Olufemi Olaniyi, Ibadan Prominent leaders from various ethnic groups from the South-West, South-East, South-South and the Middle Belt have described the 1999 Constitution as a fraud put together to perpetually subjugate other nationalities under the control of the Fulani. The aggrieved leaders gave the Federal Government a 90-day ultimatum to constitute a committee on Sovereign National Conference to decide on the repeal of the 1999 Constitution or to dissolve Nigeria’s amalgamation of 1914. According to a statement on Friday, the Middle Belt and southern leaders made the resolution at a meeting in Lagos. The leaders, who spoke on the platform of the Nigerian Indigenous Nationalities Alliance for Self-Determination, said the 1999 Constitution was responsible for the worsening insecurity and poverty in the land. Some of the leaders who signed the communiqué are former Plateau State Governor, Jonah Jang; Prof. Yusufu Turaki; a prominent historian, Prof. Banji Akintoye; President-General, Ohanaeze Ndigbo, Chief Nnia Nwodo; Commodore Ebitu Ukiwe; Senator Aniete Okon; and Fred Agbeyegbe. Others include Air Commodore Indongesit Nkanga (retd.); Ambassador Godknows Igali; Fred Agbeyegbe, Rear Admiral Geoffrey Yange and Dr Kunle Oshodi. The leaders said all elections must be suspended so that winners would not be sworn in with the same 1999 Constitution which they described as faulty. The communiqué read partly, “Being confronted by the clear and present danger of extermination in the hands of our supposed compatriots in the union of Nigeria, (we) hereby declare a sovereignty dispute with the federation of Nigeria as represented by the Federal Government of Nigeria, on account of our repudiation and rejection of the imposed 1999 Constitution of Nigeria, whose authorship was fraudulently imputed to us. “Furthermore, effective from today, 18th December, 2020, (we) give a 90-day notice to the Government of the Federation of Nigeria, the Security Council of the United Nations, the Government of the United States of America, the European Union as well as the international community, of the intention of the peoples of the alliance territories to reconsider our continued allegiance to the disputed 1999 Constitution as well as the unitary union of death, attrition and backwardness it foists on us. “It is our demand that in the 90-day period of this notice, the following specific actions must be taken by the Federal Government of Nigeria to firmly set in motion an irreversible process by which the aforementioned grave constitutional grievances would be addressed: “A formal announcement by the Federal Government of Nigeria acknowledging the constitutional grievances and sovereignty dispute now declared by the peoples of the South and Middle-Belt of Nigeria. “A formal commitment by the Federal Government of Nigeria to the wholesale decommissioning and jettisoning of the 1999 Constitution. “A formal announcement by the Federal Government of Nigeria suspending further general elections under the disputed 1999 Constitution. “A formal initiation of a time-bound transitioning process to engender the emergence of fresh constitutional protocols by a two-stage process in which the constituent regional blocs will, at the first stage, distill and ratify their various constitutions by referendums and plebiscite and in the second stage, negotiate the terms of federating afresh as may be dictated by the outcomes of a referendum and plebiscite.” https://punchng.com/mbelt-southern-leaders-give-fg-90-days-to-repeal-1999-constitution/

Eniola Akinkuotu, Abuja The Special Adviser to the President on Media and Publicity, Femi Adesina, says contrary to widespread belief, the President, Major-General Muhammadu Buhari (retd.), is not a stingy man. Adesina said Buhari on one occasion handed him an envelope filled with foreign currency and also sponsored his family on a trip to the South-East when he was given a title. The President’s spokesman said this in a birthday tribute in honour of his principal titled, ‘Buhari at 78: If Only We Knew the President’, on Thursday. He wrote, “And in January 2017, I was to receive the traditional title of Nwanne di Namba of Mmaku Kingdom, in Enugu State. Courtesy demanded I tell the President. This man, who prides himself as ‘very stingy’ gave me a handsome amount of money to ferry my friends and family to the ceremony. How much? I won’t tell you, lest you ask for a belated share. “And in May 2018, I was billed for China for a 12-day course for senior government officials from Africa. He said when the journey was two days away, I should come to see him. I did. You know what he said? ‘Adesina, I know that you don’t have money. But you are too shy to ask.’ We both laughed, and he gave me an envelope which contained foreign currency. How much? You think I’ll tell you? For where?” Adesina dismissed reports that one Jubril from Sudan was impersonating Buhari while the real President was dead. He said Buhari’s memory was still very good as he remembered several events that occurred during the Nigerian civil war in the 1960s. The President’s spokesman said his principal believed in rewarding good deeds hence his decision to reward the late Justice Sylvester Nsofor and Justice George Oguntade with ambassadorial appointments. “Ask me for a loyal man, who never forgets a good turn, and I’ll show you Muhammadu Buhari. Godwin Isenyo, Kaduna Officials, members of the Coalition of Northern Group, security experts as well as other participants on Monday, narrowly escaped death as thugs invaded the venue of the security summit in Kaduna State. The security summit organized by the CNG was starting at the Arewa House Auditorium, Kaduna the state capital when the armed thugs in their hundreds invaded the place. The Summit aimed to discuss ways to achieve synergy between communities and government security and design a uniform approach to the current security situation in the North. Participants at the meeting included retired military officers, retired police officers, religious leaders, traditional rulers, various women, youth, and trade associations. The meeting was coming on the heels of the abduction of students of Government Science Secondary School, Kankara in Katsina State and other communities in the north. It was gathered that as the meeting kicked off, the thugs armed with dangerous weapons stormed the auditorium and unleashed terror on participants and guests at the meeting. Scores of people who gathered at the venue immediately took to their heels, some jumping through the windows. Reacting to the development, the CNG’s Spokesperson, Abdul-Azeez Suleiman, in a statement condemned the action of the armed thugs. In a statement titled ‘How sponsored thugs invaded CNG meeting,’ the CNG spokesperson wondered how armed thugs would freely move in the state capital without the intervention of security operatives. He said, “We regret to announce that armed thugs numbering hundreds were unleashed on the Arewa House venue of the security summit hosted by the Coalition of Northern Groups on Monday, December 14. Just as the meeting was kicking off, sponsored armed thugs stormed the auditorium after subduing the civil guards at the gate. “They overturned tables shattered glasses, attacked the guests and officials, wounding several people and smashing vehicles parked in the premises. “It is disturbing that a battalion of armed thugs can stroll free across the streets of central Kaduna wielding dangerous weapons without the intervention of the security. The U.S. House of Representatives on Friday passed a bill that seeks to decriminalise the use of marijuana at the federal level. Initiated by Democrats, the Marijuana Opportunity, Re-investment and Expungement Act contains provisions for “re-assessment of prior marijuana-related convictions”. It also seeks investments in services for people caught up in the country’s war on drugs, and opening up of funding by the Small Business Administration for legitimate cannabis-related businesses. The historic bill sailed through with 228-164 votes, with just five Republicans voting in favor and six Democrats against. Supporters described the proposal, which has a slim chance of approval by the Republican-controlled Senate, as a rejection of the country’s war on drugs. Medical cannabis is legal in 36 states and the District of Columbia (DC), while 15 states and DC have legalised the substance for adult recreational use. During debate on the bill, Chairman of the House Committee on Judiciary, Mr Jerry Nadler, a Democrat, said the legislation would reverse “the failed policy of criminalising marijuana at the federal level”. Nadler stated that it would also address the heavy toll “this policy has taken across the country, particularly on communities of color”. He said: “For far too long, we have treated marijuana as a criminal justice problem instead of as a matter of personal choice and public health. “Whatever one’s views are on the use of marijuana for recreational or medicinal use, the policy of arrests, prosecution, and incarceration at the Federal level has proven unwise and unjust. “I have long believed that the criminalization of marijuana has been a mistake, and the racially disparate enforcement of marijuana laws has only compounded this mistake, with serious consequences, particularly for communities of color.” But many Republicans, including Greg Murphy (North Carolina), opposed the bill on the ground that marijuana was responsible for increased traffic deaths and as a “gateway drug”. “Marijuana is one of the most abused substances on this planet. Legalising weed would create revenue from taxes, but at what cost? “Do we then start legalising cocaine? Marijuana is a gateway drug, make no mistake about that. It undoubtably leads to further and much more dangerous drug use,” he said. Analysts say the passage of the bill by the House could influence President-elect Joe Biden’s policies on cannabis after he assumes duty in January. While serving as a senator, Biden was tough on crimes, but soft pedaled in the run up to the Nov. 3 election. By Chidi Nkwopara, Owerri The Court of Appeal, sitting in Owerri, sacked Senator Ifeanyi Araraume and declared Sir Frank Ibezim as the authentic candidate of the All Progressives Congress, APC, in the rescheduled Imo North senatorial bye-election. The judgment, which was delivered less than 24 hours to the bye-election, was read by Justice Uchechukwu Onyemenam. The Court of Appeal roundly faulted the November 6, 2020, judgment that sacked Ibezim and announced Araraume as the candidate of APC, having won the party primary election. It was the considered