My fellow nairalanders, I think I'm in a deep mess. Truly I'm old enough to settle down and my parents won't let me rest. They asked me to stop chasing after money but settle down and we all know men of these days, they like already made just as the way they complain about the ladies...now I met a guy who is ready to settle down and very responsible. He doesn't stay in Nigeria...

He is such a caring man and ha never married. He was born and brought up in England but he's from Lagos.

Hmmm...the worse part of him is that he's too jealous and calls me like 100times in a day. I'm not exaggerating plz. I'm here in Lagos but he never allows me to rest at all. If he calls me twice and I'm not picking its gonna be problem.

Lots of questions and I can't begin to imagine right now.
I don't know what to do please help me. He's choking me and just too jealous which is why he's still single according to him, no wife no kids.

If you ask for my candid opinion, I would have suggested you stop it now while it is still morning, because don't be fooled, this is him and I am sure you know what is paranoia, even if he is in Lagos, just be sure you can move an inch without him around you, before you know it suspicion will creep in, then jealousy. You life is ruin...This is just my opinion. I am a married man, it almost ruin my home, until my wife told me that he would leave me...now I am begging her to stay that I would stop and change for the better. I am saying this from experience.

THE IRDC ,THE CHEVRON BABY MONSTER IN ITSEKIRI LAND: A BLESSING OR A CURSE?.

Today when the name Chevron Nigeria Limited is mentioned in Itsekiri land by anyone, the images that jumps into the minds of an average Itsekiri person, is that of oppression, poverty, under development, joblessness, corruption, intimidation, cruelty of government, environmental degradation and pollution, divide and rule, economic slavery, desertion of Itsekiri homelands, wasted dreams of Itsekiri best brains, raping of the people collective sense of dignity and absolute despair and darkness.

About five decades ago when Gulf Nigeria Limited berthed on the Itsekiri nation shores and they were well received by our fathers with open hands and minds, the expectations of our people was very high when they told that a special liquid that transformed squalors and deserts abroad, has been discovered in commercial quantity in their homelands . Promises were made by government and the company that life will be better, social basic amenities shall be provided within weeks of operations and our people especially the youths shall be gainfully employed. These wonderful promises were too good to hear and so there was no rigidity by our fathers on the negotiating table because they believed it was a mutual agreement that will benefit their people and communities and government and the multinational on the other hand. Sadly, our fathers were totally wrong and today, fifty years on, their descendants are bearing the brunt of the fair lady from the number one most "democratic " nation on earth, the United States of America. A country whose foundation we were informed was built on the rule of law, respect of Human Rights and pursuit of justice for all its citizens no matter where they came from.

With time and more exploration and exploitation activities in the oil and gas sector and with the mono economic revenue generation inflow into the Nigerian national treasury, Itsekiri nation one of the most marginalized and suppressed micro minority tribe by the Nigerias state, became the hub of the black gold as it started contributing over thirty five percent to GDP of the country as new fields were been discovered in Itsekiri homelands such as Olero, Dibi, Abiteye, Escravos, Uton-Nana, Makaraba, Okan, Meje, Meren, BOP and several offshore platforms in Itsekiri land.

When Chevron took over the investments of GULF Nigeria Limited, hopes were high and our people dreamt of a better future where the shortcomings of the past investors would be extricated from the memories of our people. Chevron like a pretending dying lion, was to swoop on our people unexpectedly when suddenly, various anti Itsekiri policies inimical to the growth and development of our people, communities and engagement of our people in their operations started rearing its ugly head immediately after Itsekiri nation was decimated by the Ijaws in connivance with various government in Delta state and Nigeria where our people were gruesomely murdered in cold blood and all Itsekiri communities burnt down and summarily wiped out of the face of the earth in the second phase of the Warri crisis that begun in 2003.

