America has not fought a full fledged war with a world power since WW2 and this is same for Russia. That America owns a lot of Carriers doesn't equate to "best naval hardware". how well can such hardware perform against a full fledged military power like Russia? Check out the USS Donald Cook, the USS Cole and the USS Stark - epitomes of America's naval hardware. They were decapitated, sunk or destroyed by weaker nations in battle. Remember that last month, smaller Russian ships of 'unknown quality' fired Kalibr cruise missiles to destroy IS targets in Syria. So nothing is black and white. America is strong, so is Russia. By virtue of Russia's size, it is able to install satellite monitoring stations in Uzbekistan to cover the southern part of Asia & the indian ocean, on Kamchatka/Vladivostok to cover the pacific and in Murmansk/Belarus to Cover the Artic/Atlantic and Europe. In an exclusive interview with DW, Nigerian
President Muhammadu Buhari discusses his fight
against Boko Haram and corruption in
government.
DW: Lately, [Nigerian] troops have been
complaining about unfavorable conditions and
lack of adequate equipment. Will this affect the
deadline you set to end the Boko Haram
insurgency by the end of this year?
Muhammadu Buhari: Those who knew the
situation when this govt came to office and those
who know the situation now, four months into
this administration, will definitely say there is
visible difference. We have removed all the
service chiefs and replaced them with new ones
and some [high ranking] soldiers have been re-
deployed. The soldiers have received training and
more equipment now and are being continuously
equipped. They are succeeding in the work they
do. People in Yobe, Borno, Adamawa and even in
Gombe, mostly areas affected by the insurgency
of Boko Haram know that there are changes now.
But is this war likely to end at the end of
December as foreseen?
"God willing" as we say, we will end this war by
the end of December. We know face-to-face
combat will end but terrorism by the fighters,
killing innocent people in mosques, in churches,
market places or motor parks, or even attacking
school children sleeping in their dormitories and
simply slaughtering them and shouting "Allahu
Akbar" will continue. All these have nothing to do
with Islamic religion. No religion allows you to
betray your fellow human being, let alone kill or
maim anybody. So, just to go on killing sprees in
mosques and churches, or markets and schools
where sleeping girls are killed is not religion.
Those doing this either don't know what they are
saying or do not believe in Allah. Whoever
believes in Allah does not mistreat innocent
human beings.
This week, Nigeria's army released a poster of its
100 "most wanted" Boko Haram suspects. Is this
a sign that you have given up hope in any form of
dialogue with the insurgents?
No. There is a saying [in Hausa] that says: while
looking at one option, you should not close your
eyes to other options. These people [Boko Haram]
have come out to engage in fighting and killing
people, but if they have leaders who think they
can talk on behalf of their members or those that
would be able to stop them from killing and
return the girls they abducted from Chibok, then
we can talk to them.
Let us turn to the war on corruption which you
are now engaged in. Are you satisfied with the
progress in this campaign?
Well, this is a difficult time. If Nigerians could
remember the period of military rule, those
accused of corruption were simply rounded up
and taken to courts. We are now in a democratic
environment and in a democracy everyone is
considered innocent until proven guilty. So, now
we have to collect all the documents of those we
think have committed corruption crimes, before
we bring them to justice. This is a long, difficult
process, because corruption has spread it roots
deeply into Nigerian society.
The opposition has since accused you of witch-
hunting for them without considering corruption
cases within members of your party, who you
rewarded with governor seats, while you continue
to arrest members of the opposition. How would
you answer them?
Yes, I know I will not escape their blame, because
I defeated them in the elections. This is my
biggest crime.
But are you satisfied that you are doing justice to
every section in the war against corruption?
