Its their job and they have such eagle eyesight; I noticed that the Policeman who revealed the information to me was looking at the plate number in a very keen way, from about 60 meters away, as I drove towards them.

From my personal experience, if you buy a new car and get a new plate number, the Police will still stop you. When I bought my first car, every day on my way to work, I will definitely be stopped by them. I asked one of the Police men why they always stopped me and he confessed that it was because of the new plate number; I guess they wanted to help me 'wash' it.

Those lands, I believe, are bought on long term lease and will eventually return to the original owners; this means that there is no cause for alarm.