It is on record that immediately after all Itsekiri communities were burnt and deserted and with thousands of our people living as refugees in various places in Nigeria without government protection and provisions to return safely to their devastated homelands, certain persons in Chevron and other multinationals operating in Warri kingdom Itsekiri ancestral homelands began to mount pressure unnecessarily on the Itsekiri people instead of government for the failure to adequately protect National assets in Itsekiri land at the above named fields which are Chevron operational areas. The poor Itsekiri people who could not even defend themselves against the invading armies of the murderous Ijaw nation from over five states of the federation, we're been "blamed" strangely by the multinationals. In disarray, dismay and hopelessness, the Itsekiri people who until the genocide and pogrom enjoyed exclusive access and assess to ALL the benefits accruing from their homelands were be told that for them to enjoy anything development and job opportunities, they will have to accept a new and alien system that will not only water down their rights and influence in their homelands but will have to swallow the bitter pill of SHARING it's oil benefits with her sworn enemies the Ijaws who just failed to fulfill their annihilation crusade against the accommodating host, the Itsekiri people. Itsekiri communities and their leaders and youths kicked against the new FORCED ORDER which they NEVER consented to but was forced on their throats as Chevron unilaterally and without any formal agreement, jettisoned the Memoranda of understanding (MOU) it has signed with the various communities with the state government as witness. That illegal scheme and dubious manipulation of the company that prides itself as a responsible organization and a democratic country was to birth the new MOSTER IN ITSEKIRI LAND, THE IRDC otherwise known as Itsekiri regional development council, an unregistered body which Chevron Nigeria Limited is active complicity with both the Delta State government and the federal government and the three major tribes in Nigeria has brought forcefully to cage our people from gaining free access into companies operating in the fatherland as a result of a notorious , malicious, wicked and NAZI Adolf Hitler concentration camp and Nelson Mandela Robbin Island prison replica called CLOSE CAMP POLICY. A policy that denied our people and indigenes access to job opportunities in their land where they can only watch and see from our seashores and communities planes and boats bring strangers to take over their jobs.

Because there was extreme poverty in Itsekiri land immediately after the Warri crisis, Chevron was able to find willing hands in Itsekiri who were greedy to make quick cash and the dreaded first GMOU that brought together a POWER CABAL IN ITSEKIRI LAND who became over night billionaires by freely accessing Itsekiri developmental funds for over twenty seven oil bearing and impacted communities was formed. Since that fateful day in 2006, Itsekiri nation has never remained the same again.

Jobs that are announced and town criers bells bring our people to our various community town halls disappeared. Job opportunities were no more shared in the villages and suddenly there was rural-urban migration by our able bodied youths in search of jobs in Emiko close in Warri and gradually, one after the other, the twenty seven communities and others became GHOST TOWNS where today the Ijaws are parading freely.

During these agonizing eleven years of the IRDC in Itsekiri land, there has been a lot of job opportunities in our land but our people never benefitted equitably . The EGTL which is the second largest in the world is in Itsekiri land. Today due to the IRDC GMOU, our people are roaming the streets jobless while strangers are working in our land. Those have jobs in their own fatherland can not be said to be workers as their condition of service and rights are a little above slavery. Itsekiri are systematically cut down once they begin to attain that position where they can become heads.

Since the IRDC came, there has been an astronomical increases in court cases, police cases, community crisis, deaths of Itsekiris, desertion of our homelands due to extreme poverty in our villages, assassinations, disunity, factions of all Itsekiri communities and bodies, under development, corruption and unbridled looting of Itsekiri wealth to the detriment of our people, communities and our unborn generations.

Today, the MOSTER IRDC which Chevron forced on us has given birth to more dangerous MONSTERS in Itsekiri nation which has transformed into Yaya Jameh, Bashier Assad, King Mohamed Died, Abacha and various personalities that have caused SIT TIGHT LEADERS who Chevron has been given Itsekiri monies worth two billion (2,000,000,00.,) annually for the past ten years without been registered with an audited account.

The IRDC has created over night billionaires who today have attacked our sense of pride as a people, the revered throne and crown of the Olu of Warri his Majesty Ogiame Ikenwoli who on ascending the pristine throne of his ancestors promised to make major reforms that will create a fair balance amongst all his subjects and close the widening gap between the rich and poor in Warri kingdom which obviously did not conform to his vision towards his people and kingdom.

