I dont know what to call this present admnistration. What is the critearia involved in appointing ministers because I see no reason why a Thug who is a threat to democracy would be offered a ministerial appointment.

cannot update windows and restart to install important windows update

I have problems upgrading my windows to 8.1 from 8.0 I use an HP 2000 notebook PC which was pre installed with windows 8 and my processor is intel(R) Pentium(R) CPU 2020 @ 2.40GHz, 2400Mhz, 2 cores, 2 logical processors.
Although my system is set to automatically download updates. I'm currently fed up because whenever i try ugrading, it just turns out to be one futile effort.
