Washington (CNN)President Donald Trump said he believes former President Barack Obama has been behind the leaks within his administration and the sizable, angry town hall crowds Republicans have faced across the country.

Trump was asked in an interview on Fox News' "Fox and Friends" if he believed Obama was responsible for the town hall protests against Republicans this month.

"It turns out his organization seems to do a lot of these organizing to some of the protests that these Republicans are seeing around the country against you. Do you believe President Obama is behind it and if he is, is that a violation of the so-called unsaid presidents' code?" Trump was asked.

"No, I think he is behind it. I also think it is politics, that's the way it is," Trump replied.

Trump then discussed the leaks that have disrupted his first month in office.

"You never know what's exactly happening behind the scenes. You know, you're probably right or possibly right, but you never know," Trump said in the interview, a clip of which was released Monday night. "No, I think that President Obama is behind it because his people are certainly behind it. And some of the leaks possibly come from that group, which are really serious because they are very bad in terms of national security. But I also understand that is politics. In terms of him being behind things, that's politics. And it will probably continue."

Trump did not offer any evidence for his claim in the clip released by Fox Monday night. CNN has reached out to Obama's office for comment.

A broad coalition of groups including Organizing For Action, the SEIU, MoveOn.org and the Center for American Progress have been working to help with grassroots organizing around GOP town halls.

Organizing for Action, the group formed from Obama's campaign organization, has 14 professional organizers, for example, who are involved in teaching local activists skills to effectively vocalize opposition to the GOP's top agenda items.

Earlier this month, Trump told Fox News that reports of his calls with the leaders of Mexico and Australia were caused by leaks from "Obama people."

Trump's administration has been beset by leaks within his administration to the media, and he has continually railed against those doing the leaking and the media since taking office. He has said the leaks are damaging to national security.

The economic and Financial Crime Commission has declared a woman wanted over some fraudulent activities.


The woman who has been identified as Aisha Shettima Nur was declared wanted by the anti-graft agency on February 27.

The EFCC on their Facebook page said:

“The public is hereby notified that Aisha Shettima Nur whose photograph appears above, is wanted by the Economic and Financial Crimes Commission (EFCC) for money laundering.



“On November 14, 2016, Nur, a former banker, was convicted (in absentia) on a ten count charge of money laundering. Investigations had revealed that the convict laundered monies which were the proceeds of crime through the accounts of her siblings and daughter, as well as through the purchase of vehicles and stocking of a provision shop.

“While the cases were ongoing at both the Federal and State High Courts, the convict had jumped bail, consequent upon which judges of both courts issued bench warrants for her arrest. Unfortunately, all efforts to arrest her by the Commission proved abortive, resulting in suspended sentencing until the convict is apprehended.

“The fair-skinned fugitive is 37 years old and 5.4 feet tall. She hails from Maiduguri, Borno State and is fluent in Hausa, Kanuri and English languages. Her last known address is No 1, Umar Galadima Street, Kawo, Kano

Washington (CNN)President Donald Trump gave a toast to the nation's governors at the White House on Sunday evening, offering a preview of policy discussions slated for Monday.

"Perhaps health care will come up. Perhaps," Trump said at the annual Governors' Dinner.

The dinner was first lady Melania Trump's first time officially hosting a major social event at the White House, which Trump noted in his toast.

Governors from around the country gathered in the White House for the dinner, packing the room alongside administration figures and their families. Chief of Staff Reince Priebus could be seen seated alongside fellow Wisconsinite Gov. Scott Walker.

Trump entered the room with his wife after Vice President Mike Pence and second lady Karen Pence.

He boasted of his accomplishments in the few weeks since taking office and said, "It's been a lot of fun."

Pointing to the meetings with governors slated for the next day, Trump said Obamacare has "tremendous problems" and needed to be repealed and replaced, which he said would be one topic among others at the "pretty big sessions" they would have.

"I think you're going to see something very special," Trump said.

He invited governors to hit the ground running ahead of the meetings and said they could speak with Health and Human Services Secretary Tom Price at the event.