Today, while the Chevron monster the IRDC has torn Itsekiri against themselves where brothers freely unleashed mayhem on one another and the mandate of the Olu is still been challenged in court, Chevron has continued to enjoy unhindered operations while pumping the crude oil and gas from our land which on daily basis is more than $20million.

We call on our people to reflect on the achievements or otherwise of the baby monster IN our land. Have our people and communities really benefitted from the IRDC GMOU compared to the previous system of autonomous dealings with communities.
Is the IRDC a blessing OR a curse to us?

It is time for Itsekiri nation to take stock and ask pertinent questions without sentiments to determine the sustainability or scrapping of the monster from Chevron that was forced on us ten years ago that has empowered a few and impoverished the majority of our people.

We have people who are ready to fight the cause of justice, even from their little understand and some others with all their knowledge want to sit in the confines of their homes and criticized. The International Criminal Court (ICC) at The Hague has confirmed that it
is considering petition submitted to it by human rights lawyer Femi
Falana, SAN over alleged crimes against humanity committed in the context
of the arms procurement scandal.

The ICC revealed this in a letter dated 1 February 2016 with reference:
OTP-CR-32/16 and signed by Mark P. Dillon, Head of Information & Evidence
Unit of the ICC.

The letter reads in part: “The Office of the Prosecutor of the
International Criminal Court acknowledges receipt of your
documents/letter. This communication has been duly entered in the
Communications Register of the Office. We will give consideration to this
communication, as appropriate, in accordance with the provisions of the
Rome Statute of the International Criminal Court.”

It would be recalled that Falana had in a petition dated 19 January 2016
requested the ICC to “investigate allegations of crimes against humanity
committed against the Nigerian people by some former and serving military
as well public officials and private persons who engaged in the criminal
diversion of $8 billion earmarked to procure equipment for the armed
forces to fight insurgency”

The petition reads in part: “On account of the deliberate refusal of the
former military authorities to equip and motivate the members of the armed
forces involved in combat operations the insurgents have killed about
25,000 soldiers and civilians including children and displaced over
2,000,000 people. Having compromised the security of the people of Nigeria
by collaborating with the terrorists the former military authorities
deliberately encouraged the brutal killing of innocent people including
ill-equipped officers and soldiers.”

“During a visit to Borno state in 2014, former President Jonathan revealed
to some selected leaders of the community that it was when Alhaji Modu Ali
Sheriff caused the extra judicial killing of the leader of the Boko Haram
sect, Mohammed Yusuf that the group declared war on the Nigerian people.
Even though President Jonathan knew that Alhaji Sheriff was a major
sponsor of the terrorist group the government did not charge him to court
under the Terrorism Act applicable in Nigeria.”

“In order to divert the attention of the Nigerian people and the
international community from the afore mentioned crimes against humanity,
scores of soldiers were put on trial before courts-martial for demanding
for equipment to fight the well-armed members of the Boko Haram sect. The
military courts convicted the soldiers and sentenced them to various
terms of imprisonment while 70 were sentenced to death. Over 3,000 others
were dismissed from the Nigerian Army in similar circumstances.”

“Having investigated and confirmed that the said soldiers were sacrificed
to cover up the criminal negligence of the former military authorities the
current Army leadership has ordered the recall and reinstatement of the
3,000 dismissed soldiers and commuted the death sentence of 66 out of 70
convicts on death row to 10 years’ imprisonment.”

“The inquiry conducted by the Presidential Panel on arms procurement has
established that the bulk of the sum of $2.1 billion and N643 billion
($4 billion) earmarked for the purchase of military hardware to fight
terrorism was criminally diverted by the former government through the
office of the National Security Adviser, Col. Sambo Dasuki (rtd). It has
also been confirmed that the said Col. Dasuki colluded with some serving
and retired military officers and civilians to divert the sum of $2
billion and N29 billion set aside for the procurement of fighter jets and
other equipment for the Nigeria Air Force.”

