I've formally handed over to Buhari - Vice President Yemi Osinbajo - The Vice President Yemi Osinbajo on Monday, March 13, said he has handed over to President Muhammadu Buhari - Osinbajo said the meeting which lasted for over an hour focused on economy, budget, North-East, and many other national issues - He also said he briefed the president on developments in the polity during his vacation in the United Kingdom Yemi Osinbajo said he has formally resumed work as the vice president The Vice President Yemi Osinbajo on Monday, March 13, said he has handed over to President Muhammadu Buhari. Speaking to State House correspondents after a meeting with the president, Osinbajo said he has formally handed over power to Buhari. The vice president noted that his meeting with the president which lasted for over one hour was focused on economy, budget, North-East, and many other national issues. Osinbajo: “He is very well. We just had a very long meeting where I was basically trying to bring the president up to speed as to some of the things we have done while he was away. And he has given a few directives on what we should be doing on so many areas, the North-East, budget, the economy, a wide range of issues.” He also said he briefed the president on developments in the polity during his vacation in the United Kingdom. “He held a meeting with me for over an hour where we discussed a wide range of issues so his readiness for work is not in doubt at all. In fact, he is over- ready," Osinbajo said. Osinbajo also said the president was ready to get back to work. as he (Osinbajo) goes back to his position as the vice president. “Oh yes! I’m back to my regular position as vice president," he said. He added that President Buhari was impressed with the way he handled the affairs of Nigeria while he (Buhari) was away. “I think the President was reasonable satisfied," he said. “I think the president, as you know, has always given me several responsibilities. I think what we must recognize is that the way this administration works is that it has always been team work. “Very little is done without the president’s clearance. So, generally speaking even with responsibilities that are my constitutional responsibilities, we have full discussions on them; we have full agreements on all of those issues. "It is not necessarily delegation. Yes, in some cases, delegation but by and large practically everything I discuss fully with him and have his endorsement before we are able to go on and do anything at all.” President Buhari transmitted his letter of resumption to the National Assembly, on Monday morning. Before travelling to the United Kingdom, President Buhari transmitted power to Osinbajo to act at the acting president of Nigeria. During the period Osinbajo handled the affair of the country by improving on the economy. The naira also gained strength against the United States dollars. Osinbajo also succeeded in visiting various states in the country including the one that has never been visited by President Buhari.

To replace the Danfo buses and improve Lagos transportation, Ambode is set to spend N30billion - He said the Bus Reform Initiative is a three-year plan and would include 5,000 vehicles - The governor said Danfo drivers would be included in the new transport system A Danfo in Lagos Akinwunmi Ambode the governor of Lagos state has announced that the proposed Bus Reform Initiative aimed at giving Lagosians an integrated public transportation system would start this year with about N30 billion sunk into it. While speaking to journalists, the governor said his administration had identified the challenges Lagos residents face daily, as regards to transportation and the reform was aimed at providing an alternative. The governor explained that the initiative is a three-year plan aimed at introducing over 5000 air-conditioned buses to replace the popular danfo. “We decided that the best thing is to allow the yellow buses go and so the Bus Reform Initiative itself is a three-year plan of 2017 to 2019 in which it intends to bring in new buses of 5,000 units in the three-year plan. “The bigger size buses will take 70 people and then the medium range buses will take 30 people. We believe that the middle range buses will be supplied up to 70 per cent of the total volume which will amount to about 3,600 units and then the longer range in that direction,” he said. Speaking on funds for the initiative, the governor said that his administration would launch a public transportation infrastructure bond of N100 billion that would span between seven and 10 years, revealing that the government already has a sinking fund which it intends to put into the bond. He explains: “You are aware that the Federal Government paid the refund of the Paris Club Loan last December and this is a money belonging to the State Governments due to the refund and so Lagos State decided not to touch its share of the Paris Club refund. Right now, we have a sinking fund of N14.5 billion that is already put in place to drive this public transportation bond. “We refused to touch our money and we believe that the second batch of the refund should be paid next month and eventually that will be N29billion that we will have. I will add another N1billion to it making it N30billion to kick start this initiative. “By the time we have N30billion as sinking fund to drive the bus initiative against the bond of N100 billion that we want to put into the market, there will be that credibility and credence that the bond will drive itself and that is the whole idea." He said aside the bond, his administration also intends to give out franchise to interested stakeholders in multiple of 50 buses each, 100 buses, 200 buses and above, explaining that what is required is a down payment of 25 per cent of the buses. “This is just a paradigm shift where Danfo drivers move from being addressed as Danfo drivers but as professional drivers. So, we will buy back the Danfos from them and it becomes the seed money to become eventual owners of those buses in the years the facility is spread. “It is something we have been working on in the last one year and we don’t come out to say we are going to do anything without working properly on it. It is process and now we are at the advocacy process. “We intend to start to go to the bus parks and all that to educate people and the integral part of these buses is what you see us trying to provide bus terminals, Laybys, bus stops. They are coming in pieces but they will become a complete cup of delivering this particularly product when we put them together,” he explained.