The President concluded his toast by inviting Virginia Gov. Terry McAuliffe, a Democrat and the chairman of the National Governors Association, to give a toast. He described McAuliffe as a friend and a very good guy, but also said, "I just destroyed his political career."

McAuliffe told the crowd he expected they would have the "greatest NGA meeting in the history of NGA meetings" and offered a toast to the President.

The first lady had made sure to note that Sunday evening's dinner in the State Dining room was a time to put politics aside.

One of the first lady's longtime friends and confidants, Winston Wolkoff was previously the events director at Vogue magazine, orchestrating high-wattage events like the Met Gala.

The evening's theme, per the White House, was "Spring's Renewal," drawing upon nature and florals for inspiration. Tables covered in white tablecloths were adorned with white and green floral arrangements, tall white candlesticks, and White House china (it was not immediately clear which administration's table setting was used Sunday evening).

"The White House has come to life, gleaming with a dazzling, sensorial experience of eternal spring," the White House said in the statement.

"The scents of jasmine and roses fill the air as we give thanks for this great Nation and the glory of renewal," the first lady said.

Ivanka Trump, who spent the earlier part of her Sunday at a monster truck rally in Baltimore, made the quick change into a strapless black gown, posing for a photo with Jared Kushner outside their home in DC's Kalorama neighborhood.

"From the monster truck show to the Governor's Ball..." she tweeted before the evening began.

For his part, tuxedo-clad President Trump seemed to enjoy his surroundings.

CBN to mop up N310bn through treasury bills

THE Central Bank of Nigeria (CBN) will this week mop up N310 billion through sales of treasury bills. Meanwhile, Demand for Nigeria’s Eurobond on the London Stock Exchange (LSE) persisted last week translating to price appreciation across tenors.

Treasury bill sales In continuation of its liquidity management efforts, the CBN will sell treasury bills worth N310 billion this week comprising: 91-days bills worth N26.14 billion; 182-days bills worth N62 billion and 362 billion worth N222 billion.

The treasury bills sales will offset the effect of maturing treasury bills worth N248 billion during the week.

According to Afrinvest analysts, the treasury bill will be oversubscribed due to the attractive interest rates attached to each bill.

Analysts at Cowry Assets Management Limited however projected that the treasury bills sale will not have adverse effect on the volume of liquidity in the interbank money market due to outstanding inflows from the N465 billion statutory allocation funds shared last week by the Federation Allocation Accounts Committee (FAAC).

Last week the interbank money market experienced unprecedented scarcity of funds triggered by outflow for dollar purchases, with short term cost of funds rising up to 200 percent on Thursday before retreating to 15 percent on Friday.

System liquidity In its weekly review of financial markets, Afrinvest Plc explained: “System liquidity oscillated during the week, closing the first trading day with a negative balance of N175.3 billion. The largest withdrawal from system liquidity occurred on Tuesday as the CBN announced FX forwards sales worth $370.0m which saw money market rates (OBB and OVN) close the day at 128.3 per cent and 132.0 per cent respectively.

“On Wednesday rates moderated to 30.8 per cent and 33.7 per cent but a further FX sales worth $230.0m by the CBN pressured Open Buy Back (OBB) and Over-Night ( OVN) rate to 111.6 per cent and 133.3 per cent on Thursday. OBB and OVN rates settled at 13.1 per cent and 14.1 per cent respectively on Friday, down 4.7 per cent and 4.5 per cent week-on-week(W-o-W) respectively.

“Performance in the Treasury Bills market was largely bearish due to tighter system liquidity during the week. Average yield trended higher on most trading sessions, up 36bps on Monday but eased by mid-week as system liquidity improved. Nonetheless, average rate raised 55 basis points (bps), week-on-week (W-o-W) closing at 16.9 per cent on Friday.

Demand for Eurobond persist: Meanwhile Nigeria’s Eurobond continued to enjoy price appreciation on the London Stock Exchange (LSE) due to persistent demand by foreign investors.