Yes, we are doing justice in this fight. We have to
practice justice because democracy with a multi-
party system is different from military rule. During
the military regime those in the government were
not aiming to return the stolen money to the
people through federal, state or local
governments. The aim was to force those accused
of corruption to give back the money to the

Former Lagos State Governor, Babatunde Fashola has stated that top priorities for the President Muhammadu Buhari-led government are security and economony. The minister-designate told AllAfrica that if infrastructure such as transport and energy gets better, “goods and services and people will move much more efficiently and that can only lead to productivity and the prosperity and quality of life that people want to see.” According to him, “The President is clearly focused on security. We have seen some results, and it will get better. “Dealing with the criminals who now terrorize parts of our country in a faceless manner poses challenges for our security apparatus, who were trained to deal with conventional opponents rather than these unconventional methods where soft targets are their victims. And government really, with all its best intentions, can’t be in every home and every corner of our society.” On his expulsions of people from Lagos while in office, he said, “I think it isn’t appropriate to classify it as an expulsion. It wasn’t. We had citizens who had no address and probably migrated from God-knows-where to our state.” “They were living as destitutes. Some had psychiatric problems. Some had other health issues. We rehabilitated them. When they got rehabilitated, they had to leave because it cost a lot of tax-payer money to keep feeding them on a daily basis, year-in, year-out. In some cases, they said they wanted to go home” “And as I said during the screening, we didn’t know where home was except for where they told us. We wrote three letters to their home governments. None of them was acknowledged. We had to do something. “As I said during the screening, we took them to the boundary of the state they called home, in the belief that they would be able to reintegrate themselves back to their communities. Perhaps we could have done a little more. But we were not assisted by their state governments.” On corruption, Fashola said his approach was to see that, “we got value for money and that there was good governance and the supremacy of law and order”. “Human beings will fall short of standards their society expects of them, and whenever that happens, what needs to be done is to enforce the law and insist on compliance. That is what I have sought to do. But we must be careful. There are some instances where people level allegations when they have no shred of evidence or they misapprehend the way the system works.” Responding to allegations that he spent 78 million naira on a website, Fashola insisted that the reports were untrue. “Specifically to the boreholes, it never happened. But I have chosen not to continue to defend myself on the pages of newspapers because that is not the place to resolve allegations of criminal wrongdoing. You do it in a court of law. “These are institutions of state who have the authority to ask me to answer. As far as the website is concerned, first of all it was I, as governor, who insisted that every procurement be published on our state website. “So if we had anything to hide, it would stand logic upside down to be publicizing our wrongdoing ourselves. And as I said during the senate screening, as governor I headed a network of institutions. “There is also an independent procurement agency that validates procurements. All I did as governor was to sign off and approve expenditure after the procurement agency approved. “I wasn’t elected with any limitations of powers of expenditure. It was I as governor who set limits on what I could do and what procurement agencies do.” When asked which ministerial post he may hold, Fahola said only President Buhari can tell. “He nominated us, so he would have a very clear idea what role he wants each of us to play. Vice President Prof. Yemi Osinbajo on Tuesday
unveiled the economic blueprint of President
Muhammadu Buhari, stating that the Federal
Government will invest more in social sectors to
reduce poverty.
Osinbajo, while speaking at the 45th Annual
Accountants Conference and 50th Anniversary
celebration of the Institute of Chartered
Accountants of Nigeria, said the government
would be investing more in the people, education,
and job creation.
Other areas where investment would be
stimulated are national school feeding scheme,
and conditional cash transfer.
Speaking on the topic “Repositioning Nigeria for
Sustainable Development: From Rhetoric to
Performance,” he said the multiplier effects of the
introduction of the scheme would help to create
1.14 million new jobs, increase food production
by up to 530,000 metric tonnes per annum, as
well as attract fresh investments up to N980bn.
He said, “One of the most important interventions
required in the education sector is capacity
building to improve teacher quality.
“This programme is intended to drive teacher
capacity development, boost basic education and
attract talents to the teaching profession.”
He reiterated that the All Progressives Congress
“has made a commitment to provide one-meal-a
day for all primary school students. That will
create jobs in agriculture, including poultry,
catering and delivery services.”
While stating that although Nigeria has recorded
rising oil prices, Gross Domestic Product and
foreign reserves during the previous
administrations, he lamented that unemployment
has remained also on the rise at the same time.
This, according to him, had made it clear that
such figures including a rise in revenue by itself
does not create jobs or significantly reduce
poverty level in the country.
He said, “So why are most (of our people) poor
despite rising revenues and GDP growth?