FG to prosecute illegal importers of frozen food The federal government says it will henceforth arrest, prosecute and fine illegal importers of frozen foods into the country through the land borders and seal cold rooms where it is sold. Sen. Heineken Lokpobiri, the Minister of state for Agriculture and Rural Development, announced this while speaking with newsmen in Abuja on Thursday. Lokpobiri said the government would also set up a taskforce to seal and prosecute operators of cold room, who deal on those illegally imported produce. The minister said the ministry was working in collaboration with the Nigeria Customs Service, Nigerian Navy and the Nigerian Marine Police to actualise the plan. He said the offenders would pay a fine of $250,000 or attract five years imprisonment or both in addition to the forfeiture and destruction of the produce as stipulated by the law. He listed some of the fishes usually being imported to include tilapia, red pacus, river bream, pangassius, horse mackerel, sardine and croaker, among others. Lokpobiri said the illegal venture had resulted to huge loss of revenue, decrease in local production and loss of jobs, as well as discouragement by farmers. The minister, who said that the move was to encourage local production and exports, disclosed that the country’s annual demand on fish was currently at 3.2 million tonnes and deficit at 1.9 million tonnes. According to him, the Department of Fisheries and Aquaculture in the ministry is the only competent authority empowered by the Nigeria Sea Fisheries Act to issue distant water fishing licence for the importation of frozen fish into Nigeria. “The department does not issue licence for the importation of frozen farmed fish into Nigeria through the land borders. “The smuggling of unhealthy frozen fish into the country is detrimental to the progress being made toward guaranteeing the good health and nutrition of Nigerians. “We will continue to partner with the Nigeria Customs Service, the Navy, marine policy to see how we can clamp down on the offenders. “Even those that have brought the produce into the country, we are setting up a taskforce that will go round different cold rooms, like what Customs is doing to rice. “Any cold room that we find these fishes, we will seal them up, ensure you pay the $250,000 fine because laws are meant to be obeyed,’’ he said The minister said that consumption of those imported frozen foods were major cause of some health challenges being experienced in the country. Lokpobiri, who frowned at the rising cases of kidney disease among children between the ages of five and seven, assured that the government would fight the menace to a halt.

Al-Shabaab leader surrenders The African Union Mission in Somalia, AMISOM, on Thursday confirmed that the leader of the militant group al-Shabaab has surrendered to government forces in Baidoa town in southern Somalia. The AU mission confirmed that Hussein Mukhtar surrendered to the Somali National Army (SNA) on Tuesday following a government amnesty offer for militants to surrender. “AMISOM calls on Al-Shabaab fighters to heed the government’s amnesty,’’ AMISOM said in a statement. It called on al-Shabaab militants to lay down their weapons and join the Somali people to rebuild their county. “AMISON hopes that other sons and daughters of Somalia who have been misled into terrorist acts will emulate the courageous action of Mukhtar,” it said. The Somali government announced an amnesty offer in 2014 to members of the al-Qaida linked group al-Shabaab, which had been launching attacks on government forces and AMISOM. NAN recalls that Al-Shabaab once controlled much of southern and central Somalia and imposed a harsh form of Islamic law that banned music and led to public amputations for accused thieves. Government and African Union troops have recaptured most of the territory, but the militants were still able to kill several members of parliament last year, and launch two major assaults on the presidential palace. The Somali government first offered amnesty to al-Shabaab fighters last September, after al-Shabaab’s top leader, Ahmed Godane, was killed in a U.S. airstrike. Since Godane’s death, al-Shabaab’s leaders have been divided, but it has remained a strong fighting force and challenge to the Somali government. In words directed at the militants, then president Hassan Mohamud said he knows many al-Shabab members joined for “reasons that made sense at the time,” including the need for money, or a sense they were proving themselves to be good Muslims or good Somalis. But, he added, “What you did does not have to dictate the rest of your life.” Mr. Mohamud acknowledged some Somalis are uneasy about amnesty for al-Shabab members. He said those who defect go through a process of “supervised rehabilitation” and are monitored by Somali security forces to ensure they continue to reject the militant group. He asked Somalis to “accept the need for concession and to exercise forgiveness” in order to close “a dark chapter in Somalia’s history.