opinion of the Judge that the revalidation of Ibezim’s candidacy, was in tandem with the Electoral Act, having won the APC party primary, way back in September 2020. Justice Onyemenam ordered the Independent National Electoral Commission, INEC, to immediately enlist Sir Ibezim’s name, as the APC candidate for the bye-election. It would be recalled that the bye-election is expected to hold today, in the 64 wards across the six Local Government Areas that make up the senatorial zone. They include, Okigwe, Obowo, Ihitte-Uboma, Isiala-Mbano, Ehime Mbano and Onuimo local government councils. An earlier circulated motion had prayed for the invitation of the president. But the motion eventually moved by Hon. Satomi Ahmed on behalf other 10 Borno State lawmakers on the floor prayed the president to amongst other things, declare a State of emergency on security matters. But the motion as presented didn’t sit down well with another Borno lawmaker, Hon. Ahamdu Jaha who relied on Order 6, Rule 1 of the House to say that the original motion to which all the lawmakers agreed on was to call on the President to address them on the security situation especially in the north east region. He, therefore, amended the prayers of the motion. “My amendment is that Mr. President should be invited to come and explain the security situation in the country especially in the northeast”, he said. His amendment got the support of the House. But the Speaker of the House, Femi Gbajabiamila said it was not necessary, stressing that the State of emergency prayer sufficed This was however rejected by the House. Similarly, the majority leader of the House, Ado Doguwa added his voice, saying that security issues can’t be discussed openly, pleading for the understanding of his colleagues not to summon the president. His contribution was however greeted with a thunderous shout of No. Seeing the rising tension and the determination of the lawmakers, the Speaker suddenly called for executive session to resolve the matter. “Hon. The lieutenant governor of Texas has offered up to $1m as a reward to anyone who can help expose fraud in the presidential election, amid a range of lawsuits filed by the Trump campaign. Addressing a news conference on Tuesday, Dan Patrick according to Independent.co.uk said anyone who comes forward with evidence of fraud that leads to an arrest and final conviction will be paid a minimum of $25,000. By Dennis Agbo What is the customary government of IPOB all about? You know that as it is now, Biafra does not exist as a sovereign nation but the human beings called Biafrans are still in existence and when the Republic of Biafra ceased to exist, what ceased was the republic and the status made by the government of Biafra, the laws made by the republic of Biafra ceased to exist. The Human beings remained as well as the customs and tradition of the people. These native laws, customs and traditions of the people remained and were adopted by the Nigeria government under section 315 of the constitution as the existing laws. That is why the customary law and the Sharia law are recognized by the Nigeria constitution as existing laws in force before Nigeria was created. So on the fall of the Biafran republic, all the laws made by the Biafran parliament ceased to exist but the customary laws of the people remained intact, valid and adopted by the Nigerian constitution as existing laws. That is why today in Nigeria customary laws are given their proper position as part of Nigerian law and that’s why we have customary courts and customary courts of Appeal just like Sharia law. Is it not spurious to claim there were people called Biafra earlier than Ojukwu’s declaration in 1967? Biafra had existed about 500 years before Nigeria was created. It wasn’t actually a new country that was declared by the 1967 proclamation of Biafra but it was like a restoration of the old Biafra. There was no Nigeria abinitio. We had three regions from where Nigeria was carved out in the 16th century. We had the Zamfara region in the north, the Biafra region in the east and the Benin kingdom in the west. From these three regions in the ancient map of Africa, up to 1885 when there was the scramble for Africa in Berlin, where they shared the map for Africa, that Map continued to be in existence until 1885. It is from these three regions that the country, Nigeria, was created. When the country was created, they left some part of Zamfara region into the present-day Niger and Chad; they left some of the present day Biafra people in Cameroon, Gabon, Equatorial Guinea and left some parts of Benin people in Dahomey which is now called Benin Republic and some other parts. So they took a few and put us in a new country called Nigeria. They distorted the map of Africa and created a new country called Nigeria, merging the incompatible tribes together. So when the Eastern Nigeria wanted a republic of their own, it was Chief Frank Opigo from the present day Bayelsa state that suggested they should use the ancient name of their ancestors, Biafra, and that’s how it was adopted. It wasn’t even Ojukwu that suggested the name but Opigo. Remember that before then there were the Bite of Biafra and Bite of Benin which they changed in the Nigeria map in 1975. After the Biafra war, the bites of Biafra and Benin continued to feature