The House of Representatives Public Accounts Committee (PAC) on Thursday summoned the 11 Electricity Distribution Companies (DisCos) and the Central Bank of Nigeria over $321 million and N18.2 billion in loans for the accelerated transmission distribution interface, lines and substation projects. The Chairman of the PAC, Bamidele Salam, disclosed this when Engr Sule Abdulaziz, the Managing Director of the Transmission Company of Nigeria (TCN), appeared before the committee. The lawmakers demanded the DisCos and CBN to appear before the Committee on November 8th, 2023. Salam explained that their summon was a sequel to a petition on the lack of judicious use of the funds, which were paid to the DisCos by the CBN at the prompting of the TCN. PAC Chairman told the TCN to provide details of the disbursement of the loans, the procurement process, how many DisCos were involved, the stage of the projects, and the structure of the repayment of the loans to the beneficiaries of the loan. “Sometime in 2021, the then president Muhammadu Buhari granted that certain funds be made available for enhancing the capacity of our transmission and distribution lines to have a more robust power sector intervention, and these funds were made available for certain projects to the distribution companies. “It is the concern of the petitioner that the fund has not been judiciously used and that the project ought to have been delivered by now, upon which we caused a letter to be written to the Transmission Company of Nigeria, which also sent in a response stating the status report of the project as well as the procedure for the implementation of that loan disbursement and execution of the project by the distribution companies. “Our concern is to ensure that all our institutions work well following the law and follow global best practices and to ensure money is judiciously utilized”, he added. A Kano State High Court, presided by Justice Hafsat Sani Yahya, has remanded the Former Managing Director of the State-owned Agric Company, KASCO, over allegations of embezzling N3.2 billion State Treasury Funds. At the resumed hearing on Wednesday, the Prosecution Counsel slammed ten count charges on Bala Muhammad Inuwa and his Son Bala Inuwa Muhammad Junior with charges bothering on alleged persistent sharing of the N3.2 billion to their cronies. Among those who received the alleged monies were the former Governor Umar Abdullahi Ganduje and the APC National Chairman, Foundation, “Ganduje Foundation”, which allegedly received N30 million. Another count charge claimed that the accused transferred the Sum of N68 million to one Musbahu Suleiman, an equivalent of $100,000 dollars. The Prosecution Counsel, Zaharadeen Hamisu Kofar Mata, said they have fully presented before the court all required charges and needed evidence against the accused person praying the court to go ahead and prosecute him. The Counsel while objecting to the bail application by the defendant’s Counsel, Professor Nasiru Adamu Aliyu, said the previous bail he enjoyed was administrative bail because he was not fully charged. However, the Defense Counsel, Professor Nasiru Adamu Aliyu, argued that the Prosecution wants the case to be prosecuted without full facilities of the case, asking the Court to discontinue. In her ruling on whether the charges should be read to the accused persons or not, the presiding Judge, Hafsat Sani Yahya, said the prosecution counsel had submitted enough evidence to allow for the case to continue. Two persons suspected to be armed robbers were on Wednesday burnt to death in Onitsha, Anambra State. In a video that had gone viral, bystanders were seen screaming as some people poured more fuel on the two men, who were struggling and writhing in pains as the fire burnt them. Some bystanders at the scene were seen crying while fuel was poured on the men, but others hit the suspected thieves with heavy sticks to stop them from escaping from the fire. Reacting to the development, the Anambra Police Command condemned the jungle justice, but described the suspects as notorious armed robbers. A Federal High Court in Abuja on Friday struck out the application filed by the All Progressives Congress governorship candidate in Adamawa State, Senator Aisha Binani Dahiru, seeking to stop the prosecution of Hudu Yunusa-Ari, the suspended Adamawa Resident Electoral Commissioner. Hudu had illegally announced Binani as the winner of the governorship election. However, the Independent National Electoral Commission (INEC) annulled the declaration and instead returned the incumbent governor, Umar Fintiri. The court had previously given an interim order, directing INEC, Attorney-General of the Federation and Inspector General of Police to put on hold the plan to prosecute Yunusa-Ari. The interim order followed a motion ex parte filed by Binani, who sought the court’s interpretation on whether INEC could charge or arraign Yunusa-Ari when a tribunal sitting was ongoing on the outcome of the gubernatorial election. INEC, in a statement, claimed findings from police investigations established a prima facie case against Yunusa-Ari. The commission subsequently filed a six-count charge against the ousted REC at the Adamawa State High Court in Yola. But Binani urged the court to restrain