- The minister of information and culture, Alhaji Lai Mohammed visited Rivers state on Wednesday, - The minister paid a courtesy visit to the Nigeria Liquefied Natural Gas (NLNG) Limited - He described NLNG as a shinning example of the Nigerian success story The minister of information and culture, Alhaji Lai Mohammed has described NLNG Limited as a shinning example of the Nigerian success story in management and technical competence. Alhaji Lai Mohammed shown round the NLNG facility by the maagement team The minister stated this on Bonny Island, Rivers state, on Tuesday, March 7 after a facility tour of the plant of the NLNG, a company that is being managed 100 per cent by Nigerians and which has 95% Nigerian staff. "Until I came here I did not know that Nigeria has a humongous asset as the NLNG. I have been reading about NLNG but coming here and having a first hand experience and information, the briefing and the tour of the place have actually changed my mind completely about the NLNG. "I am inspired, excited and proud to be a Nigerian. This probably is the best success story of this country and my pride largely derives from the fact that this company is run by Nigerians. "The management entirely represents Nigeria and when you look at the complexity of the operation, I'm also very proud that this is coming from Nigeria," he said. Alhaji Mohammed said the NLNG is the incubator for the growth of the nation's oil and gas industry, and that if adequately encouraged, the company will replicate in Nigeria the kind of transformation that Qatar did with its gas reserves. The minister urged the media to continue to project the NLNG positively to ensure that the vision of the company is realized. In his remarks, the managing director of the NLNG, Mr Tony Attah, said the time has come for Nigeria to unleash its gas potential and power the economy, especially as the country has the ninth largest gas reservoir in the world with a proven 187 trillion cubic feet. Mr Attah said in order to realise the dream, the NLNG is embarking on the ambitious project for the construction of Trains 7 and 8, which will attract $25 billion Foreign Direct Investment and the creation of 18,000 jobs in the construction phase alone.

- Goodluck Jonathan was accused of rejecting help from UK to rescue abducted Chibok girls - The UK responded to the allegation describing it as false The United Kingdom has reacted to reports by The Observer that former president; Goodluck Jonathan refused help in rescuing the abducted Chibok girls describing it as false. The British Armed Forces had reportedly offered to rescue the girls and had conducted air reconnaissance in a mission named Operation Turus over the region where the girls were believed to have been moved to, but Jonathan was said to have refused their help. A source involved in the rescue mission was quoted to have told The Observer that, “The girls were located in the first few weeks of the RAF mission. “We offered to rescue them, but the Nigerian government declined. Jonathan did not rejects our help to rescue Chibok girls - UK "The aircraft continued to track the girls, as they were broken into smaller groups over the following months." Jonathan however reacted to the allegation insisting it was false as his administration actually requested help from the international communities to battle insurgency. The statement said: “Our attention has been drawn to a report that has been trending, without proper attribution, to the effect that the last administration rebuffed British offer to rescue the kidnapped Chibok school girls. “We wish to promptly point out that nothing can be further from the truth, as Nigerians are conversant with the effort made by the Jonathan administration towards rescuing the Chibok girls, especially in relation to collaborating with the international community. “We can confidently say that the lies in this report are self evident. This is because the international press as well as the Nigeria media actively covered the multinational efforts and collaboration which involved some of the major powers deploying their crack intelligence officers to work with our own security operatives, and those of our neighbours.” This Day reports that the British high commission in Abuja responded on Tuesday, March 7 describing the report as false. Mathew Rycroft who is the ambassador said he was briefed on the matter and the allegations were not true. “The British High Commissioner briefed me on that today (Monday) and said that the allegations are not true.” “UK worked with the US and France to provide a range of military and intelligence support to the Nigerian government in their search (for the Chibok girls), and in fact, a wider effort to address the longer term challenge of terrorism. “But importantly, we won’t comment on specific additional details, which is a matter for the Nigerian government.

