There is no mrap that is up to 2 million dollars,even the new JLTV that the US army uses is like $400k,our military leadership are just corrupt ni. A Garrison it actually depends on what it is and the size ( It could be a Cantonment) /Battalion headed by a Lt. Colonel.

A colonel can only be a "acting" brigade commander,the appointment belongs to a Brig.Gen.
