…2020 personnel cost exhausted, unable to pay salaries …Workers of Federal Fire Service, ECN, others plead hardship, threaten to stay off work …CEOs of MDAs must explain what happened — Finance Ministry official By Our Reporter At least 428 Ministries, Departments and Agencies, MDAs, in the federal civil service have reportedly exhausted their 2020 personnel costs and are, therefore, unable to pay salaries. Funds meant for personnel costs are domiciled in accounts overseen by the Integrated Personnel Payroll Information System, IPPIS, department in the Office of the Accountant-General of the Federation, OAGF. But an official of the Ministry of Finance who pleaded anonymity, told Vanguard yesterday that it was strange for MDAs to claim to have exhausted their personnel budgets before end of a fiscal year. He said each MDA has a budget for personnel costs and wondered how anyone would claim there was no money to pay salaries. According to him, chief executive officers of such MDAs have to explain what is happening. However, the situation is such that the morale of officers and men of the Federal Fire Service, FFS, for instance, is now at an all-time low, following inability of the Ibrahim Alhaji Liman-led management of the service to pay salaries of the operatives for the past two months. Consequently, there are grumblings within the service, with plans by some personnel to stay away from work, saying they could no longer continue to borrow money to come to work. While the operatives used to receive their salaries between 26th and 29th of every month, the situation took a dramatic turn in September as they were not paid. Hopes that they would be paid in days became dashed when weeks after, they were still not paid. A similar situation recurred in the month of October. Hard times Many of the operatives, who spoke with Vanguard, said life had become increasingly difficult for them as they are unable to meet financial obligations while they have exhausted their goodwill with their neighbours and can no longer continue to borrow money to feed and go to work. It was learned that the situation is not different in many other MDAs. “Schools were only recently reopened after the COVID-19 induced lock-down. This is the time to pay fees. Some of us have more than one child in school. Where do we get the money to pay the fees?” a staff in one of the MDAs lamented. Another personnel who also declined to give his name for fear of possible sanctions, said he was tired of borrowing from neighbours. He said: “I am deployed in one of the states where state workers are not even paid on time. Now, the Federal Government has not paid me for the past two months. Who do I borrow from? Is it from my neighbours who are state civil servants and who have also not been paid or who are paid in percentages? “My wife sells foodstuffs. As I speak, we have exhausted all she had in the shop. My situation is even better. There are some couples who are both staff of the service. Only God knows how those ones have been surviving. “We are not even talking about allowances or beverages that should be given to operations staff. We are asking for our salaries. They blame us for speaking in the social media but the truth is that most of us did not even say anything on the social media When our creditors come to ask for debt repayments and we keep telling them that we have not been paid, definitely the news will get out to the public because those ones will start spreading tales about how we owe them and have refused to pay back.” Not only FFS, but other MDAs The Federal Fire Service had issued two circulars within one month regarding the situation. In the first circular dated October 14, 2020, and signed by the Director, Finance and Accounts of the Service, Agholor Michael, the paramilitary agency sought to downplay the development, saying it was not the only one affected. “This is to inform the personnel of the service that delay in the payment of September 2020 salary was due to insufficient funds in the Federal Fire Service personnel cost head, just like other MDAs. “Consequent upon the above, relevant agencies have been contacted and efforts are in top gear to resolve the issue as soon as possible,” the circular stated. Vanguard checks, however, revealed that other services in the Ministry of Interior are not caught in the same web of non-payment of salaries. Aside from the Federal Fire Service, other agencies in the ministry are the Nigeria Security and Civil Defence Corps, NSCDC, the Nigeria Correctional Service, NcoS, and the Nigeria Immigration Service NIS. 428 MDAs can’t pay However, in another circular dated October 30, 2020, the service was specific in stating that 428 “Ministries and Extra Ministerial Departments of the Federal Government” are affected. The circular, signed by the Deputy Controller-General (Admin & Supplies), Mr Quintus G. Azogu, on behalf of the Controller General read: “I am directed to inform all personnel of the Service that the