DHS head: Trump has ‘convincing’ wiretap proof Homeland Security Secretary John Kelly says President Trump possesses credible evidence that former President Barack Obama ordered the wiretapping of Trump Tower in New York City last year. Trump claimed on Twitter last Saturday that Obama had his “wires tapped” in Trump Tower before Election Day last year, making the accusation without offering any evidence. “If the president of the United States said that, he’s got his reasons to say it,” Kelly said Mondayon CNN’s “The Situation Room." "[Trump’s] got some convincing evidence that that took place.” Kelly admitted he had learned about Trump’s claims from watching CNN, adding he would not guess why the Obama administration might have wiretapped a 2016 presidential candidate. “I don’t know anything about it other when I was sitting off-studio here watching CNN,” he told host Wolf Blitzer. “I don’t pretend to even guess what the motivation may have been for the previous administration to do something like that,” the retired Marine Corps general added. “Terrible! Just found out that Obama had my ‘wires tapped’ in Trump Tower just before the victory,” Trump tweeted. "Nothing foundf. This is McCarthyism!” “How low has President Obama gone to tap [sic] my phones during the very sacred election process,” Trump added in a follow-up tweet. "This is Nixon/Watergate. Bad (or sick) guy!” Kevin Lewis, a spokesman for Obama, said last Saturday that Trump’s claims about the former president are “simply false.” “A cardinal rule of the Obama Administration was that no White House official ever interfered with any independent investigation led by the Department of Justice,” he said in a statement. "As part of that practice, neither President Obama nor any White House official ever ordered surveillance on any U.S. citizen.” White House spokesman Sarah Huckabee Sanders said Sunday an investigation of Trump’s wiretapping claims should be included in any probe of ties between the president’s 2016 bid and Russia. FBI director James Comey asked the Department of Justice to disavow Trump's claims that Obama ordered a wiretap, according to a New York Times report.

RUTHLESS CHELSEA AND CONTE ARE EVERYTHING ARSENAL & WENGER NEED TO BE The Blues boss has brought tactical nous, a winning mentality and resilience to the squad as the under-fire Arsene Wenger struggles to do the same. As each week passes, Antonio Conte's Chelsea look more and more certain of lifting the Premier League title. Yet another ruthless display on Monday night sent them 11 points clear at the top of the Premier League while providing a perfect lesson to another team in London of just what is required to be successful. Chelsea struggled for the opening 20 minutes at West Ham but Eden Hazard finished off a lightening counter-attack to make it 1-0 against the run of play. It was one shot, one goal for Chelsea, but there was to be no way back for the hosts. Diego Costa made it 2-0 by scrambling in Cesc Fabregas' corner, as he rekindles his early season form with three goals in three games. All now appears to be well for the ex-Atletico Madrid star after he allegedly pushed for a move to China in January in a transfer saga not too dissimilar to what Arsene Wenger is facing at Arsenal with Alexis Sanchez. As Chelsea continue to fly, Arsenal look on with envy as they continue to be plagued by mental, tactical and defensive deficiencies – all of which were on show during Saturday’s comprehensive 3-1 defeat to Liverpool at Anfield. Chelsea have that mental toughness in spades, Arsenal are painfully fragile. Manuel Lanzini did spoil Chelsea's clean sheet at the death and the Hammers had their moments, but Chelsea were never in danger. Throughout the match, the away team’s fans could be heard chanting ‘Antonio, Antonio’ in honour of their brilliant manager. Conte's 3-4-3 stood firm once again to everything West Ham could throw at them. David Luiz, Cesar Azpilicueta and Gary Cahill provide the platform for Chelsea to earn points, while N'Golo Kante is the defensive midfielder that Arsenal fans have been dreaming of for years. The French midfielder was, yet again, the man of the match for Chelsea and stood up to West Ham's battling reputation with an assured performance both offensively and defensively. Every single Chelsea player knows their job and is moving in the same direction - as they exploit their gaps between games without European football to master a formation that they had never played until Conte arrived. Chelsea don't have a world class player in every position but Antonio Conte has made several of his players better with his coaching methods and formation. The likes of Gary Cahill, Marcos Alonso and Pedro have added to their game and look better than ever. Victor Moses has learned a new position with Cesc Fabregas developing the physical side of his game to emulate Nemanja Matic's strengths, while retaining his technical magic. He has fought to take his place back off the Serbia international and has more assists than last season already - despite far fewer minutes on the pitch. The squad is little different to the one that finished tenth last season, but Conte's personal touch has rebuilt confidence. He may look like a raving lunatic on the touchline, but he is gentle with the players who need him to be. Arsenal, in comparison, are plagued by chaos. Conte has proven to be better than Wenger at coping with a crisis, as he showed after Costa was unsettled by a bid from Tianjin Quanjian in January. Alonso and David Luiz were written off as desperation signings on deadline day, but both have arrived to work with a manager at his peak. Conte has added new weapons to their armouries and they may count their meeting with the former Juventus boss as pivotal in their careers. Kante chose Chelsea, despite many Champions League clubs going after him, due to "the capacity of the manager" and that decision is looking a very wise one. This is under-pined by Hazard's genius as he gets back to his best, becoming Chelsea's 20th top scorer of all time on Monday night. Costa's 17th goal of the season outlined his importance and he looks set to be the fifth quickest player to reach 50 goals with his next strike. Chelsea are a club with a secure and bright future, while the other giants of London are in turmoil as they risk losing Alexis, Mesut Ozil and Wenger this summer. The Blues finally have found a manager they can stick with – one who is dynamic and modern, unlike the stale and outdated Wenger. Conte barely knew how to speak English one year ago and he now dominates the top tier of the oldest league in the world. If only Arsenal and Wenger spoke his footballing language.

