Players’Conduct: (Paraphrased from the FIDE handbook with minor additions for C4)
12.1

The players shall take no action that will bring the game of chess into disrepute.
12.2

Players are not allowed to leave the ‘playing venue’ without permission from the arbiter. The playing venue is defined as the playing area, rest rooms, refreshment area, area set aside for smoking and other places as designated by the arbiter.


The player having the move is not allowed to leave the playing area without permission of the arbiter.
12.3

a. During play the players are forbidden to make use of any notes, sources of information or advice, or analyze on another chessboard
b. Without the permission of the arbiter a player is forbidden to have a mobile phone or other electronic means of communication in the playing venue, unless they are completely switched off. If any such device produces a sound, the player shall lose the game. (CPAN advices players submit their electronic devices at the arbiters’ desk and pick them up at the end of the day after verifying ownership). The opponent shall win. However, if the opponent cannot win the game by any series of legal moves, his score shall be a draw.
c. Smoking is permitted only in the section of the venue designated by the arbiter
12.4

The score sheet shall be used only for recording the moves, the times of the clocks, the offers of a draw, and matters relating to a claim and other relevant data.
12.5

Players who have finished their games shall be considered to be spectators.
12.6

It is forbidden to distract or annoy the opponent in any manner whatsoever. This includes unreasonable claims, unreasonable offers of a draw or the introduction of a source of noise into the playing area.
12.7

Infraction of any part of Articles 12.1 to 12.6 shall lead to penalties as determined by the arbiter.
12.8

Persistent refusal by a player to comply with the Laws of Chess shall be penalized by loss of the game. The arbiter shall decide the score of the opponent.
12.9

If both players are found guilty according to Article 12.8, the game shall be declared lost by both players.
12.10

In the case of Article 10.2.d or Appendix D a player may not appeal against the decision of the arbiter.
Otherwise a player may appeal against any decision of the arbiter, unless the rules of the competition specify otherwise.
Players are expected to be well behaved during the course of this event. Deals will not be tolerated and any player/players caught facilitating, offering or accepting any deals will be immediately expelled and banned from future CPAN events.

It's a big shame that black South Africans have once again condescended to the level of base animals by attacking fellow Africans who have for one reason or the other migrated to their country in search of security or economic emancipation. This certainly is not the best of times for the South African economy and as a result there are lots of unemployed young South Africans roaming the major streets of South Africa looking for non existent jobs. Some of them blame migrants for their fate saying that the migrants charge far less than the average South African would charge for doing the same job. The pronouncements allegedly made by the Zulu King Goodwill Zwelithini that migrants should leave the country seemed to have been the catalyst that sparked this current wave of arson, looting and murder sprees that started on the 30th of March 2015.
To think that this is a country that Nigeria and its citizens invested so much money, sweat and blood during the dark days of Apartheid that saw Nigeria pitted against Britain and the United States of America during General Olusegun Obasnjo's regime. The then British Petroleum company was nationalized and renamed African Petroleum by Chief Olusegun Obasanjo on 30th July 1979. The same fate also befell Barclay's Bank which was renamed as Union Bank in the same vein.
Fast forward from then to now, and it seems that Most of these guys probably know little or next to nothing about their country's history and the role that other Africans played in freeing them from the shackles of APARTHEID. I blame them not. It will take a while for the last vestiges of colonial mentality to wear off. But in the meantime, the AU needs to suspend the membership of South Africa until it pays reparations to countries whose citizens have been murdered in SA during this danse macabre and also guarantee the lives of those expatriates who are living and conducting business there, failing which all South African embassies in Africa should be closed down and ambassadors recalled. They must be taught the value of human lives.
It is pertinent though to add that not all South Africans are in support of this acts of barbarism as so many of them have organized rallies and show support for African solidarity. Julius Malema, a former ANC youth leader and strident opponent of President Jacob Zuma, has been very vocal in his condemnation of the attacks and the way Zuma has handled the aftermath.
Africa and indeed the whole world is watching how South Africa would handle the fallout from this latest misadventure.