Integrated Personnel Payroll Information System, IPPIS, department of the Office of the Accountant-General of the Federation, OAGF, was unable to pay salaries since September 2020 due to insufficient fund in the Services 2020 Personnel budgetary allocation. “Similarly, about four hundred and twenty-eight (428) Ministries and Extra Ministerial Departments of the Federal Government were affected. “However, the Service is in touch with the relevant authorities of Federal Ministry of Finance to ensure that this delay is resolved as soon as possible to enable the payment of outstanding salaries for the year 2020. “To this effect, I am further directed to seek the understanding, patience and cooperation of all personnel, pending the resolution of the matter.” Same problem at ECN Vanguard recalls that the Energy Commission of Nigeria ECN had in a similar circular dated October 5, 2020, advanced the same reason for its inability to pay the staff. Director, Finance & Accounts of the ECN, Cletus D. Nnah, who signed the circular on behalf of the commission’s Director-General/CEO, had said the development affected 422 agencies. The circular read: “I am directed to inform all staff of the commission that the Integrated Personnel Payroll Information System, IPPIS, department of the Office of the Accountant General of the Federation was unable to pay our September, 2020 salary due to insufficient fund in the commission’s 2020 personnel budgetary allocation. “However, the commission in conjunction with the Federal Ministry of Science and Technology (FMST) and OAGF IPPIS department is liaising with the Federal Ministry of Finance (FMF) to obtain authority to incur expenditure for payment of our outstanding salary for the year 2020. This delay is affecting about 422 agencies of the government and will be resolved quickly. “Consequently, I am also directed to solicit the cooperation of all staff to be patient with the government, pending the resolution of this matter. You are also kindly advised to be prudent with whatever salary you receive within this fiscal 2020. Please be assured of the Director-General/CEO’s warm regards, and best wishes.” Some staff of this agency also said life had been tough for them and their families, wondering how government expected to cope with the present inflationary trend in the country. A staff who pleaded anonymity lamented: “It’s been tough surviving. Another month (October) has ended now and there is no sign that he will be paid. How does one survive?” While it was not clear how the personnel costs were exhausted, checks revealed that it was either the funds were deployed for other purposes or that the affected agencies overshot their recruitment allocation, in which case they recruited new personnel above what was approved for them. A case has been registered against two men for allegedly gang-raping a 90-year-old woman at her residence in Kanchanpur sub-division of North Tripura district, India. The 90-year-old woman according to TimesNow was admitted to a hospital after two men allegedly gang-raped her at her residence. The incident happened on October 24 but came to fore on October 29 when the elderly woman’s relatives filed a police complaint. Based on the complaint, police registered a case against a 35-year-old man, identified as Anjan Nama of Barahaldi village, and another unidentified man for allegedly sexually assaulting the woman, who stays alone in her house. The two allegedly barged into her house on October 24 at midnight and gang-raped her and later fled. Didn’t dare to take stand against accused’, says woman “Anjan and another man stormed into my house at midnight. They raped me and left me almost half-dead. When I regained my senses the next morning, I informed my neighbour. But Anjan is a very powerful person and we did not dare to take a stand against him,” the elderly survivor told The Times of India. The medical examination of the 90-year-old woman has been done. The investigation into the case is underway, police said, adding that efforts are on to nab the accused. Another incident In another incident, a 30-year-old man was arrested for allegedly attempting to sexually assault a four-year-old girl in Uttar Pradesh’s Hamirpur, police said on Saturday. A police officer said the girl’s father has alleged that Ramkaran, who runs a motorcycle repair shop, tried to rape his minor daughter after taking her to a secluded spot. Locals, on hearing the girl’s cries for help, rushed to the spot, following which the accused, who was drunk, fled. The minor girl was sent to a hospital for a medical examination, Kotwali SHO Vikramjeet Singh said adding that the accused was held on Saturday noon. Kayode Oyero A military official identified as Brigadier General AI Taiwo on Friday told members of the Lagos State Judicial Panel of Inquiry probing the Lekki shootings that the Military Hospital morgue has been under renovation since October 2019. Taiwo made this known this afternoon when the panel members