NASS And Presidency Deadlocked On Magu Effort by the All Progressives Congress to broker peace between the executive and the legislature over their disagreement on the sacking of the Acting Chairman of the Economic and Financial Crimes Commission, Ibrahim Magu, has ended in a stalemate, The PUNCH has learnt. The latest in the series of meetings, which began last week, was held at the Presidential Villa late on Sunday. It was gathered that the party leadership, at the end of the latest meeting, could not convince the executive and the Senate to change their positions on Magu. Osinbajo had, in an interview in April, ruled out the possibility of Buhari replacing Magu, whose nomination was rejected by the Senate twice. He had argued that the confirmation of the Senate was not necessary for Magu to function as head of the EFCC. The acting President’s statement drew the ire of senators, who, on Tuesday last week decided to withhold all requests for confirmation from the Presidency. The PUNCH had exclusively reported on Monday that the party leaders had met with Acting President Yemi Osinbajo and Senate President Bukola Saraki separately over the disagreement on Magu’s confirmation. A top member of the party, who confided in our correspondent on Thursday, said a solution had not been found to the face-off. The source, who attended the meeting, stated, “We are between the devil and the deep blue sea. Consultations and discussions are still ongoing. We were not consulted at the beginning and this thing was allowed to degenerate to this level. “What we are doing is damage control. We had to intervene instead of waiting to be left with offering explanations for something we know nothing about.” The source added that the Acting President and his boss, President Muhammadu Buhari, who is currently away in the United Kingdom on medical vacation, were on the same page on the issue of Magu. He said, “The matter is still on. What is happening is that the Acting President, who is fiercely loyal to his boss, does not want to do anything to betray that trust. The last time he spoke to the boss, the boss wanted Magu and as a lawyer, he does everything to protect his client that is his attitude.” The source explained that the senators argued that once Magu was disqualified by the Senate, he was not qualified to act as the EFCC chairman. “They are insisting that in the real sense, not only the EFCC chairman, any public officer that is subject to Senate confirmation, what disqualifies his confirmation by the Senate automatically disqualifies him from acting in that capacity,” the source said. According to him, the Senators also argued that the executive had so far failed to lobby the legislature as it is done in all civilised democracies across the globe. The source stated, “In any democracy in the world, lobbying is allowed. You lobby the legislature, you lobby members of parliament. “In this case, the Department of State Services was supposed to have sent its security report to the President, but it didn’t do that; it sent it directly to the Senate. This never happens anywhere.” The source recalled that a similar scenario played out during the former President Olusegun Obasanjo era. He explained that the then President sent a nominee from one of the northern states for confirmation but the then DG SSS, (Col. Kayode Are (retd.), sent an unsolicited damning security report to the then Senate President, Senator Ken Nnamani. Obasanjo was said to be unaware of the report. The then Senate subsequently decided to ignore the security report and went ahead to confirm the nominee. The source recalled that senators at that time argued that the report ought to have been sent to the President to decide whether or not to go ahead with the nomination. According to him, since the issue of nomination is the prerogative of the President, he ought to have been the one to decide whether or not to attach the report to his letter nominating anyone for confirmation. He said that it was considered an act capable of undermining the President’s authority for the SSS, at the time, to forward such a report directly to the Senate behind the Commander-In-Chief. The Senate, under David Mark, also ignored a so-called security report on Brig. Gen. Buba Marwa (retd.) and the late Mr. Polycap Nwite to confirm them as ambassadors. The source added, “In Magu’s case, the President (Buhari) was embarrassed that there was such a report from the DSS which was sent to the Senate without his knowledge but he did nothing. http://allnews.uodoo.com/en-ng/detail/3573295922421491?uc_param_str=dnfrpfbivesscpgimibtbmntnijblauputoggdnw&opt=list_auto&app=h5_iflow&reco_id=c251d226-094d-4ff1-a75c-0a942a5a574f&rs=mix&channel_id=10069901&entry1=card&entry2=list&entry=browser