in Nigeria map. Bite is like a bay beach, the river mouth, the ocean mouth of Biafra. So there was a nation called Biafra that had that ocean mouth. In 1975 the Nigerian government made a law called the bite of Bonny act to replace the bite of Biafra. So our history shows there was Biafra before the Ojukwu declaration of Biafra. If such is the case, why is the present day Biafra limited to the Ibo tribe alone? That is because when the war was fought, the enemy sowed a seed of discord among Biafrans that some Biafrans decided to deny their identity, especially the Biafrans of the South-south and other areas that decided so. It was a mechanism for self-preservation. In other words, when the enemy catches on you, you will say I am not a Biafran to save your life. Such is usual in a war situation; people out of fear decide to deny their identity. It’s there in the Bible, when Peter denied Jesus Christ to stay alive but he repented. So I am now expecting those who denied Biafra to stay alive to now come back and accept we are Biafrans. We lost our sovereignty but our identity is not lost which is what I have argued in court face to face with Nigeria lawyers. What we lost was our ability to govern ourselves but we are still the remnants of the Biafra that were not consumed. How come everything about IPOB is now centred on Nnamdi Kanu? I don’t know how to describe Nnamdi Kanu but without apologies I have come to say that Nnamdi Kanu is the worst evil I have met on earth. Tell him I said this. I pray God to give me the ability to forgive that boy. He destroyed everything we built. He came from MASSOB and joined us in IPOB; I didn’t know who he was. It was just unfortunate. I created that name Indigenous People of Biafra and I wrote it in my Book, Biafra or Nigeria Presidency, What Do Igbos Want? and gave reason I called it IPOB. While I was writing the Book from 2007 to 2011, the United Nations passed a law called UN Declaration of the Rights of Indigenous People in 2007. So I instituted a case at the Owerri Federal High Court in 2012 and served notice on Nigeria government that we are Indigenous people of Biafra since we were not all consumed by the war. What were your prayers in the suit? The prayer was for self-determination because we took the law. Fortunately, the Nigeria government enacted the right of people to self-determination. The Nigeria law cap10 of the federation 1990, Articles 19-25 enacted the rights of indigenous People to self-determination. So I picked it by originating summons, let the Attorney General of the Federation come to court to interpret this law, whether by such provision indigenous people have right to self-determination and if so, we ask for it. President Muhammadu Buhari on Friday appealed to Nigerians yet to feel the impacts of his Administration and those who feel the government is not doing enough to bear with the government. The President made the appeal in Ilorin at a town hall meeting with the traditional rulers, youths, students, organised labour, market women and other stakeholders on the #EndSARS protest and its aftermath. The News Agency of Nigeria (NAN recalled the President had directed all his cabinet ministers to go to their respective states and interact with the people over the protest and what the government had done. The Kwara state meeting hosted in Ilorin by the Minister of Information and Culture, Alhaji Lai Mohammed was attended by the state Governor Abdulrazaq Abdulrahman. Speaker of the state House of Assembly Hon. Yakubu Danladi, Emir of Ilorin, HRH Sulu Gambari and other traditional rulers, representatives of market women, traders and other stakeholders attended the event. In the President message delivered by the minister, he said the Administration has the interest of the youths and the people in general at heart and has been doing a lot to touch their lives. The president said the government is constraint by the dwindling resources occasioned by the impact of COVID 19 which also affected the global economy. “If we have not done enough or we have not touch everybody, we appeal that you please bear with us. “In the first instance, what we have is less than 60 per cent of the revenue that was available to other governments that came before us. “We all know what we suffered during COVID 19, and as we are just trying to recover from this we also face another crisis. “We appeal that you should please assist the government and be patient. “This government is dedicated to serving the people and we will continue to try our best to do so “I thank you all for your perseverance, understanding and patience’, he said The president said the administration has many initiatives targeted at creating jobs for the youths and alleviating poverty among women and vulnerable groups. He said the government initiated N75 billion National Youth Investment Fund (NYIF) aimed at providing opportunities for the youths. He said the Fund is part of the N2.3 trillion Economic Sustainability Plan to cushion the effects of the COVID-19 pandemic on most vulnerable Micro Small Medium Enterprises (MSMEs) across the country. He also listed MSMEs Survival Fund as part of the administration’s initiative at jobs sustainability. He said the Fund is a cluster of grants to support MSMEs to meet their payroll obligations and safeguard MSMEs jobs