paid an unscheduled visit to the military hospital in the Ikoyi area of the state. After initial resistance by the soldiers, which lasted for about 30 minutes, the panel members were allowed on the hospital premises. The brigadier general and other soldiers took members of the panel led by the chairman, Retired Justice Doris Okwuobi, to the morgue in the hospital. Our correspondent observed that there was renovation ongoing in the facility. Asked if there was a functional morgue in the hospital, Taiwo said, “This place has been under renovation since October last year.” The chairman of the panel, however, thanked Taiwo and his men for their cooperation. Earlier, a member of the panel, Ebun-Olu Adegboruwa, SAN, said the mission of the panel was to inspect the mortuary of the hospital. He said the panel got a tip-off that prompted the unscheduled visit. Addressing journalists, Adegboruwa said, “We got information impromptu, we could not give them notice because of the importance of what we want to do; it is an investigation. So, if we give information ahead of time that may jeopardise the essence of the investigation. “We are exercising our mandate on behalf of the governor of Lagos State under the tribunals of inquiry law. “We have already inspected the Lekki toll gate today and we decided to pay an unscheduled visit to the mortuary of the Military Hospital because we have confidential information concerning certain events that took place in the hospital here. “We don’t want to make any conclusions yet until we have access to that mortuary to inspect it. “We have a pathologist with us who is here to help us conduct medical examination of bodies that we may find in the mortuary.” At least 30 youths were injured when uniformed men opened fire on #EndSARS protesters at the Lekki toll gate on October 20, 2020. Eyewitnesses also said about seven persons died in the attack which has been widely condemned locally and internationally.

The Diocese also said that even with all the campaign promises and resources at the disposal of the present administration in Nigeria, there is little or no change since the inception of the government. It also took a swipe at the 9th National Assembly, saying they are busy with bills that have no political, economic, social and religious values to Nigerians, telling the representatives that what Nigeria needs now is restructuring and not such valueless bills. Speaking through its Bishop, Rt. Rev. Prosper Amah, in a presidential address he presented to the 2nd session of the 5th Synod, held at Immanuel Anglican Church Umunankwo, the Diocese said: “It is now obvious that Nigeria needs divine and international intervention,” adding that “no sector is functioning optimally in Nigeria.” The Diocese of Ogbaru Synod, with the theme: The Gospel: The Power of God unto salvation, also told Anambra State government that leadership is not about next election but about the next generation and therefore, challenged the state government with Obodoukwu road, Ossomala-Ogwuaniocha/Ogwuikpele, Okpoko and Nkpikpa roads which it said have no access road with Ozubulu/Atani road which is the next exit from Niger Bridge Head totally dilapidated. “The cries against marginalization and for restructuring to take place are too loud to be suppressed by federal might. Eniola Akinkuotu, Abuja Global rights group, Amnesty International, has released the timeline of the October 20, 2020 shootings at the Lekki toll plaza. Amnesty, which stated last week that at least 10 persons were killed at the tollgate, detailed the events leading to the incident and warned the authorities against a cover-up. This is contained in a statement titled, ‘Nigeria: Authorities must stop attempts to cover-up Lekki Toll Gate massacre – new investigative timeline’. The timeline collates photographs and video footage to confirm that Nigerian Army vehicles left Bonny Camp, a military base approximately a seven-minute drive from the toll gate, at 6.29pm local time on October 20. Amnesty said its International Crisis Response experts investigated and verified social media videos and photographs that confirm the Nigerian security forces were present at the Lekki tollgate when the shootings occurred as opposed to an earlier statement by the Nigerian Army. The group said at 6:29pm local time in Lagos, two military vehicles were filmed leaving Bonny Camp on videos shared on social media. Amnesty said, “Later, footage shows four vehicles with flashing lights in a convoy, and they appear to be vehicles used by the Nigerian military and police. “The same vehicles head east along Ozumba Mbadiwe Avenue – which changes its name to the Lekki-Epe Expressway – in the direction of the Lekki tollgate. On this route, the vehicles pass several international embassies and consulates, including the Japanese Embassy and the Australian High Commission. “Further photographs and footage capture the vehicles arriving at the toll gate, before the peaceful protest is disrupted by