“As if that was not enough, the sum of $322 million and £5.5 million from
the Abacha loot which was illegally transferred to Col. Dasuki by a former
Finance Minister, Dr. Ngozi Okonjo-Iweala for prosecuting the war on
terror has also been criminally diverted. Part of the stolen fund was used
to fund the campaign for the re-election of President Goodluck Jonathan in
the 2015 general elections.”

“Apart from diverting the fund for acquiring military equipment some
corrupt public officers also stole money set aside for acquiring the
necessary gadgets and equipment for securing the Nigerian people. For
instance, the $470 million contract awarded in 2009 for the installation
of CCTV cameras in Abuja, the seat of the federal government, was poorly
executed due to corrupt practices. Thus, the identification of terrorists
who launched bomb attacks in public places in Abuja has been frustrated by
the government officials who stole the contract sum.”

“Notwithstanding the deliberate refusal of the military authorities to
purchase arms and armament due to the criminal diversion of the security
fund, Col. Dasuki gave a lecture at Chartam House in London on February 8,
2015 where he claimed that Nigeria had acquired adequate equipment to
prosecute the war on terror. At the time he was addressing his London
audience Col Dasuki was well aware that the fund for procurement of
weapons had been stolen by himself and his cohorts.”

“However, out of the fear that he could be made to account for his role in
the diversion of the security fund the then Chief of Defence Staff, Air
Marshal Barde disclosed, while he was retiring from the service on July
30, 2015, that the armed forces led by him lacked the equipment to fight
the terrorists. In his reaction to the disclosure Col. Dasuki stated
sometime in August 2015 that the equipment ordered by the Jonathan
Administration had not arrived the country!”

“It is submitted that the former public officials, serving and military
officers as well as civilian collaborators who engaged in the criminal
diversion of the security fund are liable to bear full responsibility for
the death of about 25,000 people who were killed by the Boko Haram sect
and the over 2,000,000 people displaced by the terrorist organisation.”

“Nigeria is a state party to the Rome Statute and deposited its instrument
of ratification on 27 September 2001. The preamble to the 2003 United
Nations Convention against Corruption (UNCAC), which Nigeria has also
ratified states that corruption “is no longer a local matter but a
transnational phenomenon that affects all societies and economies”.

“We strongly believe that allegations of corruption so far made against
Col. Sambo Dasuki and other public officers have had catastrophic effects
on the lives of over 25,000 Nigerian soldiers and civilians including
children akin to crimes against humanity as contemplated under the Rome
Statute and within the jurisdiction of the Court. The Rome Statute in
article 7 defines “crime against humanity” to include “inhumane acts
causing great suffering or injury,” committed in a widespread or
systematic manner against a civilian population.”

“Corrupt officials in the government know well that their conduct is
criminal and injurious, and that their ostentatious lives, built on a
radical breach of solemn trust, aggravate their crime against humanity. We
believe that these allegations of widespread and systematic corruption
amount to crimes against humanity and therefore clear violations of the
provisions of the Rome Statute of International Criminal Court. These
allegations have given rise to individual criminal responsibility of those
suspected of perpetrating corruption, as entrenched in the Rome Statute.”

“We therefore submit that this is sufficient to hold Col Dasuki and others
that have been indicted in the arms theft scandal responsible for crimes
against humanity perpetrated against Nigerians. The failure of a former
Finance Minister, Dr Ngozi Okonjo-Iweala to prevent widespread and
systematic corruption including the re-looting of the Abacha loot amounts
to complicity under the Rome Statute, and therefore fits the legal
requirements of a crime against humanity.”

Falana then asked the ICC Prosecutor to:

1. Urgently commence an investigation proprio motu on the
allegations of the criminal diversion of the security fund of $2.1 billion
and N643 billion earmarked by suspected perpetrators, with a view to
determining whether these amount to crimes against humanity within
the Court’s jurisdiction. In this respect, I also urge you to invite
representatives of the Nigerian government to provide written or oral
testimony at the seat of the Court, so that the Prosecutor is able to
conclude on the basis of available information whether there is a
reasonable basis for an investigation, and to submit a request to the
Pre-Trial Chamber for authorization of an investigation.