[img][/img] Some folks just won't learn lessons from recent and past history.No politician is worth losing your precious life over.
I don't reside in the Oshodi Area of Lagos State, but for those who live there or know that area very well, they would agree that it is a very volatile and often violent place, where within the twinkle of an eye, violence, especially the type fueled by a thirst for political or economic power can erupt without warning. Before today, there has been two major incidents involving rival supporters of the APC and the PDP in Oshodi. Several lives and properties worth millions of naira have also been lost to hoodlums who wield axes, guns, machetes and other dangerous weapons during their orgies of violence. The events of February 19th and March 26th 2015 still remain fresh in the minds of those who lost loved ones or properties to the sporadic outbreaks of violence that rocked the Oshodi, Costain, and Maryland areas of Lagos State during the f ree for all fights that broke out between rival gangs of street urchins popularly known as area boys. Well today the 9th of April 2015 would also surely go down in history as one of the darkest days in the annals of the history of orgiastic violence in Oshodi. It was a day that family members and friends of one of the notorious urchins in Oshodi would pray that they forget and get over soon.
It was the day that unknown to Ismail aka Baba Esi, was going to be the last time he would be breathing his last breaths. The day I am sure must have started as other days before it for him, but it sure ended with his alleged friends and co-travelers snuffing out his life after he decided to decamp from supporting the PDP and pledging his allegiance to the APC.
The gist I got is that he was murdered in cold blood by some of his friends who felt betrayed by his actions and then decided to teach him a lesson of a lifetime, from which he sadly passed on.
Baba Esi was made to swim in his own pool of blood wearing the campaign tee shirt of the APC governorship candidate of Lagos State, Mr. Akinwunmi Ambode. Well what more can I say? To the family and friends of the late Mr. Ismail aka Baba Esi, may God give you the fortitude to bear this immutable loss, and to those of you who may be reading this piece and have intentions to engage in acts of electoral violence, please perish the thought, as your lives and futures are dearer to your family and loved ones. No politician is worth dying for. Do not become a pawn in someone else's chess game. Do not gambit your life away for mere pittance. Vote if you will, and not fight. Say no to violence, it never ends well.

Video and audio clips allegedly depicting the Oba of Lagos, Oba Rilwan Akiolu threatening to invoke the full wrath of his ancestors against the Igbos who are resident in Lagos and decide to cast their votes for the PDP candidate in the April 11th 2015 Governorship elections have caused a major media storm. Some notable APC chieftains and even the Oba's palace have made moves to try to mitigate the statements credited to the Oba and viewed by quite a large number of Nigerians to be highly xenophobic. Indeed the Governorship candidate of the APC in Saturdays elections Mr. Akinwunmi Ambode who incidentally is the Oba's preferred candidate, has stylishly distanced himself from the Oba's purported threat against the Igbos who are resident in Lagos State and who may wish to vote against him.

The full excerpts of the Oba's speech are given below:

“On Saturday, if anyone of you goes against Ambode, who I picked, that is your end. If it does not happen within seven days, just know that I am a bastard and it is not my father who gave birth to me.
“By the grace of God, I am the owner of Lagos for the time being. This is an undivid­ed chair. The palace belongs to the dead and those coming in the future. On Saturday, if anyone of you, I swear in the name of God, goes against my wish that Ambode will be the next governor of Lagos State, the person is going to die in­side this water.
“For the Igbo and others in Lagos, they should go where the Oba of Lagos heads to. When they were coming to the state, they did not come with all their houses. But now, they have properties in the state. So they must do my bidding. And that is the bidding of the ances­tors of Lagos and God.
“I am not ready to beg you. Nobody knew how I picked Ambode. Jimi is my blood relation and I told him that he could never be governor in Lagos for now. The future belongs to God. I am not beg­ging anybody, but what you people cannot do in Onitsha, Aba or anywhere you cannot do it here.”