men in military uniform and gunfire is heard. As night time descended, protesters continued to film and share videos of the shootings. Later in the evening, videos of the victims were also shared on social media.” Amnesty said approximately 6.45pm, the Nigerian military opened fire on the #EndSARS protesters who were peacefully calling for an end to police brutality. Country Director of Amnesty International, Osai Ojigho, said what happened at the Lekki tollgate has all the traits of the Nigerian authorities’ pattern of a cover-up whenever their defence and security forces committed unlawful killings. Ojigho said, “One week on, the Nigerian authorities still have many questions to answer: who ordered the use of lethal force on peaceful protesters? Why were CCTV cameras on the scene dismantled in advance? And who ordered electricity being turned off minutes before the military opened fire on protesters? “The initial denials of the involvement of soldiers in the shooting were followed by the shameful denial of the loss of lives as a result of the military’s attack against the protests. “Many people are still missing since the day of the incident, and credible evidence shows that the military prevented ambulances from reaching the severely injured in the aftermath.” Amnesty called on the government to bring to justice those behind the shooting and to protect those who are exercising their right to freedom of assembly. “The organisation is still investigating the shooting, and the reported removal of bodies of those killed by the military in an attempt to remove evidence,” it said. Meanwhile, a Judicial Panel of Inquiry and Restitution set up by the Lagos State Government to look into the incident and grievances of victims commenced hearing on Tuesday. The Rivers Executive Council has approved the employment of 5,000 youths into the State Civil Service. The approval was given at a meeting presided over by Gov. Nyesom Wike at Government House, Port Harcourt, on Wednesday. Mr Kelvin Ebiri, the Special Assistant (Media) to the Governor, said that the government’s plan was announced to journalists by the Commissioner for Employment Generation and Empowerment, Mr Sylvanus Nwankwo. Ebiri quoted Nwankwo as saying that the youth to be employed must not be more than 35 years old. He said there were existing vacancies in the civil service needs: engineers, lawyers, medical doctors, technicians and other fields of the profession that the youths would fill. Also, the Commissioner for Information and Communications, Mr Paulinus Nsirim, said that the recruitment drive undertaken by the Wike-led administration would bridge the employment gap in Rivers. Nsirim also said that the council approved that civil servants that were asked to be working from home during COVID-19 pandemic lockdown were asked to resume work on Nov. 2. “Civil servants on Grade Level 1 to Grade Level 10 who have been working from t home because of COVID-19 pandemic lockdown are to resume work on Monday, Nov. 2, 2020. “ Similarly, bars that had been closed down since COVID-19 lockdown are to open, while night clubs will remain closed,” he said. According to the Commissioner, the council also approved a minor cabinet reshuffle that moves the Commissioner for Chieftaincy and Community Affairs to take charge of the Ministry of Works. He said the current Commissioner for Works would now head the Ministry of Urban Development and Physical Planning, while the commissioner he is replacing moves to the Ministry of Transport. Nsirim stated that the current Commissioner for Transport would now be in charge of the Ministry of Chieftaincy and Community Affairs. The Commissioner also said that the council decided that the Rebisi Flyover would be inaugurated on Nov. 7 by the Minister of Works and Housing, Mr Babatunde Fashola. Ade Adesomoju, Abuja The Federal High Court in Abuja, on Wednesday, rejected the Economic and Financial Crimes Commission’s request to issue a warrant of arrest against a former Minister of Petroleum Resources, Mrs Diezani Alison-Madueke, who is believed to be residing in the United Kingdom. Justice Ijeoma Ojukwu rejected the EFCC’s request for an arrest warrant citing the commission’s failure to enforce the earlier criminal summons which the court issued on the former minister as far back as July 24, 2020. The commission had in requesting for the criminal summons in July claimed that it was required to facilitate the ex-minister’s extradition to Nigeria. Faced with the failure of the ex-minister to honour the summons on Wednesday, the EFCC, through its lawyer, Mr Farouk Abdullah, urged Justice Ojukwu to issue a warrant of arrest against her Ruling on the request by EFCC, Justice Ojukwu rejected it as she noted that the criminal summons which the court issued on Diezani in the ruling of July 24, 2019, ought to be sufficient for the commission to process her extradition to Nigeria to face her trial. The judge who expressed willingness to give the extradition bid