2. Bring to justice those suspected to bear full responsibility
for deliberate under funding of the armed forces through widespread and
systematic corruption in Nigeria; and

3. Urge the Nigerian government to fulfil its obligations under
the Rome Statute to cooperate with the ICC; including complying with your
requests to arrest and surrender suspected perpetrators of the criminal
diversion of security fund, testimony, and provide other support to the
ICC.

Allow me to contribute to this matter from a point of knowledge and where possible, use existing information to enlighten us all.

1) The N5,000 APC promised in its manifesto is to be paid to 25 million MOST VULNERABLE NIGERIANS not just to Youth as the OP stated

2) The scheme is correctly termed a Cash Conditional Transfer, where the beneficiaries are expected to achieve or complete a task in order to access the scheme.

It is a scheme copied from other parts of the world, the most successful country at implementing this being Brazil where it was able to use such to lift over 50 million of its citizens out of abject poverty.

3) APC states that this CCT will be staggered over a period of time (4-5 million citizens annually) but there are two conditions that beneficiaries must satisfy - enrollment of kids in school and immunization of kids. This you will agree are thus not targeted at the youth.

4) The Conditional Cash Transfer was used aggressively in combating health incidences such as polio in the Northern part of Nigeria and contributed to the elimination last year.

As a poster stated earlier, with the BVN and TSA in place, and NIMC set to kick off the National ID project in collaboration with NIBBS (creators of the BVN project), the government does not need to interface with any third party agency to verify who is who. You will need to open an account and have a BVN & National ID and possibly, have a child that you cannot afford to send to school - enrol such a child at a public school, get his or her immunization records updated and you get credited cash either via your account or are handed food stamp or vouchers.

Considering the government has specified that it will stagger the implementation based on funds available, I am certain that even where there might be hitches or hiccups at the start, the scheme will achieve 90-95% success and uplift a significant number of Nigerians out of abject poverty.
Just want to lend my voice to this discuss, just for enlightenment purposes, which can also be a suggestion anyways;

I hear guys say that the 5K is too small, the truth is that even if it is small, I would suggest we don't discourage the idea, rather we should proffer solutions on the best way to make it work and after then, seeing the success we can talk about increase, just like in minimum wage and the likes, since the Govt promised it and keeping their campaign promise to the people

We should see solution in all activities, not necessarily be negative. We are free to criticize, but be constructive. We know there will be ups and downs at the beginning and considering we, but we certainly get there and get it right for as long as there is the Will and determination to pull it through.

One other impression that I want to help correct is the fact that, we should not think that the 5k is all there is, the Govt is looking at creating jobs...You remember there 300,000 jobs promise. The 5k is just a "Safety Net" or you call it Social Security

My suggestion on how to make it work, looking at things on ground.