from the shock of COVID-19 pandemic. The President said other initiatives targeted at the youths included N-POWER which had engaged 500,000 beneficiaries with 400,000 more in December. He said 10,000 youths had been trained and benefitted under N-TECH and N-AGRO respectively. The president said the federal government FINTECH created enabling environment for growth of businesses that use technology to enhance or automate financial services and processes. He said over two million farmers, traders, mostly youths were empowered under FARMERMONI, TRADERMONI and MARKETMONI. The president said over 500,000 youths have also benefited from the Graduate Internship Scheme which provides short-term employment graduates. He said 1000 farmers from each of the 774 LGAs in the country were empowered and guided under the Youth Entrepreneurship Support programme. Earlier, Gov. Abdulrazaq thanked the President for the initiative of directing ministers to interact with the people at the state level. The governor prayed for peace unity and stability of the country. In his contribution, the Emir of Ilorin said the town hall meeting is a good forum for the people to expressed their minds and grievances to government. The Emir said he was concerned about the lingering strike by the Academic Staff Union of Universities (ASUU) affecting the children of the poor who could not send their children abroad and to private universities to study. The traditional ruler also charged the leader to address the challenges of bad roads corruption and decay infrastructure accross the country. The Chairman of ASUU in University of Ilorin, Prof. Moyosore Ajao said the #EndSARS was successful largely because many frustrated University students who had stayed at home for over right months joined in the protest. He called on government to settle the lingering crisis for students to return to schools. Mrs Raliat Yusuf who spoke on behalf of women urged the government to open all borders for food items to come in and to address the problem of hunger in the country. Kayode Oyero Former Nigerian President, Goodluck Jonathan, says it is better to lose power and gain honour. Jonathan, who made this known in a Facebook post on Friday, recommended this ‘philosophy’ to all leaders facing ‘challenging situations at the polls’. He wrote, “Nobody’s ambition is worth the blood of any citizen. It is better to gain honour at the cost of losing power than to gain power at the cost of losing honour. “At any point in time, the power of love should matter more than the love of power. “This is my philosophy. I have lived it. It has brought great peace to both my beloved nation and I. And I recommend it to all leaders facing challenging situations, either in government, or at the polls, or even in their dealings with fellow political actors.” Jonathan, who sought reelection on the platform of the Peoples Democratic Party in 2015, had conceded defeat to the incumbent Nigerian President, Major General Muhammadu Buhari (retd.), of the All Progressives Congress. Although Jonathan was not specific about the world ‘leaders’ he made the recommendation to, his statement was made at a time when the United States is electing a new President to lead the nation for another four years. The incumbent American President, Donald Trump, and his Democrat challenger Joe Biden are presently slugging it out at the polls but the electoral college votes are tilting in favour of Biden who is some figures shy from the magic number of 270. A mob has lynched a driver and conductor of a water truck whose vehicle crushed five pupils to death in Oshiri in Onicha local government area of Ebonyi. Police confirmed they received a distress call on Monday about the accident in which five students were killed. “So some angry youths attacked the driver and killed him,” said police spokesperson Loveth Odah. “The driver, Ewa Innocent, is from Ameka Ikwo while the conductor, Ojim Dennis, is from Agharazo, Iyiemgu Izzi.” Odah said. Odah further explained that the children, the bus driver and conductor were confirmed dead by a doctor in the hospital. According to her, the corpses of the driver and conductor were recovered and deposited at Onicha general hospital. The five children, Daily Trust learnt, were students of St Michaels School, Oshiri. A source in the community said the accident, which has thrown the community into mourning, happened at Onu Nworiegu, Oshiri. The water truck allegedly belongs to a company known as C- Sagas project Nigeria Limited. Sodiq Oyeleke The Lagos State Government may impose a new lockdown and return other measures if there is a recurrence of high cases of coronavirus in the state. This was contained in a press statement by the Director, Public Affairs of the Ministry of Health, Tunbosun Ogunbanwo, on Tuesday. The statement was titled, ‘Lagos calls for precautions against second wave of COVID-19’. The statement quoted the Commissioner for Health, Prof. Akin Abayomi, as saying that many countries around the world have found it necessary to impose a second lockdown and restriction of movements, which have significant socio-economic and security consequences. The commissioner, however, warned that “the continuous flagrant disregard of safety guidelines by citizens heralds’ danger and may lead to a second wave of new infections in