a chance to survive, however, demanded an affidavit with evidence from the Office of the Attorney-General of the Federation (the office with exclusive power to facilitate extradition), to prove that there was a need for the arrest warrant to have Diezani extradited. She ruled, “It is my view that the summons should have assisted in the extradition of the defendant by the Office of the AGF. “Today, the defendant is not in court and no reason was given. “I am being informed that the defendant is believed to be in the United Kingdom. “The learned counsel also informed the court that the extradition process has failed as a result of the absence of the warrant of arrest But if that is the case, learned counsel shall file an affidavit to that effect supported by evidence from the Office of the Attorney General of the Federation. “I hereby give you time to put your house in order.” The judge adjourned till December 3 for report and possible arraignment of the defendant. The EFCC had alleged that Diezani escaped from the country shortly after her tenure as the Minister of Petroleum Resources end and got wind of the plan to charge her with various offences. The commission on November 11, 2018, filed the 13 counts of money laundering to justify the bid to have her extradited to Nigeria. Diezani was accused of among others in the charges that she unlawfully took into her possession, the sums of $39.7m and N3.32bn when she reasonably ought to have known that the money formed part of the proceeds of unlawful activities. By Henry Umoru, Abuja The thirty-six State Governors under the aegis of the Nigeria Governors Forum, NGF have denied hoarding Palliatives that are designed for the people as cushion following the outbreak of the Coronavirus COVID-19 pandemic. The governors who noted that no State has been involved in or has hoarded any palliatives, described as erroneous, the impression in the public domain that the palliatives were hoarded following instructions by the state governors, adding that they stand for justice, improved governance and a progressive Nigeria. In a statement on Monday, the Head of Media and Public Affairs of NGF, Abdulrazaque Barkindo described such stories as not just inaccurate, but entirely erroneous and untrue and also mischievous, to say the least. The Governors who called on members of the public to check their facts stressed that they all recognize the need for improved governance The Governors who noted that as Nigerians, we must be careful not to damage ourselves by pushing the wrong narrative, said that they are doing their very best under the circumstances to ameliorate the needs of the teeming population. The statement read: The Nigeria Governors’ Forum (NGF) have since the EndSARS demonstrations started, held several meetings to address the underlying concerns and members have aligned themselves with the call for justice leading to the setting up of judicial panels in the States of the Federation against Police brutality. This was because the items meant for distribution in these states had not been completely received from CACOVID. “Some other states that still had palliatives in their warehouses chose to keep a strategic reserve ahead of a projected second wave of COVID-19. “Furthermore, as of a couple of weeks ago, some States were still receiving palliatives from the Federal Government through the Federal Ministry of Humanitarian Affairs, Disaster Management and Social Development. “The NGF wishes to state categorically that no State has been involved in or has hoarded any palliatives. “The NGF also assures all contributors to the palliatives that prior to the looting of these warehouses, States had kept full accounts of all the items received and distributed. “NGF calls on members of the public to check their facts. By Demola Akinyemi – Ilorin Kwara State Governor AbdulRahman AbdulRazaq has announced N500m fund to assist all those whose businesses in Ilorin were looted by hoodlums, as parts of the administration’s efforts to bring them back on their feet following the incident. The governor said this Saturday evening after he visited various shops and scenes that were looted by the hoodlums. Speaking in an interview with journalists, in Ilorin the governor condemned “the mindless looting” of people’s businesses in the state capital on Friday, insisting that there can be no justification for such criminal behaviour. During his visit to the Kwara Mall and Agro Mall on Saturday evening, the Governor said the incident may bring businesses to their knees, and cause massive loss of jobs and a surge in poverty rate — implications he said were clearly lost on the “hoodlums”. He said,“We are therefore not going to leave the business owners like that. We are setting up a N500m fund for those that were affected to access. The application form is live and active on the State Government’s website and can now be filled by interested parties. We are going to get them back as soon as possible,” Claims that