Mr. Ngige as said recently that they want to create jobs beyond the usual, he promised that jobs will go beyond the graduating and looking for jobs to training to be self made, to create the jobs. I took my lesson bag heading to the usual spot where i normally get keke. I discovered something odd, some keke were empty and yet won't stop to give me a ride. "they have started their usual shakara" i said to myself. i finally got a keke and to my utmost surprise, the road to orpet leading to Abia state township stadium was lodged with logs of wood and patrolling police vehicles. The keke driver took another turn and it seems every road were blocked as some army officers where patrolling everywhere with their guns. The keke rider has to drop me and i paid him #30. I grab my bag and took the road to BCA [Broadcasting Corporation Abia state] and a call came in. I was answering the call when an Hausa Army officer in front of me ordered me to abort the call immediately. I hesitated and manage to abort the call frowning my face on him. I continued on my journey. Few minutes later, I got another call and i was answering the call when an Igbo police officer called me, he took my phone forcefully.
"who U dey call?" he asked with bloody eyes. It dawn on me that am in serious trouble. He seized my phone and i stare at him for a while as my heart pound against my chest. He said i should forget the phone and go. I noticed some other guys like me standing dejected beside the road. I shock my head in dismay, "this police officers will certainly make some cool money today" i concluded in my mind walking out on him but inside me, i don't want to lose that phone but i have no choice than to keep moving. I grab my bag and continue my journey once more as i felt an unusual feeling inside of me. He called me back with beckoning hands.
"Who is your father?" lolzz, what a question.
"My dad is the Chief Security to the Chief Justice of Abia State" i manage to spit out and he's eyes suddenly got wider and he handed me the phone.
"Don't answer call until U don reach where U dey go." he said as he handed me back the phone heading to he's post. I rumpled my face although deep inside, i was smiling. I look around and saw some guys lying wretchedly on the ground. Hmmmm. What an arbitrary use of power by the Nigerian police. Always finding unnecessary reasons just to make some money. Citizens were walking to their respective place of work including the pregnant and old because no vehicle were allowed to use the road. I bump on an Hausa Army officer and he look at me with uncertain eyes.
"una president coming.. Road blocking pregnant women walking walking on leg. Who I be? God? Calling him Goodluck when he's badluck" i had no option than to smile at the officer not because of the point he's making but because of he's grammatical construction. "these comedians are right sometimes lolzz". Honestly speaking, i Don't think ten percent of Abia state residents are going to vote for him cause everyone i met were either castigating the president or Abia state governor. T.A Orji. I reached Umudike junction with a new spirit of victory cause i thought my encounter with these Lawless beings are over, little did i know that my problem is just beginning. I met another patrolling police vehicle and they were searching everyone's, looking for bomb i guess lol. It got to my turn and the officer scan me with he's weary scanning eyes which sent shivering impulses within me.
"Stay here." he said ignoring me. What did i do wrong? I found myself asking as i walk to the platform of Badlucks cause i wasn't the only one. We wasted more that 2 hours and i found myself pacing around.
"All of you can go" the officer said after searching our bags the second time. What did i do in the first place? What went wrong? I couldn't summon enough courage to ask him that. In other to let sleeping dog lie, i went my way shocking my head profusely. Nigerian is beyond repair. Nigeria is beyond redemption. Clashes and shattering sound of glasses brought me back to reality only to see an Army officer breaking the glass of a hammer bus with he's gun.
"you crazy? Come down, i said come down" the Army officer said in range as the young driver came down and was greeting with a resounding slap and i guess, i saw he's head spinning around as tears drop down my cheek. What will happen if we are in Mlilatry rule? I comforted my heart with the hope of making Nigeria better in our generation. A better Nigeria. A better country.
Truly very sorry my brother for the terrible experience you've had in Abia... This is the same crop of people GEJ want to curb with his new anti-corruption apps. We only asked that we realize the need for this urgent change, so that everything can be put in its right place. God bless Nigeria

My fellow Nigerians, I can understand why we are all so bitter when we talk about the state of the Nation. Truly the Country has disappointed us more than we can imagine, but we need to understand the phrase of the question that @bilms: asked, the 'coco' of the question is a clarion call for a change in our Nation and I must tell you, it is a good start, for us to be reminded daily of our responsibility to our dear Country, Nigeria. If you all will agree with me, what we experience today is a reflection of the society.

What is corruption: Everybody in our society only respect those with money, not name, not reputation so why won't I steal and amass so much for people to respect me, knowing full well that nobody cares how I made it.

What is Insecurity: When I don't about the safety of my neighbor, I can't watch his back. You don't pay your tax for our police to be enumerated properly or you will rather want buy him over to over look your many sins, reminding him or giving him options to either be good and remain poor or just collect what you are offering.

We all know what the problem of the Country is, but we are shying away from it. We must start purging ourselves, even from the home front to the society and to the bigger stage.

We would enjoy the fruit of our labor IJN and we shall begin to sing a different song soon, bless you