“Our main revenue earners, the extractive oil and
gas economy, do not by themselves create many
jobs.
“Such is the irony of a top-down economic model,
when the major revenue earner is extractive and
the value chain is poorly developed.”
He also said there is need for the government to
improve the power sector.

The Civil Society Network Against Corruption, a coalition of anti-corruption organisations in Nigeria, has petitioned the Economic and Financial Crimes Commission over the “questionable expenditures” of the administration of Babatunde Fashola, the immediate past governor of Lagos State. In a petition dated August 10 and addressed to the EFCC Chairman, the group called for the probe of the controversial N78 million spent on the personal website of Mr. Fashola There was outrage last weekend after analytic firm, BudgIT, revealed that Mr. Fashola approved, before he left office, N78.3 million from the state’s treasury for an upgrade of his personal website. The contract for the refurbishment of the website was awarded to Info Access Plus Limited by the office of the Chief of Staff to the former governor. The company, however, denied receiving the amount, insisting that it was paid N10 million. Other ‘questionable expenditures’ In addition to the amount purportedly spent on the website upgrade, CSNAC also urged the anti-graft agency to probe the N1.2 billion spent on the construction of pedestrian bridges along Eti-Osa – Lekki – Epe expressway “which did not specify the number of bridges.” Other areas of possible probe include the N17 million awarded for the provision of wall signage in three magistrate courts; N3.46 billion spent for the construction of a beach resort in Ilase; and N61 million disbursed for a Range Rover SUV and two Toyota Hilux trucks as the official vehicle of Chief Judge of State. The group also want the EFCC to probe Mr. Fashola’s spending of N85 million for the repair and replacement of street signs; N330 million spent on the development of the residence of Adejoke Orelope-Adefulire, the immediate past deputy governor; and N94 million spent on printer consumables. CSNAC petition came following a similar outcry by another anti-corruption group, the Coalition Against Corrupt Leaders. Debo Adeniran, CACOL’s Executive Director, had stated in an interview recently that his organisation’s independent investigation showed that the 1.36 kilometre Lekki-Ikoyi link bridge cost N6 billion, and not the N25 billion stated by Mr. Fashola’s administration. Mr. Adeniran also stated that several petitions written to the EFCC to probe the various projects in the state in the face of the more than N500 billion debt left by Mr. Fashola’s government was ignored. When did Nigeria descend this low?” The senators, in a statement issued in Abuja yesterday by their spokesperson, Senator Kabir Marafa, Zamfara Central stressed that the ranking rule was being violated in the appointment of presiding officers despite the fact that the leadership of the All Progressives Congress had properly guided the presiding officers by nominating ranking senators for the leadership positions. The SUF, however lamented that Saraki allegedly disregarded the party’s directive by inaugurating fresh senators as principal officers, just as they vowed any attempt to impose former Akwa Ibom State Governor, Godswill Akpabio as Minority leader above other ranking Senators, adding that Senators Eyinnaya Abaribe, James Manager, George Sekibo, Emmanuel Paulker, Solomon Bwacha, Sonni Ogbuoji, Andy Uba, Uche Ekwinife, and Owan Enoh, among others, should not be in chamber while a fresher like Akpabio should become their leader. The group said, “They violated rule 3 (2) to appoint both Senators Ali Ndume and Bala Ibn Na’Allah as leader and deputy leader of the senate and now we hear another alleged absurdity that Senator Godswill Akpabio may emerge senate minority leader.” Alleging that Akpabio was being favoured high above his seniors in the chamber contrary to the provisions of order 3 (2), the group said, “I swear to God, we will not allow this impunity to stand and a fresh one to be added. By the way won’t somebody ask him, who constituted these caucuses they are talking about? “Who is the chairman or leader of North West caucus for example? Who is the secretary? If there is, who appointed or elected them, where and using which law? “We all know how the leadership of the political parties and how they emerge. We know the supremacy of the political party (section 65 -2b) of the constitution. Let somebody tell us the supremacy of any caucus and where it’s hinged. “May be they want stalemate in the 8th senate looking at how they are running the place.
