Nigeria's presidential election on March 28 will not take place peacefully, AbuBakr Shekau, leader of Boko Haram, has said in a new video purportedly released by the group.

In the video, released on social media on Tuesday and obtained by US based SITE intelligence group, Shekau issued a warning to the Goodluck Jonathan's government that next month's elections would be disrupted with violence.

"Allah will not leave you to proceed with these elections even after us, because you are saying that authority is from people to people, which means that people should rule each other, but Allah says that the authority is only to him, only his rule is the one which applies on this land," he said.

"And finally we say that these elections that you are planning to do, will not happen in peace, even if that costs us our lives.

In the video message, titled "A message to the leaders of the disbelievers", the contents of which Al Jazeera has not been able to independently verify, Shekau also takes aim at the leadership of regional countries who are co-ordinating efforts against the group.

"You are claiming that we don't know how to fight, but we forced your forces to flee from their bases and we freed our imprisoned brothers from the prisons that you oppressed them in, only praise be to Allah."

Nigeria's presidential election was to be originally held on February 14, but was postponed due to security concerns.

Speaking before Shekau's threat, Niger's President Mahamadou Issoufou vowed that his country would herald the end for the rebels, whose six-year insurgency has cost more than 13,000 lives.

Renewed attacks

"Niger will be the death of Boko Haram," he told a cheering crowd after a protest against the insurgents in the capital Niamey.

But Boko Haram has proved resilient and experts question whether the group can be overpowered in the short-term.

On Tuesday, two suicide attacks ripped through northeast Nigeria, killing at least 38 people and injuring 20 others.

In a separate development, the United States military said on Tuesday they would be providing communications equipment and intelligence to help African nations in the fight against Boko Haram.

Major General James Linder said that, as part of the annual US-backed 'Flintlock' counter-terrorism exercises this year in Chad, the United States would provide technology allowing African partners to communicate between cellphones, radios and computers.

The renewed attacks on Tuesday came as heads of states from Central African countries were ending a meeting in the Cameroonian capital, Yaounde, to plan the creation of a joint military response to the growing regional threat posed by Boko Haram.

The 10 member states announced that they had contributed more than 50 percent of the $100m needed to fight Boko Haram. They also called on Nigeria to cooperate by allowing the multinational joint task force to attack Boko Haram in its strongholds in Nigeria.

Boko Haram has fought a five-year insurgency, has recently begun stepping up its attacks against neighbouring countries after Cameroon, Niger, Chad and Benin agreed to contribute troops toward a regional military effort.

The violence has forced some 157,000 people to seek refuge in Niger, while 40,000 others have gone to Cameroon and 17,000 are in Chad, the UN said.

Almost one million Nigerians are internally displaced, according to the country's own statistics.

I met this girl in September, I never knew I could fall for her at first sight. We begin the friendship n I asked her out. She told me she had a bf already but I didn't take it as a barrier. As the temperature dropped to freezing, Okene, dressed only in boxer shorts, recited a psalm his wife had sent him earlier by text message, sometimes called the Prayer for Deliverance. "Oh, God, by your name, save me. ... The Lord sustains my life."

To this day, Okene believes his rescue after 72 hours underwater was the result of divine deliverance. The 11 other seamen aboard the tug Jascon 4 died.

On the video, there was an exclamation of fear and shock from Okene's rescuers, and then joy as the realization set in that this hand belonged to a survivor. "What's that? He's alive! He's alive!" a voice can be heard exclaiming.

"It was frightening for everybody," Walker said of that moment, speaking in a telephone interview Tuesday. "For the guy that was trapped because he didn't know what was happening. It was a shock for the diver while he was down there looking for bodies, and we (in the control room) shot back when the hand grabbed him on the screen."

Walker said Okene couldn't have lasted much longer.

"He was incredibly lucky. He was in an air pocket, but he would have had a limited time (before) ... he wouldn't be able to breathe anymore."

The full video of the rescue was released by DCN Diving after a request from The Associated Press. Initially, a shorter version of the rescue emerged on the Internet. The authenticity of the video was confirmed through conversations with DCN employees in the Netherlands. The video showing Okene was also consistent with additional photos of him on the rescue ship. The AP also contacted Okene, who confirmed the events.