Lagos”. Part of the statement read, “The Lagos State Government has once again stressed the need for residents to strictly adhere to precautionary measures against COVID-19 infection transmission to prevent a recurrence of the situation that led to the lockdown of the economy. “A resurgence of cases in Lagos may lead to the reversal of the strategically calculated measures put in place by the Government to open up the economy. “The first wave of coronavirus started in December 2019 and swept through an unprepared world. The first case of COVID-19 in Nigeria was recorded in Lagos on the 27th of February 2020. Lagos has since become the epicentre of the outbreak in Nigeria with a record of 21,107 confirmed cases and 212 deaths from the virus till date. “The containment measures put in place at the time included COVID-19 testing, isolation and treatment, surveillance, total shutdown of the State for about 12 weeks and partial shutdown of social, economic and academic activities for over four months.” Abayomi advised citizens against unnecessary movement and social gatherings, “unless it is absolutely necessary stressing that travelling into and outside the Country should be discouraged except when absolutely necessary”. He said, “The erroneous belief that COVID-19 has been conquered and is no more in Nigeria should be discarded. Based on our data, this assumption is invalid. It creates a false sense of security amongst the citizens causing many to abandon the use of face masks and other safety measures and protocols put in place by the Government. “Though we have reached our peak as predicted and are now experiencing a decline in the number of positive cases, this is not a reason to conclude that all is over. Eniola Akinkuotu, Abuja The Nigeria Immigration Service on Monday prevented a promoter of the #EndSARS movement, Modupe Odele, from travelling. Although the officers did not disclose the reason for their action, it is believed that the action was taken because of her alleged role in the #EndSARS protests. Odele, had through her Twitter handle, @Mochievous, mobilised her 219,000 followers during the protests. She had also offered free legal aid to persons who were unjustly arrested during the demonstrations. Confirming the development in a newsletter sent out on Monday, the lawyer said she was on her way to the Maldives to celebrate her birthday when she was accosted by immigration officers. She wrote, “For my birthday, I had planned a trip to the Maldives. It was really for a break as the events of the last three weeks have exhausted my mind and body in a way I have never been exhausted in my life. “I went to the airport, passed through immigration, and while I was putting my bags through the body and baggage scanner, the immigration officer who had previously cleared me, called me back. He told me he had orders from above to detain me. “Okay, at this point I’m like excuse me, my flight is in an hour. On what grounds are you detaining me?” He didn’t respond. Instead, he goes to his computer where he typed in my name and something that looked like a ‘wanted poster’ popped up on the portal. “He blocked my view so I couldn’t see most of it but I saw some of it. And it read something like – ‘This person is under investigation by XYZ Intelligence Agency. If seen, they should be apprehended on sight.'” Odele said she was detained while her passport was seized by the officers and she was made to miss her flight. The lawyer said that she had been able to identify the security agency that put her on the watch list, adding that she would be returning there on Tuesday. Odele wrote, “Since the #EndSARS peaceful protests started in Nigeria about three weeks ago, I and some super courageous women have been providing support to Nigerians as they came out to peacefully exercise their constitutional rights. “I was specifically in charge of legal aid and so co-led www.endsarslegalaid.co where we succeeded in helping over 80 peaceful protesters who were arrested get released. It was back-breaking and emotionally tasking work but the joy that the family expressed when being reunited with loved ones made it all worth it. “I’m not a full-time activist or human rights attorney. I am a corporate lawyer at the moment so dealing with police stations isn’t my area of expertise. I did what needed to be done in the face of gross injustice and had the support of over 800 wonderful volunteer lawyers.” Odele stated that she had begun providing pro bono lawyers to victims of police brutality who wish to file petitions before the Judicial Panels set up by states across the country to investigate alleged incidences of police brutality. Okechukwu Nnodim, Abuja The Federal Government is to spend between N269.38bn and N497.13bn on the provision of six million free meters to various unmetered power users across the country. Also, findings from separate quarterly reports of the Nigerian Electricity Regulatory Commission on the power sector showed that the number of unmetered customers in Nigeria has reduced by 210,359. It was also gathered that about 245,916 unmetered power consumers would not benefit from the six million free meters, as Nigeria currently has about 6,245,916. On Thursday, a presidency source told reporters in Abuja that the government would commence its free meter distribution