advised the Federal Government to develop and implement a well-structured labour migration management policy which will involve signing a bilateral agreement with the participating countries.

Ahmed said, “This will further help to curb the menace of human trafficking agents and the operation of illegal recruiters across the country.”

He added that Nigeria migrant workers should be treated with dignity following the four pillars of international labour standard, ILOs decent work agenda.

He emphasized that anywhere a Nigerian is found working; he or she must have a decent job.

In a related development, the Deputy Director, Press and Public Relations in the Federal Ministry of Labour and Employment, Mr Charles Akpan, has denied the allegation of issuance of Recruiters’ Licence to Private Employment Agencies, PEAs, for human trafficking.

The information was contained in a statement signed by the deputy director.

The statement reads in part:

“The attention of the Ministry had been drawn to publications in the media accusing the Ministry of complicity in human trafficking, especially of Nigerian girls to other parts of the world.

He said, “The Ministry has not issued any recruiters’ licence concerning the placement of Nigerian citizens abroad in breach of the relevant provisions of the Labour Act CAP L1 2004.

“Furthermore, at no time did the Federal Government issue any moratorium against the issuance of recruiters’ licence.

While commenting, the Executive Secretary, Human Capital Providers Association of Nigeria, HuCaPAN, Mr Olajide Afolabi emphasized that the Association operates within the ambit of the laws and that its members do not engage in human trafficking activities saying that they operate within the ambit of relevant laws.

He said, “HuCaPAN as an umbrella body of Private Employment Agencies, PEAs, in Nigeria frowns at any act capable of circumventing the provisions of our laws and would not condone any act that could bring the name of the body into disrepute.

“Our members are law-abiding and are faithful to the implementation of the Code of Conduct for Private Employment Agencies in Nigeria jointly developed by the Federal Ministry of Labour and Employment, International Labour Organisation, ILO, and other social partners,”Olajide said.

Nigerian lady crushed to death by a tanker in Ajah just weeks to her weddiing, laid to rest It was an emotional day for family members and the fiance of Nigerian lady, Immaculate Emife Okochu, this morning August 17 as her body was laid to rest. Immaculate was crushed to death by a tanker while on her way to work on Wednesday, August 12.