Okene's ordeal began around 4:30 a.m. on May 26. Always an early riser, he was in the toilet when the tug, one of three towing an oil tanker in Nigeria's oil-rich Delta waters, gave a sudden lurch and then keeled over.

"I was dazed and everywhere was dark as I was thrown from one end of the small cubicle to another," Okene said in an interview with Nigeria's Nation newspaper after his rescue.

He groped his way out of the toilet and tried to find a vent, propping doors open as he moved. He discovered some tools and a life vest with two flashlights, which he stuffed into his shorts.

When he found a cabin of the sunken vessel that felt safe, he began the long wait, getting colder and colder as he played back a mental tape of his life — remembering his mother, his friends, but mostly his wife of five years, with whom he hadn't yet fathered a child.

He worried about his colleagues — the Ukrainian captain and 10 Nigerians, including four young cadets from Nigeria's Maritime Academy. They would have locked themselves into their cabins, standard procedure in an area stalked by pirates.

He got really worried when he heard a loud sound in the water outside — sharks or barracuda, he supposed — fighting over something big.

As the waters rose, he made a rack on top of a platform and piled two mattresses on top.

"I started calling on the name of God," Okene told the Nation. "I started reminiscing on the verses I read before I slept. I read the Bible from Psalms 54 to 92. My wife had sent me the verses to read that night when she called me before I went to bed."

He survived on a single bottle of Coke.

Okene really thought he was going to die, he said, when he heard the sound of a boat engine and an anchor dropping, but failed to get the attention of its crew. He figured, given the size of the sunken tugboat, that it would take a miracle for anyone to locate him. So he waded across the cabin, stripped the wall down to its steel body and banged on it with a hammer.

But "I heard them moving away. They were far away from where I was," he said.

By the time the divers found him, relatives already had been told there were no survivors.

Using hot water to warm him up, the rescue crew attached Okene to an oxygen mask. He was put into a decompression chamber and then safely returned to the surface.

Before the slow ascent began, a voice on the video could be heard asking Okene to give a thumbs up if he understood what was about to happen. Slowly he raised his hand and stuck out his thumb.

"Good job, my friend. Well done," the voice says. "You are a survivor."

Dear President Blatter,

I read that you have gotten into some trouble with Cristiano Ronaldo, Real Madrid and the Portuguese federation for saying that you liked me more than him. This upset me very much. I also saw that you apologized for your comments, but I feel that I am the one who should apologize to you for causing this trouble in the first place.

I'm sorry for being so nice and for doing things that you and many other people like so much. For too long now, comparisons between Cristiano and I have produced negativity for many people around the world and I realize that if I wasn't the way that I am, this wouldn't happen and others wouldn't get hurt by it. I tried making children in the United States cry and not paying my taxes in Spain. I even scored just 60 goals in 50 matches last season instead of 73 in 60 matches like the season before. But people still love me and insult other footballers like Cristiano for not being exactly like me.

You said that Ronaldo has "more expenses for the hairdresser" than I do, but that's only because I have a very serious gel allergy that prevents me from using fancy hair products. If it wasn't for the threat of a very painful death, I would have enough grease in my hair to start a kitchen fire at a McDonald's. I would also love to boldly wear clothing that angers people by being too tiny for my body the way Cristiano does, but I already wear clothes originally made for dolls and there simply isn't anything smaller. I know this is adorable, but it's also frustrating to the point where I spend two to three minutes a day not smiling and laughing.

I am extremely disappointed in myself for causing these problems to you, Cristiano, Real Madrid and Portugal. I'm not sure what I can do to make it up to all of you, but I will promise to try harder to be unlikable so these awful situations can be avoided in the future. I will tell my friends that I will pick them up from the airport and then never show up. I will write negative internet reviews for restaurants that I actually enjoyed. I will approach random people in the streets and blurt out spoilers to popular films and television shows. Whatever it takes to make Pele and Maradona argue about everything except me.

With a bit of luck, there will soon be a few mothers and fathers who see me as the kind of son that they wouldn't want to have because maybe they really wanted a painter or a sewage treatment specialist or even no kids at all. Then the world will never have to suffer these hurtful issues again. I'm going to make something charmingly offensive out of Lego pieces now.