parties in the interim so that INEC could show cause why Yunusa-Ari, her star witness at the Adamawa gubernatorial election tribunal, should be prosecuted when the proceeding was ongoing. However, in his ruling on Friday, Justice Donatus U. Okorowo lifted the interim order, saying, “There is no order of this court extending the lifespan of this order on status quo.” Okorowo held that it was not permitted under the law for a plaintiff to approach the Federal High Court to stop the proceedings at a court of coordinate jurisdiction. Suspected Boko Haram insurgents have reportedly attacked an office of the Nigeria Customs Service in Geidam town, Geidam LGA, Yobe State, killing one operative, Usman Gombe. According to a report, the insurgents stormed the Customs office along Maine Soroa Road in a Volkswagen Golf and a Land Rover around 10:00 pm on Saturday and started shooting. “They struck when they were sure the Customs officers had retired home. Panicked by the rain of bullets, the officers scampered for safety; some escaped through the gate, while others scaled the fence. “Unfortunately, one of the officers, Usman Gombe, was shot dead while attempting to climb the fence,” a security source told newsmen. He said the assailants also burnt down the Customs patrol van, a generator, and part of the office building. “This is the second time the Boko Haram insurgents are killing Customs officers. Last month, an officer, Babalola, and his junior officer were abducted and later killed by the insurgents,” the source said. Residents of the town disclosed that the activities of Boko Haram insurgents on the outskirts of Geidam had increased in recent times. “They collect taxes from farmers and herdsmen a few kilometres from the town, and nobody is doing anything. “Instead, the security operatives have relocated over 17 checkpoints into the town where they also taxed traders that brought goods through the same route. The Niger State Government has settled the N205 million owed the West African Examination Council (WAEC) in Senior School Certificate Examination (SSCE) fees. The Special Adviser to Governor Muhammad Umar Bago on Print Media, Ms Aisha Wakaso, made this disclosure at a press briefing in Minna, the state capital. According to her, the state government decided to pay the debt to ensure the students’ withheld WAEC results were released. “So far the results of students from Niger State withheld due to none settlement of debts owed by the state have been now been released for students,” she stated. The Governor’s aide also disclosed that the government has recieved samples of Compressed Natural Gas (CNG) buses to be procured to reduce transportation difficulties being experienced by people of the state. She added that the 200 vehicles the State ordered would soon be delivered. Recall the state government had signed an agreement with four different contracting firms for the purchase of at least 200 CNG buses at N7 billion to reduce the hardship occasioned by the removal of fuel subsidy to provide free transportation to pupils and students in the state. Abia, Imo, Yobe, Zamfara and Plateau States borrowed to sustain their recurrent and capital expenditures. BudgIT disclosed this on Tuesday in its recently released State of States report. The report reveals that the combined Internally Generated Revenue, federation allocation and other fund sources in Abia, Imo, Yobe, Zamfara and Plateau cannot sustain their recurrent expenditure. The recurrent expenditures include salary payments, pensions, gratuities, service-wide votes, and overheads. “Five states—Abia, Imo, Yobe, Zamfara, and Plateau—did not raise enough total revenue (their combined IGR, federal allocations, and grants) to cater to their recurrent expenditure. It means these states resorted to borrowing to manage some parts of their recurrent expenditure and capital expenditure”, the report stated. Operatives of the Lagos Zonal Command of the Economic and Financial Crimes Commission, EFCC, have arrested one Chike Nosa Agada, an unlicensed foreign exchange dealer, for an alleged N2bn fraud. Agada, a 37-year old native of Udi Local Government Area of Enugu State, was declared wanted by the Commission on Wednesday, October 11, 2023, for obtaining money under false pretence and stealing by conversion to the tune of N2billion He was arrested at a residence in the Bourdillon, Ikoyi area of Lagos on Monday, October 16, 2023 during a sting operation by operatives of the Commission, following credible intelligence linking him to the alleged fraud. Upon arrest, a mobile device was recovered from him. Five persons have reportedly been beheaded as reprisal killings resumed yesterday between the Tiv people of Benue State and the Ijiegu-Yache of the Yala Local Government Area of Cross River State. Chief Jacob Uswa, Tiv leader in the community, confirmed this on Wednesday, adding that many others have been maimed. According to him, the Yache boys beheaded theirs when they went to their farms to harvest cassava. “On Sunday 8th October 2023, they attacked and beheaded three of our boys in their farms where they had gone to harvest cassava for fufu. “Two others were also killed in another farm. They displayed the heads before their Yache people. The Yache boys are all over the bushes to