The Oba's ire may probably have been drawn by the fact that in the Presidential and National Assembly Elections that were held on the 28th of March 2015, the PDP not only garnered a lot of votes for the incumbent President Dr. Goodluck Ebele Jonathan, its candidates also won five out of the House of Assembly seats up for grabs in the said elections. Three out of the five PDP candidates that won seats in that election were non Yoruba's. They are Oghene Egboh, an Urhobo from the Niger-Delta and who defeated Mr. Ganiyu Olukolu of the APC to clinch the seat for Amuwo-Odofin Federal Constituency 2, Mrs. Rita Orji, who also hails from the South-East who floored Taiwo Adenekan of the APC to secure victory for the PDP in Ajeromi/Ifelodun Federal Constituency and the third winner which came as a sucker punch, Mr. Tony Nwoolu of the PDP won against an incumbent member of the House of Reps in Oshodi/Isolo Federal Constuency 2, Mr.Akeem Munir.
The PDP's candidate Mr. Jimi Agbaje is a cousin to the monarch and he and his party leadership in Lagos State headed by Mr. Tunji Shelle have subtly denounced the actions of the Oba. The erstwhile spokesman for the PDP's Presidential Campaign Organization, Mr. Femi Fani Kayode was not so subtle in his response to the allegations of nepotism against the Oba of Lagos. In a swift reaction he put out this speech:

"The Oba of Lagos’ threat against the Igbos in Lagos that if they do not vote for the APC in the governorship elections on Saturday they should be ready for the consequences and that if they don’t vote for Ambode they should be ready to perish in the lagoon is ominous and unacceptable.
The truth is that we were threatened with ethnic cleansing and religious carnage in the north had Buhari not won the election on march 28th and had Jonathan not quickly conceded defeat and now our traditional supporters are being threatened in Lagos and in many other states.
Let two things be clearly understood. In as much as we all want peace in this country and in as much as Jonathan has graciously and quickly conceded defeat in the Presidential election, this does not mean that we are weak or powerless.
Let it be clearly understood by all and sundry that any attempt to kill or molest our supporters in the north, in the west or indeed in any other part of the country either before, during or after Saturday's governorship elections or any attempt at ethnic or religious cleansing by the APC, their supporters or their friends and agents will be deemed unacceptable and will be met with defiance, contempt and resistance".

The Oba's palace and the APC Lagos State gubernatorial candidate Mr. Akinwunmi Ambode have both put out separate statements in a bid to mitigate the potential harm that the said speech by the Oba may cause. The Igbos on the other hand see themselves as the beautiful bride who must be courted by leading politicians in Lagos and some of them, if comments on social media are to be relied upon, see this election as a means to pay back the APC and by extension the South West, who ensured that their perceived favorite candidate in the Presidential Elections, Dr. Goodluck Ebele Jonathan lost his reelection bid to the APC's Presidential candidate, now President- Elect, Rtd. Major General Muhammadu Buhari.
It remains to be seen what the import of the Oba's speech would have on the Saturday April 11th 2015 Governorship Elections in Lagos State and probably beyond.

You commit a fallacy of hasty generalization my brother. I am a Yoruba man. "ko si eni ti a fi je Balogun ti ko ni si ibon yin l eekan". I believe you know what the proverb means. The Oba commited a faux pas, and he has been quick to try to appease all concerned.
Like it or not,the Igbos, Hausas, Ijaws, and other non Yorubas have a key role to play in the socio-economic life force of Lagos. It is enshrined in the constitution of Nigeria, and owning a PVC guarantees them the inalienable right to vote for candidates of their choice. Elections are won by canvassing superior arguments, not by intimidation or blackmail. The crux of my initial post is to ascertain the far reaching implications, if any, from the fallout of the Oba's speech. Peace.

From the mundane to the sublime, the repudiations have started flooding in from top politicians in the APC fold who are making spirited moves to either distance themselves from the purported xenophobic statements attributed to the Oba of Lagos, HRH Oba Rilwan Babatunde Osuolale Aremu Akiolu I. The charm offensive is not restricted to politicians alone. Front-line musicians like Don Jazzy, screen diva, Joke Silva and even a former World Bank Vice President and co-founder of Transparency International, Dr. Obiageli Ezekwesili were all not left out of the controversy.
To be sure, the Oba's palace did its best to douse the flames of the fires that had been lit by the alleged statements by the Oba. The rebuttal by the Oba's palace is reprinted below:


THE OBA OF LAGOS CLARIFYING HIS EARLIER STATEMENT!