The 5-year, 5.3% $500 million JUL 12, 2018 bond, appreciated by $1.25 (yield fell to 4.94 per cent) while the 10-year, 6.38% $500 million JUL 12, 2023 bond appreciated by $2.08 (yield fell to 5.68 per cent). Also, the 10-year, 6.75 % $500 million JAN 28, 2021 bond gained $0.16 (yield dropped 3.59 per cent). Commenting on this development, Afrinvest Plc said: “Positive sentiments filtered across Sub-Saharan (SSA) sovereign instruments as yields fell across the Nigerian, Ghana, Gabon, Ivory Coast, Kenya, Zambia, Senegal, and South African instruments –save for the South African 2024 and 2041. The Nigerian 2023 instrument emerged the best performer under our coverage with a year-to-date (YTD) return of 6.4 per cent.

“Despite the downgrade of some Banks by Fitch Ratings Agency amid a successful issuance of the $1.00bn Nigerian Eurobond, the Nigerian Corporate Eurobonds have been experiencing positive sentiments. This week saw positive performance filter through a range of instruments as yields fell on all Corporate Eurobonds but for the ACCESS 2017 (yields rose 11bps) and FIRST BANK 2021(yields rose 2bps). Nonetheless, the DIAMOND 2019 remains the best performing with YTD return of 13.3 per cent.



Similar to the Treasury Bills market, sentiments in the local Bonds market was bearish this week as average yield closed higher on 4 out of 5 trading sessions. This was largely due to the relatively tight system liquidity as well as CBN’s FX forwards sales during the week. Eventually, average yield closed the week at 16.2 per cent indicating a 17bps appreciation W-o-W.”

House Reps warns contractors on CBN’s intervention projects The House of Representatives Committee on Banking and Currency last week warned contractors handling the various intervention projects of the CBN in the educational sector to stick to the specifications and timelines of the projects as contained in their contracts.

Chairman of the Committee, Hon. Jones Onyereri gave this warning at the of the committee’s oversight visit to the CBN’s project locations in Lagos State.

He said that the Committee would not accept any deviation from the contractual agreements nor agree to any variation to the contract sums.

The Committee however commended the CBN intervention projects in the educational sector affirming that it will add value to Nigeria’s economic development aspirations.

The intervention project sites visited by the Committee included the three blocks of two and three-storey hostel buildings and an adjourning 500-seater auditorium at the Administrative Staff College of Nigeria (ASCON), Topo, Badagry and the multi-complex faculty, hotel and auditorium facilities at the University Of Lagos Centre Of Excellence. The facilities are part of the CBN’s commitment to building capacity for the nation’s banking industry.

The oversight visit was in furtherance of the Committee’s constitutional responsibility and legislative mandate of supervising agencies of government under its purview.

CBN, NIBSS seek increased efficiency in payment systems The Central Bank of Nigeria (CBN) and the Nigeria Interbank Settlement System (NIBSS) have reiterated commitment to increased efficiency in the nation’s payment system. Deputy Governor (Operations), CBN, and Chairman of NIBSS, Mr. Adebayo Adelabu stated this while addressing journalists at the Electronic Payment Incentive Scheme (EPIS) 2016 awards in Lagos at the weekend.

Adelabu stated: “We decided to recognise those operators who have contributed immensely to the efficiency and effectiveness of the payment system in 2016, thereby encouraging them to do more in 2017. I am actually excited about recent developments in the payment system.

“We have come a long way and we have grown so fast. Nigeria has been identified as the leader in Africa because of the advancement we have made in the payment system and I foresee faster, more rapid and more efficient payment system in the coming years, given the calibre of operators we have in Nigeria.”

Also speaking, Managing Director/Chief Executive, NIBSS, Mr. Ade Shonubi, said: “Every year we look at the past 12 months and we encourage banks with light competition, where we look at the efficiency and how well they have done in terms of increase in volume and efficiency.

Volume and efficiency We have seen significant improvement in efficiency across most of the platforms. The error rate in PoS transactions which have been a very big problem for us has dropped significantly. The telcos have provided better network services and the banks have improved their system as well.”