Court judgements were written in the Villa during PDP regime Senator Ahmed Lawan said the PDP would 'remain in the wilderness' despite Supreme Court judgement. Senate leader, Ahmed Lawan (Punch) Leader of the Senate, Ahmed Lawan says most of the court judgments during the Peoples Democratic Party (PDP) administration were written in the Presidential Villa. Lawan stated this at plenary on Wednesday, July 12, 2017, while reacting to the Supreme Court judgement on the PDP leadership tussle. The Senate leader noted that Supreme Court’s judgement showed that the Buhari administration believes in separation of power. “Nigerians overwhelmingly and massively took out PDP from the running of this country and PDP will remain in diaspora,” Lawan said. “All the same, we want to congratulate Nigerians for the kind of judgement that the supreme court gave under this administration. During PDP administration, most of the court judgments were written in the villa. “This goes to show that this administration believes in separation of powers and believes that our judiciary should remain and continue to be free in what they do,” he added. Earlier, Senator Emmanuel Bwacha had described the judgment as a victory for democracy adding that “there is no victor, no vanguish.” Supreme Court on Wednesday, July 12, 2017, declared Ahmed Makarfi the authentic chairman of the PDP. http://www.pulse.ng/politics/pdp-wrote-court-judgements-in-the-villa-lawan-id6981213.html

[quote author=MightyThor post=53888999]What I suspect maybe the reason for the statistic (High accident rate for left hand turn than right hand turn) is due to the fact that in right hand drive countries like NIGERIA and US, one rule that seems to be constantly ignored or over looked is this: GIVE WAY TO TRAFFIC ON THE LEFT. Ignorance of this rule can account major cause of road mishaps. For instance when negotiating a right hand turn to join a major freeway, you need to cross in front of oncoming traffic and join the flow of vehicles moving right, but what happens is that when your about joining the main traffic, the coming cars are supposed to "give way" to allow you enter and join the flow. Remember that in right hand drives you sit on the left as such your right rear view is limited and if your not careful enough you'll end up getting side swiped by an impatient and ignorant driver. Unlike the right hand turn where you can easily judge the speed and closeness of incoming traffic on your left and you are seated on the left side of the car. Abuse of power: Trump wants Congress to probe Obama President Donald Trump has urged Congress to investigate whether Barack Obama abused executive power in the election campaign, a day after alleging his predecessor had tapped his phones. His press secretary said the inquiry into alleged Russian interference in the election should also examine the “very troubling” allegations. Trump made the claims in a series of tweets but offered no evidence. Obama never “ordered surveillance of any US citizen”, his spokesman said. Trump, who has been facing intense scrutiny over alleged Russian interference in support of his presidential bid, made the wire-tapping allegation in tweets written from his weekend home in Florida early on Saturday. He called the alleged tapping “Nixon/Watergate”, referring to the notorious political scandal of 1972, which led to the downfall of President Richard Nixon. His claims sparked Republican and Democrat politicians alike to demand details to back them up. Florida Republican Senator Marco Rubio was the latest, saying on Sunday that “the White House will have to answer as to exactly what he was referring to”. But in his series of tweets on Sunday, White House Press Secretary Sean Spicer did not provide any further evidence. He said: “Reports concerning potentially politically motivated investigations immediately ahead of the 2016 election are very troubling. “President Trump is requesting that as part of their investigation into Russian activity, the congressional intelligence committees exercise their oversight authority to determine whether executive branch investigative powers were abused in 2016.” He added: “Neither the White House nor the President will comment further until such oversight is conducted.” Trump’s tweets followed allegations made by conservative radio host Mark Levin, including that the Obama administration “sought, and eventually obtained, authorisation to eavesdrop” on the Trump campaign last year. Other media reports had previously suggested the FBI had sought a warrant from the foreign intelligence surveillance court (Fisa) in order to monitor members of the Trump team suspected of irregular contacts with Russian officials. The warrant was first turned down but then reportedly approved in October, though there has been no official confirmation, reports the BBC. Under Fisa, wire-tapping can only be approved if there is probable cause to believe that the target of the surveillance is an agent of a foreign power. Obama could not lawfully have ordered such a warrant. The spokesman for Obama, Kevin Lewis, said the accusation was “simply false”. A “cardinal rule of the Obama Administration was that no White House official ever interfered with any independent investigation led by the Department of Justice”, he said. The statement left open the possibility that a judicial investigation had been taking place. BREAKING : Goodluck Jonathan Rejected British Offer To Rescue Seized Chibok Schoolgirls – Guardian UK Mar 5 , 2017 • By Tunde British armed forces offered to attempt to rescue nearly 300 Nigerian schoolgirls kidnapped by the Islamist militant group Boko Haram , but were rebuffed by Goodluck Jonathan , Nigeria’ s president at the time , the Observer has learned . In a mission named Operation Turus , the RAF conducted air reconnaissance over northern Nigeria for several months , following the kidnapping of 276 girls from the town of Chibok