The National Security Adviser, Owoye Azazi, says the current escalation of insecurity in the country, particularly the rampaging activities of the dreaded extremist sect, Boko Haram, is traceable to some undemocratic practices by the political parties during elections, especially the ruling People’s Democratic Party (PDP).
Mr. Azazi, who was speaking at the on-going South-South Economic Summit in Asaba, Delta State, said the festering insecurity in the north eastern part of the country, which has been exacerbated by the frequent and deadly attacks of the extremist Boko Haram sect across the country, could be traced to the politics of exclusion of the PDP in the region.
 
“In discussing the relationship between national security and development, let me say that one cannot do without the other,” the NSA said.“The issue of violence did not increase in Nigeria until when there was a declaration by the current president that he was going to contest. “Where did Boko Haram start from and who were behind it,” the governor queried.
“Who used them to win elections and for how long was he able to do so? Who were the victims and the beneficiaries? My experience has been that politicians, who are unelectable, but have access to state treasury at various levels, often appropriate funds and procure arms to arm the unemployed, who they deploy on election day to manipulate and intimidated voters.
“If one comes to the South, some politicians have tried to cash in on the issue of pollution and the gap between the natural resources and the poverty of the people by arming people to manipulate elections, and after elections they use those instruments for some other ends.
“When one looks at why these people have not been stopped and call them to justice, one would find that they involve big time players in society and very top sections of the political elite.
“To solve the problem, we must have the political will to deal with whoever is using resource of state to procure arms for the unemployed to use them for all kind of purposes, including the manipulation of elections.
“We must resolve to allow the peoples will to prevail during elections, whether as governors, presidents, ministers and council chairmen to use fund at their disposal to procure arms for unemployed youths in order to harm the electorate on Election Day,” Mr. Oshiomhole said.
But the Akwa Ibom State governor, Godswill Akpabio, who noted that security and development are inter-linked, traced the current state of insecurity in the country to the structural defects in the polity, placing so much responsibility on the shoulders of the Federal Government.
Mr. Akpabio said the federal government had failed to deliver, rating its performance at 10 per cent.
“Beginning from the present administration, the Federal Government should begin to unbundle the weight on it shoulders and try to decentralise and give more duties relating to other aspects of development, like creating jobs, to the states and local governments, and focus more on providing security for the country, since the states and local government do not control the apparatus of security,” he said.
According to Mr. Akpabio, this calls for the readjustment of the revenue formula to enable the other states and local governments carry the challenge of grassroots development, pointing out that the menace the country has found itself in the last 50 years would remain if the Federal Government continues to make politics at the centre more attractive for people.
“We must unbundle the federal government, make a new revenue allocation formula that gives more monies to the states and local governments to face development at the grassroots while the federal government would be allowed to face security, to guarantee sustainable development” he said.
On Boko Haram, Mr Akpabio said the rising insecurity in the North is due to the failure of political leadership in the region, saying the attacks were a result of frustration of the majority of the people who appear not to see any visible benefit for years the political leadership of the country has remained in the control of the elite from the region.
“The reactions in some of the regions in the country are as a result of poor leadership and not caused from the present administration,” he said.
“People are complaining in the North, yet for more than 35 years, the leadership of this country came from there. People are reacting as a result of pent up frustration, due to lack of empowerment and essential amenities,” Mr. Akpabio said.

About N104m allegedly laundered by Patience, wife of Bayelsa State Governor, Dr. Goodluck Jonathan, has been temporarily seized by the Economic and Financial Crimes Commision. The seizure came on the heels of an ex parte application before a Federal High Court, Abuja by the Chairman of the EFCC, Mallam Nuhu Ribadu. The commission had in the application, a copy of which was obtained by our correspondents on Sunday, said it suspected that the N104m was public money. It said that Patience laundered the sum in two tranches – N70m and N34m – through one Mrs. Nancy Ebere Nwosu. Nwosu, a business associate of Patience, is said to have made statements to the EFCC incriminating the governor`s wife.

September 13, 2006: The Governor of Bayelsa State, Chief Jonathan Goodluck, on Tuesday said he would cooperate with the Economic and Financial Crimes Commission to unravel the mystery surrounding the alleged laundering of N104m to which his wife, Patience, has been linked.

$13,000,000: On September 11, 2006, the Economic and Financial Crimes Commission (EFCC) seized $13.5 million dollars (US) from Mrs. Patience Jonathan, the wife of then Governor of Bayelsa State, Mr. Goodluck Jonathan.

The International Herald Tribune quoted the EFCC spokesman, Mr. Osita Nwajah, as saying that the seizure was made after Mrs. Jonathan had allegedly laundered the money through an associate.

It was the second time in one month Mrs. Jonathan was hitting the scandal headlines. In August, the EFCC had obtained a court order to temporarily freeze N104 million she had allegedly tried to launder through one Mrs. Nancy Ebere Nwosu. The EFCC said it had reason to believe the seized funds belonged to the public. In a sworn statement, Mrs. Nwosu implicated Patience Jonathan, the EFCC said.

But remember, her husband was the Bayelsa State Governor at the time. And Mr. Jonathan’s government dashed to the defence of the First Lady of Bayelsa, alleging that the reports were part of a “plot to destabilize” the state. Government spokesmen were falling over each other to speak for Mrs. Jonathan. The Governor’s spokesman, Dennis Sami, described the allegations as a “charade,” the target of which the Governor.

CAGIL Sues EFCC Over Patience Jonathan’s Laundering/Fraud By Nigeria2Day Online A civil society group, Coalition Against Impunity and Illegality (CAGIL) says it will continue with its suit against the EFCC for refusing to and bring to justice, the First Lady, Mrs. Patience Jonathan, over allegation of money laundering to the tune of $12.5 million (about N1.9 billion).