The EPIS ‘Most Customer Experience (Electronic Payment Platform Experience) Award was won by Guaranty Trust Bank Plc. Also, Zenith Bank won the ‘Cashless Driver Bulk Payment’ and the ‘Cashless Driver PoS Transaction’ awards, while the ‘Cashless Driver Instant Payment,’ ‘Cashless Driver PoS Issued Cards Transaction,’ and three other awards went to GTBank.

Ikeja Disco won the Cashless Drive Merchant award; Lagos states also won the Cashless Driver Government, while Benin Electricity Disco was rewarded with the Cashless Driver Corporate award. Several other firms were rewarded at the event.

(CNN)WASHINGTON (CNN) -- Informal talks scheduled for next week between a North Korean delegation and a team of former US officials were canceled Friday after the Trump administration withdrew its initial approval of the North Koreans' visas, two people who had planned to participate said.

The back-channel talks were to be held in New York between the US experts and a six-member team of North Koreans led by Choe Son-hui, the director of the American affairs bureau of the country's foreign ministry.

Donald Zagoria, the head of the National Committee on American Foreign Policy, an advocacy group that was organizing the talks, emailed participants Friday morning to say next week's meeting would proceed as scheduled after receiving assurances that the visas would be granted, the two participants said.
But hours later, Zagoria sent a follow-up email to the group saying the visas were not approved and the talks were off.
The last-minute withdrawal of the approval of the visas came hours after the Malaysian government announced that VX nerve agent was used to assassinate Kim Jong-nam, the estranged brother of North Korean leader Kim Jong-un, on February 13 at Kuala Lumpur International Airport as he waited to board a flight to Macau. The extremely toxic chemical is classified as a weapon of mass destruction by the United Nations.
South Korea has accused Pyongyang of ordering the killing, and the Malaysian government has implicated four North Koreans in Kim's death.
In canceling the talks, top Trump administration officials seem to have overruled State Department officials, who supported the talks, one of the people who planned to attend said.
"I think it was the VX that really made the difference," said the source, who spoke on the condition of anonymity because of the sensitivity of the matter. "Someone looked at this and said, 'Wait a minute, we should not be doing this right now.' "
Kim's death came on the heels of North Korea's ballistic missile test on February 11, which coincided with Japanese Prime Shinzo Abe's visit with President Donald Trump. Abe was dining with the President at his Mar-a-Lago resort in Palm Beach, Florida, when the launch took place.
Informal "track 2" talks allow policymakers and experts to exchange views outside the more constrained atmosphere of formal negotiations. North Korean and US experts have met in such settings in recent years in Berlin and Malaysia.
The last meeting in the US was in 2012, when a delegation from Pyongyang attended a closed-door conference in New York on security in Northeast Asia. John Kerry, then chairman of the Senate Foreign Relations Committee, met with the leader of the North Korean delegation, Ri Yong Ho, who at the time was the country's representative to the "six-party talks" with the US, South Korea, China and Russia over North Koreas nuclear weapons program. Ri is now North Korea's foreign minister.
The Obama administration did not approve visas for future talks, however, after the North Korea continued to provoke the US with nuclear and missile tests.