attack us,” he said. Augustine Adula, a youth leader in Ijiegu-Yache community, said they had to defend themselves when the Tiv militia unleashed attacks against them on their farms. He alleged that the Tiv boys go to their farms to harvest their farm yields and attack their women and farmers. “We have suffered incessant attacks from those Tiv settlers. They invade our community wearing military camouflages and some times they would take us by surprise through the bushes to attack us. “As a result, our boys have stopped their businesses and schools and have taken positions in the bushes to defend our land and people, so that they can block the Tivs when they come surreptitiously,” Adula said. According to Adula, the situation has made life very difficult for them, adding that markets and schools have not opened due to deep seated fears for their lives. The cause of the hostilities is said to be refusal by the Tivs to continue to pay royalties on the land they settled in. This led to killings and destruction of houses on both sides last month. But the Tivs have claimed that having settled in the community for over 100 years, they are more of Cross River than Benue State indigenes. Both community leaders have expressed unhappiness that the numbers of security men, including soldiers sent to keep the peace between them are very few and are mostly in the town, leaving the hinterlands very porous for the killings to persist. Earlier, the two deputy governors of both states, Peter Odey and Sam Ode of Cross River and Benue States, respectively, visited the community and appealed for cessation of hostilities while they worked towards peace. The West African Examinations Council (WAEC) will on Tuesday, deliberate on cases of malpractice and irregularities recorded during this year’s West African Senior School Certificate Examinations, WASSCE. WAEC made the announcement in a tweet via its X account on Tuesday. The examination body tweeted, “The 76th Meeting of the Nigeria Examinations Committee (NEC) to consider & decide on the malpractice/irregularity cases arising from the conduct of WASSCE for School Candidates, 2023 begins today.” Recall that WAEC had in August, initially released this year’s WASSCE results but the release of 262,803 results was put on hold because of alleged examination malpractice. The West African Examinations Council (WAEC) has appointed Dr. Amos Dangut as its new Head of National Office (HNO). Until his appointment as council’s head, he was the Deputy Registrar of the office of the HNO. His appointment came on the heels of the expiration of the tenure of the council’s immediate past HNO, Mr Patrick Areghan. The appointment is contained in a statement by Mrs Moyosola Adesina, Acting Head, Public Affairs, WAEC, issued to newsmen on Monday in Lagos. NAN reports that Areghan, who bowed out of office on Oct. 1, came on board as HNO on March 5, 2020. Adesina said he joined the council in 1998 as an Assistant Registrar (AR) II and rose through the ranks to become a Deputy Registrar in April 2018. She said that Dangut won the Nigeria Examinations Committee’s (NEC) commendation for transparent conduct of examination between 2000 and 2006. “He served as an Assistant Registrar/Subject Officer of Examinations Security and Deputy to the branch Controller, Uyo office, between January. “2005 and January 2008, Senior Assistant Registrar/Head of Examinations Security and Deputy to the branch Controller, Bauchi office between January 2008 to December 2011. “Dangut was also Senior Assistant Registrar/Branch Controller Yola office, between December 2011 to January 2019 and Deputy Registrar/Controller Post Examinations Department between January 2019 to October 2020. “He was also the Deputy Registrar/Zonal Coordinator, Ikeja Zonal Office,” she said. According to her, for the past 25 years, the newly appointed HNO leveraged Information and Communications Technology (ICT) to innovatively improve processes in Test Development, Test Administration and Post Test Activities. She added that Dangut, an astute scholar with various educational publications in international and national journals, had also presented numerous keynotes and other papers at international and national conferences/fora. Garba Shehu, spokesman to former President Muhammadu Buhari, has insisted that his principal brought Nigeria’s economy out of crisis. Shehu made the remark while dismissing claims that Buhari’s administration threw Nigeria into myriads of problems leading to the current hardship in the country. In an interview with BBC Hausa Service, Shehu said no past administration found itself in economic hardship like Buhari’s. He noted that no government in the world can solve all the problems a nation faces. According to Shehu: “If there were hardships or problems, these should be looked into, to know how they came about. “No administration in this country found itself in economic issues like Buhari’s because of our dependence on oil and prices, which went down. “We also had the Coronavirus pandemic. Nations shut their doors, and the economy plummeted. But, Alhamdulillah, Buhari brought the Nigerian economy out of that crisis.” This came after the First Lady, Remi Tinubu, noted that President Bola Tinubu inherited a damaged economy from Buhari.