in April 2014 . “ The girls were located in the first few weeks of the RAF mission ,” a source involved in Operation Turus told the Observer. “ We offered to rescue them , but the Nigerian government declined .” The girls were then tracked by the aircraft as they were dispersed into progressively smaller groups over the following months , the source added . Chibok is located in Nigeria ’s north -eastern Borno state . Today 195 of the girls are still missing . Those who have managed to escape from their kidnappers have told of a life of torture, enslavement, rape , and forced marriages in captivity. Notes from meetings between UK and Nigerian officials , obtained through the Freedom of Information Act, also suggest that Nigeria shunned international offers to rescue the girls . While Nigeria welcomed an aid package and assistance from the US , the UK and France in looking for the girls , it viewed any action to be taken against kidnapping as a “ national issue ” . “ Nigeria’s intelligence and military services must solve the ultimate problem , ” said Jonathan in a meeting with the UK ’ s then Africa minister, Mark Simmonds , on 15 May 2014 . A document summarising a meeting in Abuja in September 2014 between Nigeria ’s national security adviser and James Duddridge MP , former under- secretary of state at the Foreign Office , shows Operation Turus had advanced to the point where rescue options were being discussed . Minutes from a meeting the following month between Major -General James Chiswell and Jonathan hinted at the frustration felt by those trying to prompt some action from Nigeria |
World Bank president explains role in Abacha loot spending President of World Bank Group, Dr. Jim Yong Kim, is insisting that it played only a limited role in the spending of recovered loot from late Gen. Sani Abacha, as “the funds were returned directly from Switzerland to the Nigerian government.” The bank was responding to the Socio-Economic Rights and Accountability Project (SERAP’s) letter dated April 28, 2017, seeking clarifications on its role in the spending of recovered funds stolen by Abacha. Kim in a letter received by SERAP yesterday said “The Bank’s role in this particular case was limited by the design and different from the type of comprehensive audits we can do when funds are spent in projects supported by the bank.” The letter signed on his behalf by World Bank Country Director for Nigeria Africa Region, Rachid Benmessaoud, reads in part: “The funds were returned directly from Switzerland to the Nigerian government. They were programmed into the national budget and utilized by the Nigerian government in line with its National Economic Empowerment and Development Strategy (NEEDS). As agreed with the Nigerian and Swiss governments, the bank’s role was limited to carrying out an ex-post analysis on their use with a particular focus on their contribution to the NEEDS. “We do share your deep commitment to fighting corruption and promoting transparency and accountability. These are key ingredients to successful development and economic wellbeing.’’ We believe that the work organizations like SERAP are doing is critical to achieve our common goal of improving the lives of people in Nigeria and beyond.” The World Bank had early in the year told SERAP that it could not locate any additional information on the projects executed with recovered stolen public funds by the late Abacha. But dissatisfied, SERAP petitioned Dr. Kim requesting him to use his “good offices and leadership position to urgently address the public perception that the World Bank is seeking to distance itself from responsibility over alleged mismanagement in the spending of recovered Abacha loot.” http://allnews.uodoo.com/en-ng/detail/2792291889423188?uc_param_str=dnfrpfbivesscpgimibtbmntnijblauputoggdnw&opt=list_auto&app=h5_detailrec&reco_id=5b75a3af-c496-4d43-8a65-cc7baeafd042&rs=relate&entry1=card&entry2=list&entry=browser&channel_id=10069901&deep=1

I like only one striker – Guardiola speaks on Iheanacho’s snub Manchester City manager, Pep Guardiola, has admitted that Kelechi Iheanacho is not playing enough games under him, because he prefers to use one striker in his team. Iheanacho could be in line for a recall for the FA Cup replay against Huddersfield. The Super Eagles forward has not played for City since January 15, following the arrival of Gabriel Jesus from Palmeiras. “Kelechi now isn’t playing for the last games. It’s a pity for him because he’s another guy – all the African guys I train in my life always they are amazing how they are like professionals in the training sessions,” Guardiola said. “But I like normally one striker, not two. Of course, when Sergio [Aguero] was injured, players play the game. But then Gabriel came and Sergio didn’t play, so the space is what it is. But it is going to happen this situation with Gabriel so Sergio can’t play all the games and, of course, he [Iheanacho] is going to help us. “I know his quality. I know, of course, he’s young and has a lot of things to improve — especially in winning duels and be strong in some positions. “But he’s a guy who, in the boxes, is really good. He likes to come a little bit out of the box to play, but arriving at the right tempo and attacking the first post is amazing. So, as a guy, he doesn’t need many, many chances to score a goal.”