government was hoarding palliatives were false as it was not the owner of those materials, AbdulRazaq added, explaining that the food stuffs stolen at the Cargo Terminal were donated to specific vulnerable households and were being distributed across the state for the private sector-led CACOVID Foundation. He added that the ones carted away from Agro-Mall were relief materials donated to specific victims of the recent rainstorms and floods in eight local government areas of the state by the Federal Government. He said the NEMA had already distributed the materials to at least four local governments while consignments for the remaining council areas were due for dispatch when the hoodlums struck. “What happened was bareface stealing and some people are playing politics with it. This is not the time to play politics. It is a time for all hands to be on deck. It is not just Kwara they wanted to burn down. They wanted to burn the whole country down. I urge all of us to stand up and resist that,” he said. “We engaged the #EndSARS youth in Kwara and it worked out for us. They were not violent. They had a five-point agenda which the federal government has agreed to and has started implementing. “In Kwara State, we have also set up a judicial panel of inquiry to look into the allegation of Police abuse. I also visited Police barracks to see how we can improve the welfare of the Police in the state. “While the hoodlums were looting (on Friday), I was holding a meeting with executives and members of the National Association of Kwara State Students and National Association of Nigeria Students, Kwara axis. It shows students and youths were not part of the looting. Our observation is that what has happened so far today was not a protest. It cannot be defended under any guise.” “It was a pure act of criminality. Some persons are hiding under the nationwide tension to commit crimes. The government has a duty to protect law abiding citizens and their properties. Lives are being threatened. Businesses are being looted. Public properties have been targeted. This is unacceptable. It is not who we are.” He said the curfew is to curb acts of criminality. “I hereby declare a 24-hour curfew in Ilorin metropolis from midnight today October 23rd, 2020. This is in line with Sections 1, 2 and 4 of the Public Order Act Chapter 382 Laws of Federation of Nigeria 2004.” He then advised the people to stay indoors in compliance with the declaration. “This will be reviewed as we watch developments. Samson Folarin The Governor of Lagos State, Mr Babajide Sanwo-Olu, on Thursday said efforts to reach the President, Major General Muhammadu Buhari (retd), after the shooting of protesters at the Lekki toll gate, were abortive. He noted that he made attempts twice to reach Buhari. Sanwo-Olu said the first time he called, the President was not in the office, adding that the second time, he was said to be at the Federal Executive Council meeting. Sanwo-Olu spoke during an interview on Arise Television, monitored by our correspondent. Lagos has been in turmoil after the #EndSARS protest turned violent with several lives lost in different parts of the state. The situation came to a climax on Tuesday after soldiers opened fire on protesters at the Lekki toll gate. While there have been controversies on the number of casualties, Sanwo-Olu denied ordering the soldiers to the protest ground. The Council approved the bill seeking to establish a Council for Traditional, Alternative and Complementary Practice in Nigeria, the ratification of the country’s membership of the International Coffee Organisation as well as the National Policy on Plastic Waste Management in Nigeria. Briefing State House correspondents at the end of the 19th virtual FEC meeting presided over by President Muhammadu Buhari at the Council Chamber, Presidential Villa, Abuja, the Minister of Health, Dr Osagie Ehanire said that the approved bill to establish a Council for Traditional, Alternative and Complementary Medicine Practice was meant to take the practice of traditional medicine out of obscurity. The Health Minister said that the outbreak of COVID-19 has renewed the call for home-grown solutions to all the public health diseases and to find the value in the traditional medicines, adding that the council would offer the country the opportunity to upscale traditional medicine practice and also regulate areas of malpractice that should be checked. Properties worth millions of Naira were also destroyed in the civil disturbance that began at about 8:00 am. Some residents said trouble started as #EndSARS protesters were resuming their daily demonstrations against police brutality within the district. However, a combined team of soldiers and the police have moved to Waru, where a thick pillar of smoke billowed at about 11:15 am, to arrest the violence and restore peace in the area. The security agents have also barricaded some roads leading the epicentre of the attacks. Speaking with Vanguard, an eyewitness