The suit, which was filed at a Federal High Court in Lagos is praying for an order of Mandamus, compelling the EFCC to either prosecute the First Lady or make an official clarification on the allegation. Filed by the law firm of Rhaman Senge, under Order 34 Rules 1 and 3 of the Federal High Court Procedure Rule 209, the suit wants the court to declare that refusal or failure of the EFCC to act by prosecuting the First Lady is abdication of its public duty, imposed on it by Sections 6 & 7 of EFCC Act of 2004. According to CAGIL, the anti-graft agency had publicly declared on September 11, 2006, via its then spokesman, Osita Nwajah, that Mrs. Jonathan, who was then the First Lady of Bayelsa State, was nabbed at the Murtala Muhammed International Airport, Lagos, while attempting to smuggle out a whopping $12.5million.

The EFCC then claimed that it immediately impounded the money, while adding that another sum of N104 million was traced to her foreign account, which the commission believed was far beyond her legitimate earnings as at the time.

CAGIL wondered why the story was ended just like that, regretting that Nigerians who eagerly expected justice in the case had waited in vain for more than four years. “It is not on record that the EFCC took further actions on those startling revelations. At least, Mrs. Patience Jonathan, to public knowledge, was never subjected to any legal actions. Are we in a country where some are more equal than others?,” CAGIL asked.

The group went further to state that: “The First Lady has no constitutional immunity. She should be given the opportunity to defend herself. We seek a comprehensive legal action on this matter and call on the EFCC to take necessary steps to recover the money traced to her foreign account to the coffers of the Federal Government or Bayelsa State, if that is where it belongs without delay and make the First Lady face justice, if found culpable,” the body insisted.

The group’s General Secretary, Comrade Mark Adebayo, said CAGIL deliberately allowed the April General elections to be successfully completed before taking up the First Lady’s case because the body does not want to be misconstrued and labeled as working for the opposition.

He explained that since President Goodluck Jonathan has not shown that he is influencing the anti-graft bodies in the performance of their duties, it behooves the EFCC not to leave any room for suspicion. The civil society group had earlier on June 27 petitioned the EFCC not only on the First Lady’s case but also on the commission’s foot-dragging in recovering from prominent Nigerians the N40billion looted funds of the defunct national carrier, the Nigeria Airways Limited (NAL).

“The Nigeria Airways was the safest national carrier in Africa in the 1970s-80s but a combination of mindless corruption mal-administration and policy misdirection led to its collapse prompting the former President Olusegun Obasanjo to institute in 2000 a seven members probe panel led by retired Justice Obiora Nwazota to look into its demise and recommend appropriate sanction. Findings of the Justice Nwazota panel which were accepted by the government was scandalously shocking as its revealed that a whopping total of $254,257,529.65 million; £1,792,796.72 million and N548,380,248,38 million (totaling N39,045,569,039,88 billion ) was looted from the NAL through tax fraud, contract inflation, ticketing scam, fake projects, commissions scam, fake premiums, bonds and loans; misappropriation and outright stealing. The panel also recommended the swift recovery of all the stolen money of NAL and criminal prosecution of those indicted.

I am NOT a fan of GEJ. However, it baffles me tremendously that no party in Nigeria has come up with a better alternative. When APC come up with their usual chorus 'CHANGE!!!', I always ask them:

1. What sort of change and in what direction?

Falsehood is the greatest crime against humanity especially if such lies are meant for public consumption.

Obviously, some of our major challenges as a Nation-State are:

1. Unemployment

2. Epileptic power supply

3. Low standard education

4. Corruption

5. Insufficient motorable roads

6. Religion intolerance/nepotism/tribalism

So far, APC as the strongest opposition party is yet to come up with the modalities on how to tackle the above problems. The only thing Buhari is capable of doing (as promised) is 'fighting' corruption and again I ask, how?

I pray Buhari is NOT seeking this position so that he can have an opportunity to punish his perceived enemies?

Other important questions are:

1. If Buhari who earned huge salaries as a head of state between 1983-1985, military governor of N/E region, minister of petroleum resources, and chairman of PTDF now claims that he ONLY has one million naira in his account, is that not an indication that he is very poor in financial management? What happens to all the money he earns as a former head of state and as a rtd General? Do we need an expert in financial mismanagement as a Nigerian president in this 21st century?

2. Some GEJ critics complain of inadequate power supply. Did we have 24- hour power supply before him? If NOT, do you expect him to fix it in a space of 4 years when other presidents (Buhari inclusive) have failed to do so in a space of 50 years? GEJ is no Jesus Christ if you ask me.

3. What was the poverty rate in Nigeria during Buhari's regime? Could you compare it with what we have today?

4. If Buhari couldn't profer a lasting solution to Nigeria problems as president in 1985 when he is young, do you think he can do so now that he is 72 years and half of his brain cells are dead? Even Profs retire at the age of 70 years because they can no longer strain their brains to think and come up with new ideas.

5. If Buhari doesn't have a hidden agenda other than his love for Nigeria, why didn't he give other credible candidates in APC the opportunity to become president? Is Buhari the ONLY saint in APC? Must he be president again at all cost?

6. Is it NOT glaring that APC is just a means for the Northern muslims to re-claim power back since it is no longer possible in PDP?

7. Do you think Buhari would have remained in APC if Rochas or Atiku had emerged victorious in just concluded APC presidential primary election? If No, why?

Finally, Goodluck may not be the type of president we clamoured for but Buhari is NOT an alternative. I thought APC would have provided us a vibrant and better candidate who can brace up with the existing realities of this modern and complex world.

If they had done that, Nigerians will NOT need paint-him-black strategy of APC to vote GEJ (Not PDP) out in 2015.