Dakum to Nigerians: hard to find U.S born baby with HIV, there is hope for Nigerian The Institute of Human Virology Nigeria (IHVN) has assured that the next generation of Nigeria’s population will not have to deal with the prevention and spread of HIV in the country. Dr Patrick Dakum, the Chief Executive Officer of the institute, said this while fielding questions at journalists Forum on Wednesday in Abuja. Dakum spoke on the impact of the campaign against the management and prevention of HIV and AIDS in Nigeria. He explained that the campaign, being powered by the U.S President’s Emergency Plan for AIDS Relief (PEPFAR), also mapped out actions to be taken in the HIV/AIDS battle. However, he said for the next Nigeria’s generation to be free from HIV, more attention should be given to pregnant women to prevent mother to child transmission of the virus. He disclosed that the institute has placed 244,000 people living with HIV on treatment, adding that the country has little above a million people on treatment at the moment. Dakum said that without intervention, transmission from mother to child would be inevitable but with interventions HIV positive mothers could give birth to HIV negative children. “Our coverage for impact is still not acceptable; we are working to ensure that no child is born to a HIV positive mother and with this the next generation is saved from having to deal with HIV. “To prevent mother to child infection, every woman that is pregnant must get tested because there are drugs that will be given and if you take those drugs your child would not have the HIV. “It is as simple as that and there is a technology that has been proven that you would hardly find a child that is in the U.S born with HIV. “It still happens periodically but it is very rare and within a short period, we can achieve that. “There are countries that have embraced modern technology which makes mother to child HIV transmission zero. “That is our priority in terms of prevention. We are making a lot of progress but we still have a long way to go,’’ Dakum said. The IHVN boss also pointed out that his institute and PEPFAR campaign against HIV would also be channeled towards eradicating the virus among sex workers whom he described as the “most at risk population’’. “The next priority is what we call most at risk population; some other people call them key population and they are the commercial sex workers. “Another are those engaged in gay. They can be female or male and the prevalence is highest amongst these groups. “So, it means that if we carry out prevention, we must go to those places that operate from and carry out preventive measures. “We should be able to get to a point where the new infections is extremely minimal and have more people that will be placed on treatments than the number of people that will be getting the infection,’’ he said. Dakum said that the institute was also training and educating adolescents living with HIV to become peer educators to other children with same challenge. He also noted that the training was also a transition period from pediatrics clinic to adult clinic. He said that the teaching would enable them live a physically, socially, intellectually and spiritually complete life. The IHVN boss stressed that the institute would continue to integrate reproductive health skills to help people living with HIV. Dakum further said that it would be difficult to put a time line when these measures would be achieved but that efforts would be geared towards achieving the desired target in the areas of focus. He however noted that funding was the major aspect of the campaign and commended the U.S PEPFAR for their intervention. Dakum assured that the synergy built by the IHVN and PEPFAR would go a long way in reducing the spread of the scourge in Nigeria.

AfDB to inaugurate $850m agriculture transformation programme to reduce imports Updated: an hour ago Author: Aanu Adegun The African Development Bank (AfDB) will launch an 850 million dollars agriculture programme to transform the sector and reduce food imports in Africa, an official of the bank has said. Dr Chiji Ojukwu, the Director of Agriculture in the bank, said this on the sideline of the International Conference on Wheat in Abuja on Tuesday. The conference was organised by the Support to Agricultural Research for Development of Strategic Crops project of the AfDB. Ojukwu said the project, to be called Technology for African Agricultural Transformation (TAAT), would ensure the generation, sustainable dissemination and adoption of agricultural technologies and innovations. According to him, this new programme will cost about 850 million dollars of which wheat alone is 20.8 million dollars. “We are likely going to get the approval for the programme this year and after that, it will start,’’ Ojukwu said. He listed some agricultural produce that would be boosted in the project to include cassava, rice, wheat and maize among others. The director noted that the bank had also introduced a programme known as `Feed Africa’ to reduce the level of food imports across the African continent. He said the project would be aimed at tackling issues associated with productivity increase, value addition and infrastructure deficit. Ojukwu said the project would also help to catalyse additional financing through innovative methods and ensure enabling environment by government. “The idea behind `Feed Africa’, is to reduce the level of imports. “Africa imports over 35.4 billion dollars of food annually and if not checked, in the next ten years it will rise to 110 billion dollars annually. “Our bank came up with this programme which is focusing on 18 commodity value chains like wheat, rice, cassava and a number of tree crops that Africa spends so much money importing. The director said that it would also encourage and ensure the involvement of women and young people in agriculture. “All these programmes we are putting together are to ensure that agriculture in Africa is transformed.’’ https://www.naij.com/1091032-afdb-inaugurate-850m-agriculture-transformation-programme-reduce-imports.html