scheme the following day with Kano, Kaduna, Eko and Ikeja electricity distribution companies’ franchise areas. The PUNCH reported on Friday that the presidency official, who pleaded not to be named as he was not authorised to speak on the matter, explained that the exercise would be carried out under the National Mass Metering Programme. “The NMMP is to roll out six million meters for all connection points on grid without meters over the next 18 to 24 months, estimated to impact 30 million consumers nationwide,” the official stated. It was also gathered that the mass metering scheme took effect after a recent directive by the President, Major General Muhammadu Buhari (retd.), to the Central Bank of Nigeria. Based on the directive, the CBN approved guidelines for funding the programme, which entailed that all meters under the scheme would be locally sourced in order to create more jobs. Our correspondent gathered from the NERC that most meters used by power consumers in Nigeria come in single phases and three phases. The power sector regulator in June approved a hike in the prices of both meters. The commission increased the price for a three-phase meter from N67,055.85 to N82,855.19, while the cost of a single-phase meter was raised from N36,991.50 to N44,896.17. Going by the hike in prices, findings showed that for three-phase meters, a total of N497.13bn would be required to provide the six million meters planned for free distribution nationwide. On the other hand, for the single phase meter, a total of N269.38bn would be required to provide free six million meters. It therefore shows that the government would need to spend a minimum of N269.38bn to freely provide the six million meters planned for nationwide distribution. However, data in the most recent quarterly report of NERC showed that the number of unmetered customers in Nigeria was more than six million. Unmetered customers in Nigeria, according to analysis of the first quarter 2020 industry report that was recently released by the commission, was 6,245,916. This indicates that a total of 245,916 power users may not benefit from the free six million meters that are planned for distribution by the government. Findings from separate NERC quarterly reports showed that while the number of unmetered customers in Nigeria in the fourth quarter of 2019 was 6,456,275, the figure dropped by 210,359 to 6,245,916 in the first quarter of this year. The commission said in its recent report, “Although there was a slight improvement during the quarter, the huge metering gap for end-use customers remains a key challenge in the industry. “The records of the commission indicate that of the 10,477,856 registered electricity customers as at the end of the first quarter of 2020, only 4,231,940 (40.39 per cent) have been metered. “Thus, 59.61 per cent of the registered electricity customers are still on estimated billing which has contributed to customer apathy towards payment of electricity bills.” In comparison to the fourth quarter of 2019, the commission stated that registered and metered customers increased by one per cent and eight per cent respectively. It explained that the increase in registered customer population was due to the ongoing customer enumeration exercise by power distribution companies. The NERC stated that through this means, unregistered consumers of electricity were brought unto the Discos’ billing platform. “Similarly, the increase in metered customers was attributed to the roll out of meters under the Meter Asset Provider scheme,” it added. A review of the customer population data in the report indicated that all the Discos recorded progress in the metering of their customers as of March 31, 2020 compared with December 31, 2019. Further findings showed that Abuja, Benin and Eko Discos had metered more than 50 per cent of their registered electricity customers as of March 31, 2020. To ensure speedy metering of electricity customers in line with the target of closing the metering gap in the Nigeria Electricity Supply Industry by December 31, 2021, the commission said it had continued its monitoring of Discos. It said the monitoring exercise was to ensure that the Discos implemented and complied with the provisions of the MAP Regulations to fast-track meter roll out. The commission stated that during the quarter, it approved more preferred MAPs for Discos that had finalised their MAPs procurement process, increasing the total number of approved MAPs to 29 as of the end of the quarter. The Deputy President, Nigeria Labour Congress, Joe Ajaero, told our correspondent that part of the recent power sector discussion between organised labour and the Federal Government also bordered on the provision of meters to unmetered customers Ajaero, who doubles as General Secretary, National Union of Electricity Employees, said it was important for power users to have meters in order to accurately pay for what they consumed. On his part, the Secretary-General, Nigerian Electricity Consumers Advocacy Network, Uket Obonga, said power distributors must work with their respective Meter Asset Providers to close the metering gap in Nigeria. Ubonga welcomed the six million free meter scheme of the Federal Government. He noted that the exercise would considerably reduce the metering gap if adequately implemented.