Rivers State governor, Nyesom Wike, has said that lack of sincerity on the part of some members of the Ali Modu Sheriff faction of the Peoples’ Democratic Party (PDP) has ruled out reconciliation as a solution to the crisis rocking the party.
He gave this explanation during a chat with the media over the recent Appeal Court judgement that affirmed Sheriff as the authentic national chairman of the party
Wike said that several reconciliation committees had been set-up in the past to wade into the crisis and bring a political solution but that the Sheriff-led faction had severally sabotaged the efforts of the committees.
He alleged that the ruling All Progressives Congress (APC) was working behind the scene to keep the PDP in disarray as its survival strategy.
The governor, who ruled out dumping the party because of Sheriff, said he believed that the Appeal Court pronouncement in favour of the embattled national chairman of the party will not stand.
He further said that the only way a solution to the crisis rocking the party can be achieved was through a ruling of the Supreme Court.
Wike said: “Nobody can say he does not want reconciliation. How many times has PDP set up a committee on reconciliation?
“You realized that when we lost election in Ondo state, there was a statement made by Sheriff and company. And if we had lost election in Rivers state, they would have come up with a statement. They would have said: ‘How will we win when people like Wike don’t want people to participate.’
“Is that the one you want to be national chairman of a party?
“But because we won, they could not come up with any statement. That is the kind of thing I am talking about. In all honesty, I cannot see myself making commitment to work with that kind of leadership.
“Leaving the PDP is not an option yet ; I have hopes that there is no way the Appeal Court judgement that affirmed Ali Modu Sheriff as PDP national chairman can stand. I believe we have a good case against Sheriff.
“The APC knows that the only way it can survive is to make sure PDP does not come up. The real PDP members are working very hard to make sure the party is put together. That is why I am telling you of the moles.
“There are certain characters I cannot see myself sitting down with them and talking politics. I don’t have the confidence that Ali Modu Sheriff can lead the party.

Igbo apex socio-cultural organisation, Ohanaeze Ndigbo, has disagreed with Igbo youths clamouring for Biafra in retrospect, saying their style was out of tune with the body language of Igbo elders who have seen war and its devastation and would not want anything that would bring another calamity.

Ohanaeze also frowned at the call for referendum, saying although “referendum is not a bad idea, but it’s not a tea party either; it is an option that will be more potent, if restructuring clamour fails.”

This came as governors of the South East and South-South geopolitical zones rose from their joint inaugural meeting in Enugu, in the early hours of yesterday, stating that the two regions had common heritage, culture and affinity.

They subsequently agreed to enter into political and economic integration of the two regions, pledging to work together and realign as a people that share similarities.

This is even as Speaker of the House of Representatives, Yakubu Dogara, said present agitation by some Nigerians for the restructuring of the country was because of lack of transparency and accountability in the management of issues affecting the interest and relationships of the people. But the Indegenous People of Biafra, IPOB, in a reaction, reiterated that it had never shifted ground and would never agree to anything that would perpetuate their “current slave status and misery in the colonial contraption called Nigeria.”

Ohanaeze Ndigbo’s position has been constant and clear. It advocates that a restructured Nigeria with justice and equity will serve Ndigbo more than secession.

‘’It took into consideration the past, present and future before arriving at this crucial decision. Good enough, key voices in Nigeria are keying in to this mood.

“Referendum is not a bad idea, but it’s not a tea party either. It is an option that will be more potent, if restructuring clamour fails.

“Our children in IPOB and MASSOB, though with genuine grievances, need to be on the same page with Ohanaeze Ndigbo. Our son, Nnamdi Kanu, has done well in heightening the mood of Ndigbo in Nigeria, but there must be some caution and restraint on the strategy and methodology.

“Biafra of the mind is not a bad idea, but a physical Biafra at this point in time need a very deep retrospection, introspection and analytical brainstorming which is not decided in the market. It is only more plausible if the event of 1966 repeats itself in Nigeria.

“Chief Nnia Nwodo and the new Ohanaeze Ndigbo leadership is poised to aggregate the diverse views and opinions of Ndigbo and synthesise an option that will ultimately give Ndigbo their desired leverage in Nigeria. Jonathan made mistakes, but Buhari is a mistake - Reno Omokri


The spokesman to former President, Goodluck Jonathan, Reno Omokri, has described President Muhammadu Buhari as a “mistake”.

Omokri also told Minister of Power, Works and Housing, Babatunde Fashola, to stop making excuses and do his job.

Taking to Twitter, Omokri wrote that before the All Progressives Congress (APC) came into power, Fashola had promised stable electricity, if only the People’s Democratic Party (PDP) is voted out.

However, he is now blaming Jonathan, for reducing electricity tariff.