My attention has been drawn to a publication in a national newspaper where HRM Oba Riliwanu Akinolu was alleged to have threatened Igbos in Lagos to make them vote for Ambode.
Last Sunday, all honorary Eze Ndigbos in Lagos paid a courtesy call to HRM Oba Akinolu. At the meeting the visitors praised the Oba for his fatherly support for and cooperation with Igbos in. Lagos. They assured him of their continued good neighborliness with other tribes in Lagos and support everything that’ll further strengthen that harmony. Oba Akiolu on his part acknowledged the enviable performance of Governor Fashola and his contribution to the growth of investments in Lagos. He gave the assurance that he is not disturbed or angry with South-East and South- South votes for President Jonathan as perceived by the Eze Ndigbos. The Obas thereafter called on the Igbos chiefs to show appreciation to Lagos State by supporting his candidate Mr. Ambode for continuity of excellence as they have earlier promised. He assured them of his continued support and assistance where needed and the meeting ended with the traditional breaking of kolas, alligator pepper, and bitter kola and pouring of liberation on the ground. It was within this context that that the tradition of Lagos with regard to the lagoon came up. It was noted that whoever works against the throne and the interest and peaceful co-existence of Lagos would end up in the lagoon as per tradition.
Oba Akiolu stated further that the Igbo people have not betrayed the throne. Lagos has also not betrayed the Igbo people. Lagos has done so much to make the Igbos comfortable and to prosper. For this, we expect reciprocal respect and understanding. The Oba of Lagos prays that the Lagoon and the throne will continue to bless and protect all those who reside and visit Lagos. Oba Akiolu is the father of all irrespective of tribe, religion or political persuasion. In Lagos, we have an old traditional proverb that relates to the Lagoon. The Lagoon is unique to Lagos. The proverb stresses the need for unity and understanding when you do business in an environment and in this case when you live and do business in Lagos.
Oba Akiolu prays for peace for the land of Lagos and prosperity for all its inhabitants.

The Jagaban Borgu and former governor of Lagos State, Senator Bola Ahmed Tinubu in his own message to the Ndigbo of Lagos, appealed to them thus:
“The Oba is not a politician. His job is to accommodate all political parties whether PDP, APC or SDP. So what did he (Ubah) (sic) go and do at the palace?

“To you Igbos, don’t we pay your children’s school fees like others? Or is it the palace that pays for it? When we conducted an exam and a spelling competition, an Igbo boy, Ebuka, from Anambra, came first and he became the governor for one day.

“Those that won the competition three times in a row were Igbo. Ebuka was sent to Switzerland computer school and then Obafemi Awolowo University. We did not say he was an Igbo boy and he would not enjoy. He became an executive in Oando and he is now in Canada.

“Another boy, Felix, won and went to Switzerland and OAU. We paid his scholarship; we did not deny him because he is Igbo.”

Meanwhile, the Lagos State APC Publicity Secretary Joe Igbokwe in a separate statement issued on behalf of the Lagos State Chapter of the APC, tried to smoothen ruffled feathers by alleging that the monarch may have spoken out of anger.

Igbokwe implored his kinsmen not to mete out their anger on the APC governorship candidate, Mr. Akinwunmi Ambode, who though the intended beneficiary of the Oba's controversial statements, knew nothing about the incident.

The statement read;
“Oba Rilwan Akiolu of Lagos is not a card-carrying member of APC. He is not a leader in the APC. He does not speak for the APC. He did not speak for Governor Babatunde Fashola of Lagos state.

“He did not speak for our national leader Asiwaju Bola Ahmed Tinubu. He did not speak for the incoming governor, Mr Akinwunmi Ambode. His Royal Highness is at liberty to speak for himself and he spoke for himself only.

“Lagos APC appeals to Ndigbo not to take the statement as the position of the party in Lagos. We passionately appeal to Ndigbo not to carry the statement credited to Oba Akiolu too far so as not to put a knife on things that have held us together for more than 50 years now.

“If out of annoyance, you throw your cap away, a mad man will take it and use it forever.”

It is anyones guess how the cookie will crumble come April 11th 2015. What is certain is that the Igbos seem to hold the Permanent Voter's Card, or shall I daresay the trump card that may enthrone the next governor of Lagos State. Time alone will tell.

Slowly but surely we shall get there. Thinking is very hard for most people, that is why the game of chess isn't very popular here in Nigeria. The game of chess is similar to Bekett's book: Waiting for Godot. The main action takes place inside the heads of the players several moves or (sic) plys before they materialize on the board!