who preferred not to be named, said the man who died was warned against proceeding to Waru settlement Tuesday morning because hoodlums had reportedly laid an ambush for #EndSARS protesters in the area. We warned the man who was killed not to proceed into Waru. We watched from a distance how the hoodlums killed him. “They planked him in the head with a 2-by-2 wood, and as soon as he fell to the ground, they mobbed him to death. “The Army and police have moved into Waru to calm the situation, but I’m certain as soon as they leave the violence will start again,” he said. As a result of the tensed atmosphere in the area, the source added that many women and children have fled the area to safer districts. Meanwhile, many young men resident in Apo and its environs were seen moving about the streets with weapons of all sort for self-defence. The fresh attacks came barely 24 hours after hoodlums razed over 50 cars in a car mart and vandalized many valuables in the area amid the #EndSARS protests in the nation’s capital. Since October 6, some Nigerians began street protests for reform in the police. The mayor of eastern Congolese city of Beni on Tuesday said 900 prisoners had escaped from jail, including members of an Islamist militant group. Modeste Bakwanamaha said rebels from the Allied Democratic Forces (ADF) and other rebel groups were among those who had been sprung from the jail by attackers using welding equipment. Out of the 1,000 inmates only 100 inmates remained in the prison following the break-out. Authorities said that 100 rebel groups are active in Congo’s east, many of them are fighting over the country’s precious natural resources. Among them is the ADF, originally from Uganda. By Ikechukwu Nnochiri The Attorney-General of the Federation and Minister of Justice, Mr. Abubakar Malami, SAN, on Monday, received a list of 35 operatives of the disbanded Special Anti-Robbery Squad, SARS, who have been recommended for prosecution and outright dismissal from the Nigeria Police Force. The list of the indicted SARS operatives, drawn from 12 States and the Federal Capital Territory, was handed to the AGF at the Federal Ministry of Justice Headquarters in Abuja, by a team led by the Executive Secretary of the National Human Rights Commission, NHRC, Mr. Tony Ojukwu. The NHRC boss told newsmen that the affected SARS officers were found culpable of offences that ranged from alleged extra-judicial killings, unlawful arrest and detention, threat and intimidation, unfounded allegations, seizure of properties, as well as illegal blockage of bank accounts of innocent citizens. Their indictment was contained in a voluminous report that was prepared by a three-man committee that was set-up to review and advise the federal government on implementation of recommendations of the Presidential Panel on Reform of SARS. Those whom he granted bail were said to have committed minor offences, but have stayed longer than expected. Offices located at Neni, Ekwulobia and Awkuzu were equally visited by the Governor. Obiano seized the opportunity to inspect the facilities in the various stations. Speaking, Governor Obiano said that the Commissioner of Police in the state has released everyone detained illegally, saying that everyone remanded by the order of the court, will remain there until their cases are determined. President of the National Association of Nigerian Students (NANS), Mr Chidi Ilogebe, has urged Federal and States Governments to waive school fees in tertiary institutions as a palliative to students. Ilogebe made the request while speaking with Newsmen on national issues affecting Nigerian students in Enugu on Friday. “It is our earnest desire that students in Nigeria are made comfortable while studying. “It is no news that the federal and some state governments have continuously doled out palliatives/grants to help resuscitate small and medium businesses for youths and women. “It is on record that students were not considered in any of these arrangements. “I, therefore, call on government at all levels to waive this 2019/2020 session’s school fees as COVID-19 educational support to Nigerian students,’’ he said. Ilogebe also called on house owners around campuses to give rent/accommodation rebate to all students. “This will serve as a morale booster to the students and help strengthen students-community relationship.’’ On the ASUU/NASU strike, the students’ leader urged the federal government to urgently resolve the issues so that students can go back to classes. He added that the gains of the resolution could not be overemphasized. “NANS also calls on the Presidential Taskforce on COVID-19 to quicken the process of releasing the comprehensive protocols that will allow Nigerian tertiary institutions to reopen for lectures. “We shall within the next few days before transiting to a new team that will carry on from where we stopped vigorously engage the government with a view to finding lasting solutions to these issues,’’ he said.