Qamar Khan, a 26-year-old medical school student from Pakistan, said he wanted to voice disagreement with Trump.

Unlike other new presidents, however, Trump hasn't expanded his appeal to include those who didn't help elect him. Just 8% of Democrats approve of the job he's doing, by far the lowest standing for any modern president from the opposition party.

Overall, Trump's approval ratings this month in traditional surveys taken by telephone interviewers range from 39% in the Pew Poll to 48% in a Fox News poll. His disapproval ratings range from 56% in Pew to 47% in Fox.

Let me tell you something that probably you have never heard of, the devil the enemy of your soul, what I mean by that is that he is committed to stealing your soul, not only that.

But to destroy it, all of your senses, reasoning, thoughts and feelings and emotions. And to finally kill and mortar you on earth. I mean dust to dust.

His duty is to keep you off from seeing what the lord God Almighty is doing through Christ Jesus, to bring you up to the very place of resurrection.


The truth I bring to those of us who have accepted that the lord God Almighty raised Christ Jesus from the dead, should always and never forget that we were raised together with Christ and seated together with Christ Jesus in the heavenly realms.


But, that is not experience by you because of limitations of your knowledge and understanding in affairs of truth.

Grow in grace and in the knowledge of the LORD CHRIST JESUS and of God Almighty.

To conclude, realise resurrection from your dead works, those things which have so influence you greatly on the negatively points. Not by your power or by your might, but by my Spirit says the lord God Almighty.

(CNN)Iraq has launched an operation to regain control of western Mosul from ISIS militants, Prime Minister Haider al-Abadi said Sunday.

The Prime Minister described the operation, which comes after Iraq recaptured eastern Mosul, a "new dawn" in the liberation of Mosul. He urged Iraqi organizations to provide humanitarian services and support to the liberated area.

"Go forward with my blessing, heroic forces of Iraq," he said on state television.
The Iraqi air force dropped millions of leaflets over western Mosul late Saturday, warning residents of an offensive by ground forces on the ISIS-held part of the city. The area has been targeted only by airstrikes in the past.

Iraqi forces have had control of the eastern part of the city, which is divided by the Tigris River, since January.
The offensive to retake Mosul's west bank has been one of the Iraqi force's toughest challenges.
The forces will not be able to attack across the river because all five bridges connecting the eastern and western parts of the city are heavily damaged, so the offensive is expected to come from the south and west.

Moreover, the older part of the city has warrens of alleys that are impassable to military vehicles.
Save the Children warned that "the impact of artillery and other explosive weaponry in those narrow, densely-populated streets is likely to be more deadly and indiscriminate than anything we have seen in the conflict so far".
ISIS over the past two years has dedicated much of its defensive preparations to this area.
The leaflets say Iraqi forces are already making advancements and are "providing guidance and recommendations" for citizens ahead of the offensive.
The leaflets also warn ISIS members to turn in their weapons and surrender "before they face their inevitable fate at the hands of our heroic forces."

The Southern Kaduna Rebirth (SAKORE), a foremost northern association, has described former minister of Aviation and ardent critic of the All Progressives Congress (APC), Chief Femi Fani-Kayode, as God’s finger in the herdsmen attack on the southern part of Kaduna state in recently.

The group thanked Fani-Kayode and described him as one of those whose voices have helped in forcing the ‘terrorist’ Fulani herdsmen to cut down massively on the scale of terror they planned to unleash on the people of the area.

In a press release signed by its chairman, Peter Ayuba, and made available NAIJ.com after a meeting in Abuja, the group described Fani-Kayode’s interest in the terrible occurrences in Southern Kaduna as highly commendable.

“But for the constant criticism of the likes of the former aviation minister that has helped to keep the marauding herdsmen and their official sponsors in check, the situation could have gone worse than it is,” SAKORE said while thanking Fani-Kayode for standing by the victims all through the saga.

“Sometimes we are left to wonder where he finds such strength and motivation but then we remind ourselves of the scripture which declares that the righteous are as bold as a lion and that those who know their God shall be strong and they shall do exploits.

“In fact, Chief Femi Fani-Kayode is a fulfillment of the scripture that says there is a friend that is closer than a brother.

“He is one of such very scarce friends and we shall remain eternally grateful to him for speaking out against official tyranny and oppression at a dangerous time like this. Only God can reward him abundantly.

“Ours is a region of majorly peasant farmers who struggle to make ends meet, yet, you chose to stand up for us when our enemies rose against us; you became our voice when we lost ours, and made us to feel assured that we are not alone in this battle. We cannot pay you but God will surely do,” the statement read.

SAKORE further commended Governor Ayo Fayose of Ekiti state, the Christian Association of Nigeria (CAN), Apostle Suleiman and other individuals and groups that stood by the people of Southern Kaduna in their times of suffering.

Calling on the federal government to be alive to its responsibility of safeguarding the lives of its citizens even if they do not share the same faith, the group said to forestall further attacks on the people, the authorities must ensure that perpetrators of the dastardly acts are brought to book forthwith to give the victims a sense of justice and reprieve.

It argued that with this, the government can heal the festering wounds in the area.

The group added: “Should government fail to do these, we shall not hesitate to mandate our people to defend themselves with vigour and ferocity whenever and wherever such attacks might occur again.

“The attackers and their sponsors should know that no group has the monopoly of attacks

The practice started decades ago, before computers and GPS, and is now managed by a software that conjures the most efficient route for each truck.

What's wrong with turning left?
Left-hand turns are generally considered unsafe and wasteful on right-hand driving roads, such as those in the US.
"Left-turning traffic typically has to turn against a flow of oncoming vehicles," explains Tom Vanderbilt, author of the book "Traffic: Why we drive the way we do."
"This can not only be dangerous, but makes traffic build up, unless you install a dedicated left-turn 'phase,' which is fine but basically adds 30 or 45 seconds to everyone else's single time," he said.
A study on crash factors in intersection-related accidents from the US National Highway Traffic Safety Association shows that turning left is one of the leading "critical pre-crash events" (an event that made a collision inevitable), occurring in 22.2 percent of crashes, as opposed to 1.2 percent for right turns. About 61 percent of crashes that occur while turning or crossing an intersection involve left turns, as opposed to just 3.1 percent involving right turns.
Left turns are also three times more likely to kill pedestrians than right ones, according to data collected by New York City's transportation planners.
The right way to save fuel
"A left-hand turn is also less fuel efficient," said Jack Levis, UPS Senior Director of Process Management, "because your car's idling longer, which is also not good for your vehicle."
UPS does not ban left turns outright, says Levis: "We will make left hand turns, but not ones that are unnecessary. We don't need to go in circles all day long by making only right hand turns. We have tools analyze the number of left hand turns for each route, and we can work out which ones are avoidable."
The procedure is now incorporated in most countries around the world.
To this end, the carrier created its own maps, which it says are more accurate that commercially available ones: "We can differentiate more important left-hand turns from unimportant ones. Google Maps has no concept of not making a left-hand turn, it just shows the most direct way to reach your destination. We have the ability to penalize some of those," Levis told CNN.
The system knows about parking lots, private driveways, variable speed limits and roads that are inaccessible for a truck.
The software can give an undesirable left turn a penalty that adds 20 seconds to the estimated route time. In that case, going around the block and turning always right might offset that 20-second penalty: "We were able to turn off left hand turns," said Levis.
Taking a longer route while still saving time and fuel might sound confusing, even to UPS drivers, according to Vanderbilt: "I've actually been to UPS's logistics center and discussed this with their lead engineers," he said.
"A lot of individual drivers felt the new routing software was making their trips longer, but they were later proven wrong. This is the thing about traffic, it's such a complex system that often the individual cannot get a sense of the overall efficiency of the system, and optimize accordingly. It's also one of the counterintuitive, 'slower-is-faster' effects you often see in traffic."
The rule, says Levis, can also be applied to left-hand driving countries, such as Australia and the UK, where it discourages right-hand turns.
